Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Khan Yunis, Rafah, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 2 Palestinians are killed and at least 90 are injured. Their deaths bring the Great March of Return death toll to 137. In response to shots allegedly fired at IDF border patrols in the evening, Israeli forces strike a Hamas observation post near Jabaliya refugee camp, causing damage.

In East Jerusalem, Israeli forces enter Haram al-Sharif after Friday prayers and fire sound bombs at Palestinian worshippers, clearing them from the sanctuary; 7 Palestinians and 4 Israeli police officers are injured, and 24 Palestinians are arrested. Some witnesses say that the Israelis entered the sanctuary after children threw firecrackers at them. After the clashes, Israeli forces seal the entrances to the sanctuary. The Islamic Waqf then organizes a sit-in protest outside, and the Israeli authorities order the entrances reopened hours later. Separately, Israeli forces arrest 5 Palestinians during late-night raids in Silwan and Wadi al-Juz. In the West Bank, Israeli settlers set fire to a Palestinian home under construction and surrounding wheat fields near Nablus, causing extensive damage. The IDF seals off the entrance to Kobar village near Ramallah, the hometown of the Palestinian who allegedly stabbed 3 Israeli settlers on 7/26. IDF troops conduct raids in the village throughout the day, sparking intermittent clashes; 5 Palestinians are injured (1 critically). Israeli soldiers also violently disperse Friday protests at Kafr Qaddum near Qalqilya; 5 Palestinians are injured. Dozens of Palestinians gather outside Khan al-Ahmar, a Bedouin village near Jerusalem, to protest the impending Israeli evacuation and demolition of the village. Israeli DM Lieberman pledges to advance the construction of 400 new housing units in the Adam settlement near Ramallah, justifying the settlement growth in response to the stabbing attack on 7/26. The “best response to terrorism is increased settlement,” Lieberman tweets. The 400 units are reportedly part of an existing plan to build 1,000 new units in the settlement. (HA, MNA, TOI 7/27)

Along Gaza’s border fence, a number of Palestinians cross the fence into Israel near Gaza City. They return after stealing some IDF equipment. Taking the incident as a violation of the cease-fire reached late on 7/20, Israeli forces shell a Hamas position near Gaza City, causing damage. Later, an incendiary device flown from Gaza into Israel sparks a small fire at Kibbutz Nahal Oz, causing minor damage. An Israeli tank then shells a Hamas post near Gaza City for the second time today, causing damage. In the West Bank, IDF troops arrest a Palestinian activist at Khan al-Ahmar, a Bedouin village near Jerusalem that is slated for evacuation and demolition. They arrest 2 more Palestinians during late-night raids near Hebron and Jenin, and patrol near Hebron. In East Jerusalem, Israeli forces arrest 7 Palestinians during late-night raids in Ras al-Amud, Hizma, Silwan, al-Suwana, and the Old City. (HA, JP, MNA, TOI, WAFA 7/21; PCHR 7/26)

While no Israeli official has confirmed the terms of the 7/20 cease-fire on the record, a senior Israeli official says that Hamas offered to put a stop to “the fire terror” and the “terror at the fence” in exchange for an end to the air strikes, contradicting a Hamas official’s depiction of the deal on 7/20. “Hamas suffered a serious blow yesterday, and requested a cease-fire via Egypt, while promising to stop the arson terror and terror at the border fence,” the official says. “If Hamas violates the truce they will pay an even heavier price.” Later, Hamas officials say that they will not work to stop the incendiary kite and balloon attacks until Israel lifts restrictions on Gaza. IDF troops shoot and injure a Palestinian as he attempts to cross the separation wall into Israel nr. Bethlehem. Elsewhere in the West Bank, the IDF arrests 14 Palestinians during late-night raids in and around Hebron, Nablus, Tulkarm, and Qalqilya; and patrols nr. Hebron. Israeli soldiers also assault and arrest a Palestinian attempting to stop them from arresting his mentally handicapped daughter. Israeli forces demolish 3 homes and a livestock barn in a small Bedouin village nr. Hebron. In East Jerusalem, dozens of Jewish settlers tour Haram al-Sharif. Israeli forces arrest 2 Palestinians and issue 1 arrest summons during raids in Silwan and the Old City. The Egyptian authorities open the Rafah border crossing for a limited period, allowing 800 Palestinians from Gaza to embark on the pilgrimage to Mecca. (WAFA 8/14; OCHA 8/17)

In the West Bank, IDF troops arrest 3 Palestinians during raids nr. Nablus, and patrol nr. Nablus and Hebron. In East Jerusalem, Israeli forces assault 6 Palestinians during an arrest raid in Silwan, 2 of whom they arrest. They arrest 3 more Palestinians during a late-night raid in Abu Dis. Israeli settlers assault several Palestinian children in Silwan as well, causing no serious injuries. In Israel, Israeli forces demolish the Bedouin village al-‘Araqib for the 115th time since 2010. The Jerusalem Municipality approves the construction of 800 new settler units in East Jerusalem over the next mo. Hours later, the White House releases a statement: “Pres. Trump has publicly and privately expressed his concerns regarding settlements, and the administration has made clear that unrestrained settlement activity does not advance the prospect for peace. At the same time, the administration recognizes that past demands for a settlement freeze have not helped advance peace talks”. (AP, TOI, WHPO 7/6)

In the West Bank, an Israeli settler shoots and injures a Palestinian after Palestinian youths throw rocks at passing vehicles outside Ramallah. The IDF then arrests the injured Palestinian and closes the entrance to nearby Silwad village. Palestinian businesses in Tulkarm hold a 1-day strike and Palestinian protesters shut down the United Nations (UN) office in Ramallah in solidarity with the 1,500-plus Palestinian prisoners observing the Dignity Strike and to protest the organization’s alleged inaction on their behalf. Israeli forces demolish the inner walls of a home nr. Hebron. IDF troops arrest 8 Palestinians and confiscate 1 car during late-night raids in and around Hebron, Tubas, and Bethlehem; and patrol nr. Hebron during the day. In East Jerusalem, Israeli forces violently disperse Palestinians demonstrating in Qalandia and Sheikh Jarrah in solidarity with the Dignity Strikers; 1 Palestinian is injured and arrested. They also arrest 27 Palestinians during latenight raids in Silwan, Shu‘fat, Abu Dis, Issawiyya, and Hizma. Sinai Province of the Islamic State (SPIS) fighters launch rockets into Israel from n. Sinai late at night. Israel’s Iron Dome missile defense batteries intercept 3 of them; others land in open areas nr. Eilat. No Israelis are injured. SPIS last launched rockets into Israel in 7/2015 (see JPS 45 [1]). Later, 2 Palestinians are killed and at least 5 are injured in an air strike targeting the smuggling tunnel they are working in nr. Rafah. The IDF denies carrying out the strike. Palestinian eyewitnesses say they saw an Israeli aircraft launch it, and Palestinian security sources say it was a retaliation for the rocket barrage. (HA, JP 2/8; HA, MNA, WAFA 2/9)

An Israeli settler driver rams an elderly Palestinian nr. Bethlehem, causing fatal injuries. The Palestinian dies later in the day. Israeli settlers raze a swath of Palestinianowned land nr. Nablus overnight. Meanwhile, IDF troops arrest 5 Palestinians during raids nr. Hebron and Ramallah, and patrol nr. Hebron. In East Jerusalem, Israeli forces demolish a 2d Palestinian building in Bayt Hanina in as many days. They also assault and arrest 4 Palestinian youths in Silwan. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. the Erez border crossing. IDF troops also open fire on Palestinian agricultural lands nr. Rafah and Bayt Hanun, causing no serious damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no damage or injuries. In Washington, PA intelligence chief Majid Faraj leads a Palestinian delegation in their first face-to-face talks with Trump admin. officials. According to a Palestinian source, they discuss diplomatic issues, particularly Trump’s pledge to move the U.S. embassy in Israel to Jerusalem. (AP 2/9; HA, TOI 2/10)

Overnight in the West Bank, IDF troops assault the Hebron-area home of a Palestinian, allegedly a mbr. of PIJ involved in the killing of an Israeli on 7/1. After declaring the village a closed military zone, they cut the Internet and electricity, fire anti-tank missiles and other artillery at his 3-story residential building for 7 hours, and eventually demolish it, killing the man and injuring a 2d Palestinian. The operation sparks clashes with stone-throwing Palestinians in the area; 5 Palestinians are injured and 3 are arrested. (BBC, MNA, WAFA 7/27; PCHR 8/4)

After the major IDF operation nr. Hebron overnight, the PA announces that the IDF has agreed to begin lifting its general closure of Hebron and the surrounding district, which it put in place in the wake of a Palestinian’s shooting of a settler on 7/1. Tension remains high in Hebron, as the IDF patrols the region throughout the day. (JP 7/27)

Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night raids in Nablus and nr. Bethlehem. In East Jerusalem, Israeli police arrest 2 mbrs. of the Islamic Waqf after they allegedly assault 2 Israeli archaeologists at Haram al-Sharif, and arrest 2 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces confront a Palestinian fishing party late at night, damaging 1 boat and arresting 5 Palestinians. Meanwhile, a Gazan succumbs to injuries sustained in a confrontation with Israeli forces on 11/23/2001. In Israel, Israeli forces demolish several structures in the bedouin village of al-Araqib for the 101st time since 6/2010. The demolitions spark minor clashes, and several Palestinians are arrested. Israeli NGO Peace Now announces that the Israeli govt. has opened tenders for the construction of 323 housing units in Israeli settlements nr. Jerusalem, including 89 in Gilo, 36 in Neve Ya’acov, 68 in Pisgat Ze’ev, and 130 in Har Homa. Meanwhile, the Israeli Knesset’s Ministerial Comm. for Legislation gives preliminary approval to a bill that would make some West Bank settlements eligible for special tax breaks in connection with the severity of their security situation. Amid heightened tensions and the ongoing IDF closures in the Hebron district, Israeli settlers enter Kafr Haris village nr. Hebron overnight to perform religious rituals. Palestinians in the area report that a group of Israeli settlers have been setting up a new illegal settlement outpost outside the village. Meanwhile, IDF troops conduct raids in Silwad village nr. Ramallah, sparking clashes with stone-throwing Palestinian youth; 1 Palestinian is seriously injured. Late at night, IDF troops arrest 10 Palestinians and issue 1 arrest summons during further raids and house searches nr. Hebron, Bethlehem, Nablus, and Jenin; and patrol in 5 villages nr. Hebron. In East Jerusalem, Israeli forces arrest 3 Palestinians suspected of stone-throwing in Issawiyya. They also conduct raids in the Old City, breaking up a minor physical confrontation between Jewish Israelis and Palestinian youths (7 Palestinians are assaulted and 4 are arrested). Meanwhile, a Palestinian demolishes a room of his home in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In s. Israel, Israeli forces arrest several bedouin Palestinians after they try to stop an Israeli bulldozer from leveling land outside their village, al-Araqib. The Israeli press reports that the mayor of Yatta village, along with several human rights organizations, has submitted a petition to Israel’s High Court of Justice to lift the IDF’s closure of Yatta, which was imposed in the wake of the 6/8 attack in Tel Aviv. The petition states that all entry and exit from the village has been prohibited since 7/2, when the closure was re-enforced. The mayor reportedly complained to the IDF, which responded that the closure will continue because it is a “military-security need” and that it is “part of the effort to prevent further attackers from leaving the area.” (HA 7/24)

The Israeli press reports that the Jerusalem Municipality’s Local Planning and Construction Comm. presented plans for 770 settler housing units between the Gilo settlement and Bayt Jala late last week. The Israeli authorities previously approved 1,200 units in the area, and the reports today appear to cover the same development. In the West Bank, Israeli forces demolish 5 bedouin Palestinian residential structures in the E1 area nr. Jerusalem, displacing 26 bedouins; begin leveling land s. of Bethlehem in preparation for the construction of a military tower. The IDF conducts late-night raids and house searches in Dahaysha r.c. nr. Bethlehem, Tulkarm r.c., and 1 village each nr. Salfit and Ramallah, arresting 10 Palestinians; patrols in 4 villages and al-‘Arub r.c. nr. Hebron. In East Jerusalem, Israeli police raid the International Comm. of the Red Cross office overnight, arresting 6 Palestinian activists who have been staging a sit-in in protest of the Israeli orders to deport 2 of them. Israeli forces demolish 2 Palestinian homes in Silwan; arrest a Palestinian at Haram al-Sharif; arrest 2 Palestinians during late-night raids in Jabal Mukabir and al-‘Izzariya. The Israeli press reports that DM Moshe Ya’alon has approved, in recent weeks, the Gush Etzion settlement’s request to incorporate a nearby property into its municipality. (HA, JP, TOI 1/6)

Israeli naval forces open fire on Palestinian fishing boats off the Gaza coast on 3 occasions, causing no damage. IDF troops on the Gaza border e. of Jabaliya fire warning shots at Palestinian farmers on 3 occasions, causing no damage or injuries. In the West Bank, the IDF conducts late-night patrols in Hebron and a nearby village, arresting 2 Palestinians; patrols in 3 villages nr. Ramallah and 2 nr. Hebron. Israeli forces deliver a stop-work notice to a Palestinian home under construction nr. Hebron. In East Jerusalem, around 50 rightwing Jewish activists tour Haram al-Sharif, and Israeli forces arrest 1 Jewish activist and 6 Palestinians. In the Gaza Strip, the Union of Civil Servants announces that all govt. employees will go on strike on 12/11, and that school workers will strike on 12/14, in protest of the PA unity govt.’s failure to pay civil servants in Gaza who were hired after Hamas came to power in 2007. An IDF tank stationed along the border e. of al-Bureij r.c. fires on agricultural land, causing damage. Hours later, 4 IDF tanks and 3 armored bulldozers cross the border fence in e. Gaza, leveling land and firing live ammunition toward Palestinian property. In the West Bank, IDF troops detain 2 Palestinians as they approach the Tekoa settlement nr. Bethlehem. Israeli forces confiscate 3 Palestinian-owned tractors while patrolling in a bedouin village in the n. Jordan Valley. They also stop work on a UN Development Program project nr. Salfit, detain 2 Palestinian workers, and confiscate 1 tractor. The IDF conducts house searches and arrest raids nr. Ramallah, Hebron, Tulkarm, and Jenin. Israeli settlers cut the wires to 4 electricity poles and chop down several olive trees nr. Burin village s. of Nablus, clearing the area for the expansion of 2 nearby settlements. In East Jerusalem, Israeli police raid the Silwan home of Ahmad al-Ghoul, head of the Fatah Youth Movement in Jerusalem, and arrest him. He was recently attacked by Israeli settlers on 11/21.
