In the West Bank, Israeli settlers set fire to dozens of dunams of farmland south of Nablus and threw stones at Palestinian-owned houses. Israeli settlers and Israeli forces had initially accused Palestinians of starting the fire; however, a video showed that it was the Israeli settlers that ignited the farmland. The video also showed 4 Israeli soldiers watching as the settlers attacked without intervening. 4 Palestinians were injured by Israeli forces using rubber-coated bullets at the weekly anti-settlement demonstrations in Kafr Qaddum. Other protesters in Kafr Qaddum and in Ni‘lin suffered from tear gas inhalation. In East Jerusalem, thousands of Palestinians worshipped at the Haram al-Sharif compound for the 2d Friday of Ramadan. Males between 13 and 40 from the West Bank were banned from entering East Jerusalem by the Israeli authorities. A 63-year-old Palestinian man died of a stroke at an Israeli checkpoint on his way for the Friday prayer at Haram al-Sharif. His stroke was assessed to be caused by overcrowding at the checkpoint. Syrian state news reported that the Syrian military had intercepted a number of Israeli missiles fired toward Damascus from the Golan Heights. (HA 5/17)

The German parliament passed a motion condemning the Boycott, Divestment and Sanctions movement as anti-Semitic and called for the German government to cut funding to projects supporting boycotts of Israel. Both Israeli lawmakers and academics called on German politicians not to support the motion prior to the vote. (HA 5/16; HA 5/17)

There are violent clashes between IDF soldiers and Palestinian demonstrators across the West Bank. After the funeral of a man killed by the IDF in Abud village nr. Ramallah, demonstrators clash with IDF soldiers, who fire tear gas canisters and rubber-coated metal bullets, causing no serious injuries.

In Jerusalem, Israeli police and Palestinians clash after Friday prayers at the al-Aqsa Mosque compound, with no serious injuries.

In Hebron, IDF soldiers clash with stone-throwing youths, and seriously injure 3 civilians. In al-Mazra’a al-Qibliya village nr. Ramallah, an IDF patrol fires on stone-throwing youths with live ammunition, wounding 3. Meanwhile, Jewish settlers attack a Palestinian shepherd close to alMughayyir village nr. Ramallah, killing 5 of his sheep. In ensuing clashes, IDF soldiers injure 4 Palestinian civilians. Also, Jewish settlers uproot around 100 olive trees south of Nablus and leave ‘‘price tag’’ graffiti in Issawiyya village. In the West Bank, the IDF patrols in al- ‘Arub r.c. nr. Hebron and 1 village nr. Tulkarm in the afternoon, and in 2 villages nr. Hebron, 1 village nr. Jenin, 1 village nr. Jericho and 2 villages nr. Ramallah at night. IDF soldiers conduct house searches and arrest raids in 1 village nr. Bethlehem at night. IDF soldiers violently disperse Palestinians, Israelis, and international activists taking part in weekly nonviolent demonstrations against the Israeli occupation and land confiscations held in 2 villages nr. Ramallah (Bil‘in, Ni‘lin), 1 village nr. Bethlehem (al-Ma’sara), al-Haraiek area nr. Hebron, and 1 village nr. Qalqilya (Jayyous). There are no serious injuries except in Bil‘in, where 3 Palestinians are injured by rubber-coated metal bullets and tear gas canisters. IDF soldiers also clash with protesters at various locations who are demonstrating in solidarity with Palestinian prisoners, including in Bayt Ummar nr. Hebron, Bayt Laqiya nr. Across the West Bank, clashes continue between the IDF and Palestinians protesting in solidarity with prisoners in Israeli jails.

In Jerusalem’s Old City, Palestinian youths and Israeli police clash after Friday prayers, with Israeli security forces briefly entering the al-Aqsa Mosque compound.

Palestinians protest outside Ofer detention center nr. Ramallah, at Huwara checkpoint nr. Nablus, in Abud village nr. Ramallah (where 4 are wounded including one seriously), at Jalama checkpoint nr. Jenin, and in Tulkarm and nearby ‘Anabta village. In all cases, the IDF violently disperses the protests with tear gas, rubber-coated metal bullets and live ammunition, though no serious injuries are reported. The largest protest is in Hebron, where around 1,500 Palestinians clash with IDF forces and 1 Palestinian man is shot in the foot. In addition, Palestinian and international activists demonstrate in the center of Hebron for the opening of Shuhada Street. The IDF violently disperses the demonstrators, causing 3 moderate injuries with rubber-coated metal bullets. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis and international activists against Israel’s separation wall, settlements, and the occupation in 4 villages nr. Ramallah (Bil‘in, al-Nabi Salih, Budrus, Ni‘lin), 2 villages nr. Qalqilya (Kafr Qaddum, Jayyous) and 1 village nr. Bethlehem (al-Ma’sara). Injuries include, 1 Palestinian is wounded from a tear gas canister to the head in Bil‘in and 8 Palestinians wounded by rubber-coated metal bullets (5 in Budrus and 3 in al-Nabi Salih). The IDF patrols in 1 village nr. Ramallah in the morning; in al-Fawar refugee camp nr. Hebron (clashes but no serious injuries reported) and Qalqilya in the afternoon; and in 2 villages each nr. Jericho and Qalqilya, and 1 village each nr. Jenin, Ramallah, and Tulkarm at night. The IDF also conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon. In the Gaza Strip, IDF troops open fire on Palestinians close to the border fence in 2 incidents: nr. Bayt Hanun (wounding 2) and nr. Jabaliya (wounding 1). In the evening, IDF troops on the Gaza border e. of Gaza City fire an artillery shell at a Palestinian home but it does not explode, causing damage but no injuries to the 4 adults and 8 children inside. In the West Bank, the IDF patrols in 4 villages nr. Ramallah, 2 nr. Qalqilya and 1 nr. Tulkarm during the day; conducts late-night patrols in Jenin town and r.c., 4 villages nr Jenin, 2 nr. Qalqilya, 2 nr. Salfit, 1 nr. Tulkarm. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni`lin; demonstrations in Bil’in also call for solidarity with Palestinian prisoners in Israeli jails. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no reported injuries. Palestinians and international activists also hold 3 large nonviolent demonstrations and marches in various parts of Hebron to mark the 18th anniversary of the Tomb of the Patriarchs massacre. IDF soldiers fire foul-smelling skunk spray, rubber-coated steel bullets, tear gas, and stun grenades at the protesters. In total, 13 Palestinians are moderately injured and hospitalized 27 are lightly injured and treated by medical crews at the scene, and 2 Palestinians and 1 international are arrested. Meanwhile, Palestinians responding to rumors (claimed by Israel to be false) that Israeli security forces plan to escort a group of right-wing Jews onto the al-Aqsa Mosque compound march on the IDF’s al-Ram checkpoint into Jerusalem, blocking the access road with burning tires, throwing stones, and setting off fire works, injuring 11 Israeli soldiers and border police. The IDF fires live ammunition, tear gas, and percussion grenades at the protesters, killing 1 Palestinian. (WP 2/27; PCHR 3/1)

Speaking at Friday prayers in Cairo’s al-Azhar Mosque, Hamas’s acting PM in Gaza, Haniyeh, issues the movement’s 1st public call supporting the Syrian opposition, stating: “I salute all people of the Arab Spring . . . and I salute the heroic people of Syria who are striving for freedom, democracy, and reform.” (NYT, WP 2/25; JPI 3/9)

After Friday prayers, 1,000s of Egyptian protesters besiege the Israeli emb. in Cairo, tear down the wall recently built outside (see 9/3), scale the building to rip down the flag, gain access to the offices, and throw documents into the street. Egyptian security forces collect the ambassador, his family, and other staff who are away from the emb. and secure them at the airport for evacuation to Israel. The 6 employees inside the emb. lock themselves in an office and await rescue. Egyptian riot police arrive in 50 APCs and fire tear gas and rubber bullets to disperse the protesters, who respond with stones and Molotov cocktails. Heavy clashes continue overnight, with riot police unable to secure the embassy. (WP 9/10; NYT, WP 9/11)

Hamas officials say that all main Gaza factions have agreed to reimpose their cease-fire immediately, while Egyptian mediators work to secure the compliance of smaller factions. Islamic Jihad says it will observe the moratorium as long as Israel also ceases fire. Israel does not comment. Before the new cease-fire goes into effect, the PFLP and other unidentified Palestinians fire 1 Grad and 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. Israel does not respond. Israeli DM Barak authorizes construction of a kindergarten in Hebron’s Beit Romano settlement, home to some of the most extremist Jewish settlers. Nablus; when local Palestinians try to drive them away, IDF troops intervene, firing tear gas and live ammunition at the Palestinians, seriously injuring 1. Israel announces restrictions on Palestinian access to East Jerusalem for Friday prayers during Ramadan, permitting access only to women over age 35 and men ages 45–50. Israel also deploys 2,000 security forces in the city to enhance security during Friday prayers. In the West Bank, the IDF patrols in 3 villages nr. Ramallah and 1 nr. Jenin. In Jerusalem, Israeli police and settlement security guards outside Beit Yonatan in Silwan fire on stone-throwing Palestinian youths, seriously wounding a Palestinian teenager walking some distance away. Numerous clashes are also reported, particularly around East Jerusalem, as Palestinians demonstrate in commemoration of the Nakba. In the Jordan Valley, a Palestinian boy is injured when he accidentally triggers IDF UXO. In Syria, security forces use extreme violence to disperse massive (10,000s) demonstrations after Friday prayers in at least 20 towns nationwide (fr. the northern Kurdish region, to the coast area, to the capital and southern suburbs), killing at least 109 in the worst violence since protests began. Palestinians in Gaza fire an antitank missile at an IDF patrol inside Israel, causing no damage or injuries. During the day, Palestinians also fire 10 mortars toward Israel in 2 barrages, causing no damage or injuries; some of the mortars land inside Gaza. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Syria, govt. forces violently disperse protests (ranging in size fr. the 100s to the 1,000s) held after Friday prayers in Baniyas, Dara‘a, Damascus, and Homs, fatally shooting 6 protesters and wounding 10s. Though protests are small, the govt. response is harsh and tensions are high. (NYT, WP 3/19)

In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. In advance of a major Quartet meeting on 2/5, Netanyahu announces that Israel has drawn up a package of steps (under discussion with Quartet special envoy Tony Blair for months) to encourage infrastructure development and economic growth in the West Bank, Gaza, and Arab areas of East Jerusalem in effort to “enhance stability” by improving the Palestinian quality of life. He stresses, however, that the package has not yet been offered to the PA. (NYT 2/5; OCHA 2/11)

Despite 2 days of violent clashes initiated by pro-Mubarak elements (at least 8 Egyptians killed and more than 800 injured), massive crowds (100,000s of Egyptians) answer the call to turn out after midday Friday prayers to demand for Mubarak’s immediate removal. The army redeploys around Tahrir Square to create buffers separating pro- and anti-Mubarak demonstrators to reduce the chance of violent clashes. Though anticipated as the “Day of Departure” for Mubarak, he does not step aside. The U.S. calls on opposition figures and leaders of the military and society to step forward and bless, if not join, talks between the government and opposition parties. Opposition figures say that while they see “encouraging signs” that Mubarak is seeking a face-saving way to step down, they will not negotiate about a transition until Mubarak has gone. In Gaza, 1,000s of Hamas supporters protest against the PA in light of the Palestine Papers revelations about negotiation concessions, particularly on the right of return. In the West Bank, around 2,000 Palestinians in Hebron and smaller groups in other cities attend Fatah-organized rallies in support of Abbas and against al-Jazeera. Also in the West Bank, a group of 100 armed Jewish settlers hiking nr. Khirbat Safa nr. Hebron is confronted by stone-throwing Palestinian youths, prompting 1 Jewish settler to open fire, killing 1 Palestinian teenager and wounding a 2d, marking the 2d such shooting in 2 days. Jewish settlers fr. Yonatan outpost in the East Jerusalem environs attack nearby Palestinian houses; accompanying IDF soldiers fire tear gas and stun grenades to keep Palestinians at a distance, sparking a fire that lightly damages 1 home. Meanwhile in the West Bank, the IDF patrols in villages nr. Ramallah, Tulkarm; enters Jayyus village nr. Qalqilya, searching 1 home but making no arrests. Across Egypt, 100,000s of protesters heed the call to observe a “Friday of rage” in Egypt, launching massive demonstrations after midday prayers. Protesters burn the ruling National Democratic Party (NDP) headquarters in Cairo’s Tahrir Square. Police stations and NDP offices are torched in several of Cairo’s middleclass neighborhoods and poorer quarters, as well as in Alexandria, Suez, Port Said, Damietta, Damanhour, and other areas of Upper Egypt and Sinai; prisoners in several jails are freed. With regular police already largely having withdrawn fr. the street, not wanting to confront protesters, Mubarak sends out security and plain-clothes police who violently clash with demonstrators and target journalists, killing as many as 300 and injuring as many as 2,000. Protesters in Cairo and Alexandria overwhelm the security police by dusk, forcing Mubarak to withdraw them to regroup and send the army and tanks into the cities to impose a curfew; but when protesters ignore the curfew, the army does not act. Later, Mubarak appears on state TV and, in effort to appease critics and quell protests, pledges to speed up his program of political and economic reforms, announcing that he has dissolved his cabinet, appointed a new PM to form a new government, and named military intelligence chief Gen. Omar Suleiman as his 1st ever VP, but protesters vow to remain in the streets until he steps down. The U.S. issues its first warnings that it will review its $1.56 b. in annual aid to Egypt depending on how events unfold in the coming days, pressing its contacts within the Egyptian army to avoid violence. In a 45-min. phone conversation, U.S. secy. of state Hillary Clinton sharply rebukes Netanyahu for the 3/9 Ramat Shlomo construction approval, demanding that Israel prove its desire to seek peace by revoking the plans, stating that the U.S. viewed his apology for the timing of the announcement alone as inadequate. Hamas mbr. Yusuf Abu Zuhri, the brother and bodyguard of Hamas spokesperson Sami Abu Zuhri, dies in Egyptian custody. Hamas accuses Egyptian authorities of torturing him. Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. Targets include 20 “terror operatives” (possibly assassinations), more than a dozen rocket-launching sites and squads, more than 20 suspected weapons depots (including homes of 3 Hamas mbrs.) and other outposts, at least 10 homes and 1 apartment building, 2 tunnels on the Rafah border, a market in Bayt Lahiya, 1 ESF post in Gaza City, a mosque in Dayr al-Balah. At least 1 air strike on a residential area e. of Jabaliya involves white phosphorous munitions that cause extensive fire damage to 4 homes. Another air strike hits the rooftop of a Gaza City building housing the offices of some 20 international press agencies, destroying broadcasting equipment and wounding 1 journalist.

IDF ground forces take up new positions in Juhur al-Dik and al-Mughraqa in c. Gaza, and al-Shuka in s. Gaza (bulldozing 13 homes). Heavy tank and artillery fire are reported in Bayt Lahiya, Dayr al-Balah, Gaza City (al-Shuja‘iyya, alTuffah, al-Zaytun), Jabaliya. Heavy closequarter combat is reported in Gaza City and nr. At least 35 Palestinians are killed during the day, bringing the estimated Palestinian toll to around 795 dead and 3,300 wounded.

Humanitarian notes: The UN and other relief groups resume humanitarian aid transfers after receiving assurances fr. the Israeli government that they will not be targeted. During today’s 3-hr. humanitarian lull, Israel allows 41 trucks carrying food and medicine into the Strip. Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites.
