In the West Bank, IDF troops block a large funeral procession in a village nr. Hebron for the Palestinian man who died on 4/9 from health issues he developed in Israeli prison. The soldiers violently disperse stone-throwing mourners, killing 1 Palestinian and injuring 13 with live ammunition and rubber-coated metal bullets. The IDF also violently disperses Palestinian, Israeli, and international protesters at weekly nonviolent demonstrations against Israel’s separation wall, settlements, and occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Silwad, Nabi Salih, Jalazun r.c., and outside Ofer Prison), Kafr Qaddum nr. Qalqilya, and outside an Israeli settlement nr. al-Bireh; 15 Palestinians are moderately injured and 4 are arrested. The IDF conducts house searches and raids in 2 villages nr. The Palestinian Medical Examination Union decides to halt the transfer of medical tests to Israeli labs, effectively signing the group on to the boycott of Israeli goods and products. (MNA 4/10)

Breaking the Palestinians’ nonintervention policy on the Syrian conflict, Senior Fatah official Tawfiq al-Tirawi calls for Palestinian fighters in Syria and Lebanon to defend Yarmouk r.c. against ISIS, which launched attacks in the camp on 4/1. Later, UN Dep. Special Envoy for Syria Ramzy Ezzeldin Ramzy flies to Damascus for consultations with the Syrian govt. about Yarmouk. (GDN, MNA 4/10)

In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning, 1 village nr. Tulkarm in the afternoon, and in 3 villages each nr. Jenin, and nr. Ramallah, 1 village each nr. Jericho, and nr. Tulkarm at night; conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon, and in Nablus, 2 villages nr. Nablus and 1 nr. Bethlehem at night. During nonviolent demonstrations against the Israeli occupation and in solidarity with Palestinian prisoners, Palestinians, Israelis, and internationals are violently dispersed by IDF soldiers in 4 villages nr. Ramallah (Bil‘in, al-Nabi Salih, Ni‘lin, Silwad), 2 villages nr. Bethlehem (al-Khader, al-Ma’sara), and in al-Jalazun r.c. nr. Ramallah. Newly re-elected Hamas leader Khalid Mishal convenes senior Hamas officials in Qatar to discuss, among other issues, prospects for forming a national unity government in the wake of PA PM Salam Fayyad’s 4/13 resignation, and ways of pressuring Israel to free Palestinian prisoners. Meanwhile, Pres. Mahmud Abbas says he will launch talks in the near future on forming a new cabinet. (AFP, MNA 4/19)

To mark the start of Ramadan, Israel eases access restrictions for West Bank Palestinians wanting to enter East Jerusalem, permitting children 12 and under and adults over 40 to enter without permits. In addition, the IDF removes 2 key roadblocks: one on the main road from Aqraba village to Nablus and the other in the Jordan Valley, opening the main northeastern entrance to Jericho from Road 90 (closed since 2000). The IDF also patrols in 1 village nr. Ramallah in the morning, 1 nr. Qalqilya in the afternoon, and 1 nr. Qalqilya late at night; conducts late night arrest raids, house searches nr. Jenin. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Nabi Salih, and Ni‘lin. After meetings with the U.S. and EU envoys and Arab FMs, Abbas declares in a televised address that the Palestinians will ask for full member-state status at the UN, not simply observerstate status. Insiders say Abbas was debating which tack to take until he met again with Ross and Hale who offered no incentives and only threats to get him to drop the plan; outraged by the U.S. posturing, he decided to go for full membership. A Hamas mbr. dies of injuries received in a 1/8/09 IDF drone missile strike on his vehicle in Khan Yunis, during Operation Cast Lead. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bayt Umar, Bil‘in, Ni‘lin, and al-Nabi Salih. IDF soldiers beat and fire rubbercoated steel bullets, tear gas, and stun grenades at the protesters, moderately injuring 1 Palestinian; 1 Palestinian is arrested and 2 Palestinian journalists are forcibly removed. Armed Jewish settlers fr. Esh Kodesh outpost nr. Nablus attempt to swim in a pond on nearby Palestinian land in Qusra-Jaloud village and open fire on villagers who confront them, wounding 1 before the IDF intervenes, firing tear gas at the Palestinians to disperse them. Palestinians in Gaza fire an antitank missile at an IDF patrol inside Israel, causing no damage or injuries. During the day, Palestinians also fire 10 mortars toward Israel in 2 barrages, causing no damage or injuries; some of the mortars land inside Gaza. In the West Bank, the IDF conducts synchronized morning patrols in Tulkarm and several nearby villages; patrols in alBireh and neighboring al-Am‘ari r.c., and in 3 villages nr. Jericho and Ramallah. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 4 Palestinians, including 2 children. A Jewish settler deliberately attempts to run down a Palestinian nr. the Hawara checkpoint nr. Nablus, moderately injuring him; the IDF does not intervene. Jewish settlers fr. Taffuh settlement attempt to seize a plot of nearby Palestinian agricultural land but are sent away by the IDF. Jewish settlers close Jit intersection nr. Qalqilya with burning tires, blocking the main Qalqilya-Nablus road. In separate incidents, Jewish settlers fr. Keddumim and Karnei Shomron settlements stone Palestinian vehicles nr. Qalqilya. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Syria, govt. forces violently disperse protests (ranging in size fr. the 100s to the 1,000s) held after Friday prayers in Baniyas, Dara‘a, Damascus, and Homs, fatally shooting 6 protesters and wounding 10s. Though protests are small, the govt. response is harsh and tensions are high. (NYT, WP 3/19)

In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. In the West Bank, the IDF fires rubbercoated steel bullets, stun grenades, tear gas at Palestinian, international activists taking part in a nonviolent march to Karme Tzur settlement to protest Israeli settlement activity in Hebron; troops chase protesters into Bayt Umar village, firing at least 4 tear gas canisters into a Palestinian home, where a 7-mo.-old Palestinian girl is overcome by the fumes and later dies at a hospital. The IDF also fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (10s suffer tear gas inhalation; 3 Palestinians, 2 Israelis, and 1 American are detained) and against settlement expansion in Dayr Nizam/al-Nabi Salih (10s suffer tear gas inhalation; 2 Palestinians, including a 12-yr.- old boy, are detained); fires rubber-coated steel bullets, stun grenades, and tear gas at stone-throwing Palestinian, international activists taking part in weekly protests against the wall in Ni‘lin (10s suffer tear gas inhalation); conducts late-night patrols in Fasayil village n. of Jericho, making no arrests.
