Gaza’s power plant shuts down completely for lack of fuel imports— a result of Israeli import restrictions; OCHA reports that because of ongoing fuel and electricity shortages, more than 40% of Gazans have been without running water for the past week and rolling blackouts across the Strip have increased to 18 hrs./day. Israel allows the International Comm. of the Red Cross (ICRC) to bring in enough fuel to supply back-up generators at Gaza hospitals for 2 weeks. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. IDF troops on the n. Gaza border fire warning shots at Palestinians and international activists staging a nonviolent march to the Erez crossing to protest Israel’s imposition of a no-go zone along the border; no injuries are reported. In the West Bank, the IDF patrols in Zabbuba village nr. Jenin in the afternoon, firing on residential areas to keep Palestinians indoors and then firing tear gas at stone-throwing youths who confront them, causing no serious injuries; conducts late-night arrest raids, house searches in and around Nablus, and nr. Fatah PA pres. Abbas and Hamas leader Mishal end 2 days of talks in Qatar on forming by Fatah-Hamas consensus a transitional government of independent technocrats with a limited mandate to take the Palestinians to new presidential and parliamentary elections and to lead reconstruction of Gaza, as agreed under the 5/2011 national unity deal. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. They stress that the new government “will be a technical one more than a political one” and that diplomacy will rest with the PLO. A meeting of all Palestinian factions is set for 2/18 to endorse the plan. Israeli PM Netanyahu immediately denounces Abbas for “joining forces with the enemies of peace.” The EU and U.S. say they look forward to continuing their support of the PA, provided the new government is committed to the Quartet principles of nonviolence, recognition of Israel, and adherence to existing peace agreements. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In response, Israeli warplanes make late-night air strikes on open areas nr. the Gaza border n. of Bayt Hanun, causing no reported injuries. In the West Bank, the IDF patrols in 2 villages nr. Ramallah and 1 nr. Salfit; conducts late-night arrest raids, house searches in Tulkarm and nr. Jenin and Nablus. Just outside East Jerusalem nr. al-Tur, Israeli border police and an undercover unit bulldoze 20 d. of Palestinian land, demolishing 2 walls, 3 natural caves, and a water network supplying several Palestinian homes. Jewish settlers fr. Kiryat Arba settlement in Hebron escorted by IDF troops begin planting trees on 150 d. of nearby Palestinian agricultural land that the IDF previously declared a closed military zone. Israeli warplanes overfly s. Gaza, dropping leaflets warning Palestinians not to enter the 300-m no-go zone along the border fence. Israel seals the West Bank until 3/21 for the Purim holiday. During the day, the IDF patrols in al-Bireh, Ramallah, Tulkarm (randomly stopping and searching vehicles), 4 villages nr. Qalqilya (searching several shops in 1 village but making no arrests), and 3 others nr. Jenin (ordering 4 Palestinians to appear for questioning). Late at night, the IDF patrols in Jericho and conducts arrest raids, house searches nr. Jenin. Jewish settlers beat a Palestinian laborer working inside Shilo settlement; a settlement security guard intervenes, calling Israel border police who transport the Palestinian to a Ramallah hospital. Jewish settlers burn the cars of 2 Palestinian laborers working in Keddumim settlement nr. Qalqilya. Later, Keddumim settlers stone Palestinian cars on a nearby road; the IDF intervenes to disperse them. Jewish settlers fr. Karnei Shomron settlement nr. Qalqilya stone passing Palestinian vehicles. In Gaza, Hamas-affiliated police break up 40 protesters rallying in Gaza City calling for national reconciliation, arresting 1 protester and 2 Palestinian cameramen covering the event. The UNSC authorizes (10-0, with Brazil, China, Germany, India, and Russia abstaining) “all necessary measures” short of foreign occupation to protect civilians in Libya, including calling for an immediate halt to the heavy fighting ongoing nationwide, imposition of a no-fly zone, and interdiction of ships heading to support Qaddafi’s forces. Israeli officials announce that PM Benjamin Netanyahu, in consultation with DM Ehud Barak and Israel’s atty. gen. Yehuda Weinstein, have asked Israel’s High Court to respond to 15 petitions filed by Peace Now demanding the immediate removal of Israel’s unauthorized settlement outposts by ordering the dismantling of outposts built on privately owned Palestinian land before the end of 2011 (with the exception of a house owned by a fallen IDF officer) but authorizing the legalization of those built on state land. This would mean that 6 outposts would be removed, of which 5 are inhabited (47 homes), while more than 100 others would be legalized. In the West Bank, the IDF demolishes 3 structures at the Havat Gilad unauthorized settlement outpost; Jewish settlers stone Israeli border police overseeing the demolition, who respond with tear gas and rubber bullets, leaving 15 persons lightly injured and 17 settlers under arrest. Afterward, Jewish settlers fr. Yitzhar settlement nr. Nablus exact their “price-tag doctrine” attack in nearby Hawara village, fire-bombing a house, injuring 2 children, and damaging other property. Separately, Jewish settlers fr. Halmish nr. Ramallah block a road leading to Nabi Salih and stone passing Palestinian vehicles; the IDF observes but does not intervene. Later, Jewish settlers fr. Gilad occupy a plot of Palestinian land nr. Qalqilya, setting up tents and mobile homes, but are evacuated by the IDF later in the day. The IDF also patrols in 4 villages nr. Hebron, Jenin, and Qalqilya; enters Kafr Laqif village nr. Qalqilya and fires stun grenades, claiming local youths stoned passing Jewish settler vehicles; no injuries are reported. In Gaza, the IDF shells the abandoned Dahaniyya airport site in s. Gaza, wounding 1 Hamas mbr. and destroying a nearby vacant home. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. settlement sites, killing 1 Palestinian. IDF troops on the c. Gaza border shell open areas e. of Jabaliya, forcing farmers in the area to leave their plots but causing no injuries. Hamas authorities arrest 4 of 20 Palestinians responding to an online call by Palestinian student groups to rally in Gaza City for national unity. Overnight, Israeli naval commandos in boats and helicopters easily commandeer 5 small boats in the FGM-IHH flotilla to Gaza without incident, but open fire on passengers when they attempt to seize the main vessel (Mavi Marmara) sailing with the group, killing 9 Turkish activists (1 with dual U.S. citizenship); another 53 passengers (23 seriously, including 1 Australian) and 7 Israeli commandos (1 seriously; 1 stabbed, several with gunshot wounds) are injured. The IDF claims commandos acted in self-defense, saying they faced a premeditated attack by passengers; FGM-IHH says passengers were unarmed and nonviolent and at most acted in selfdefense. In light of the incident, the U.S. cancels a meeting at the White House between U.S. Pres. Barack Obama and Israeli PM Netanyahu scheduled for 6/1 and issues a statement saying that the U.S. is “deeply concerned by the suffering of civilians in Gaza” and “will continue to engage the Israelis on a daily basis to expand the scope and type of goods allowed into Gaza.” (IFM 5/31; IFM, NYT, WP, WT 6/1; AHR 6/3; JPI 6/11; ITIC 7/6; Counterpunch 6/10; JPI 7/16)

Meanwhile, IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging construction materials fr. destroyed buildings inside the Erez industrial zone, causing no reported injuries. Israeli border police fire tear gas at Palestinian and international activists staging a nonviolent demonstration against Israel’s attack on the flotilla nr. the Qalandia crossing into Jerusalem, hitting an American activist in the head with a tear gas canister (she loses an eye). Hamas mbrs. fire 8 mortars fr. Gaza toward Israel, 6 of which land inside Israel, causing no damage or injuries. In response, the IDF makes an air strike on 1 mortar-launching site, killing 2 Palestinian teenagers nearby, wounding 2 children. OCHA reports that in addition to mortar fire, Palestinians have fired 6 rockets fr. Gaza toward Israel between 11/27 and 12/2, causing no injuries. Israeli border police arrest Israeli reporter Amira Hass as she leaves Gaza through the Erez crossing, charging her with violating the government ban on Israelis entering Gaza. Hass, who entered Gaza on 10/29 on a boat carrying solidarity activists (see Chronology in JPS 150), was then expelled by Hamas officials who disapproved of her coverage of events in the Strip; she is released pending a hearing. In the West Bank, the IDF conducts latenight arrest raids, house searches nr. Bethlehem, Jenin. For a 6th straight day, 100s of Jewish settlers riot in Hebron to protest the orders to evacuate Beit Shalom, attacking Palestinians on the street, vandalizing Palestinian homes, damaging cars, and harassing IDF troops; the IDF fires tear gas, percussion grenades at Palestinians who attempt to stop the settlers, injuring 3. In 2 other West Bank locations, Jewish settlers protesting the planned eviction set fire to Palestinian stocks of animal feed, slash tires. (HA 12/2; NYT, WP, WT 12/3; WT, PCHR 12/4)

Israel orders borders with Gaza sealed after an early warning system detects a rocket launch fr. Gaza into Israel, but later admits that the system malfunctioned and no rocket was fired; the seal is lifted. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Nablus, in Bethlehem, and nr. Hebron (raiding 2 Palestinian colleges, detaining 27 students for questioning); demolishes 36 structures (approx. 23 dwellings and 13 animal pens) belonging to bedouin families in Mughayyir al-Dir, outside Ramallah and adjacent to Mitzpe Dani settlement outpost, displacing 97 individuals (including 51 children), on the grounds that the structures were built in a closed military zone. Jewish settler girls (ages 12–17) stone Israeli border police demolishing an “illegal structure” in Givat Harsina outpost in Hebron, injuring 2 officers; the girls are arrested. Hamas releases 17 Fatah mbrs. fr. detention in Gaza, saying they are the only political prisoners being held and are being freed as a gesture to Fatah before national unity talks set to open in Cairo on 11/9 (see 10/20). With the Rafah border breached, Israel halts emergency imports authorized on 1/22, arguing that Gazans can now get food and fuel fr. Egypt. Meanwhile, the IDF makes an air strike on a car nr. the Rafah border, assassinating Izzeddin al-Qassam Brigades mbrs. Zayid ‘Abd al-‘Aal and Ibrahim al-‘Absi; sends troops into areas e. of Rafah to conduct arrest raids, detaining and taking back to Israel 25 Palestinians possibly connected to the 1/23 border breach. In the West Bank, 2 Palestinians fr. Bayt Umar nr. Hebron infiltrate Kefar Etzion settlement, stab and wound 3 Jewish settlers before being shot dead by settlement security officers; no group takes responsibility. The IDF sends troops into Bayt Umar, fires on residential areas, occupies the homes of the 2 Kefar Etzion attackers, interrogates their families, fires on stone-throwing Palestinians who confront them, killing 1 Palestinian teenager, wounding 2 Palestinians; later, IDF troops posted at the entrance to the village fire on a funeral procession for 1 of the assailants, injuring 1 mourner. A Palestinian gunman fires on Israeli border police outside Shu‘fat r.c. nr. Jerusalem, killing 1 Israeli border policeman, wounding another, escaping unharmed; no group takes responsibility. The IDF also conducts arrest raids, house searches in Azun, nr. Hebron. Jewish settlers fr. Israelis in Sederot close schools, demand government action after Palestinians fire 3 more rockets fr. Gaza into Israel, causing no damage or injuries. Egyptian border police demolish a smuggling tunnel on the Rafah border. In the West Bank, the IDF raids, searches several Hamas-run charities in Nablus, confiscating documents, computers and sealing the offices; patrols in, fires on residential areas of ‘Azun nr. Qalqilya (also firing on stone-throwing youths who confront them, wounding 2 children, ages 13 and 14), Sa‘ir nr. Hebron (seriously wounding 1 Palestinian); conducts arrest raids, house searches in and around Nablus, in Qabatya nr. Jenin and Tulkarm r.c., and nr. Hebron. The Israeli High Court rules that the separation wall around Bil‘in, site of weekly nonviolent protests, must be moved westward to prevent the de facto annexation of more han half of the village’s agricultural land, rejecting the government’s claim that a wide buffer zone was needed to protect nearby Mod’in Ilit settlement and determining that the original route took into consideration plans to expand the settlement “as much as possible”; the decision gives the government a “reasonable period of time” to take down and move portions of the wall, which is expected to return 250 acres of land to Bil‘in residents. In Gaza City, the previously unheard-of Security Members Martyrs Brigade took responsibility for detonating a bomb under the car of a prominent Hamas mbr. in Gaza City, causing no injuries; the group is thought to be made up of Fatah security officers still in Gaza who have been underground since Hamas took over in mid6/07. Suspected Fatah mbrs. also fire on an ESF patrol, causing no injuries. In Rafah, ESF officers fire on Fatah mbrs. writing proFatah graffiti, wounding 3. Overnight in Gaza, the IDF conducts air strikes heavily damaging the offices of Change and Reform PC mbrs. in Bayt Lahiya (causing no injuries), destroying a bridge linking Nussayrat r.c. with alMughraqa; directs tank fire on a Palestinian truck approaching its position but refusing orders to halt, killing 1 Palestinian, wounding a 2d. During the day, the IDF continues to shell n. Gaza, targeting 2 PA security offices and damaging 4 Palestinian homes; bulldozes 83 d. of Palestinian land nr. Dayr al-Balah, more than 100 d. of land outside al-Qarara; fires on residential areas of Khuza’ nr. the border, wounding a Palestinian woman inside her home. Some 50 Palestinian militants temporarily take over the Rafah crossing, allowing as many as half of the 4,000 Palestinian stranded on the Egyptian side to enter Gaza; Egyptian border police block Palestinians who try to cross fr. Gaza into Egypt. Palestinians fire at least 7 rockets fr. Gaza into Israel, causing damage in 1 incident but no injuries. The IDF conducts late-night arrest raids, house searches in and around Hebron, in Tulkarm; prevents Palestinians under age 45 fr. attending Friday prayers at al-Aqsa mosque. Overnight, after Olmert’s security cabinet approves a list of “more significant” Hizballah targets, the IDF makes air strikes on Hizballah sites in s. Beirut and targets the Beirut–Damascus highway (in an attempt to complete an air, sea, and land blockade on Lebanon). During the day, the IDF extends the naval blockade northwards to Tripoli; shells numerous bridges, roads, other civilian infrastructure, especially in s. Beirut; makes air strikes on the building serving as Hizballah’s headquarters and Nasrallah’s residence (destroying it), its al-Nur radio station (missing and hitting an apartment building), and the Beirut airport, a major power plant and a bridge s. of the capital, a PFLP base nr. the Syrian border. At least 8 Lebanese civilians are reported killed (3 in Beirut, 5 in the south), 55 injured during the day, raising the estimated death toll since the start of operations to 66 Lebanese (overwhelmingly civilians), more than 200 wounded. Hizballah continues to fire Katyushas at n. Israel, killing an Israeli woman,her 5-yr.-old grandson in Moshav Meron and injuring as many as 50 Israelis across the Galilee, including in Acre, Carmiel, Kiryat Shimona, Nahariya, Safad. Hizballah also hits an Israeli naval ship 10-mi off the coast nr. Beirut, disabling it, killing 1 Israeli sailor, leaving 3 other sailors missing, raising the comprehensive death toll to 13 Israelis killed (the majority soldiers), around 150 injured (mostly suffering shock). Israel allows Gaza’s Qarni crossing to open for export of goods to Israel, Sufa crossing (closed since 2/14) for the import of construction materials; shells the n. Gaza no-go zone, causing no damage or injuries; conducts arrest raids, house searches nr. Hebron, also firing on residential areas, wounding a Palestinian standing on his balcony; issues a military order confiscating 80 d. of Palestinian land for construction of the separation wall around Gilo settlement nr. Bethlehem. The IDF says that its liaison offices in the West Bank will continue to operate after a Hamas-led government is sworn in, but will no longer deal with any PA officials; they will deal only with international organizations, Palestinian hospitals, individual Palestinians.
