In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning, 1 village nr. Tulkarm in the afternoon, and in 3 villages each nr. Jenin, and nr. Ramallah, 1 village each nr. Jericho, and nr. Tulkarm at night; conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon, and in Nablus, 2 villages nr. Nablus and 1 nr. Bethlehem at night. During nonviolent demonstrations against the Israeli occupation and in solidarity with Palestinian prisoners, Palestinians, Israelis, and internationals are violently dispersed by IDF soldiers in 4 villages nr. Ramallah (Bil‘in, al-Nabi Salih, Ni‘lin, Silwad), 2 villages nr. Bethlehem (al-Khader, al-Ma’sara), and in al-Jalazun r.c. nr. Ramallah. Newly re-elected Hamas leader Khalid Mishal convenes senior Hamas officials in Qatar to discuss, among other issues, prospects for forming a national unity government in the wake of PA PM Salam Fayyad’s 4/13 resignation, and ways of pressuring Israel to free Palestinian prisoners. Meanwhile, Pres. Mahmud Abbas says he will launch talks in the near future on forming a new cabinet. (AFP, MNA 4/19)

PLO Executive Comm. mbr. Hanan Ashrawi said that a UNGA vote on Palestinian statehood would likely be held on 11/29/12, the 65th anniversary of the UN partition plan for Palestine, and not postponed until next year’s session. Israeli vice premier Moshe Ya’alon described Abbas’s speech at the UN as proof that the Palestinian leader has no intention of making peace with Israel. (JP 9/28)

In the Gaza Strip, IDF troops on the n. Gaza border nr. Bayt Lahiya fire on 2 Palestinian fishermen tending their nets on the beach nr. the fence, killing 1 and wounding 1. It is the 1st fisherman fatality recorded since 9/2010. In the West Bank, Palestinians, along with Israeli and international activists, hold weekly nonviolent protests against Israeli land confiscation and settlement expansion in Bil‘in nr. Ramallah and Kafr Qaddum nr. Qalqilya, and are attacked by IDF soldiers with tear gas. In the West Bank, the IDF patrols in 1 village nr. Ramallah and 1 village nr. Egypt reopens the Rafah crossing as planned, permitting most Palestinians to cross freely for the first time in 4 yrs. (men ages 18–40 are the only group required to secure visas to enter Egypt). Unidentified Palestinians fire a homemade Qassam rocket fr. Gaza into Israel for the 1st time since 4/18, causing no damage or injuries. In the West Bank, the IDF bars Palestinian farmers fr. working their land nr. Bet Ayn settlement nr. Hebron; conducts late-night patrols in Bil‘in, sounding sirens and firing stun and flash grenades to intimidate residents; conducts late-night patrols without incident in Qalqilya; makes late-night arrest raids, house searches in ‘Aqabat Jabir r.c. nr. Jericho and Nur Shams r.c. nr. Tulkarm. The IDF also fires tear gas, stun grenades at Palestinian, Israeli, and international activists staging a nonviolent march through Iraq Burin village nr. In the West Bank, the PASF releases fr. a Hebron jail 6 Hamas mbrs. who had been on hunger strike for 43 days, protesting their detention without charge. Hrs. later, late at night, IDF undercover units raid Hebron to detain 5 of the 6 men. Storming 1 apartment, undercover units fatally shoot a 66-yr.-old Palestinian man asleep in his bed, mistaking him for the most wanted of the 5 Hamas mbrs. they sought, who lived in another apartment in the same building. The IDF initially says the man ran at soldiers when they entered and soldiers shot in self-defense, but the blood-stained pillow and mattress confirm his wife’s story that he was asleep when soldiers entered firing, raising questions about the IDF’s rules of engagement. Hamas accuses the PA of colluding with Israel to rearrest the men. IDF troops also patrol in villages nr. Ramallah and Tulkarm. Meanwhile, IDF troops on the Gaza border shell armed Palestinians laying a roadside bomb nr. the border fence, causing no Palestinian injuries; at least 1 mortar goes astray hitting an IDF unit, killing 1 Israeli soldier and wounding 4. Unidentified Palestinians fire 1 mortar fr. Gaza into Israel, causing no damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. West Bank Palestinians (accompanied by Israeli and international activists in some areas) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Dayr Nizam/ Nabi Salih. Fmr. EU official Luisa Morgantini and 5 observers from the office of the UN High Commissioner for Human Rights take part in the Bil‘in demonstration. Jenin, Tulkarm; conducts late-night patrols in Tulkarm and a village nr. Jenin. Palestinians (accompanied by Israeli and international activists in some areas) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Dayr Nizam/Nabi Salih. In response to recent escalating rocket and mortar fire, IDF warplanes and helicopters carry out 7 early morning air strikes on 2 caravans nr. Khan Yunis (no injuries), a cheese factory in Gaza City (injuring 3 Palestinian children nearby), and a metal foundry in Nussayrat r.c. (no injuries) that Israel claims were weapons factories and arms depots, warning of broader retaliation if rocket attacks continue. The U.S. urges both sides to display restraint. Hrs. later, Hamas issues a statement saying it is working with Gaza factions to reimpose the cease-fire with Israel before it escalates out of control, but also condemns the Israeli air strikes for aggravating the situation and calls on the international community to press Israel to keep retaliation in check. (Salafist groups opposed to Hamas refuse to participate in the ceasefire.) In the West Bank, Palestinians stone a settler vehicle outside Hawara village nr. Nablus, causing it to crash (no word on injuries); the IDF sends troops into Hawara in pursuit of the stone throwers, arresting 1 Palestinian. Israeli naval boats fire on Palestinian fishing boats off the Rafah coast to force them back to shore, seriously wounding a 12-yr.-old Palestinian boy on the beach with a gunshot to the head. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, stun grenades, skunk at stone-throwing Palestinians protesting the separation wall in Bil‘in; fires rubbercoated steel bullets, tear gas, percussion grenades at Palestinian and international activists holding nonviolent demonstrations against the separation wall in al-Ma‘sara and Ni‘lin, causing no major injuries; conducts late-night house searches in and around Jenin, making no arrests. In Rafah, Hamas police and Izzeddin al-Qassam Brigades (IQB) mbrs. attempt to arrest SCG leader Shaykh ‘Abd al-Latif Musa, surrounding his mosque during Friday prayers, sparking a 7-hr. battle that leaves 24 Palestinians dead (12 SCG, 6 Hamas, 6 bystanders), 130 injured (including a boy inside Egyptian Rafah), and 95 SCG supporters under arrest. The dead include Shaykh Musa, who reportedly commits suicide by detonating an explosives belt, killing s. Gaza IQB cmdr. Muhammad Jibril Shamali, who led the raid. In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. Ground engagements are reported in Bayt Hanun, Bayt Lahiya, the al-Fukhari area and nearby Ma’an, Gaza City, al-Mughraqa, al-Zahra’. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

In East Jerusalem, Israeli forces beat and fire rubber-coated steel bullets at Palestinians protesting against OCL nr. al-Aqsa Mosque (injuring 1) and in Ras al-Amud neighborhood (injuring 1). Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. In Jerusalem, 100s of Palestinians clash with Israeli police after Friday prayers. Small demonstrations against OCL are reported in East Jerusalem and across the West Bank (including Bani Na‘im nr. Hebron, Bethlehem, Hebron, Issawiyya, Ramallah, Shu‘fat r.c.). IDF troops shoot at protesters in Bani Na‘im, wounding 5. The PASF breaks up large rallies against OCL in Hebron and Ramallah, firing tear gas at demonstrators, ripping up pro-Hamas placards and flags, beating and arresting suspected Hamas supporters, injuring at least 10 Palestinians.
