IDF troops on the c. Gaza border e. of al-Bureij r.c. open fire across the border for 15 mins., causing no reported damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore; they detain and confiscate 2 boats and arrest 2 fishermen. In the West Bank, the IDF bulldozes 8 tents (housing 83 Bedouin, including 48 children) and 8 sheep pens and fodder storehouses in Khirbet al-Rahwa s. of Hebron, nr. Tene Oranim settlement; demolishes 7 tents (housing 33 Bedouin, including 10 children) and 6 animal pens in Khirbet Tana and Khirbat Tuwayil in the Jordan Valley; conducts synchronized evening patrols in 2 villages nr. Qalqilya; conducts late-night arrest raids and house searches in Qalqilya, including rearresting 2 Palestinians released in the recent prisoner swap that freed IDF Cpl. Gilad Shalit. Palestinians (including families of prisoners held in Israel) organized by Birzeit students stage a 2d nonviolent march to Ofer prison (see 2/11/12) to show solidarity with hunger-striking Islamic Jihad prisoner Khader Adnan, where the IDF again fires rubber-coated steel bullets, tear gas, and stun grenades to disperse them; 2 Palestinians are lightly injured. In East Jerusalem, Israeli municipal workers escorted by police and border police bulldoze a Palestinian playground, recreational center, and 2 other structures in Silwan; demolish a Palestinian home in al-Siwana. Israel accuses Iran of staging 2 bombing attempts today against Israeli diplomatic targets in New Delhi, India, and Tbilisi, Georgia. In New Delhi, an unidentified motorist slaps a magnetic bomb on an Israeli emb. car in traffic; the bomb detonates, wounding the wife of an Israeli diplomat, her driver, and 2 bystanders. In Tbilisi, an unidentified assailant straps a grenade to a parked Israeli emb. vehicle, but it is discovered and disarmed. The attacks come a month after the assassination of an Iranian nuclear scientist and on the 4th anniversary of the assassination of Hizballah military commander Imad Mughniyah, both thought to have been carried out by Israel’s Mossad. No group claims responsibility; Iran denies responsibility. Indian authorities allow Israeli experts to join their investigation. (NYT, WP, WT 2/14; WP 2/15)

The IDF sends tanks, armored vehicles, bulldozers into 2 areas e. of al-Maghazi in c. Gaza and around the Qarni industrial zone to level land. On the Rafah border, Egyptian border police find, demolish 7 smuggling tunnels. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Jenin, Ramallah. Armed Jewish settlers fr. Dov Nesher nr. Hebron attack Palestinian farmers and shepherds on nearby land, forcing them to flee the area. A Jewish settler wounds a Palestinian in a drive-by shooting in Hebron; the IDF transports the Palestinian to an Israeli hospital. A dispute erupts btwn. Hamas, Islamic Jihad mbrs. over control of a Gaza City mosque; Hamasaffiliated police intervene, dispersing the groups and closing the mosque. (OCHA 5/21; PCHR 5/22)

The IDF closes the Zatara checkpoint linking the n. and s. West Bank (closed almost continually through the end of the quarter); patrols in, fires on residential areas of Bethlehem (seriously wounding 1 Palestinian stone-thrower), Nablus (wounding 3 Palestinians); conducts arrest raids, house searches in Jenin (targeting the AMB) and nr. Hebron, Qalqilya. Islamic Jihad claims to fire a 2d Grad rocket fr. Gaza towards Ashkelon (see 3/28), but the IDF reports no rocket fire. A Palestinian stabs, lightly wounds an Israeli border policeman at alRam checkpoint into Jerusalem, is arrested. Some 15 Jewish settlers fr. Abbas vetoes Siyam’s 4/20 appointment of Abu Samhadana as Interior Min. inspector gen. and vows to block his plan to set up a new security force (the ESF). In Damascus, Hamas head Khalid Mishal accuses Abbas and Fatah of seeking to form a parallel government, conspiring against Haniyeh’s new government, committing treason, surrendering to Israel. An Israeli border policeman fires on a group of Palestinians attempting to circumvent a checkpoint btwn. Jerusalem and Bethlehem, seriously injuring 1. The IDF fires on a group of Palestinian children returning home fr. school who apparently stray too close to a separation wall construction site, wounding 3; conducts arrest raids, house searches in Saida, Nur al-Shams r.c. (targeting Islamic Jihad mbrs.), Tulkarm r.c.; bulldozes 22 d. of land in Surif nr. Hebron for construction of the separation wall. Palestinians fire a rocket toward Sederot, causing no damage or injuries. Unidentified Palestinian gunmen fire on an IDF patrol searching for stolen cars in al-Amari r.c. nr. Ramallah, wounding 2 soldiers seriously, 2 lightly; the IDF seals al-Amari, conducts house searches. A PA court sentences 5 Palestinians to jail terms of 3–5 yrs. for collaborating with Israel. Israeli-Palestinian clashes continue. Palestinians fire 2 mortars at Kefar Aza kibbutz inside the Green Line, causing no damage. The IDF fires 4 tank shells at a PSF post nr. Bayt Hanun in response; also shells residential areas of al-Bireh, Gaza City, Jinin. Jewish settlers fr. Tapuah settlement fire on Palestinians, destroy property in Yasuf; Israeli border police capture, arrest 4 of the settlers. The Mitchell Comm. gives Israel, the PA copies of its preliminary report on the causes of the 7-mos. of clashes. The report targets 3 goals--halting violence, rebuilding confidence, resuming negotiations--though it says the "timing and sequence" of steps must be decided by the parties themselves. 2 bombs, the 4th and 5th since Sharon's 2/6 election, explode outside the Jewish settlements of Talpiot, French Hill in East Jerusalem, killing an apparent Palestinian suicide bomber, injuring 35 Israelis. Islamic Jihad takes responsibility for both attacks. Right-wing opposition MKs, Jewish settlers accuse Sharon of not taking Israeli security seriously and demand retaliation, with Likud Education M Limor Livnat saying Arafat should be targeted. In the West Bank and Gaza, Israeli-Palestinian clashes continue, leaving 1 Palestinian dead. In Hebron, Jewish settlers attempt to storm Abu Sunayna for a 2d day, are push back by the IDF (which continues to urge Palestinian residents to evacuate the area). After dark, the settlers set fire to 5 Palestinian-owned stores, 7 cars, Waqf offices in the PA-controlled section of Hebron. Jewish settlers place caravans on confiscated Palestinian land on Mount Jarzim in Nablus. After a week of negotiations on 2 compromise proposals fail, the U.S. vetoes a UNSC resolution backing a UN observer force to help protect the Palestinians in the West Bank, Gaza. After several more hrs. of talks among Arafat, Barak, Clinton, Mubarak, King Abdallah, Annan, and Solana, Clinton announces that Arafat, Barak have agreed on steps toward halting the clashes. No details are released. The agmts. are oral and reportedly are vague, not giving an order of who is to take what step 1st. The sides agree that Clinton will appoint an international inquiry comm. to investigate the recent clashes. The U.S. for the 1st time acknowledges that Arafat "may not have control of everything" but still says it expects a cessation of violence "within hours." In Dura nr. Hebron, Palestinians demonstrate following the funeral for 3 Palestinian laborers killed by the IDF 3/10; 32 Palestinians, 1 Israeli border policeman are injured. PM Netanyahu appoints Reserve Maj. Gen. Meir Dagan as his adviser on intelligence affairs. The new position, recommended in the Ciechanover report (see 2/16), was created to enhance coordination btwn. the PM, the intelligence bodies. (YA 3/11 in WNC 3/12)

Based on legislation passed by Congress in 1996, U.S. district judge orders Iran to pay the family of Alisa Flatow, killed in an Islamic Jihad suicide bombing in Israel 4/95, $247.5 m. in damages. The court heard no evidence that Iran planned, carried out the attack, but lawyers presented testimony fr. fmr. FBI, Israeli intelligence officials that Iran has funded Islamic Jihad. American Friends of Lubavitch (AFL) hosts its 5th annual Purim party for Capitol Hill staffers. AFL also hosts an annual Hanukkah party; plans to start bimonthly discussion groups, a mentoring program where senior Jewish staffers can help younger staffers just starting their careers.
