In the West Bank, 1 Palestinian teen shot by Israeli forces during an anti-settlement protest on 6/16 in Beita succumbed to his injuries. Israeli forces demolished 1 house in Halhul and displaced 8 Palestinians, demolished 1 car wash in Jinsafut, delivered demolition orders for 8 structures in Jawaya, and demolished 1 agricultural structure in Wadi Muhaisen. Israeli forces also shot and injured 4 Palestinians during a late-night raid in Jenin. Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 2d day in a row. 7 Palestinians were arrested during late-night raids in and around Jalazun refugee camp, Yatta, Tarqumiyya, and Kafr Dan. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Silwan. In Gaza, Israeli forces conducted air strikes in Khan Yunis and Gaza City, causing damage; no injuries were reported. Israel said the air strikes were in response to incendiary balloons sent toward Israel, which were said to have ignited 8 fires. In Israel, a Palestinian Israeli journalist had large parts of his home blown up by a bomb planted in his house in Taibeh, causing severe damage but no injuries. The Palestinian Health Work Committees reopened its office in al-Bireh despite an Israeli order to close the office for 6 months after a raid on 6/9. The PA health minister Mai al-Kaila attended the reopening ceremony. (WAFA 6/17; WAFA 6/19)

The new Israeli health minister Nitzan Horowitz of Meretz (Vigor) decided to loan the PA 1.2 million nearly expired doses of the Pfizer COVID-19 vaccine in exchange for a shipment of Pfizer vaccines set to arrive to the PA in 2022. (AP, HA, REU, WAFA 6/18)

An Israeli court ordered a Palestinian woman be released into house arrest and criticized Israeli police for trying to force her to confess that she intended to hit an Israeli soldier with her car at a checkpoint in East Jerusalem on 6/15. (HA 6/20)

Israel arrested a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, saying he had incited violence by sharing a clip from a movie showing people killing a police officer on Facebook. (HA 6/17; MEMO 6/18)

The Israeli justice ministry indicted 1 Israeli border police officer for reckless homicide in relation to the shooting of Eyad al-Hallaq, a Palestinian man with special needs, in the Old City of East Jerusalem on 5/30/2020. For the 10th consecutive Friday, Israeli forces violently disperse Palestinians, Israelis, and international activists at protests against U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, as well as Israel’s settlements, separation wall, and occupation, in al-Mazra‘a and al-Bireh near Ramallah, 3 villages near Nablus (Beita, Dayr al-Hatab, and Madama), the Huwwara checkpoint, and along Gaza’s border near Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City; at least 41 Palestinians are injured (1 critically). Meanwhile, Israeli border police arrest a Palestinian in central Hebron, claiming he is carrying a knife. The IDF temporarily shuts down the Huwwara checkpoint near Nablus following clashes in the area earlier in the day. IDF troops arrest 1 Palestinian during a late-night raid near Tubas, and patrol near Salfit and Hebron. In 4 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Gaza City, causing no damage or injuries. Palestinian shops, schools, government offices, banks, and other businesses across the oPt observe a general strike in protest of U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital on the occasion of U.S. VP Pence’s visit to Israel. IDF troops violently disperse protests in al-Bireh, Aida refugee camp near Bethlehem, central Hebron, and nearby Sa‘ir village; 2 Palestinians are arrested. Meanwhile, Israeli border police shoot and injure 2 Palestinians at the Za’atra checkpoint near Nablus, allegedly after they attempt to stab soldiers stationed in the area. The IDF closes the checkpoint after the incident. IDF troops arrest 9 Palestinians during late-night raids in and around Hebron, Ramallah, Salfit, Jenin, and Bethlehem; and patrol near Hebron. On his 2d and final day in Israel, U.S. VP Pence visits Yad Vashem, the Western Wall, and meets with Israeli pres. Reuven Rivlin. In an interview with Reuters, Pence discusses the U.S. peace initiative. “The White House has been working with our partners in the region to see if we can develop a framework for peace,” he says. “I think it all just depends now on when the Palestinians are going to come back to the table.” (HA, JP, REU, TOI, YA 1/23)

In the West Bank, Israeli border police shoot and kill a 26-year-old Palestinian in ‘Ayn Bayt al-Ma’ r.c. nr. Nablus, during an overnight raid. Meanwhile, a group of Palestinians in Ramallah gather to protest PA-Israel security collaboration, leading to clashes with PA security forces in which 1 bystander is killed and 2 protesters are wounded. The IDF conducts house searches and arrest raids in Nablus, Balata r.c., ‘Askar r.c. and 1 nearby village, 3 villages nr. Jenin, Hebron and al-‘Arub r.c. and 1 village nearby, and Tulkarm at night. Israeli settlers open fire on Palestinians nr. Ramallah, causing no injuries. Separately, settlers open fire on Palestinians gathered in al-Bireh for a funeral, injuring 1. The PA issues a statement announcing it has begun official procedures to request an emergency session of the UNSC in response to the ongoing Israeli operation in the West Bank, citing “collective punishment,” 5 Palestinian deaths to date, and more than 400 arrests. Meanwhile, Russia’s UN Amb. Vitaly Churkin proposes a statement to the UNSC that would condemn the Israeli operation, but it is not agreed on. Jordan’s UN reps. insist on stronger language, and U.S. Amb. to the UN Samantha Power says that agreeing to any statement criticizing Israel would be a “red line” for the U.S. (JP, MNA 6/22; AP 6/23; PCHR 6/26)

In the Israeli-occupied Golan Heights, an antitank projectile fired from inside Syrian territory kills 1 Israeli civilian, a 13-year-old child, and wounds 2 others. The targeted vehicle was delivering water for the Israeli Ministry of Defense. In response, Israeli tanks fire at Syrian army positions. Later, Israeli forces launch land and air strikes at 9 Syrian army positions, killing 4 and injuring 9, according to the Syrian Foreign Ministry. Israeli DM Moshe Ya’alon says that the Syrian govt. is responsible for the attack, adding that Israel will “respond aggressively and harshly against any provocation and violation of our sovereignty.” (AP, HA, JP, REU 6/22; AP, HA, REU, YA 6/23)

Palestinians in Gaza fire an antitank missile at an IDF patrol inside Israel, causing no damage or injuries. During the day, Palestinians also fire 10 mortars toward Israel in 2 barrages, causing no damage or injuries; some of the mortars land inside Gaza. In the West Bank, the IDF conducts synchronized morning patrols in Tulkarm and several nearby villages; patrols in alBireh and neighboring al-Am‘ari r.c., and in 3 villages nr. Jericho and Ramallah. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 4 Palestinians, including 2 children. A Jewish settler deliberately attempts to run down a Palestinian nr. the Hawara checkpoint nr. Nablus, moderately injuring him; the IDF does not intervene. Jewish settlers fr. Taffuh settlement attempt to seize a plot of nearby Palestinian agricultural land but are sent away by the IDF. Jewish settlers close Jit intersection nr. Qalqilya with burning tires, blocking the main Qalqilya-Nablus road. In separate incidents, Jewish settlers fr. Keddumim and Karnei Shomron settlements stone Palestinian vehicles nr. Qalqilya. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Syria, govt. forces violently disperse protests (ranging in size fr. the 100s to the 1,000s) held after Friday prayers in Baniyas, Dara‘a, Damascus, and Homs, fatally shooting 6 protesters and wounding 10s. Though protests are small, the govt. response is harsh and tensions are high. (NYT, WP 3/19)

In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. Israeli warplanes overfly s. Gaza, dropping leaflets warning Palestinians not to enter the 300-m no-go zone along the border fence. Israel seals the West Bank until 3/21 for the Purim holiday. During the day, the IDF patrols in al-Bireh, Ramallah, Tulkarm (randomly stopping and searching vehicles), 4 villages nr. Qalqilya (searching several shops in 1 village but making no arrests), and 3 others nr. Jenin (ordering 4 Palestinians to appear for questioning). Late at night, the IDF patrols in Jericho and conducts arrest raids, house searches nr. Jenin. Jewish settlers beat a Palestinian laborer working inside Shilo settlement; a settlement security guard intervenes, calling Israel border police who transport the Palestinian to a Ramallah hospital. Jewish settlers burn the cars of 2 Palestinian laborers working in Keddumim settlement nr. Qalqilya. Later, Keddumim settlers stone Palestinian cars on a nearby road; the IDF intervenes to disperse them. Jewish settlers fr. Karnei Shomron settlement nr. Qalqilya stone passing Palestinian vehicles. In Gaza, Hamas-affiliated police break up 40 protesters rallying in Gaza City calling for national reconciliation, arresting 1 protester and 2 Palestinian cameramen covering the event. The UNSC authorizes (10-0, with Brazil, China, Germany, India, and Russia abstaining) “all necessary measures” short of foreign occupation to protect civilians in Libya, including calling for an immediate halt to the heavy fighting ongoing nationwide, imposition of a no-fly zone, and interdiction of ships heading to support Qaddafi’s forces. Pres. Obama, asked during his trip to Indonesia about his reaction to Israel’s 11/8 construction announcement, states sharply that “this kind of activity is never helpful when it comes to peace negotations. I’m concerned that we’re not seeing each side make the extra effort . . . to get a breakthrough. Each of these incremental steps can end up breaking trust.” Hours later, Netanyahu’s office responds saying “Jerusalem is not a settlement. It is the capital of the State of Israel. . . . Israeli tax authorities and border police seal the entrances to the Jerusalem suburb of Issawiyya, checking Palestinians leaving and entering the village and raiding businesses in search of Palestinian tax evaders. Border police fire rubber-coated steel bullets at stone-throwing Palestinian youths who confront them, injuring 19 Palestinian children (ages 10–15); 1 Israeli border policeman is also injured. Also in East Jerusalem, Israeli authorities raid, search 2 Palestinian homes in Silwan, arresting 2 Palestinians. Silwan residents report that in recent weeks, Israeli authorities have stepped up arrests of young Palestinian men in Issawiyya and Silwan, and that Jewish settlers and settlement guards in Silwan have been accosting local Palestinians more frequently, generating almost daily low-grade clashes. The IDF conducts arrest raids, house searches in Issawiyya later in the evening; and conducts latenight arrest raids, house searches in and around Hebron and nearby al-‘Arub r.c., in al-Bireh (searching the home of Palestinian Council secy. Mahmud al-Ramahi, but making no arrests; Ramahi was one of the Hamas-affiliated elected PC mbrs. that Israel arrested after the 2006 capture of Shalit to pressure Hamas but he was recently released; 7 Hamas-affiliated PC mbrs. are still jailed by Israel), and nr. Tulkarm. Meanwhile, the IDF makes brief incursions into n. Gaza nr. Bayt Lahiya and c. Gaza e. of al-Maghazi r.c. to bulldoze Palestinian lands along the border fence to clear lines of sight. Unidentified Palestinians fire 2 mortars fr. Gaza toward Israel, 1 landing in Israel and 1 inside Gaza, causing no damage or injuries. In Gaza, the IDF bulldozes 24 d. of olive groves and a small Gaza police outpost nr. al-Maghazi r.c. Egyptian border police discover, demolish a smuggling tunnel on the Rafah border. In the West Bank, the IDF demolishes a Palestinian home in Anata nr. Jerusalem; occupies a Palestinian home nr. Jenin as a military outpost; conducts late-night arrest raids, house searches nr. Tulkarm and in al-Bireh (raiding and searching the municipal building, rounding up 2 municipal employees fr. their homes and bringing them to the offices to log onto password-protected computers), Ramallah (raiding the chamber of commerce offices), Jericho. The Israeli Housing Min. presents Olmert with a proposal for construction of 1,900 new Jewish settler housing units across the West Bank in 2008: 682 units in Beitar Ilit nr. Bethlehem, 510 units in Givat Ze’ev n. of Jerusalem, 302 units in Ma’ale Adumim e. of Jerusalem, 160 units in Binyamin settlement n. of Jerusalem, 158 units in Efrat nr. Bethlehem, and 48 units each in Ariel nr. Salfit and Kiryat Arba in Hebron. Palestinians throw stones at Jewish settler vehicles nr. Khan Yunis for no apparent reason; fires on Palestinians at a roadblock outside Ramallah, injuring 2 children; conducts arrest raids in Dayr al-Balah, Rafah (arresting the 5 brothers of 2 wanted men who could not be found). The IDF raids al-Quds University in Ramallah, searches computers and files; demolishes 2 Palestinian homes in Hebron, 1 in Bayt Lahia; fires on residential areas of Canada r.c.; conducts arrest raids in al-Bireh, Jenin, Nablus (targeting the AMB), Ramallah; bulldozes 80 dunams of land in al-Qarara. IDF soldiers at Ma’ale Ephraim checkpoint halt a PRCS ambulance, search it, confiscate the paramedics IDs, order 1 paramedic at gunpoint to strip and stand in a garbage pile; when the medic refuses to remove his underwear, a soldier threatens to shoot him in the head, but the medic again refuses and is not harmed; the ambulance is held for another 3 hrs. before being ordered back to Nablus. In a 2d incident nr. Nablus, an IDF tank rams its gun barrel into an ambulance transporting a patient, lifts it off the ground, eventually allows it to proceed to the hospital. Israeli border police begin confiscating Palestinian taxis with Israeli license plates operating in East Jerusalem that are suspected of transporting illegal workers; order taxi drivers to begin checking the work permits of their passengers. Overnight, IDF helicopters rocket a residential area of Khan Yunis, killing 4 Palestinians, wounding 21, destroying 2 Force 17 buildings. This evening, AMB, Hamas gunmen jointly detonate a roadside bomb nr. a Jewish settler bus outside Emmanuel settlement nr. Nablus, then open fire on the bus, 2 cars traveling with it, the medical workers who come to the scene, killing 9 Jewish settlers, 1 Israeli border police officer, wounding 30; 1 Hamas mbr. is run over, shot dead by the IDF. In Gaza, 2 Hamas suicide bombers detonate devices outside a Jewish settlement, wounding 4. Sharon severs all contacts with the PA, declares Arafat "irrelevant," says Israel will no longer wait for the PA to "wipe out terror networks" but will do the job itself. The IDF immediately begins F-16 air strikes on targets in al-Bireh, Gaza City, Jinin, Nablus, Qalqilya, Ramallah, and Tulkarm, killing 1 Palestinian; tightens its encirclement of major Palestinian population centers; enters Jinin's area A with tanks, injuring 19 Palestinians before withdrawing; fires on a funeral procession in Khan Yunis, injuring 3. The Israeli inner cabinet agrees to "rapidly deploy" the IDF for "massive and continuous" operations "in cities in the West Bank and Gaza Strip."
