Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts early morning patrols in Jericho, nearby ‘Ayn al-Sultan r.c., and 1 village nr. Ramallah; patrols in al-Nabi Salih in the afternoon, firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing youths who confront them (causing no serious injuries) and arresting 1 Palestinian teenager; and patrols in 1 village nr. Jericho in the evening. Late at night, 14 Palestinians without Israeli work permits drive towards the al-Za‘im checkpoint e. of Jerusalem, believing the checkpoint would be unmanned and they would be able to sneak into Israel to find work; when they discover that Israeli border police are at the crossing, they attempt to turn their car around to flee; the Israeli border police open fire on the vehicle, killing 1 Palestinian, wounding 3, and arresting the rest. Gaza’s power plant shuts down completely for lack of fuel imports— a result of Israeli import restrictions; OCHA reports that because of ongoing fuel and electricity shortages, more than 40% of Gazans have been without running water for the past week and rolling blackouts across the Strip have increased to 18 hrs./day. Israel allows the International Comm. of the Red Cross (ICRC) to bring in enough fuel to supply back-up generators at Gaza hospitals for 2 weeks. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. IDF troops on the n. Gaza border fire warning shots at Palestinians and international activists staging a nonviolent march to the Erez crossing to protest Israel’s imposition of a no-go zone along the border; no injuries are reported. In the West Bank, the IDF patrols in Zabbuba village nr. Jenin in the afternoon, firing on residential areas to keep Palestinians indoors and then firing tear gas at stone-throwing youths who confront them, causing no serious injuries; conducts late-night arrest raids, house searches in and around Nablus, and nr. In the evening, IDF troops on the Gaza border e. of Gaza City fire an artillery shell at a Palestinian home but it does not explode, causing damage but no injuries to the 4 adults and 8 children inside. In the West Bank, the IDF patrols in 4 villages nr. Ramallah, 2 nr. Qalqilya and 1 nr. Tulkarm during the day; conducts late-night patrols in Jenin town and r.c., 4 villages nr Jenin, 2 nr. Qalqilya, 2 nr. Salfit, 1 nr. Tulkarm. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni`lin; demonstrations in Bil’in also call for solidarity with Palestinian prisoners in Israeli jails. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no reported injuries. Palestinians and international activists also hold 3 large nonviolent demonstrations and marches in various parts of Hebron to mark the 18th anniversary of the Tomb of the Patriarchs massacre. IDF soldiers fire foul-smelling skunk spray, rubber-coated steel bullets, tear gas, and stun grenades at the protesters. In total, 13 Palestinians are moderately injured and hospitalized 27 are lightly injured and treated by medical crews at the scene, and 2 Palestinians and 1 international are arrested. Meanwhile, Palestinians responding to rumors (claimed by Israel to be false) that Israeli security forces plan to escort a group of right-wing Jews onto the al-Aqsa Mosque compound march on the IDF’s al-Ram checkpoint into Jerusalem, blocking the access road with burning tires, throwing stones, and setting off fire works, injuring 11 Israeli soldiers and border police. The IDF fires live ammunition, tear gas, and percussion grenades at the protesters, killing 1 Palestinian. (WP 2/27; PCHR 3/1)

Speaking at Friday prayers in Cairo’s al-Azhar Mosque, Hamas’s acting PM in Gaza, Haniyeh, issues the movement’s 1st public call supporting the Syrian opposition, stating: “I salute all people of the Arab Spring . . . and I salute the heroic people of Syria who are striving for freedom, democracy, and reform.” (NYT, WP 2/25; JPI 3/9)

The IDF patrols in 3 villages n. of Ramallah in the morning. IDF soldiers and border police escort 100 Jewish settlers on a walking tour of the archeological sites in and around Bayt Umar village nr. Bethlehem, firing tear gas and stun grenades at Palestinians who come near. Another team of IDF soldiers and border police escort a separate group of Jewish settlers on a similar tour of archeological and religious sites in al-Karmil village nr. Hebron. Jewish settlers install 6 mobile homes in Otniel settlement and 2 in Avigal settlement in the same area s. of Hebron. Jewish settlers fr. Rotem settlement in the n. Jordan Valley severely beat a Palestinian shepherd nearby; he is found later by an IDF patrol that has the Red Crescent transport him to a hospital in Jenin. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin. IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 7 Palestinians (including a child) and 1 international activist are injured in Nabi Salih, and 2 Palestinian journalists are detained for 4 hrs. The IDF carries out an air strike on a suspected Palestinian rocketlaunching team nr. the n. Gaza border; no rocket fire or injuries are reported. The IDF conducts synchronized afternoon patrols in 3 villages n. of Jenin, evening patrols in 1 village nr Qalqilya, and late-night patrols in 1 village nr. Jenin and 2 nr. Salfit. For a 2d week, the weekly nonviolent demonstrations held by Palestinian and international activists in Bil‘in, Ni‘lin, Kafr Qaddum, and al-Nabi Salih focus on supporting the UN statehood bid. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, moderately injuring 1 Palestinian. Jewish settlers fr. Anatot settlement nr. East Jerusalem attack and beat a group of activists that come to visit the protest tent of a Palestinian family whose land was confiscated to expand the settlement, seriously injuring 3 people; Israeli border police observe but do not intervene. The Israeli DM announces that the 1st permanent section of a border fence between Israel and Egypt has been completed; Israel expects to finish the 135-mi. fence by mid-2012. In the West Bank, the IDF arrests Hamas-affiliated PC speaker Aziz Dweik (no location reported); patrols in 5 villages nr. Jenin, Salfit, and Tulkarm during the day, checking IDs and issuing 2 orders to appear for questioning. Some 200 IDF soldiers and Israeli border police demolish 4 structures at the unauthorized settlement outpost of Aley Ayin nr. Nablus, sparking clashes with Jewish settlers that leave 1 police car destroyed by fire and 6 Israeli border police and 5 settlers injured. Jewish settlers fr. Havat Gilad nr. Qalqilya set fire to nearby Palestinian crops; when local farmers try to chase them away, the IDF intervenes, firing tear gas and rubber-coated steel bullets and beating the Palestinians, injuring 3. Israel’s Prawer Commission issues its final report on how best to implement the 2008 Goldberg Commission’s recommendation that Israel should legalize unrecognized bedouin villages in the Negev, so long as their territory does not overlap with existing land settlement plans for the benefit of the Jewish population. Palestinians in Gaza fire an antitank missile at an IDF patrol inside Israel, causing no damage or injuries. During the day, Palestinians also fire 10 mortars toward Israel in 2 barrages, causing no damage or injuries; some of the mortars land inside Gaza. In the West Bank, the IDF conducts synchronized morning patrols in Tulkarm and several nearby villages; patrols in alBireh and neighboring al-Am‘ari r.c., and in 3 villages nr. Jericho and Ramallah. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 4 Palestinians, including 2 children. A Jewish settler deliberately attempts to run down a Palestinian nr. the Hawara checkpoint nr. Nablus, moderately injuring him; the IDF does not intervene. Jewish settlers fr. Taffuh settlement attempt to seize a plot of nearby Palestinian agricultural land but are sent away by the IDF. Jewish settlers close Jit intersection nr. Qalqilya with burning tires, blocking the main Qalqilya-Nablus road. In separate incidents, Jewish settlers fr. Keddumim and Karnei Shomron settlements stone Palestinian vehicles nr. Qalqilya. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Syria, govt. forces violently disperse protests (ranging in size fr. the 100s to the 1,000s) held after Friday prayers in Baniyas, Dara‘a, Damascus, and Homs, fatally shooting 6 protesters and wounding 10s. Though protests are small, the govt. response is harsh and tensions are high. (NYT, WP 3/19)

In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. Israeli officials announce that PM Benjamin Netanyahu, in consultation with DM Ehud Barak and Israel’s atty. gen. Yehuda Weinstein, have asked Israel’s High Court to respond to 15 petitions filed by Peace Now demanding the immediate removal of Israel’s unauthorized settlement outposts by ordering the dismantling of outposts built on privately owned Palestinian land before the end of 2011 (with the exception of a house owned by a fallen IDF officer) but authorizing the legalization of those built on state land. This would mean that 6 outposts would be removed, of which 5 are inhabited (47 homes), while more than 100 others would be legalized. In the West Bank, the IDF demolishes 3 structures at the Havat Gilad unauthorized settlement outpost; Jewish settlers stone Israeli border police overseeing the demolition, who respond with tear gas and rubber bullets, leaving 15 persons lightly injured and 17 settlers under arrest. Afterward, Jewish settlers fr. Yitzhar settlement nr. Nablus exact their “price-tag doctrine” attack in nearby Hawara village, fire-bombing a house, injuring 2 children, and damaging other property. Separately, Jewish settlers fr. Halmish nr. Ramallah block a road leading to Nabi Salih and stone passing Palestinian vehicles; the IDF observes but does not intervene. Later, Jewish settlers fr. Gilad occupy a plot of Palestinian land nr. Qalqilya, setting up tents and mobile homes, but are evacuated by the IDF later in the day. The IDF also patrols in 4 villages nr. Hebron, Jenin, and Qalqilya; enters Kafr Laqif village nr. Qalqilya and fires stun grenades, claiming local youths stoned passing Jewish settler vehicles; no injuries are reported. In Gaza, the IDF shells the abandoned Dahaniyya airport site in s. Gaza, wounding 1 Hamas mbr. and destroying a nearby vacant home. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. settlement sites, killing 1 Palestinian. IDF troops on the c. Gaza border shell open areas e. of Jabaliya, forcing farmers in the area to leave their plots but causing no injuries. Hamas authorities arrest 4 of 20 Palestinians responding to an online call by Palestinian student groups to rally in Gaza City for national unity. Overnight, Israeli naval commandos in boats and helicopters easily commandeer 5 small boats in the FGM-IHH flotilla to Gaza without incident, but open fire on passengers when they attempt to seize the main vessel (Mavi Marmara) sailing with the group, killing 9 Turkish activists (1 with dual U.S. citizenship); another 53 passengers (23 seriously, including 1 Australian) and 7 Israeli commandos (1 seriously; 1 stabbed, several with gunshot wounds) are injured. The IDF claims commandos acted in self-defense, saying they faced a premeditated attack by passengers; FGM-IHH says passengers were unarmed and nonviolent and at most acted in selfdefense. In light of the incident, the U.S. cancels a meeting at the White House between U.S. Pres. Barack Obama and Israeli PM Netanyahu scheduled for 6/1 and issues a statement saying that the U.S. is “deeply concerned by the suffering of civilians in Gaza” and “will continue to engage the Israelis on a daily basis to expand the scope and type of goods allowed into Gaza.” (IFM 5/31; IFM, NYT, WP, WT 6/1; AHR 6/3; JPI 6/11; ITIC 7/6; Counterpunch 6/10; JPI 7/16)

Meanwhile, IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging construction materials fr. destroyed buildings inside the Erez industrial zone, causing no reported injuries. Israeli border police fire tear gas at Palestinian and international activists staging a nonviolent demonstration against Israel’s attack on the flotilla nr. the Qalandia crossing into Jerusalem, hitting an American activist in the head with a tear gas canister (she loses an eye). The IDF imposes a general closure on the West Bank through 4/18 for the Passover holiday, barring all West Bank Palestinian access to East Jerusalem and Israel. Israeli police fatally shoot East Jerusalem Palestinian Iyad Awaysat when he allegedly attempts to run over 3 officers guarding workers partially demolishing the East Jerusalem home of a Palestinian who killed 3 Israelis with a bulldozer in West Jerusalem in 7/08; the shooting (protested by Palestinian witnesses who say Awaysat was only speeding) and demolition spark stone-throwing by some 50 Palestinians against Israeli border police who fire tear gas to disperse them, causing no serious injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in ‘Askar r.c., Balata r.c., al-Fara‘a r.c., and Nablus for a 2d night, as well as nr. Tulkarm. Hamas mbrs. fire 8 mortars fr. Gaza toward Israel, 6 of which land inside Israel, causing no damage or injuries. In response, the IDF makes an air strike on 1 mortar-launching site, killing 2 Palestinian teenagers nearby, wounding 2 children. OCHA reports that in addition to mortar fire, Palestinians have fired 6 rockets fr. Gaza toward Israel between 11/27 and 12/2, causing no injuries. Israeli border police arrest Israeli reporter Amira Hass as she leaves Gaza through the Erez crossing, charging her with violating the government ban on Israelis entering Gaza. Hass, who entered Gaza on 10/29 on a boat carrying solidarity activists (see Chronology in JPS 150), was then expelled by Hamas officials who disapproved of her coverage of events in the Strip; she is released pending a hearing. In the West Bank, the IDF conducts latenight arrest raids, house searches nr. Bethlehem, Jenin. For a 6th straight day, 100s of Jewish settlers riot in Hebron to protest the orders to evacuate Beit Shalom, attacking Palestinians on the street, vandalizing Palestinian homes, damaging cars, and harassing IDF troops; the IDF fires tear gas, percussion grenades at Palestinians who attempt to stop the settlers, injuring 3. In 2 other West Bank locations, Jewish settlers protesting the planned eviction set fire to Palestinian stocks of animal feed, slash tires. (HA 12/2; NYT, WP, WT 12/3; WT, PCHR 12/4)

In the West Bank, the IDF conducts late night arrest raids in and around Jenin town and r.c., Nablus, and in al-Fara‘a r.c. nr. Tubas (firing live ammunition and rubber-coated steel bullets on stone-throwing youths who confront them, wounding 6); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (injuring 2 Palestinians, 1 international). Israel imposes new restrictions requiring Palestinian medical personnel fr. the West Bank who work in Jerusalem to enter Jerusalem only through the Qalandia checkpoint, the most crowded checkpoint, causing them significant delays. Heavy rains cause the collapse of 10 smuggling tunnels on the Rafah border, trapping and injuring at least 7 Palestinians. Egypt allows the entry of a delegation of Islamic Jihad officials fr. Gaza who are heading to Damascus for a wk. of internal discussions on Egypt’s proposed national unity plan ahead of national unity talks in Cairo on 11/9. Inside Israel, Hebrew University student Ali Baher, an Israeli Palestinian, is detained by campus security, questioned for 3 hrs., charged with “inappropriate conduct” for refusing on political grounds to shake hands with Pres. Shimon Peres, who randomly approached Baher while he was touring the campus library meeting with students; the university evicts Baher from campus housing and orders a disciplinary hearing (date not set) to decide whether he should be suspended. Concerned by the escalating settler violence directed at Israeli security forces, the Israeli cabinet at its weekly meeting votes to suspend all direct and indirect government funding to unauthorized settlement outposts (especially citing infrastructure such as roads, garbage collection, and school buses) in the 1st de facto admission that public funds are used to advance illegal settlement. Olmert also proposes increasing arrests and administrative detention of Jewish settlers who break the law. The Jerusalem District Juvenile Court remands and indicts 3 Jewish settler girls (ages 12, 15, 17) for reckless endangerment, aggravated assault of security forces, and obstruction of a police officer for attacks against Israeli border police in Givat Harsina on 10/30. IDF district cmdr. Noam Tivon cancels plans to give a speech at a yeshiva in Efrat settlement nr. Bethlehem after Jewish settlers fr. Hebron threaten to hold a massive demonstration to block his visit, calling him an “expulsion criminal” for previously ordering the removal settlers fr. the unauthorized Federman Farm outpost. In the West Bank, the IDF fires tear gas, percussion grenades at a European Union delegation visiting the separation wall in Ni‘lin (seriously injuring their Palestinian guide), then firing rubber-coated steel bullets, tear gas at Palestinian, Israeli, and international activists who gather at the scene to protest, injuring 4 Palestinians and a British journalist; steps up patrols around Hebron, randomly checking Palestinian IDs; conducts late-night arrest raids, house searches in Dahaysha r.c. (firing live ammunition and percussion grenades inside a home, seriously injuring a Palestinian teenager and his father), nr. Bethlehem, Hebron, Tulkarm. (NYT, OCHA 9/24; PCHR 9/25)

IDF troops make a late-night incursion into Tulkarm, fire on residential areas and storefronts, causing damage but no injuries. The IDF also fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (wounding 3). At the weekly nonviolent protest against the separation wall in Bil‘in, Israeli border police for the 1st time spray protesters with a foul-smelling liquid they call “skunk” that victims report lingers on the skin, clothes for up to a week. In Gaza City, Hamas-affiliated police exchange fire with wanted Army of Islam mbrs. during an arrest raid on several houses; no injuries are reported. PA security forces, under pressure fr. Israel to launch a campaign to crack down on Hamas that parallels Israel’s campaign launched on 7/7, raid and seal for 1 yr. 8 community organizations and arrest 16 employees for alleged affiliation with Hamas. In the West Bank, the IDF raids and searches homes nr. Jenin but makes no arrests; fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (10s suffer tear gas inhalation). Jewish settlers fr. Kiryat Arba and a nearby unauthorized outpost in Wadi al-Nassara attack Palestinian homes for a 2d day, causing damage but no reported injuries. Jewish settlers with a bulldozer occupy and level a plot of Palestinian land s. of Bethlehem; the IDF removes the settlers. Jewish settlers fr. Yitzhar nr. Nablus throw a large rock at a passing Palestinian car, seriously injuring a Palestinian woman and lightly injuring her child; the IDF evacuates the mother to a hospital in Israel. In Gaza, Hamas-affiliated police detain several senior Fatah officials in what Hamas calls a response to Fatah’s detention of West Bank Hamas loyalists on 7/28. Overnight in Gaza, the IDF sends troops into al-Fukhari nr. Khan Yunis and nearby Shuka to raid and search homes, firing on armed Palestinians who confront them, wounding 2 civilians, 1 armed Palestinian. Troops withdraw to Israel early in the morning. The Israeli navy detains 6 Palestinian fishing off the Rafah coast, questions and releases 16 fishermen. Palestinians fire a rocket toward Israel, but it lands inside Gaza, hitting a home e. of Gaza City, injuring a mother, 2 children. Egyptian border police find a cache of more than 1,000 lbs of explosives, including mortars and rockets, on the Egyptian side of the Rafah border. Overnight in the West Bank, the IDF sends troops into Qabatya to raid and search homes, 2 schools, a mosque, confiscating money and computers, arresting 10 Palestinians; before withdrawing in late morning, troops fire tear gas at children heading to school, injuring 10. The IDF also conducts daytime arrest raids nr. Qalqilya; fires tear gas at Palestinians demonstrating against the separation wall in Ni‘lin (pop. 5,000) nr.
