Three unidentified assailants cross into Israel from Egypt and plant a roadside bomb that they detonate when 2 vehicles pass carrying laborers who are working to build Israel’s new border fence; they then open fire on the vehicles with automatic weapons and rocketpropelled grenades; 1 Israeli Palestinian worker is killed. Israeli border police respond to the scene and exchanges fire with the infiltrators, leaving 2 assailants dead and 4 policemen injured. Gaza: 1 targets a Palestinian sniper team that fired across the Gaza border into Israel (causing no damage or injuries), killing 2 Islamic Jihad mbrs.; the other targets Palestinians who attempted but failed to fire a rocket into Israel, killing 1 IQB mbr. and 1 al-Aqsa Guards Group mbr. Late at night, IDF troops on the c. Gaza border fatally shoot 2 Palestinians (1 a teenager) attempting to sneak into Israel to find work. Meanwhile, IDF troops make a brief incursion into n. Gaza nr. Bayt Hanun to level land and clear lines of sight. Israeli naval vessels fire warning shots at Palestinian fishing boats off the n. and c. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in 2 villages nr. Ramallah and 1 nr. Jericho in the morning; and in 1 village nr. Ramallah in the evening. The Israel Project, a Washingtonbased pro-Israel group, hosts a debate between foreign policy advisers to Pres. Obama and Republican presidential candidate Mitt Romney, covering numerous issues including Iran, Syria, military aid, and Obama’s commitment to Israel. Romney advisers accuse Obama of failing to support Israel and of being more concerned with preventing Israel from attacking Iran than halting Iran’s nuclear program. Obama adviser Robert Wexler calls Obama’s ‘‘degree of military and strategic support [to Israel] unparalleled,’’ emphasizing that the Obama admin. worked strenuously behind the scenes to ensure there has not been a UN vote on Palestinian statehood since the Palestinians launched their UN statehood bid in 9/2011. In Lebanon, clashes erupt at the funeral for a Palestinian refugee slain by Lebanese troops outside Nahr al-Barid r.c. on 6/15, leaving 1 Palestinian dead and 7 Palestinians and 3 Lebanese soldiers injured. The clashes spread to ‘Ayn al-Hilwa r.c. in Sidon, where at least 1 Palestinian is killed and 3 Palestinians and 3 Lebanese soldiers are injured. Demonstrations (but no clashes or injuries) are reported in Biddawi r.c. nr. Tripoli and Shatila r.c. in Beirut. (JAZ 6/18)

IDF troops on the c. Gaza border e. of al-Bureij r.c. open fire across the border for 15 mins., causing no reported damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore; they detain and confiscate 2 boats and arrest 2 fishermen. In the West Bank, the IDF bulldozes 8 tents (housing 83 Bedouin, including 48 children) and 8 sheep pens and fodder storehouses in Khirbet al-Rahwa s. of Hebron, nr. Tene Oranim settlement; demolishes 7 tents (housing 33 Bedouin, including 10 children) and 6 animal pens in Khirbet Tana and Khirbat Tuwayil in the Jordan Valley; conducts synchronized evening patrols in 2 villages nr. Qalqilya; conducts late-night arrest raids and house searches in Qalqilya, including rearresting 2 Palestinians released in the recent prisoner swap that freed IDF Cpl. Gilad Shalit. Palestinians (including families of prisoners held in Israel) organized by Birzeit students stage a 2d nonviolent march to Ofer prison (see 2/11/12) to show solidarity with hunger-striking Islamic Jihad prisoner Khader Adnan, where the IDF again fires rubber-coated steel bullets, tear gas, and stun grenades to disperse them; 2 Palestinians are lightly injured. In East Jerusalem, Israeli municipal workers escorted by police and border police bulldoze a Palestinian playground, recreational center, and 2 other structures in Silwan; demolish a Palestinian home in al-Siwana. Israel accuses Iran of staging 2 bombing attempts today against Israeli diplomatic targets in New Delhi, India, and Tbilisi, Georgia. In New Delhi, an unidentified motorist slaps a magnetic bomb on an Israeli emb. car in traffic; the bomb detonates, wounding the wife of an Israeli diplomat, her driver, and 2 bystanders. In Tbilisi, an unidentified assailant straps a grenade to a parked Israeli emb. vehicle, but it is discovered and disarmed. The attacks come a month after the assassination of an Iranian nuclear scientist and on the 4th anniversary of the assassination of Hizballah military commander Imad Mughniyah, both thought to have been carried out by Israel’s Mossad. No group claims responsibility; Iran denies responsibility. Indian authorities allow Israeli experts to join their investigation. (NYT, WP, WT 2/14; WP 2/15)

In the morning, members of the Palestinian Popular Resistance Comm. (PRCs), retaliating for the death of an Islamic Jihad mbr. on 8/16, fire 2 mortars across the s. Gaza border at IDF troops operating inside Israel, lightly injuring 2; the IDF returns fire but no injuries are reported. Late in the evening, the IDF responds with 6 air strikes targeting a deserted house near the c. Gaza border e. of Gaza Valley village (destroying it, a well, and damaging a nearby factory) and several smuggling tunnels on the Rafah border, causing no injuries. During the day, IDF troops make a brief incursion in to s. Gaza to level lands e. of Abassan to clear lines of sight; fire warning shots at Palestinians staging a nonviolent march to the Erez crossing to protest Israel’s imposition of a no-go zone along the border, causing no injuries. In the West Bank, Jewish settlers fr. Karnei Shomron settlement nr. Qalqilya stone passing Palestinian vehicles, causing no injuries. An Israeli court rules that Israel is responsible for the 1/2007 death of a 10-yr.-old Palestinian girl who was fatally shot by Israeli border police while observing a Palestinian demonstration from a distance; the border police alleged she was hit by a rock thrown by protesters, but the court finds that “there cannot be any dispute . . . that Abir was hit by a rubber bullet fired by border police, meaning the fire was conducted either due to negligence or violation of the rules of engagement.” (JP 8/17; AFP 8/18; PCHR 8/19; OCHA 8/20)

Lebanon passes a law granting the country’s approximately 400,000 Palestinian refugees the same rights to work as other foreigners and giving them access to social security benefits, easing decades of restrictions that had barred them from all but menial jobs. (NYT 8/18) 

In the West Bank, the IDF conducts late night arrest raids in and around Jenin town and r.c., Nablus, and in al-Fara‘a r.c. nr. Tubas (firing live ammunition and rubber-coated steel bullets on stone-throwing youths who confront them, wounding 6); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (injuring 2 Palestinians, 1 international). Israel imposes new restrictions requiring Palestinian medical personnel fr. the West Bank who work in Jerusalem to enter Jerusalem only through the Qalandia checkpoint, the most crowded checkpoint, causing them significant delays. Heavy rains cause the collapse of 10 smuggling tunnels on the Rafah border, trapping and injuring at least 7 Palestinians. Egypt allows the entry of a delegation of Islamic Jihad officials fr. Gaza who are heading to Damascus for a wk. of internal discussions on Egypt’s proposed national unity plan ahead of national unity talks in Cairo on 11/9. Inside Israel, Hebrew University student Ali Baher, an Israeli Palestinian, is detained by campus security, questioned for 3 hrs., charged with “inappropriate conduct” for refusing on political grounds to shake hands with Pres. Shimon Peres, who randomly approached Baher while he was touring the campus library meeting with students; the university evicts Baher from campus housing and orders a disciplinary hearing (date not set) to decide whether he should be suspended. Concerned by the escalating settler violence directed at Israeli security forces, the Israeli cabinet at its weekly meeting votes to suspend all direct and indirect government funding to unauthorized settlement outposts (especially citing infrastructure such as roads, garbage collection, and school buses) in the 1st de facto admission that public funds are used to advance illegal settlement. Olmert also proposes increasing arrests and administrative detention of Jewish settlers who break the law. The Jerusalem District Juvenile Court remands and indicts 3 Jewish settler girls (ages 12, 15, 17) for reckless endangerment, aggravated assault of security forces, and obstruction of a police officer for attacks against Israeli border police in Givat Harsina on 10/30. IDF district cmdr. Noam Tivon cancels plans to give a speech at a yeshiva in Efrat settlement nr. Bethlehem after Jewish settlers fr. Hebron threaten to hold a massive demonstration to block his visit, calling him an “expulsion criminal” for previously ordering the removal settlers fr. the unauthorized Federman Farm outpost. In the West Bank, IDF undercover units make an early morning incursion into al-Fara’a r.c. in a truck with Palestinian license plates, apparently targeting the wrong home, next door to that of a wanted Islamic Jihad mbr., shooting and wounding an innocent Palestinian. The IDF also conducts late-night arrest raids, house searches in and around Nablus (violently beating 2 Palestinians who were slow in opening their doors, leaving a 55-yr.-old man partially paralyzed), nr. Jenin. In Hebron, Jewish settlers fr. Kiryat Arba attack and beat a 55-yr.-old Palestinian woman; at least 3 Palestinians rush to her defense, and the fight expands, prompting Israeli soldiers and border police to intervene, arresting 2 Palestinians (including a 9-yr.-old boy). Nr. Salfit, Palestinians set fire to a parked Jewish settler vehicle. In East Jerusalem nr. Issawiyya, Jewish settlers attempt to take over a plot of Palestinian land for a new outpost, plowing and planting it over to establish claim; Palestinian residents drive them away. On the Rafah border, Egyptian border police find, demolish 7 smuggling tunnels. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Jenin, Ramallah. Armed Jewish settlers fr. Dov Nesher nr. Hebron attack Palestinian farmers and shepherds on nearby land, forcing them to flee the area. A Jewish settler wounds a Palestinian in a drive-by shooting in Hebron; the IDF transports the Palestinian to an Israeli hospital. A dispute erupts btwn. The IDF makes an air strike on Bayt Lahiya in a failed attempt to assassinate Islamic Jihad mbrs. Ihab Abu Jarad, Nidal Shaqqura, and Muhammad alZa’nin as they walk in a crowded residential area, wounding the 3, as well as 6 bystanders, including 2 children and a mentally disabled person; bulldozes land on the Palestinian side of the Qarni industrial zone (for a 2d day), nr. the border fence e. of Dayr al-Balah. Late at night, the IDF sends troops into Bayt Hanun, raiding a home and arresting 7 mbrs. of a Palestinian family. An IDF special forces unit attempts an incursion into al-Bureij r.c. but is forced to retreat by Palestinian gunmen firing machine guns and mortars; no injuries are reported. Egyptian border police find separate caches of 40 landmines, 500 kg of explosives nr. the Rafah border. Egypt and Hamas complete resealing of the Rafah border. Egyptian border police allow Palestinians still in Egypt to return to Gaza but do not allow any Palestinians into Egypt. The Israeli navy fires on Palestinian fishing boats off the coast of Bayt Lahiya, forcing them to return to shore. In the West Bank, the IDF sends undercover units into Qabatya to ambush 3 Islamic Jihad mbrs. in an apparent assassination attempt, killing Islamic Jihad’s Ahmad Abu Zaid and Ammar Zakarna, wounding Naji Nazzal; conducts arrest raids, house searches in and around Hebron, in Balata r.c., nr. The IDF makes an air strike on a car carrying Islamic Jihad mbrs. in Gaza City, missing the target, damaging a house and lightly injuring 1 bystander. Egyptian border police demolish a smuggling tunnel on the Rafah border. A Palestinian is injured when explosives he is handling detonate prematurely. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring several) and a similar protest at alWalaja (causing no reported injuries). Palestinian gunmen fire on a Jewish settler’s vehicle nr. Karnei Shomron settlement nr. Qalqilya, injuring 2 settlers. Having sealed the West Bank border for Rosh Hashanah (see 9/12), the IDF allows only Palestinian men over age 60 to enter Jerusalem fr. the West Bank to attend prayers marking the 1st Friday of Ramadan. In Gaza, the IDF partially reopens Rafah crossing as a gesture marking U.S. Secy. of State Condoleezza Rice’s visit today; makes an air strike on a car driving nr. Khan Yunis, assassinating Islamic Jihad mbr. Yasir al-Banna, Abu Rish Brigades mbr. Omar al-Zaqzuq. In the West Bank, the IDF conducts arrest raids, house searches nr. Tulkarm and in and around Hebron, Jenin town and r.c. In Qalqilya, 4 unidentified gunmen assassinate local Hamas official Muhammad Odeh; no group takes responsibility. Unidentified gunmen fire on a car carrying PC mbrs. in Gaza City, wounding 1 Palestinian. In Israel, an Israeli border policeman fatally shoots a Palestinian laborer fr. Hebron being detained in IDF custody in Jaffa for working without a permit, claims his gun went off accidentally; the worker was also reportedly severely beaten by 9 policemen; the guard who shot him is placed under house arrest pending an investigation. The IDF closes the Zatara checkpoint linking the n. and s. West Bank (closed almost continually through the end of the quarter); patrols in, fires on residential areas of Bethlehem (seriously wounding 1 Palestinian stone-thrower), Nablus (wounding 3 Palestinians); conducts arrest raids, house searches in Jenin (targeting the AMB) and nr. Hebron, Qalqilya. Islamic Jihad claims to fire a 2d Grad rocket fr. Gaza towards Ashkelon (see 3/28), but the IDF reports no rocket fire. A Palestinian stabs, lightly wounds an Israeli border policeman at alRam checkpoint into Jerusalem, is arrested. Some 15 Jewish settlers fr. Abbas vetoes Siyam’s 4/20 appointment of Abu Samhadana as Interior Min. inspector gen. and vows to block his plan to set up a new security force (the ESF). In Damascus, Hamas head Khalid Mishal accuses Abbas and Fatah of seeking to form a parallel government, conspiring against Haniyeh’s new government, committing treason, surrendering to Israel. The IDF places a curfew on Jenin, sends in 70 jeeps and 25 armored personnel carriers, conducts arrest raids and house searches, exchanging gunfire with Palestinians, leaving 1 Palestinian stone-thrower dead, 9 Palestinians and 2 Israeli border police wounded; wanted Islamic Jihad Jenin cmdr. Iyad Abu al-Rub and an aide, fearing they would be assassinated, surrender in a deal brokered by local AMB head Zakariya Zubaydi. The IDF also conducts arrest raids, house searches nr. Nablus. (targeting Islamic Jihad mbrs.), Tulkarm r.c.; bulldozes 22 d. of land in Surif nr. Hebron for construction of the separation wall. Palestinians fire a rocket toward Sederot, causing no damage or injuries. Unidentified Palestinian gunmen fire on an IDF patrol searching for stolen cars in al-Amari r.c. nr. Ramallah, wounding 2 soldiers seriously, 2 lightly; the IDF seals al-Amari, conducts house searches. A PA court sentences 5 Palestinians to jail terms of 3–5 yrs. for collaborating with Israel. A Damascus-based Islamic Jihad cell claims responsibility for the 2/25 Tel Aviv bombing, noting the end of the unofficial 1-mo. truce on 2/25 and stating that Israel had to be punished for cease-fire violations it committed; Islamic Jihad’s leadership in Gaza, however, denies responsibility, saying the group would continue to abide by an unofficial cease-fire. Israel shifts blame to Syria, which denies any responsibility, saying Islamic Jihad offices in Damascus have been closed for some time. Meanwhile, the PA security forces arrest 2 suspects in Gaza in connection with bombing; Israeli security forces arrest at least 5 suspects in Israel. The IDF tightens restrictions on Palestinian movement around Hebron; fires on 3 Palestinians attempting to sneak into Israel fr. Gaza to find work, killing 1 Palestinian, detaining 2; severely beats 2 Palestinians at a checkpoint at the entrance to al-Til nr. Nablus; places a curfew on Dayr al-Ghusun, hometown of the 2/25 suicide bomber, arrests the bomber’s 2 brothers, the village imam; fires on residential areas of Tulkarm town, r.c., and neighboring villages. An IDF border policeman shoots, wounds a Palestinian woman in Hebron after she allegedly tries to stab him during a security check. Some 15 Jewish settlers fr. The IDF conducts arrest raids in Hebron (targeting the AMB), Jenin (targeting Islamic Jihad), Ramallah (targeting the AMB). Israeli border police fatally shoot a bedouin driving in the Negev when he refuses orders to stop; the Israelis suspected him of transporting illegal workers fr. the occupied territories; 10s of angry local residents demonstrate, damage police cars, throw stones at police officers. Unidentified assailants attempt to assassinate PA military intelligence chief Maj. Gen. Musa Arafat, firing a rocket-propelled grenade at his office; the grenade misses, hits a prison, injuring 13 inmates. Israeli border police open fire on an Israeli Arab vehicle nr. the Green Line that they mistakenly believe to be a carload of “terrorists” infiltrating fr. the West Bank, killing 1 Israeli Arab, wounding 1. The IDF conducts arrest raids in Jenin (targeting Islamic Jihad). Israel’s Jerusalem police arrest 200 Palestinians fr. Hebron, Nablus for being in Shu‘fat r.c., in East Jerusalem, without permits. A group of religious Jews on an Israeli police-escorted tour of the Temple Mount/Haram al-Sharif attempt to perform rituals there; Israeli police remove the group when Waqf guards attempt to intervene; Arafat calls the tours “provocative,” warns serious consequences may be unavoidable if Israel continues to permit such visits. The IDF bulldozes 63 shops, market stalls in Nazlat Issa, 1 of the only thriving Palestinian commercial centers, located very close to the West Bank border with Israel; maps of Israel’s planned security fence show the fence running e. of Nazlat Issa, which would cut off the village fr. the rest of the West Bank. The IDF also beats 2 Palestinian photographers for international agencies as they try to photograph an IDF jeep driving through Nablus with 2 Palestinian youths clinging to the hood, threaten to kill the journalists if they see the photo published; fires on residential areas of Bayt Lahia; conducts arrest raids (targeting Hamas, Islamic Jihad) in Hebron, Jenin r.c., Jericho, Nablus, Ramallah; demolishes a Palestinian home in Yatta, nr. Hebron. Islamic Jihad says that 2 of its low-ranking mbrs. have escaped fr. the IDF’s Ofer detention center in the West Bank. Israeli border police halt a suspicious van nr. Umm al-Fahm, just inside the Green Line; the 4 occupants of the car flee (2 into Israel, 2 into the West Bank); police find 300 kg. of explosives inside. Shin Bet arrests the wife of jailed PFLP leader Saadat at the Allenby border crossing, on her way to Jordan to fly to Brazil for a conference; gives no reason for her detention. Reversing an 8/18/02 decision, the Israeli High Court rules that the IDF’s "neighborhood procedure" (i.e., sending a Palestinian to warn a wanted individual to surrender to IDF troops waiting nearby) is legal, saying the IDF may not force Palestinians to act as human shields, but it may use them if they “volunteer.” (HA, WT 1/22)

In retlatiation for the IDF assasination of its military head Sawalha on 11/9, Islamic Jihad gunmen ambush a detail of IDF soldiers, border police, Jewish settler security officials nr. the Ibrahimi Mosque/Tomb of the Patriarchs in Hebron, killing 4 IDF soldiers, 5 border police, 3 settler guards, injuring 15 soldiers, police, guards in what the IDF terms a “well planned ambush” that included positioning snipers on nearby hilltops; during the 3 hr. exchange of gunfire at least 3 Islamic Jihad mbrs. are also killed. The IDF, Israeli government initially claim that all of those killed and injured were civilian worshipers en route fr. Sabbath prayers at the holy site; later admit that the group targetted was all military or paramilitary, that Islamic Jihad mbrs. allowed the group of Jewish worshipers to pass without incident mins. before the ambush. The attack comes barely 5 wks. after the Shin Bet warned (10/7) that tensions were high around the Ibrahimi Mosque/Tomb of the Patriarchs, that a cell of 15+n20 Jewish settlers might be preparing an attack on Palestinians similar to the 1994 Baruch Goldstein shooting at the site; among those warning of a new Goldstein was IDF Hebron cmdr.
