Meanwhile, Israeli forces clash with Palestinian protesters across the city for the 2d day in a row (nr. the Old City and in Jabal Mukabir, Silwan, Issawiyya, Shu‘fat r.c., al-Tur, Abu Dis, al-‘Izzariya, and Wadi al-Juz); at least 4 Israeli police and 4 Palestinians are injured, and 11 Palestinians are arrested. Israeli forces also conduct raids and house searches in Silwan, Jabal Mukabir, Shaykh Jarrah, and the Old City, arresting 16 Palestinians and sparking minor clashes. In Gaza, 2 Palestinian children are injured when an unexploded piece of Israeli ordnance detonates in n. Rafah. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at Friday demonstrations against the Israeli occupation in 6 areas nr. In East Jerusalem, Israeli officials deliver demolition notices to a mosque, house, and apartment in Silwan, where there has been a recent increase in Palestinian home demolitions and evictions in order for Israel to increase the neighborhood’s Jewish settler population. The Vatican signs a treaty officially recognizing the State of Palestine. Archbishop Paul Gallagher, the Vatican’s equivalent to a FM, says that he hopes the treaty might “in some way be a stimulus to bringing a definitive end to the long-standing Israeli-Palestinian conflict.” (The Vatican will deny Israel’s requests to review the treaty.) The month-long Nuclear Non-Proliferation Treaty Conference concludes today in New York. Egypt’s proposal for a conference on nonproliferation in the Middle East, focused on Israel’s nuclear program, failed to garner enough support after opposition from the U.S., Canada, and the UK. U.S. pres. Barack Obama signs the Iran Nuclear Agreement Review Act into law, giving Congress the opportunity to disapprove of any agreement made by the P5+1 and Iran. Speaking at a Washington synagogue, Obama reaffirms his support for Israel, but says that he refuses to “paper over our differences.” Referring to the P5+1’s ongoing negotiations with Iran, he says, “Our commitment to Israel’s security, and my commitment to Israel’s security is, and always will be, unshakable.” (JP, NYT, TOI 5/22)

In an interview with Haaretz, ICC prosecutor Bensouda says she is considering war crimes investigations into Palestinians and low-ranking Israeli soldiers. Her comments indicate an expanded scope from previous speculation that only high-level Israeli officials would be targeted. However, she repeats that she is still preliminarily examining evidence and that no investigations have been formally opened. (AFP, HA 5/1)

Israeli PM Netanyahu convenes his security cabinet to discuss the 4/2 agreement between the P5+1 and Iran, and the cabinet unanimously opposes the deal. Netanyahu says, “This is a bad deal not just for Israel, this is a bad deal for the region and for the world,” and calls for any final deal to require Iran to recognize Israel’s right to exist. The Palestinian Football Association (PFA) submits a formal res. to FIFA, the body governing international soccer, calling for the Israel Football Association (IFA) to be suspended until Palestinian players and coaches are allowed to move freely, facilities can be developed without obstruction, Israeli settler soccer clubs are banned from playing in IFA competitions, and the IFA takes “firm action” to eliminate racism in its leagues. The res. is scheduled for a vote at the annual FIFA conference on 5/29. (REU 3/31)

On the 5th day of bilateral nuclear negotiations between reps. of the U.S. and Iran in Lausanne, Switzerland, Iran’s delegation is forced to return to Tehran 2 days early after Pres. Hassan Rouhani’s mother dies. The negotiations will resume on 3/26. Meanwhile, an IAEA report on Iran’s compliance with the JPOA is leaked to the press. It concludes that Iran is upholding its commitments, including capping uranium enrichment at 5% and holding any “further advances” at its enrichment facilities and the Arak heavy water reactor. Separately, 367 mbrs. of the U.S. House of Representatives send a letter to Pres. On the sidelines of economic talks in Egypt, U.S. Secy. of State Kerry meets with Jordan’s King Abdullah and PA Pres. Abbas to discuss the PA’s economic crisis. At the conference, Abbas says, “There is no alternative but to reevaluate the security and economic relations with Israel, so that the PA would restore its role in building and ending the occupation.” Kerry reportedly tells Abbas that he will pressure Israel into transferring the tax revenues that it has withheld for 3 mos. Obama affirms that he will veto any new sanctions legislation that the new Republicanled Congress may pass, and UK PM David Cameron criticizes the sanctions proposals.
