IDF troops conduct raids in al-Duha village nr. Bethlehem, issuing arrest summons to 2 Palestinians and sparking clashes with stonethrowing youths; there are no serious injuries. Elsewhere in the West Bank, IDF troops confiscate 2 cars, destroy personal property, and arrest 14 Palestinians during late-night raids in and around Jenin, Hebron, Bethlehem, and Nablus; and patrol nr. Nablus, Salfit, and Hebron. In East Jerusalem, Israeli forces arrest 3 Palestinians who allegedly threw stones in the Old City. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. The Tel Aviv military court sentences Elor Azariya, the IDF soldier who killed an injured Palestinian execution-style on 3/24/2016 in c. Hebron, to 18 mos. in prison, the minimum sentence allowed under his 1/4/2017 conviction on charges of manslaughter, and also demotes him to the rank of private. (HA, JP, MNA, NYT, TOI 2/21)

Israeli naval forces confront Palestinian fishing boats off Gaza’s coast nr. Jabaliya r.c. in 2 separate incidents. One boat capsizes in the 2d incident and a fisherman goes missing. In East Jerusalem, Israeli forces demolish 2 homes each in Shu‘fat and Bayt Hanina. Later, Israeli forces return to Shu‘fat to inspect a number of shops, sparking clashes with stone-throwing youths; there are no serious injuries. In the West Bank, Israeli forces raze a small swath of Palestinian land nr. Salfit and destroy a number of water wells nr. Bethlehem. They also deliver 19 stop-work orders to Palestinian houses and buildings under construction nr. Salfit. The IDF arrests 4 Palestinians during late-night raids nr. An Israeli military court in Tel Aviv convicts IDF soldier Elor Azaria of manslaughter in connection with his killing of a prone and defenseless Palestinian in c. Hebron on 3/24/2016. He will be sentenced in late 2/2017. (HA, JP, MNA, NYT, TOI, WAFA, YA 1/4)

Hundreds of Israeli settlers visit Joseph’s Tomb nr. Nablus overnight, sparking clashes between their IDF escort and Palestinian youths; 2 Palestinians are injured. Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night house searches and raids in and around Hebron, Jenin, Tubas, Nablus, Qalqilya, Tulkarm, and Ramallah, sparking clashes nr. Tubas (2 Palestinians are lightly injured). They also patrol in and around Salfit and Hebron; assault and arrest a Palestinian at a checkpoint nr. Jenin (they also confiscate his tractor). In East Jerusalem, Israeli forces assault a guard at Haram al-Sharif and shut down repair work on a broken pipe at the sanctuary on the grounds that the proper permits were not secured beforehand. They also arrest 8 Palestinians during late-night raids in Silwan and al-Tur. A Palestinian demolishes his own home in Silwan to avoid paying for an Israeli demolition crew. Israel’s Knesset passes, 32–16, into law the so-called Youth Bill, which allows people under the age of 14 to be convicted of serious crimes, including murder, attempted murder, and manslaughter. (KNE, MNA, WAFA 8/3)

Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops conduct late-night raids and house searches nr. Tulkarm, Ramallah, Hebron, Qalqilya, Nablus, and Bethlehem, arresting 7 Palestinians, assaulting 1, and confiscating some property; patrol in 4 villages nr. Hebron. Israeli forces demolish a Palestinian home under construction in a village nr. Bethlehem in the morning. In East Jerusalem, around 40 Israeli settlers storm a Palestinian-owned building in the Old City, performing prayers and claiming ownership of the property. Israeli forces confiscate a small swath of land in Shaykh Jarrah and turn it over to a private settler organization, and arrest 2 Palestinians during late-night raids in al-‘Izzariya and Qatanna. Israel’s consul-gen. in Istanbul Shai Cohen says that Israeli-Turkish reconciliation will have to wait for the formation of a new govt. in Ankara. Turkish PM Ahmet Davutoğlu is set to step down on 5/22 following a dispute with Pres. Recep Tayyip Erdoğan. (REU, TOI 5/10)

Along Gaza’s border, IDF troops shoot and injure a Palestinian youth herding cattle nr. Gaza City. In the West Bank, IDF troops conduct late-night raids and house searches in Tulkarm and Bethlehem, as well as nr. Jenin, Hebron, and Salfit, arresting 10 Palestinians and threatening the family of another (an 11th Palestinian turns himself in hours later); patrol nr. Hebron, Qalqilya, and Salfit. In East Jerusalem, a number of right-wing Jewish activists tour Haram al-Sharif in the morning, leading to minor verbal confrontations with Palestinian worshippers. Israeli forces punitively seal the home of a Palestinian prisoner in Sur al-Bahir (he is awaiting trial on manslaughter charges related to a stonethrowing incident on 9/13/2015). PLO secy.-gen. Saeb Erekat says that the Palestinians have begun consultations with various Arab nations on the draft UNSC res. they informally circulated last week, as was reported on 4/7. Egypt is reportedly overseeing the consultations, aimed at finalizing the draft ahead of PA pres. Abbas’s visit to the UN in New York at the end of this mo. (MNA 4/13)

The Israel Electric Corporation (IEC) cuts the power supply to 2/3 of the Jericho district because of alleged unpaid debts on the part of the PA and the Jerusalem District Electricity Corp. (JDECO). A JDECO official says that his org., the PA, and the IEC have a disagreement over rate calculation and interest rates, and that a lawsuit is pending. Meanwhile, IDF troops conduct late-night raids and house searches nr. Bethlehem and Nablus, arresting 8 Palestinians, and patrol during the day nr. Salfit and Hebron. In Israel, Israeli forces shut down a poultry factory in the Negev as punishment for employing Palestinians working in Israel illegally. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. An IDF military tribunal downgrades the charges facing Elor Azaria, the soldier who killed the supine Palestinian in Hebron on 3/24, from “murder” to “manslaughter.” The soldier will be released on bail on 4/1. (HA, JP, MNA, WAFA 3/31)

In a rare Israeli prosecution of Israeli security forces for their actions in the West Bank, 2 Israeli border policemen are convicted of manslaughter for kidnapping a 17-yr.-old Palestinian and throwing him from a moving vehicle in Hebron in 2002; they face up to 20 yrs. in jail. (WP 9/4)

The IDF seals the West Bank and Gaza for the Yom Kippur holiday, which ends midnight on 10/6. In addition, the IDF closes the gates through the separation wall n. of Tulkarm, trapping residents of Baqa‘ al-Sharqiyya, Nazlat Abu Nar, Nazlat Issa—located btwn. the Green Line and the separation wall. The IDF also fires on residential areas of Rafah; conducts arrest raids in Qabatya; bulldozes 3 dunams of land in al-Maghazi r.c. An IDF soldier is found guilty of manslaughter in the deaths of 4 Palestinians (ages 5, 6, 13, and 56) and the wounding of 5 others in Jenin on 6/21/02, when he ordered at least 10 tank shells, machine guns fired at residential areas to enforce a curfew.
