Israeli settlers also open fire at Palestinians traveling between ‘Asira al-Qibliya and ‘Urif; no injuries are reported. Israeli forces injure a man in a drone strike in Jenin before raiding the city and its refugee camps, uprooting streets and causing damage to homes. Israeli forces also shoot and injure a Palestinian man during a raid in Qusra, others suffer tear-gas related injuries. Elsewhere, Israeli forces shoot and injure 2 Palestinians during a raid in Qalqilya. Israeli forces also demolish 3 homes in al-Walaja, displacing 16 people. Meanwhile, Israeli forces demolish 2 structures in Jalbun and declare the village a closed military zone. Israeli forces also arrest 35 Palestinians during raids in and around Yatta, Bethlehem, Jenin, and Ramallah. In Gaza, Israeli forces bomb Nuseirat refugee camp, Dayr al-Balah, Gaza City, Khan Yunis, and Rafah, killing at least 76 people. Israeli forces also fire tank shells at the Nasser Hospital in Khan Yunis, causing damage. 10 children die of hunger at al-Shifa and Kamal Adwan hospitals. Al-Awda Hospital in Jabalia refugee camp, the last functional hospital in northern Gaza, suspends operations due to a lack of fuel and medical supplies. In Lebanon, Israeli forces bomb Kafra, killing 2 civilians. Israeli forces also bomb Siddikine, Majdal Zoun, Khreibeh, Ibl al-Saqi, Bint Jbeil, and Ainata. More than 29,954 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 70,325 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 404 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,592 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 240 Israeli soldiers have been killed and 1,429 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 112 trucks carrying aid enter Gaza. Hamas official Basem Naim says there is still a wide gap between the Hamas position and the ceasefire proposal it has received, adding that Hamas’s non-negotiable demands are a final lasting ceasefire and not a pause, a total withdrawal of Israeli forces from Gaza, and the freedom of movement for Palestinians in Gaza. PA president Mahmoud Abbas meets with UNRWA commissioner-general Philippe Lazzarini in Ramallah. Abbas also sends letters to various heads of state rejecting Israel’s post-war plans for Gaza and calling for intervention to save Palestinians in Gaza. Foreign Minister Riad al-Maliki says Palestinian factions will discuss the establishment of a new technocratic PA government during a meeting in Moscow on 2/29 and that he thinks Hamas understands that if the party is included in the technocratic government it would be boycotted internationally. Al-Maliki also says that the resignation of the PA government on 2/26 was done to show the PA’s readiness to engage with international partners on the future of the PA. Israel’s Channel 12 reports that the Israeli war cabinet has removed National Security Minister Itamar Ben-Gvir’s power to manage the Haram al-Sharif compound and will not severely restrict Muslim worshippers from praying there during Ramadan. U.S. State Department spokesperson Matthew Miller says that the U.S. encourages Israel to allow Muslim worshippers to enter the Haram al-Sharif compound during Ramadan. Energy Minister Eli Cohen says Israel should not normalize relations with Saudi Arabia if it means the establishment of a Palestinian state. Prime Minister Benjamin Netanyahu meets with UN senior coordinator for humanitarian aid and reconstruction in Gaza Sigrid Kaag, discussing aid deliveries to Gaza. Axios reports that the U.S. is considering airdropping humanitarian aid to Gaza as the Israeli invasion has hindered aid reaching northern Gaza and severely limited the amount that can reach the south. USAID administrator Samantha Power says at the Karem Abu Salem (Kerem Shalom) crossing that the U.S. has urged Israel to open more crossings to facilitate aid deliveries. Canada says it is considering airdropping aid in Gaza. President of Refugees International Jeremy Konydyk says aid delivered by air is negligible and helps Israel’s strategy of blockading Gaza. Qatar and France issue a joint statement calling on Israel to open all crossings to Gaza to allow aid to enter, saying the 2 countries reject the “killing and starvation suffered by the Palestinian people in the Gaza Strip.” (AJ 2/28)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Ya‘bad. Israeli forces shot and killed 1 Palestinian and injured 5 Palestinians with live ammunition during a late-night raid in Balata refugee camp while securing the Joseph’s Tomb site for a settler incursion; others sustained tear-gas related injuries. Israeli forces also demolished 4 agricultural structures in Kafr ad-Dik and 1 agricultural structure in Bruqin. Elsewhere, Israeli forces delivered stop-work notices for 1 mosque and 4 homes in Khashem al-Karam and seized 6 vehicles in al-Twana in the Masafer Yatta area. Israeli forces also uprooted 120 citrus and palm tree saplings and damaged water pipes in al-‘Awja. 40 Palestinians were arrested during late-night raids in Tuqu‘, Ya‘bad, Nablus, Balata refugee camp, Kobar, Beit Sira, and Tulkarm. Israeli prime minister Yair Lapid and Türkiye president Recep Tayyip Erdoğan agreed to restore full diplomatic ties during a phone call, reinstating ambassadors and consuls. Axios reported that U.S. secretary of state Antony Blinken asked Israeli defense minister Benny Gantz to review Israel’s rules of engagement in the West Bank as a measure of accountability in relation to Israel’s killing of Palestinian American journalist Shireen Abu Akleh. (AX 8/17; MEE 8/18)

In the West Bank, Israeli settlers from the Shilo settlement threw stones at Palestinians driving between Nablus and Ramallah near Turmus ‘Ayya, injuring 2 who were taken to a hospital. Israeli settlers threw stones at Palestinian shepherds, preventing them from bringing their livestock to a water source in ‘Ain al-Hilweh. Israeli forces violently dispersed a protest in Yatta, causing tear-gas related injuries, and arrested 2 journalists. 2 others were arrested in Marah Rabah and Bayt Jala. In East Jerusalem, 1 43-year-old Palestinian man arrested for driving offenses on 7/18 was found dead in his cell in the Moscow detention center; other inmates said the man had been attacked by Israeli guards prior to his death and his family demanded that a Palestinian doctor be present at his autopsy. The Israeli high court of justice allowed the Israeli government’s request for an extension to submit a position on the eviction of Palestinians in Khan al-Ahmar. The government now has until 9/5 to submit its position. (HA 7/21; MEMO 7/22)

According to the Likud-linked newspaper Israel Hayom, the new Israeli government has barred the Supreme Planning Council from meeting, leading to a freeze on settlement construction and expansion. According to the newspaper, the government’s decision is a “demand” from the U.S.; Israel’s interior minister Ayelet Shaked later said in an interview that if the government freezes settlement expansion, then her Yamina (Rightwards) party will leave the coalition, which is headed by Yamina chairperson Naftali Bennett. In the Gaza Strip, Israeli forces conduct a limited incursion along the border fence nr. Khan Yunis to level land. In the West Bank, over 10,000 people attend a funeral procession in Ramallah for the Palestinian killed by Israeli soldiers on 12/15, and a general strike is held in the surrounding villages. IDF troops clash with stone-throwing Palestinians during a raid of a village w. of Jenin, and several Palestinians suffer from tear gas inhalation. Israeli soldiers later detain a Palestinian at a mobile checkpoint nr. Jenin. Separately, Israeli forces deliver stopwork orders to 4 homes under construction nr. Bethlehem and patrol nr. Tulkarm. In East Jerusalem, Israeli forces arrest 6 Palestinians in Silwan during raids and house searches, as well as 2 Palestinian youths on their way home from school. After the 12/15 killing of a Palestinian in Qalandia, right-wing Jewish activists enter Haram al-Sharif early in the morning. A day ahead of the Palestinians’ promised submission of their draft res. to the UNSC, various Palestinian, U.S., EU, Arab, and Israeli officials meet to discuss their options. PA FM al-Maliki meets with French FM Fabius, and he offers to back the French draft UNSC res. if a couple of critical amendments are made. Separately, U.S. Secy. of State Kerry flies to London to hold talks with senior PLO official Saeb Erakat and PA intelligence chief Majid Faraj, and later with an Arab League delegation. Kerry asks the Palestinians to delay submitting their draft so he can conduct further meetings with PA Pres. Abbas. Russian Dep. Off the coast of the Gaza Strip nr. Rafah, Israeli naval vessels open fire on Palestinian fishermen, causing no injuries, but arresting 2. Demonstrations take place across the West Bank in protest of the killing of 3 Palestinians in Yatta the previous day. Demonstrations in Hebron and outside Ofer detention center nr Ramallah lead to clashes with IDF troops. Outside Ofer, Israeli forces fire live ammunition, rubber-coated metal bullets and tear gas canisters, while demonstrators throw stones and set fire to tires. No serious injuries are reported. In Hebron, stone-throwing Palestinians are met with tear gas from Israeli soldiers. Also in the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Palestinian chief negotiator Erakat says that Israeli policies, including continued settlement construction and arrest raids have led him to believe that there is no room for progress, hence his resignation on 11/13. Erakat says that the most recent meeting of the Israeli and Palestinian negotiating teams took place on 11/5. Erakat also says that he believes the Russians would become more involved, pointing to Pres. Abbas’ scheduled visit to Moscow next month. (HA 11/27)

The Syrian govt. announces that it will attend the UN-sponsored negotiations in 1/2014 (announced 11/25), according to a report by state news agency SANA, but will also resist demands for Pres. Bashar al-Asad to step down. Meanwhile, the Syrian National Coalition pres. Ahmad Jarba, declares that the group will participate in the conference; he hopes it will facilitate the emergence of a transitional govt. (AP, NYT, REU 11/27)

Iranian FM Mohammad Javad Zarif says that construction on building projects at the Arak nuclear facility is allowed as part of the nuclear agreement. U.S. State Dept. spokesperson Jen Psaki says in response that, while road or building work might be permissible, any kind of nuclear fuel production or reactor work is not allowed. Meanwhile, U.S. Pres. Obama briefs Saudi Arabia’s King Abdallah on the recent deal with Iran, with the White House saying that the 2 leaders agreed to consult regularly on the efforts of the P5+1 countries to secure a long-term agreement. Separately, Israeli strategic affairs minister Yuval Steinitz meets with British officials in Jerusalem to discuss recent developments and Israel’s concerns with a potential deal between Iran and the P5+1. In the Gaza Strip, IDF opens fire on Palestinian fishermen nr. Bayt Lahiya, causing no injuries. In the West Bank, the IDF conducts night patrols in 1 village each nr. Qalqilya and Tulkarm. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). The IDF conducts an air strike against a base of the Popular Front for the Liberation of Palestine-General Command (PFLP-GC) s. of Beirut, in response to the rocket launch the previous day—despite that attack being claimed by and attributed to another group entirely. A Lebanese security source claims that the site is also used by Islamist militants. The air raid causes no casualties or serious damage. Lebanese pres. Michel Suleiman condemns the Israeli strike and orders his diplomats to file a complaint about the attack with the UNSC. Israeli DM Moshe Ya’alon says that the Israeli govt. holds their Lebanese counterparts responsible for the rocket fire emanating from its territory. UN Secy.-Gen. Ban Ki-moon repeats his desire for both Syrian govt. and rebel forces to permit an inspectors team to investigate the site of an alleged chemical weapons attack. Meanwhile, the British govt. adds its voice to those ascribing responsibility for the attack to govt. forces. Moscow publishes a statement calling for an independent investigation and saying that FM Sergey Lavrov and U.S. Secy. of State John Kerry had spoken about the situation and that both parties had a “mutual interest” in calling for a UN investigation. In an interview on CNN, U.S. pres. Barack Obama plays down the possibility of a rapid military intervention by the U.S. in Syria, saying how important a legal mandate from the UN and international coalition of support would be. Protests take place across Egypt by Muslim Brotherhood supporters and other opponents of the coup, though rallies were small and scattered. One person is killed by security forces in the Nile Delta town of Tanta, with official Health Ministry reports saying 54 people are wounded in Cairo and 2 Delta provinces. Meanwhile, speaking on CNN, U.S. pres. Barack Obama says that cutting off aid to Egypt “may not reverse what the interim govt. does.” (AP, REU 8/23)

Overnight, the IDF carries out 6 air strikes on smuggling tunnels on the Rafah border, 2 open areas nr. Khan Yunis, and a metal workshop in Gaza City in retaliation for the fatal 3/18 rocket strike; 2 Palestinian civilians are wounded in Rafah. After unidentified Palestinians fire another Qassam rocket into Israel during the day (causing no damage or injuries), the IDF carries out air strikes on a Hamas facility nr. Dahaniyya airport (11 Palestinians injured) and on smuggling tunnels on the Rafah border (injuring 14). In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists staging nonviolent demonstrations against the separation wall in Bil‘in (10s suffer tear gas inhalation), Budrus village nr. Ramallah (1 Palestinian injured; 3 Palestinians, including 2 journalists arrested), Dayr Nizam/ al-Nabi Salih (11 Palestinians injured), and Ni‘lin (10s suffer tear gas inhalation); protesters in Ni‘lin throw stones at IDF troops, but the other demonstrations are nonviolent. Palestinians also demonstrate against the separation wall at the Qalandia checkpoint, setting fire to tires and throwing stones and bottles at IDF troops, who respond with rubber-coated steel-bullets, injuring 3 and arresting 1. The IDF also carries out late-night arrest raids, house searches in Qalandia r.c. nr. Ramallah. Jewish settlers burn a wooded area of Palestinian land nr. Bet Ayn settlement nr. Hebron. At a meeting in Moscow, the Quartet issues a strong statement “condemning” Israel’s Ramat Shlomo construction plan, “recalling that the annexation of East Jerusalem is not recognized by the international community,” and reiterating that Israel was obligated irrespective of Palestinian reciprocity to “freeze all settlement activity, including natural growth, dismantle outposts erected since March 2001; and to refrain from demolitions and evictions in East Jerusalem.” (WP 3/19, 3/20; NYT 3/21)

Palestinian American political activist Mubarak 'Awad is arrested in Jerusalem on charges of organizing an illegal demonstration [WP 3/17]. Israel cuts phone lines to W. Bank, Gaza Strip [NYT 3/17]. Jews from Teqoa settlement attack Bethlehem-area village of Za'tara after demonstration; settlers bulldoze walls, damage water pipes, and smash windows of houses and cars before troops intervene [FJ 3/20].
