IDF troops on the c. Gaza border e. of al-Bureij r.c. open fire across the border for 15 mins., causing no reported damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore; they detain and confiscate 2 boats and arrest 2 fishermen. In the West Bank, the IDF bulldozes 8 tents (housing 83 Bedouin, including 48 children) and 8 sheep pens and fodder storehouses in Khirbet al-Rahwa s. of Hebron, nr. Tene Oranim settlement; demolishes 7 tents (housing 33 Bedouin, including 10 children) and 6 animal pens in Khirbet Tana and Khirbat Tuwayil in the Jordan Valley; conducts synchronized evening patrols in 2 villages nr. Qalqilya; conducts late-night arrest raids and house searches in Qalqilya, including rearresting 2 Palestinians released in the recent prisoner swap that freed IDF Cpl. Gilad Shalit. Palestinians (including families of prisoners held in Israel) organized by Birzeit students stage a 2d nonviolent march to Ofer prison (see 2/11/12) to show solidarity with hunger-striking Islamic Jihad prisoner Khader Adnan, where the IDF again fires rubber-coated steel bullets, tear gas, and stun grenades to disperse them; 2 Palestinians are lightly injured. In East Jerusalem, Israeli municipal workers escorted by police and border police bulldoze a Palestinian playground, recreational center, and 2 other structures in Silwan; demolish a Palestinian home in al-Siwana. Israel accuses Iran of staging 2 bombing attempts today against Israeli diplomatic targets in New Delhi, India, and Tbilisi, Georgia. In New Delhi, an unidentified motorist slaps a magnetic bomb on an Israeli emb. car in traffic; the bomb detonates, wounding the wife of an Israeli diplomat, her driver, and 2 bystanders. In Tbilisi, an unidentified assailant straps a grenade to a parked Israeli emb. vehicle, but it is discovered and disarmed. The attacks come a month after the assassination of an Iranian nuclear scientist and on the 4th anniversary of the assassination of Hizballah military commander Imad Mughniyah, both thought to have been carried out by Israel’s Mossad. No group claims responsibility; Iran denies responsibility. Indian authorities allow Israeli experts to join their investigation. (NYT, WP, WT 2/14; WP 2/15)

In the morning, members of the Palestinian Popular Resistance Comm. (PRCs), retaliating for the death of an Islamic Jihad mbr. on 8/16, fire 2 mortars across the s. Gaza border at IDF troops operating inside Israel, lightly injuring 2; the IDF returns fire but no injuries are reported. Late in the evening, the IDF responds with 6 air strikes targeting a deserted house near the c. Gaza border e. of Gaza Valley village (destroying it, a well, and damaging a nearby factory) and several smuggling tunnels on the Rafah border, causing no injuries. During the day, IDF troops make a brief incursion in to s. Gaza to level lands e. of Abassan to clear lines of sight; fire warning shots at Palestinians staging a nonviolent march to the Erez crossing to protest Israel’s imposition of a no-go zone along the border, causing no injuries. In the West Bank, Jewish settlers fr. Karnei Shomron settlement nr. Qalqilya stone passing Palestinian vehicles, causing no injuries. An Israeli court rules that Israel is responsible for the 1/2007 death of a 10-yr.-old Palestinian girl who was fatally shot by Israeli border police while observing a Palestinian demonstration from a distance; the border police alleged she was hit by a rock thrown by protesters, but the court finds that “there cannot be any dispute . . . that Abir was hit by a rubber bullet fired by border police, meaning the fire was conducted either due to negligence or violation of the rules of engagement.” (JP 8/17; AFP 8/18; PCHR 8/19; OCHA 8/20)

Lebanon passes a law granting the country’s approximately 400,000 Palestinian refugees the same rights to work as other foreigners and giving them access to social security benefits, easing decades of restrictions that had barred them from all but menial jobs. (NYT 8/18) 

The IDF makes an air strike on a car carrying Islamic Jihad mbrs. in Gaza City, missing the target, damaging a house and lightly injuring 1 bystander. Egyptian border police demolish a smuggling tunnel on the Rafah border. A Palestinian is injured when explosives he is handling detonate prematurely. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring several) and a similar protest at alWalaja (causing no reported injuries). Palestinian gunmen fire on a Jewish settler’s vehicle nr. Karnei Shomron settlement nr. Qalqilya, injuring 2 settlers. Having sealed the West Bank border for Rosh Hashanah (see 9/12), the IDF allows only Palestinian men over age 60 to enter Jerusalem fr. the West Bank to attend prayers marking the 1st Friday of Ramadan. In Gaza, the IDF partially reopens Rafah crossing as a gesture marking U.S. Secy. of State Condoleezza Rice’s visit today; makes an air strike on a car driving nr. Khan Yunis, assassinating Islamic Jihad mbr. Yasir al-Banna, Abu Rish Brigades mbr. Omar al-Zaqzuq. In the West Bank, the IDF conducts arrest raids, house searches nr. Tulkarm and in and around Hebron, Jenin town and r.c. In Qalqilya, 4 unidentified gunmen assassinate local Hamas official Muhammad Odeh; no group takes responsibility. Unidentified gunmen fire on a car carrying PC mbrs. in Gaza City, wounding 1 Palestinian. In Israel, an Israeli border policeman fatally shoots a Palestinian laborer fr. Hebron being detained in IDF custody in Jaffa for working without a permit, claims his gun went off accidentally; the worker was also reportedly severely beaten by 9 policemen; the guard who shot him is placed under house arrest pending an investigation. The IDF closes the Zatara checkpoint linking the n. and s. West Bank (closed almost continually through the end of the quarter); patrols in, fires on residential areas of Bethlehem (seriously wounding 1 Palestinian stone-thrower), Nablus (wounding 3 Palestinians); conducts arrest raids, house searches in Jenin (targeting the AMB) and nr. Hebron, Qalqilya. Islamic Jihad claims to fire a 2d Grad rocket fr. Gaza towards Ashkelon (see 3/28), but the IDF reports no rocket fire. A Palestinian stabs, lightly wounds an Israeli border policeman at alRam checkpoint into Jerusalem, is arrested. Some 15 Jewish settlers fr. Abbas vetoes Siyam’s 4/20 appointment of Abu Samhadana as Interior Min. inspector gen. and vows to block his plan to set up a new security force (the ESF). In Damascus, Hamas head Khalid Mishal accuses Abbas and Fatah of seeking to form a parallel government, conspiring against Haniyeh’s new government, committing treason, surrendering to Israel. Overnight, IDF helicopters rocket a residential area of Khan Yunis, killing 4 Palestinians, wounding 21, destroying 2 Force 17 buildings. This evening, AMB, Hamas gunmen jointly detonate a roadside bomb nr. a Jewish settler bus outside Emmanuel settlement nr. Nablus, then open fire on the bus, 2 cars traveling with it, the medical workers who come to the scene, killing 9 Jewish settlers, 1 Israeli border police officer, wounding 30; 1 Hamas mbr. is run over, shot dead by the IDF. In Gaza, 2 Hamas suicide bombers detonate devices outside a Jewish settlement, wounding 4. Sharon severs all contacts with the PA, declares Arafat "irrelevant," says Israel will no longer wait for the PA to "wipe out terror networks" but will do the job itself. The IDF immediately begins F-16 air strikes on targets in al-Bireh, Gaza City, Jinin, Nablus, Qalqilya, Ramallah, and Tulkarm, killing 1 Palestinian; tightens its encirclement of major Palestinian population centers; enters Jinin's area A with tanks, injuring 19 Palestinians before withdrawing; fires on a funeral procession in Khan Yunis, injuring 3. The Israeli inner cabinet agrees to "rapidly deploy" the IDF for "massive and continuous" operations "in cities in the West Bank and Gaza Strip." Arafat orders the closure of all Hamas, Islamic Jihad offices, schools, clinics. After several more hrs. of talks among Arafat, Barak, Clinton, Mubarak, King Abdallah, Annan, and Solana, Clinton announces that Arafat, Barak have agreed on steps toward halting the clashes. No details are released. The agmts. are oral and reportedly are vague, not giving an order of who is to take what step 1st. The sides agree that Clinton will appoint an international inquiry comm. to investigate the recent clashes. The U.S. for the 1st time acknowledges that Arafat "may not have control of everything" but still says it expects a cessation of violence "within hours." A PA policeman is killed by IDF fire in Gaza. A 3d Palestinian dies of injuries received earlier. Palestinian gunmen fire at Gilo settlement, critically wounding an Israeli border policeman. IDF tanks fire on the neighboring Palestinian village of Bayt Jala in retaliation. Settlers fr. Itamar fire on Palestinian homes in neighboring Hawara village, attack a Palestinian ambulance driver. Hamas's Shaykh Ahmad Yasin, West Bank Fatah leader Marwan Barghouti say their supporters will continue the uprising despite the Sharm agmts. The DFLP, Islamic Jihad, Popular Front for the Liberation of Palestine issue similar statements. Palestinians in Bethlehem, Gaza City, Nablus, Qalqilya, Ramallah demonstrate against the Sharm mtg. 1,000s of Egyptian students in Cairo, 7,000 Palestinian refugees in Tripoli, Lebanon, hold similar demonstrations. A rally in solidarity with the Palestinian people is held in New York.
