Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. Israeli forces conduct raids in Abu Dis, sparking minor clashes with stone-throwing Palestinians; at least 25 are arrested. In the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking clashes; 1 Palestinian is killed. Israeli settlers throw stones at Palestinian cars driving nr. Bethlehem, causing no injuries or major damage. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Jabaliya r.c.; 2 Palestinians are injured. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. Abbas later calls on Jordan to intervene, and the Jordanian govt. releases a statement calling on Israel to reopen the sanctuary. (HA, TOI, WAFA 7/14; HA 7/16)

After shutting down on 7/12, the Gaza power plant resumes operations, with 3 of its turbines supplying 70 MW to the local grid. It’s unclear if the fuel required came from Egypt or somewhere else. (MNA 7/15)

In the Gaza Strip, IDF troops e. of Jabaliya r.c. open fire on a group of Palestinians, moderately injuring 1. Also, 100s of Palestinians pray outside the Rafah border crossing, protesting its closure since 12/23. Meanwhile, police officers dismantle a 1,000 kg piece of unexploded Israeli ordnance left in Gaza City after OPE. Late at night, unknown persons vandalize the French Cultural Center, leaving slogans criticizing French satirical magazine Charlie Hebdo’s recent publication of a cartoon featuring a likeness of the Prophet Muhammad. Also, the Gaza power plant resumes operation of a 3d turbine (out of 4 total), following the receipt of aid from the Qatari govt. for additional fuel. Daily scheduled power outages in Gaza decrease from 18 to 12 hours. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum), and nonweekly demonstrations in Surayf village nr. Hebron and outside Ofer detention center. In total, 10 Palestinians are seriously injured (2, Bil‘in; 7, Kafr Qaddum; 1, Surayf). Also, IDF troops conduct house searches and arrest raids nr. Ramallah, Qalqilya, and in al-‘Arub r.c.; patrol nr. Jenin; arrest a Palestinian man at a border crossing n. of Jenin. Separately, a Palestinian throws stones at Israeli settlers’ vehicles between Jerusalem and Ramallah, injuring 1. In East Jerusalem, Israeli forces arrest a Palestinian in al-‘Izzariya. Meanwhile, 100s of Palestinians gather at Haram al-Sharif after Friday prayers to protest the Charlie Hebdo cartoon. In s. Israel, Palestinian bedouin residents of Rahat observe a general strike called for by the Arab High Follow-Up Comm. in protest of the 1/14 killing of Sami al-Ajar by Israeli police. ICC prosecutor Fatou Bensouda opens a preliminary examination into the situation in Palestine to cover the time period since 6/13. Meanwhile, the UN Special Rapporteur on Violence against Women Rashida Manjoo cancels her fact-finding mission to the oPt because Israeli authorities refused to give her a visa. Speaking at a joint press conference, U.S. Pres. Obama affirms that he will veto any new sanctions legislation that the new Republicanled Congress may pass, and UK PM David Cameron criticizes the sanctions proposals. Meanwhile, U.S. Secy. of State Kerry meets with Iranian FM Zarif in Paris and discusses the negotiations over Iran’s disputed nuclear program, as U.S. and Iranian officials meet in Geneva for bilateral talks. Palestinians across the West Bank rally after Friday prayers to protest the 2/23 death of Arafat Jaradat in Israeli detention, clashing with the IDF in many locations. IDF soldiers use live fire and rubber-coated metal bullets against protesters at Qalandia checkpoint (injuring 6 Palestinians, including 1 seriously) and outside the Ofer detention center nr. Ramallah (injuring fifteen) Israeli soldiers also open fire on Palestinian boys throwing stones nr. al-Jazloun r.c. north of Ramallah, seriously injuring 1. In Hebron, Palestinians demonstrate to mark the anniversary of the 1994 massacre of Palestinian worshippers by a Jewish settler at the Ibrahimi Mosque/Tomb of the Patriarchs, leading to clashes with the IDF that leave 2 Palestinians injured. Meanwhile, IDF forces violently disperse Palestinian, Israeli and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 4 villages nr. Ramallah (Bil‘in, al-Nabi Salih, Budrus, and Ni‘lin), 2 villages nr. Qalqilya (Jayyous and Kafr Qaddum), 1 village nr. Salfit (Burqin), 1 village nr. In the Gaza Strip, IDF soldiers open fire on Palestinians picnicking close to the border fence nr. Jabaliya r.c., injuring 3. In advance of a major Quartet meeting on 2/5, Netanyahu announces that Israel has drawn up a package of steps (under discussion with Quartet special envoy Tony Blair for months) to encourage infrastructure development and economic growth in the West Bank, Gaza, and Arab areas of East Jerusalem in effort to “enhance stability” by improving the Palestinian quality of life. He stresses, however, that the package has not yet been offered to the PA. (NYT 2/5; OCHA 2/11)

Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in 2 villages nr. Jenin and conducts arrest raids nr. Salfit. Palestinians (accompanied by Israeli and international activists in some areas) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Dayr Nizam/Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 2 Palestinians (including 1 journalist) are injured, and 4 unidentified activists are arrested. Despite 2 days of violent clashes initiated by pro-Mubarak elements (at least 8 Egyptians killed and more than 800 injured), massive crowds (100,000s of Egyptians) answer the call to turn out after midday Friday prayers to demand for Mubarak’s immediate removal. The army redeploys around Tahrir Square to create buffers separating pro- and anti-Mubarak demonstrators to reduce the chance of violent clashes. Though anticipated as the “Day of Departure” for Mubarak, he does not step aside. The U.S. calls on opposition figures and leaders of the military and society to step forward and bless, if not join, talks between the government and opposition parties. Opposition figures say that while they see “encouraging signs” that Mubarak is seeking a face-saving way to step down, they will not negotiate about a transition until Mubarak has gone. IDF troops stationed on the Israeli side of the Erez crossing into Gaza fire on Palestinians scavenging bricks from demolished buildings inside the former Erez industrial zone forcing them to flee, causing no injuries.

Palestinians hold protests across the West Bank and East Jerusalem after Friday prayers to denounce Israel’s decision to include West Bank holy sites on Israel’s national heritage register; clashes with the IDF (which include the IDF storming the al-Aqsa Mosque compound, firing tear gas and stun grenades to disperse worshipers) leave 2 Palestinians seriously injured (1 at the Haram al-Sharif/Temple Mount; the other in al-Nabi Salih), and 50 Palestinians and 15 Israeli riot police lightly injured.

In the West Bank, the IDF conducts arrest raids, house searches nr. Hebron; fires on stone-throwing Palestinian youths outside al-Arub r.c. nr. Hebron, wounding a 7-yr.-old boy; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 8 (similar demonstrations are held without incident in al-Walaja and Um Salamuna nr. Bethlehem). Jewish settlers fr. Givat Havat and Kiryat Arba in Hebron beat a Palestinian farmer working his land btwn. the 2 settlements. The IDF bars Jewish settlers fr. reaching the evacuated Homesh settlement site; settlers set fire to 2 IDF vehicles in protest. The PA closes 103 charitable associations in the West Bank (80% affiliated with Hamas) for being “improperly registered”. Responding to a call by Fatah to boycott Friday prayers in mosques and begin weekly prayer protests against Hamas’s “persecution” of Fatah mbrs. in Gaza, some 5,000 Fatah supporters hold prayers in a Gaza City park, then stage a march and rally denouncing Hamas, attacking Hamas-controlled buildings with stones, pipe bombs. Some 7,000 Fatah supporters hold a similar demonstration in Rafah, attacking the home of a prominent Hamas mbr. The ESF violently disperses both protests, firing into the air, beating demonstrators, and tossing percussion grenades, arresting scores, injuring 10–20 (including 2 journalists), wounding an Egyptian on the Egyptian side of the Rafah border.
