In the West Bank, Israeli settlers vandalized 70 olive trees in Kafr ad-Dik. Israeli settlers also threw stones at Palestinian vehicles traveling near Turmus ‘Ayya, causing damage. Israeli forces shot and killed 1 Palestinian during a raid in Burqa. Israeli forces also shot and injured 1 Palestinian during a raid in Arrabah. 21 Palestinians were arrested during late-night raids in and around Bil’in, Hebron, Halhul, Yatta, Burqa, and Tulkarm. In Gaza, it was unclear how many Palestinians were killed and injured by Israeli airstrikes due to a collapse in services and communications at hospitals in the north. Israeli airstrikes killed at least 18 people in Jabalia refugee camp and 13 in Khan Yunis. Israel also attacked a UN compound sheltering refugees, continued attacks on al-Shifa Hospital, and heavily bombarded southern Gaza. 2 Israeli soldiers were killed by Palestinian militants. Near the Blue Line, an anti-tank missile was fired at vehicles in Israel, injuring 7 soldiers and 10 others, and 30 rockets were launched from Lebanon. The Gaza Ministry of Health was not able to update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza. As of 11/10 at least 11,078 Palestinians have been killed, including 4,506 children and 3,027 women, and 27,490 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 177 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,552 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since. 47 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. Tens of thousands of Palestinians fled northern Gaza to the south. 76 trucks carrying aid entered Gaza via the Rafah crossing. About 500 foreign nationals were evacuated to Egypt. WHO director-general Tedros Adhanom Ghebreyesus said al-Shifa Hospital was no longer functioning as a hospital due to a lack of essential supplies, including fuel, that the number of fatalities among patients had increased significantly, and that Israeli military action around the hospital exacerbated the circumstances. The Red Crescent said al-Quds Hospital has shut down. UN secretary-general Antonio Guterres said 101 UN personnel have been killed in Gaza since 10/7 and that Hamas’ operation was not a justification for Israel’s collective punishment of the Palestinian people. Israel claimed that it placed 80 gallons of diesel fuel near al-Shifa Hospital a day after the hospital ran out of fuel, saying Hamas had prevented the fuel from entering the hospital. Hospital staff rejected that it had been offered fuel and Hamas denied having any association with the hospital. It was reported that U.S. officials had been pressuring Israel to avoid opening fire on al-Shifa Hospital. Israeli settlers also threw stones at Palestinian vehicles and assaulted a Palestinian man near Sabastia. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling north of Ramallah. Israeli forces shot and killed 4 Palestinians during raids in Abu Dis and Nuba, including 1 in a missile strike on a building in Abu Dis. Israeli forces also shot and injured 8 Palestinian during raids in ‘Usarin, Hebron, and Abu Dis. Elsewhere, Israeli forces vandalized several vehicles in Bayt Jala and uprooted 70 olive trees in Haris. 46 Palestinians were arrested during late-night raids in and around Birzeit, Bil’in, Nuba, Jenin, Nablus, Tulkarm, Bethlehem, and Tubas. In Gaza, Israel cut internet and phone communications for the third time since 10/7. Israeli forces killed 243 Palestinians and injured 635 others. Israel bombed Maghazi refugee camp and al-Bureij refugee camp, killing 71 Palestinians and injuring dozens of others. 1 Israeli soldier was killed in Gaza, bringing the total death toll to 28 since the ground invasion started. Rockets were fired at Israel; no damage was reported. In Lebanon, Israeli airstrikes killed 4 Lebanese, including 3 children and an elderly woman, traveling in a car between Ainata and Aitaroun. 4 medics were also injured in Israeli attacks in Southern Lebanon. Hezbollah responded by attacking Kiryat Shmona, killing 1 Israeli. 1 Israeli soldier succumbed to injuries he sustained last week when his tank overturned. The Ministry of Health in Gaza said at least 9,770 Palestinians have been killed, including 4,008 children and 2,500 women, and 24,173 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,260 people were buried in rubble, including 1,270 children. 144 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 43 children. More than 2,386 people have been injured. Around 1,400 Israelis, including foreign nationals, have been killed and 5,431 injured since 10/7. Over 1.5 million Palestinians, more than half the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. Egypt said the evacuation of injured Palestinians and foreign passport holders has been suspended since 11/4 due to the Israeli attack on an ambulance on 11/3. Israeli military spokesperson Daniel Hagari said Israeli forces had divided Gaza into “a south Gaza and a north Gaza.” The Israeli military called on Palestinians in northern Gaza to travel south on Salah al-Din Street between 10 a.m. and 2 p.m. Israeli heritage minister Amichai Eliyahu suggested that Israel use nuclear bombs in Gaza. He was later suspended from cabinet meetings but not as a minister. Eliyahu also suggested that the Palestinian population in Gaza should be forcefully displaced to Ireland or the desert. Saudi Arabia condemned the comments and called on Israel to fire him. Israeli military rabbi Amichai Friedman told Israeli soldiers, “[t]his is our country. All of it. Including Gaza. Including Lebanon, the entire Promised Land.” Newly appointed chairperson of the Knesset subcommittee on West Bank Issues Zvi Sukkot called on Israel to prevent all Palestinians from harvesting olives, claiming the harvest endangers Israeli settlers. PA president Mahmoud Abbas met with U.S. secretary of state Antony Blinken in Ramallah, calling on Blinken to support a ceasefire. Abbas said that the PA could return to power in Gaza if a “comprehensive political solution” is found to the Israeli occupation. U.S. officials said Blinken had told Abbas that the PA will play a central role in “what comes next for Gaza.” Palestinians protested Blinken’s visit to Ramallah. Blinken also traveled to Iraq, meeting with prime minister Mohammed Shia’ al-Sudani. PA prime minister Mohammed Shtayyeh met with the French consul-general to Jerusalem Pierre Cochard, discussing the upcoming French conference on aid to Gaza. The New York Times reported that Israeli officials have been pushing other countries to lobby Egypt to allow Israel to displace Palestinians to the Sinai. The Times also reported that U.S. officials overseeing arms transfers to foreign countries will approve the sale of 24,000 assault rifles to Israel, despite concerns that some of the rifles will be handed out to settlers and civilian militias in Israel. Israeli national security minister Itamar Ben-Gvir has handed out weapons to settlers and promised more will arrive. Axios reported on 11/6 that the Biden administration, the Senate Foreign Relations Committee, and the House Foreign Affairs Committee have approved the Israeli purchase of M16 rifles from U.S. companies on the condition that they would not be handed to civilians in Israeli settlements in the West Bank. In the West Bank, Israeli settlers shot and killed 1 Palestinian minor at the Tekoa settlement, claiming that he was armed with a knife. Israeli settlers also set fire to a car parts workshop in Beit Umar, causing around $15,000 worth of damage. Elsewhere, Israeli settlers uprooted some 20 olive trees in al-Twana. Israeli forces shot and killed 1 Palestinian man at the separation barrier near Tulkarm as he attempted to enter Israel. Israeli forces also delivered demolition notices for 4 houses in the Masafer Yatta area and demolished 1 home in al-Twana, leading to a confrontation with Palestinians; light injuries were reported. Israeli forces also assaulted 1 Palestinian journalist covering an Israeli force raid in al-Twana. The journalist was hospitalized for his injuries. Israel said it had arrested 2 Palestinians in Rummana, who Israel suspects killed 3 Israelis in Elad on 5/5. 13 others were arrested during late-night raids in Qarawat Bani Hassan, Balata refugee camp, al-Walaja, Bayt Rima, Bil‘in, ‘Azun, Qatanna, and Hizma. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces shot and injured 1 Palestinian man at the Damascus Gate plaza, saying that the man had stabbed and wounded 1 Israeli police officer. Israel said that on 5/9 it would reopen the crossings to the West Bank, allowing Palestinian workers and merchants to enter Israel after closing the crossings on 5/3. In the West Bank, 1 Israeli settlement security guard was shot and killed by 2 assailants at the entrance to the Ariel settlement. Israel said it arrested the alleged attackers on 4/30 in Qarawat Bani Hassan and identified them as Palestinians. Al-Aqsa Martyrs’ brigade took responsibility for the attack. Israeli settlers razed farmland in al-Farisiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. Israeli forces also placed dirt mounds at the northern entrance to Salfit, blocking access. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Dajan, causing tear-gas related injuries. 3 Palestinians were arrested, including 2 during late-night raids in Bil‘in and Tulkarm and 1 at the Qalandia checkpoint. In East Jerusalem, Israeli settlers threw stones and bottles at a bus carrying Palestinians in the French Hill neighborhood. The head of Bisan Center for Research and Development Ubai Aboudi said Israel had prevented him from traveling to a conference in Mexico via the Allenby bridge. Aboudi, who is a U.S. citizen, said the Israeli officers refused to tell him why they prevented him from traveling abroad. The Bisan Center is 1 of 6 Palestinian rights organizations that was placed on Israel’s terrorism list in October. 1 day later, on 4/30, Israel prevented the director of Addameer, Sahar Francis, from traveling to the same conference from Ben Gurion airport. In the West Bank, Israeli settlers threw stones at Palestinian vehicles near the Beit El settlement, causing damage. Israeli settlers also attacked Palestinians employed by the Land Settlement Authority with stones and clubs in al-Shuyukh, injuring 1 with injuries to his head. Elsewhere, Israeli settlers clashed with Israeli forces as the latter evacuated the Geulat Zion settlement outpost near the Shiloh settlement. Israeli forces fired tear gas at Palestinian pupils heading to a school in al-Lubban ash-Sharqiya for the 2d day in a row, injuring dozens with tear gas. Israeli forces also seized 2 residential structures and 5 agricultural structures in az-Za‘ayyem. 11 Palestinians were arrested during raids in Bil‘in, Jaba‘, Tulkarm, Sanniriya, Nablus, al-Ibayyat, and Deir Sammit. B’Tselem released footage that 1 of its activists had recorded in September, showing Israeli soldiers in Hebron rounding up 13 Palestinian children in the middle of the night and taking photos of them, asking them to say “cheese” for the camera. PA president Mahmoud Abbas met with U.S. ambassador to the UN Linda Greenfield-Thomas. Ambassador Greenfield-Thomas urged the PA to end its payments to Palestinian prisoners and their families and to respect human rights issues. (HA, TOI 11/17; TOI, WAFA 11/18)

EU high representative for foreign affairs Josep Borrell told the Ad Hoc Liaison Committee that Israel has not provided the EU with any evidence proving their accusations that 6 Palestinian rights organizations are terrorist entities. PA prime minister Mohammed Shtayyeh was also present at the meeting and criticized the new Israeli government’s approach to Palestinians and stance against a 2-state solution. Qatar and Egypt signed a deal to supply fuel and building supplies to Gaza during the Ad Hoc Liaison Committee meeting. The deal will see Qatar pay Egypt for oil and gasoline which will be given to Hamas and distributed at gas stations in Gaza and some funds will be directed at vulnerable families in Gaza and to help pay civil servants. In the West Bank, Israeli settlers set up a caravan on Palestinian-owned land in Bil‘in. Israeli forces forced the village of Sabastiyya to remove a newly installed flagpole carrying a Palestinian flag; the flagpole was installed at a site frequently toured by Israeli settlers. 10 Palestinians were arrested during raids in and around Tulkarm, Bethlehem, Ramallah, and al-‘Arub refugee camp. In East Jerusalem, 6 Palestinians were arrested, including 1 during a raid in the Old City, and 5 at 1 of the gates to the Haram al-Sharif compound. In Gaza, Israeli forces fired missiles at southern Gaza, causing damage in Khan Yunis and east of Rafah; incendiary balloons were sent toward Israel, causing fires; 1 Palestinian-owned house in Abasan sustained severe damage. Israeli forces also opened fire on agricultural lands; no injuries were reported. 4 people from the same family also tested positive for the COVID-19 virus in the 1st instance of community spread of the virus in Gaza; prior positive tests have only occurred in quarantine facilities. 4 Palestinians died in an explosion in a house east of Gaza City; the reason for the explosion remained unclear. U.S. secretary of state Mike Pompeo landed in Israel for meetings with Israeli prime minister Benjamin Netanyahu, Defense Minister Benny Gantz, and Foreign Minister Gabi Ashkenazi. One Israeli soldier is injured when a Palestinian protester throws an explosive across the border fence. In the West Bank, Israeli forces return to Urif near Nablus after clashes in the area on 2/14. They raze a swath of Palestinian-owned farmland outside the village and construct barriers on a road leading from the village to the newly razed farmland. Later, IDF troops violently disperse hundreds of Palestinians gathering in Urif to protest the Israeli incursions and remove the new barriers; 2 Palestinians are injured. IDF troops also violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in Bil‘in near Ramallah (there are no serious injuries); arrest 2 Palestinians during a late-night raid near Hebron; and patrol near Jenin, Hebron, and Tulkarm. IDF troops violently disperse the demonstrations near Gaza City, al-Bureij refugee camp, Jabaliya refugee camp, Khan Yunis, and Rafah; 3 Palestinians are killed and at least 47 are injured (1 of the injured Palestinians will succumb to his injuries the following day). This brings the death toll stemming from the Great March of Return to 193. Earlier in the day, IDF troops stationed along the border fence near Bayt Lahiya open fire on Palestinian fishermen working near the coast; there are no injuries or damage reported. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international solidarity activists at Friday protests against the Israeli occupation in Bil‘in near Ramallah and Kafr Qaddum near Qalqilya; 4 Palestinians are injured, including 1 photojournalist. The IDF also arrests 1 Palestinian and issues 1 arrest summons during late-night raids in and around Hebron; and patrols near Tulkarm and Hebron. Israeli settlers raze a swath of Palestinian farmland outside Battir village near Bethlehem. They are reportedly clearing the way for construction of a new road to a nearby settlement. After a day of violence and intense IDF activity across the Ramallah region on 12/13, tensions remain high in the West Bank. The Israeli authorities maintain the closure of all major roads in the area while they search for the perpetrator of the attack that left 2 Israeli soldiers dead. One Palestinian is killed during clashes sparked by an IDF raid in Jalazun refugee camp. Six Palestinians are injured during clashes sparked by a similar raid in nearby al-Bireh. Two more Palestinians are injured when IDF troops violently disperse a protest outside nearby al-Mughayyir. Separately, a Palestinian stabs and lightly injures an Israeli soldier at an IDF post outside the Beit El settlement; the soldier moderately injures the Palestinian in the ensuing confrontation (the Palestinian will turn himself in to the IDF on 12/15). Unidentified assailants throw rocks at Israeli troops outside al-Bireh, moderately injuring 1 soldier. The IDF then seals off the main Ramallah-Nablus road and conducts raids in the area searching for the assailants. Hours before the protests, killings, and air strikes in Gaza, Al-Hayat reports that the Egyptian officials who have been shuttling back and forth between Israel, the West Bank, and Gaza over the past 2 weeks have brokered an understanding between Hamas and the Israeli government. Hamas reportedly agreed to end all violence along the border, including acts of violence perpetrated during Great March of Return protests and all incendiary balloon and kite attacks, in exchange for Israel lifting certain restrictions on Gaza. Following a request from the public prosecutor’s office, the Palestinian High Court of Justice postpones until 10/3 its decision regarding the municipal elections that were initially set for 10/8. Hamas announces that it intends to participate in the planned municipal elections that the PA has set for 10/8. It is still unclear if the PA will organize ballots in Gaza as well as the West Bank. Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others.
