Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations. The proposal includes a UNSC res., currently being drafted by French officials as an alternative to a Palestinian-drafted text, which will provide a framework and a 2-year deadline for talks. Jerusalem Post International republishes Sudanese media reports claiming that in the previous month, the Israeli air force struck at least 2 weapons convoys in Sudan believed headed for Gaza. The Sudanese military denies the reports, and Israel declines to comment. The Israeli navy has been operating in the Red Sea in recent years in effort to halt arms smuggling to Hamas and Hizballah. A computer hacker identifying himself as a Saudi Arabian teenager with the handle 0xOmar hacks 3 Israeli credit card companies and publishes online the credit card data and security information of at least 20,000 Israelis. After meetings with the U.S. and EU envoys and Arab FMs, Abbas declares in a televised address that the Palestinians will ask for full member-state status at the UN, not simply observerstate status. Insiders say Abbas was debating which tack to take until he met again with Ross and Hale who offered no incentives and only threats to get him to drop the plan; outraged by the U.S. posturing, he decided to go for full membership. The UN’s Palmer commission releases its long-delayed investigative report on the 5/2010 Gaza flotilla raid in which 9 Turkish activists attempting to break the siege of Gaza were killed in the IDF raid on the Mavi Marmara. The report concludes that Israel had the legal right to impose a naval blockade of Gaza and to stage an armed raid of the boat, but that the force used by IDF soldiers to subdue protesters was “excessive and unreasonable.” In response, Turkey expels Israel’s amb. and several other senior diplomats, suspends military agreements with Israel, and vows to expand its naval presence in the Mediterranean to protect its ships.
