Three unidentified assailants cross into Israel from Egypt and plant a roadside bomb that they detonate when 2 vehicles pass carrying laborers who are working to build Israel’s new border fence; they then open fire on the vehicles with automatic weapons and rocketpropelled grenades; 1 Israeli Palestinian worker is killed. Israeli border police respond to the scene and exchanges fire with the infiltrators, leaving 2 assailants dead and 4 policemen injured. Late at night, IDF troops on the c. Gaza border fatally shoot 2 Palestinians (1 a teenager) attempting to sneak into Israel to find work. Meanwhile, IDF troops make a brief incursion into n. Gaza nr. Bayt Hanun to level land and clear lines of sight. Israeli naval vessels fire warning shots at Palestinian fishing boats off the n. and c. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in 2 villages nr. Ramallah and 1 nr. Jericho in the morning; and in 1 village nr. Ramallah in the evening. The Israel Project, a Washingtonbased pro-Israel group, hosts a debate between foreign policy advisers to Pres. Obama and Republican presidential candidate Mitt Romney, covering numerous issues including Iran, Syria, military aid, and Obama’s commitment to Israel. Romney advisers accuse Obama of failing to support Israel and of being more concerned with preventing Israel from attacking Iran than halting Iran’s nuclear program. Obama adviser Robert Wexler calls Obama’s ‘‘degree of military and strategic support [to Israel] unparalleled,’’ emphasizing that the Obama admin. worked strenuously behind the scenes to ensure there has not been a UN vote on Palestinian statehood since the Palestinians launched their UN statehood bid in 9/2011. In Lebanon, clashes erupt at the funeral for a Palestinian refugee slain by Lebanese troops outside Nahr al-Barid r.c. on 6/15, leaving 1 Palestinian dead and 7 Palestinians and 3 Lebanese soldiers injured. The clashes spread to ‘Ayn al-Hilwa r.c. in Sidon, where at least 1 Palestinian is killed and 3 Palestinians and 3 Lebanese soldiers are injured. Demonstrations (but no clashes or injuries) are reported in Biddawi r.c. nr. Tripoli and Shatila r.c. in Beirut. (JAZ 6/18)

Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks. The IDF carries out an air strike on a house in Nussayrat r.c. in c. Gaza, seriously injuring 1 Palestinian woman. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts morning house searches in Sirris village nr. Jenin, summoning several Palestinians for interrogation; conducts late-night arrest raids, house searches nr. Qalqilya and Ramallah (arresting Hamas-affiliate PC mbr. Muhammad Abu Tair). The IDF razes 3 buildings in Migron outpost, ordered removed by Israel’s High Court; settlers scuffle with the IDF, which arrests 6. Soon after, Jewish settlers set fire to a mosque in a nearby Palestinian village and spray graffiti saying “Migron.” In other apparent reprisals, Jewish settlers fr. Beitar Ilit nr. Bethlehem pump wastewater on agricultural lands in nearby Husan and Nahalin villages, damaging 100s of trees and crops; Jewish settlers vandalize a Palestinian home in Hebron; Jewish settlers fr. Shilo settlement set up a roadblock on the Nablus–Ramallah road and stone passing vehicles, seriously damaging 1 car and injuring 1 Palestinian; Jewish settlers fr. In the West Bank, Palestinian gunmen open fire on an IDF border police vehicle nr. Hebron, killing 1 Israeli border police officer and wounding 3 in the first fatal shooting attack against Israelis in the West Bank in over 1 yr.; a claim of responsibility and threat of more attacks are issued by a group calling itself the Freedom Flotilla Martyrs. Also in the West Bank, the IDF conducts 3 separate synchronized late-night arrest raids, house searches in Bethlehem and neighboring Dahaysha r.c., al-Far‘a r.c. and Tammun village nr. Tubas, Jenin town and r.c. and 2 nearby villages; additional late-night arrest raids, house searches are carried out nr. Salfit, Tubas. In Gaza, unidentified Palestinians fire 1 Qassam rocket fr. the s. Gaza border area into Israel, causing no damage or injuries. The IDF fires 5 artillery shells at the launch site, causing no damage or injuries. Separately, the IDF makes a brief incursion into s. Gaza to level land to clear lines of sight. IDF troops on the Israeli side of the Erez crossing fire on Palestinian scavenging for construction materials in the industrial zone, wounding 1 Palestinian. IDF troops on the s. Gaza border fire warning shots at Palestinians staging a nonviolent march to the border fence e. of Khan Yunis to protest Israel’s no-go zone; no injuries are reported. Overnight, Israeli naval commandos in boats and helicopters easily commandeer 5 small boats in the FGM-IHH flotilla to Gaza without incident, but open fire on passengers when they attempt to seize the main vessel (Mavi Marmara) sailing with the group, killing 9 Turkish activists (1 with dual U.S. citizenship); another 53 passengers (23 seriously, including 1 Australian) and 7 Israeli commandos (1 seriously; 1 stabbed, several with gunshot wounds) are injured. The IDF claims commandos acted in self-defense, saying they faced a premeditated attack by passengers; FGM-IHH says passengers were unarmed and nonviolent and at most acted in selfdefense. In light of the incident, the U.S. cancels a meeting at the White House between U.S. Pres. Meanwhile, IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging construction materials fr. destroyed buildings inside the Erez industrial zone, causing no reported injuries. Israeli border police fire tear gas at Palestinian and international activists staging a nonviolent demonstration against Israel’s attack on the flotilla nr. the Qalandia crossing into Jerusalem, hitting an American activist in the head with a tear gas canister (she loses an eye). Israel imposes a general closure on the West Bank for the 2-day Yom Kippur holiday. The IDF conducts late-night raids, house searches nr. Tulkarm, arresting 1 Palestinian. Jewish settlers fr. Kiryat Arba nr. Hebron attack Palestinians exiting the nearby al-Ras Mosque and throw stones, empty bottles at Palestinian vehicles; no serious injuries are reported. (PCHR 10/1)

Outraged by rumors that right-wing Jews plan to invade the al-Aqsa Mosque compound to mark Yom Kippur, Palestinians throw stones at French tourists visiting the mosque, mistaking them for Jewish activists. Israeli police disperse the crowd of approximately 150 Palestinians with stun grenades, leading to a number of disturbances throughout East Jerusalem. Palestinians also throw rocks, Molotov cocktails, and garbage at Israeli border police. The IDF shoots, seriously wounds a Palestinian at a checkpoint in Hebron after he allegedly attempts to attack a soldier with a knife; conducts late-night raids, house searches in Qalqilya and nr. Jenin, Bethlehem, Jericho, Hebron, Salfit, and Ramallah, arresting 15 Palestinians. Following a latenight explosion nr. the Bayt Ijza gate into Jerusalem, Israeli border police close all 3 gates in the separation wall controlling access to Palestinian agricultural land in the Jerusalem governorate, preventing Palestinian farmers fr. reaching their grape crops. On the sidelines of meetings with British PM Gordon Brown in London, Netanyahu meets with U.S. special envoy George Mitchell to discuss peace issues; the two report having “made good progress” (no elaboration) and say they will meet again in the coming weeks. The IDF opens a main checkpoint at Bayt Ibia nr. Nablus for the 1st time in 8 yrs., as a 1st step toward permanently relocating it (see 3/30 below). Unidentified gunmen fatally shoot 2 Israeli border policemen driving nr. Massu’a settlement in the Jordan Valley n. of Jericho, marking the 1st Israeli death in the West Bank since 4/25/08; Israel blames Palestinians, and individuals identifying themselves as mbrs. of the Imad Mughniyah Group, after the Hizballah military cmdr. assassinated in Damascus by unknown assailants in 2/08, later (3/16) claim responsibility. Jewish settler groups in the n. West Bank say Israel’s reckless removal of Palestinian checkpoints is to blame for the policemen’s deaths; the Israeli government denies any connection. The IDF conducts rare daytime arrest raids, house searches in Jalazun r.c.; patrols in Bayt Rima nr. Ramallah in the afternoon, firing on stone-throwing youths who confront them, wounding 4; conducts late-night arrest raids, house searches in and around Tulkarm, and nr. Jenin, Ramallah. Palestinians in Umm Lasfa village southeast of Hebron report that in the past few days, the IDF has leveled 500 d. of village land to build 2 km of a new settler bypass road to Carmiel settlement; once completed, the IDF is expected to confiscate 1,000 d. of Palestinian land and displace 13 Palestinian families. As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. (Israel continues to prevent the foreign media fr. entering Gaza.)

Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. OCHA reports power outages of up to 16 hrs./day in Gaza City, n. Gaza, and c. Gaza; says all flour mills have shut down for lack of grain imports, threatening widespread bread shortages. Across the West Bank, Palestinians protest against OCL, clashing with the IDF at numerous points (Abu Dis, Issawiyya, and al-Ram nr. Jerusalem; Bani Na‘im nr. Hebron; Ni‘lin and Silwad nr. Ramallah), leaving 3 Palestinians dead, 31 Palestinians, 1 IDF soldier, 1 Israeli child injured. In at least one instance, PASF breaks up one protest by 100s of Palestinians in Ramallah when demonstrators unfurl Hamas banners; the PASF reportedly (NYT 1/3) has been ordered to prevent any popular displays of support for Hamas.
