Israeli police shoot and kill a Palestinian in an alleged ramming attack in Shu‘fat r.c. The police say that they opened fire on the vehicle, killing 1 man, a passenger, and injuring the driver, only after failing to stop it and make an arrest. The Israeli police will, on 9/6, retract their accusation that the incident was a ramming attack, and instead blame the deceased’s brother-in-law, the driver, for causing his death by driving erratically. (The driver will be charged with manslaughter and driving under the influence on 9/15.) Elsewhere in East Jerusalem, Israeli forces arrest a Palestinian at Haram al-Sharif when she is found to be carrying a knife, and arrest 3 more Palestinians during late-night raids in Qalandia r.c. In the West Bank, IDF troops patrol in a village n. of Nablus, sparking minor clashes with stone-throwing residents; 2 Palestinians are injured. They arrest 10 Palestinians during raids and house searches nr. Nablus, Hebron, Ramallah, and Salfit; and patrol nr. Jenin, Qalqilya, Nablus, and Tulkarm during the day. Hundreds of Israeli settlers visit Joseph’s Tomb nr. Nablus overnight, sparking clashes between their IDF escort and Palestinian youths; 2 Palestinians are injured. Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night house searches and raids in and around Hebron, Jenin, Tubas, Nablus, Qalqilya, Tulkarm, and Ramallah, sparking clashes nr. Tubas (2 Palestinians are lightly injured). They also patrol in and around Salfit and Hebron; assault and arrest a Palestinian at a checkpoint nr. Jenin (they also confiscate his tractor). In East Jerusalem, Israeli forces assault a guard at Haram al-Sharif and shut down repair work on a broken pipe at the sanctuary on the grounds that the proper permits were not secured beforehand. They also arrest 8 Palestinians during late-night raids in Silwan and al-Tur. A Palestinian demolishes his own home in Silwan to avoid paying for an Israeli demolition crew. Israel’s Knesset passes, 32–16, into law the so-called Youth Bill, which allows people under the age of 14 to be convicted of serious crimes, including murder, attempted murder, and manslaughter. (KNE, MNA, WAFA 8/3)

Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops conduct late-night raids and house searches nr. Tulkarm, Ramallah, Hebron, Qalqilya, Nablus, and Bethlehem, arresting 7 Palestinians, assaulting 1, and confiscating some property; patrol in 4 villages nr. Hebron. Israeli forces demolish a Palestinian home under construction in a village nr. Bethlehem in the morning. In East Jerusalem, around 40 Israeli settlers storm a Palestinian-owned building in the Old City, performing prayers and claiming ownership of the property. Israeli forces confiscate a small swath of land in Shaykh Jarrah and turn it over to a private settler organization, and arrest 2 Palestinians during late-night raids in al-‘Izzariya and Qatanna. In the West Bank, IDF troops conduct late-night raids and house searches in Tulkarm and Bethlehem, as well as nr. Jenin, Hebron, and Salfit, arresting 10 Palestinians and threatening the family of another (an 11th Palestinian turns himself in hours later); patrol nr. Hebron, Qalqilya, and Salfit. In East Jerusalem, a number of right-wing Jewish activists tour Haram al-Sharif in the morning, leading to minor verbal confrontations with Palestinian worshippers. Israeli forces punitively seal the home of a Palestinian prisoner in Sur al-Bahir (he is awaiting trial on manslaughter charges related to a stonethrowing incident on 9/13/2015). PLO secy.-gen. Saeb Erekat says that the Palestinians have begun consultations with various Arab nations on the draft UNSC res. they informally circulated last week, as was reported on 4/7. Egypt is reportedly overseeing the consultations, aimed at finalizing the draft ahead of PA pres. Abbas’s visit to the UN in New York at the end of this mo. (MNA 4/13)

The Israel Electric Corporation (IEC) cuts the power supply to 2/3 of the Jericho district because of alleged unpaid debts on the part of the PA and the Jerusalem District Electricity Corp. (JDECO). A JDECO official says that his org., the PA, and the IEC have a disagreement over rate calculation and interest rates, and that a lawsuit is pending. Meanwhile, IDF troops conduct late-night raids and house searches nr. Bethlehem and Nablus, arresting 8 Palestinians, and patrol during the day nr. Salfit and Hebron. In Israel, Israeli forces shut down a poultry factory in the Negev as punishment for employing Palestinians working in Israel illegally. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. An IDF military tribunal downgrades the charges facing Elor Azaria, the soldier who killed the supine Palestinian in Hebron on 3/24, from “murder” to “manslaughter.” The soldier will be released on bail on 4/1. (HA, JP, MNA, WAFA 3/31)
