In the West Bank, Israeli settlers vandalized dozens of olive trees in Burin. Israeli settlers also stole olives from a Palestinian farmer near Salfit. 8 Palestinians were arrested during late-night raids in Balata refugee camp, Kobar, al-Bireh, Ni‘lin, and Kafr Ein. In East Jerusalem, Israeli forces demolished fencing in Silwan, leading to a confrontation with its owners, 2 were injured by Israeli forces assaulting them with their rifles, including 1 minor. 1 Palestinian family demolished their own home in Bayt Hanina. 2 Palestinians were arrested near the Damascus Gate plaza. Israel charged the 6 Palestinian prisoners who escaped Gilboa prison on 9/6 with offenses related to their escape, potentially carrying additional sentences of up to 7 years. 5 other Palestinian prisoners were charged with helping them escape, also risking 7 more years. Israeli police had initially said that the 6 had planned to carry out attacks; however, no such charges were filed against them. (AJ, HA, MEMO 10/3)

PA president Mahmoud Abbas met with 2 Israeli ministers from the Meretz (Vigor) party: health minister Nitzan Horowitz and regional cooperation minister Issawi Frej. The meeting took place in Ramallah to “boost” cooperation between the PA and parts of the Israeli government and to ensure that steps to hurt the 2-state solution are curbed. President Abbas said he invites all Israeli ministers to come to Ramallah and engage with the PA, saying “[w]e don’t have to agree, but we need to talk.” (ALM 10/1; HA 10/2; HA, MEE 10/3; ALM, MEMO, WAFA 10/4)

A delegation of Hamas officials met with Egypt’s intelligence chief Abbas Kamel to discuss a long-term ceasefire with Israel and intra-Palestinian relations. Hamas later released a statement, saying that the organization did not reach an agreement with Egypt about a long-term ceasefire with Israel despite media reports on the contrary. It was also reported that 19 members of the Hamas political bureau from Qatar, Turkey, and Gaza would meet in Egypt. (MEMO 10/3; ALM 10/12)

Palestinian officials told Haaretz that the U.S. is planning to reopen its consulate to Palestinians in Jerusalem after the Israeli government passes its budget in the Knesset. (HA 10/3; MEMO 10/4)

In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. It was also reported that Israel continues to prevent Palestinians in need of cancer treatment from traveling to East Jerusalem for chemotherapy. (HA, HA 5/31; MEMO 6/1)

Palestinian prisoners started an open-ended hunger strike for the Israel Prison Service allow family visits, which has been prohibited since March of 2020 due to the COVID-19 pandemic. (WAFA 5/31)

2 Palestinians were charged with terrorism for allegedly throwing stones at 1 Jewish family traveling by car in East Jerusalem on 5/9, a day where more than 330 Palestinians were injured by Israeli settlers and police. (HA 5/31)

Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif said such calls were incitement. (HA 6/1)

Israel summoned the ambassador of Mexico to Israel because of the country’s vote at the UN Human Rights Council (UNHRC) on 5/27 to investigate potential Israeli war crimes. On 5/30, Israel also summoned the ambassador the Philippines over his country’s vote at the UNHRC. (JP 6/1)

More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

The UN’s International Atomic Energy Agency said in a report that Iran has failed to explain why traces of uranium were found at undeclared sites. (REU 5/31)

The Israeli Air Force conducts an air strike near Bayt Hanun targeting a group of Gazans allegedly responsible for flying incendiary kites and balloons into southern Israel earlier in the day; 2 Palestinians are injured. This is the first such strike since the major escalation of violence in 7/2018 and early 8/2018. Later, thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Rafah, Khan Yunis, Gaza City, Jabaliya refugee camp, and al-Bureij refugee camp; 1 Palestinian is killed and approximately 150 are injured. After reports of protesters throwing small explosives at IDF troops across the border fence, the Israeli Air Force bombs 2 Hamas posts near the border fence, causing damage. Separately, 2 Palestinian minors are injured in Gaza City when they accidentally detonate a piece of unexploded Israeli ordnance. In the West Bank, Palestinian activists prevent Israeli settlers from entering Khan al-Ahmar, a Jerusalem-area Bedouin village slated for evacuation and demolition. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya, Khirbet Qalqas near Hebron, and 3 villages near Ramallah (Ras Karkar, Bil‘in, and Ni‘lin); 6 Palestinians are injured. They also injure 5 Palestinians during clashes sparked by a late-night raid in Nablus; arrest 2 Palestinians during further raids near Bethlehem; and patrol in and around Tulkarm. A Palestinian succumbs to injuries sustained when IDF troops opened fire on Palestinian protesters along Gaza’s border fence on 7/14. This brings the death toll stemming from the Great March of Return to 148. (HA, MNA, WAFA 9/7)

Approximately 30,000 Palestinians gather along Gaza’s border for a massive protest dubbed the “Great March of Return” commemorating Land Day and calling for refugees’ rights to return to their homes in Israel (see extensive coverage in JPS 47 [4]). They chant slogans, throw stones, and build protest tent camps in various locations. IDF troops violently disperse the demonstrations in multiple locations; 15 Palestinians are killed and hundreds are injured. Video recorded at the march shows a Palestinian being shot in the back while running away from the border. The protests are set to continue for 6 weeks. Hours before the protest, the IDF declares the border area a closed military zone, threatening violence should any person approach. Israeli tanks then shell and kill a Palestinian farmer working along the border. In the evening, 2 armed Palestinians open fire on an IDF post along Gaza’s northern border. Israeli soldiers return fire, and Israeli tanks and jets strike Hamas observations posts in the area as well; there is no major damage or injuries. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s settlements, occupation, and separation wall, as well as U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital, in Kafr Qaddum near Qalqilya, Beita near Nablus, al-Bireh, and 3 villages near Ramallah (Bil‘in, Ni‘lin, and Nabi Salih); at least 26 Palestinians are injured. Meanwhile, IDF troops arrest 2 Palestinians during late-night raids near Hebron. An Israeli settler driver allegedly rams and seriously injures a Palestinian near Hebron. UN secretary-general António Guterres calls for an independent and transparent investigation into the killings in Gaza today and “appeals to those concerned to refrain from any act that could lead to further casualties and in particular any measures that could place civilians in harm’s way,” according to a spokesperson. The UNSC also convenes to discuss the killings, despite U.S. and Israeli requests to postpone the discussion to 3/31. (HA, REU 3/31)

Israeli soldiers shoot and kill a Palestinian at the Qalandia checkpoint n. of Jerusalem after he allegedly stabs an Israeli border guard, causing moderate injuries. The IDF then violently disperses around 200 Palestinians gathering to throw stones in protest of the killing. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Shuja‘iya; at least 6 Palestinians are injured and 2 are arrested. PA pres. Abbas attends the funeral of former Israeli pres. Peres and shakes hands with Israeli PM Netanyahu. Responding to criticism from Hamas and many other Palestinians, a senior Hamas official says that Abbas’s attendance disproves Israeli claims of Palestinian dedication to violence and that it sent a “strong message of Palestinian peace” to the world. MK and Joint List chair Ayman Odeh refuses to attend, along with the rest of the Joint List, citing Peres’s treatment of the Palestinians. The Israeli crackdown on protests in East Jerusalem continues as the Israeli authorities restrict Palestinians’ access to Haram al-Sharif; only men over 40 and women are permitted to enter the sanctuary. Meanwhile, Israeli forces clash with Palestinian protesters across the city for the 2d day in a row (nr. the Old City and in Jabal Mukabir, Silwan, Issawiyya, Shu‘fat r.c., al-Tur, Abu Dis, al-‘Izzariya, and Wadi al-Juz); at least 4 Israeli police and 4 Palestinians are injured, and 11 Palestinians are arrested. Israeli forces also conduct raids and house searches in Silwan, Jabal Mukabir, Shaykh Jarrah, and the Old City, arresting 16 Palestinians and sparking minor clashes. Iron Dome missile defense batteries intercept a 2d rocket fired toward Ashqelon. At night, IAF jets launch retaliatory air strikes on 3 Hamas military sites in n. Gaza, causing 2 minor injuries and serious damage. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. Israeli forces e. of al-Bureij r.c. arrest 2 Palestinians attempting to cross into Israel. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at Friday demonstrations against the Israeli occupation and recent restrictions at Haram al-Sharif in 7 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, outside Ofer Prison, Silwad, ‘Abwayn, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya, in and around Hebron, Tulkarm, Qalqilya, and nr. Bethlehem; 8 Palestinians are injured and at least 13 Palestinians are detained. Israeli forces also patrol in 2 villages nr. Hebron and 1 nr. Jenin. Meanwhile, Palestinian police officers assault 2 young Palestinian protesters in Bethlehem (a video taken of the incident will proliferate on Palestinian media in the next few days). The PASF reportedly blocked a group of demonstrators from approaching an Israeli military post to protest the recent Israeli restrictions on access at Haram al-Sharif. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations to commemorate Land Day, upcoming on 3/30, and protest Israel’s occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, outside Ofer Prison, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 10 Palestinians are moderately injured. The Israeli soldiers also cut off a main waterline into Kafr Qaddum, denying the village water for several hours. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. PA Pres. Abbas arrives in Sharm al-Shaykh, Egypt, to participate in an Arab League summit on 3/28 and 3/29. Ahead of the summit, the Arab League agrees to send a delegation to Washington to lobby the U.S. Congress and promote the Arab Peace Initiative. (WAFA 2/25; MNA 3/27; HA 3/28)

In the Gaza Strip, unknown assailants destroy the car of a senior Hamas official with explosives in Nussayrat r.c. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, after Palestinian and international activists rebuild the “Gate of Jerusalem” tent camp in Abu Dis, Israeli forces return to the area and deliver a 24-hour eviction notice. Hours later, they demolish and evacuate the camp for a 3d time. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in Jalazun r.c. and 4 villages nr. Ramallah (Bil‘in, Nabi Salih, Silwad, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum), injuring 3 Palestinians with rubber-coated metal bullets and 1 with a tear gas canister. Israeli PM Netanyahu orders the implementation of a plan that will include the destruction of around 400 Palestinian-owned and EU-funded structures in the West Bank. The order follows the 2/5 publication of a report in the Daily Mail on EU funding of Palestinian projects that do not have the correct licenses under Israeli law. (DM 2/5; TOI 2/6; WAFA 2/8)

On the sidelines of a security conference in Munich, reps. of the P5+1 and Iran discuss Iran’s disputed nuclear program ahead of their end of 3/2015 political accord deadline. U.S. Secy. of State Kerry and Iranian FM Zarif also meet to discuss how sanctions would be lifted under a possible deal and how many centrifuges Iran would be permitted to keep operational. The IDF continues its ground invasion, as well as air strikes in the Gaza Strip, killing 53 Palestinians, including 8 mbrs. of a single family killed in Bayt Hanun. IDF troops face resistance on the ground, in particular from fighters in al-Qassam Brigades and al-Quds Brigades, with both groups claiming attacks on IDF soldiers and positions inside the Gaza Strip. Palestinians fire more than 40 rockets into Israel, and Iron Dome batteries intercept several over Tel Aviv while 25 land in open areas, with no reports of casualties. In the West Bank, IDF troops shoot and injure dozens of Palestinians in a number of protests in solidarity with Gaza, including at Qalandia checkpoint, outside Ofer prison, in Biddu village nr. Jerusalem, and in Shuqba village nr. Ramallah. The IDF conducts house searches and arrest raids in Hebron at night; patrols in 3 villages each nr. Jericho and Ramallah, and 1 village nr. In East Jerusalem, Israeli security forces clash with Palestinians at Haram al-Sharif, 9 are taken to the hospital, including at least 4 injured by rubber-coated metal bullets. The Israeli security cabinet meets to discuss expansion of the ground operation, with Netanyahu saying that “since there is no way to deal with the tunnels only from the air, our soldiers are doing it now from the ground.” Meanwhile, Pres. Abbas asks France to lobby Hamas’s regional allies Turkey and Qatar to pressure the Palestinian group to accept a ceasefire. French FM Fabius meets Abbas in Cairo after flying out specifically to boost efforts at reaching a cease-fire. Abbas then heads to Turkey for talks with PM Recep Tayyip Erdogan. U.S. Pres. Obama, meanwhile, speaks with PM Netanyahu, underscoring Israel’s right to defend itself, but also stressing the risks of “further escalation.” In New York, the UNSC holds an emergency meeting at the request of Jordan, where it is announced that Secy.-Gen. Ban will head to the region the next day. Protesters are dispersed in 5 villages nr. Ramallah (Abud, Bayt Laqiya, Bil‘in, alNabi Salih, Ni‘lin), al-Haraiek nr. Hebron, 1 village nr. Qalqilya (Kafr Qaddum), and at Ofer prison nr. Ramallah. U.S. State Dept. spokesperson Victoria Nuland says that the Obama admin. has unblocked almost $500 million in aid—including $200 million in direct budget support—to the PA, previously frozen by Congress in October 2011 as a response to the UN statehood bid (see QU 162). According to Nuland, the White House also notified Congress in late 2/2013 that it seeks a further $200 million to fund USAID projects for the Palestinians. In response, Palestinian Labor Minister Ahmad Majdalani says that the PA’s financial crisis is not over. (AFP 3/22; MNA 3/23)

Hamas authorities complain to Egypt about Israel’s 3/21 decision to restrict Palestinian fishermen off the coast of Gaza. The government in Gaza also reportedly arrests 2 members of the Mujahidin Shura Council, which claimed responsibility for the 3/21 rocket attack on Israel. (ToI 3/22)

The Israeli sources report a meeting in Geneva in the past week between Israeli PM Netanyahu’s envoy Yosef Chiechanover and Turkish Foreign Ministry undersecretary Feridun Sinirliog˘lu. (REU 11/23)

Israel’s Operation Pillar of Defense against Gaza enters its 3d day, leaving another 11 Palestinians dead and bringing the Palestinian death toll since 11/14 to 30, around 1/3 civilians. Intense levels of Israeli air strikes continue, with 40 attacks before dawn and at least 200 overall during the day; reports estimate some 500 targets struck by the Israel Defense Forces (IDF) since the operation began. The IDF bombs Gaza’s Ministry of Interior building and the offices of Hamas’s acting PM Ismail Haniyeh. Palestinian armed groups fire a total of 190 rockets into Israel, including a rocket that lands in an open area nr. Gush Etzion settlement bloc s. of Jerusalem, causing no damage or injuries. The Israeli cabinet approves Israeli DM Ehud Barak’s requests to mobilize 75,000 reservists. Israel’s FM Avigdor Lieberman states that the 2 goals of the operation are to restore deterrence and destroy long-range missiles. Egyptian PM Hesham Kandil visits the Gaza Strip, during which time Israel temporarily stops its attacks. Egyptian pres. Mohamed Morsi condemns Israel’s operation and pledges Egyptian support for the Palestinians. Weekly Palestinian protests against the separation wall, land confiscations, and settlement expansion this week coincide with Land Day, the annual event to protest Israel’s discriminatory land policies. Israel seals the Erez crossing for 2 days (3/30–31), citing security concerns. Palestinians (accompanied by Israeli and international activists) hold their weekly nonviolent demonstrations in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin (with protests in Bil’in and Ni’lin also calling for reconciliation between Fatah and Hamas). IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 11 Palestinians (including a child) and 1 international (4 Palestinians are wounded by live fire in Nabi Salih; the rest are hit by tear-gas canisters in Kafr Qaddum). Palestinians hold at least 5 other Land Day rallies in the West Bank (outside Rachel’s Tomb in Bethlehem, outside Ofer Prison and at 2 points along the separation wall nr. Ramallah, and at the Qalandia crossing n. of Jerusalem). IDF soldiers fire live ammunition (Ofer and Qalandia only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 19 (including 2 children; at least 7 are hit by live fire and 1 is seriously injured by a tear-gas canister to the head). In Gaza, Hamas authorities allow 1,000s of Palestinians to conduct a nonviolent demonstration nearly a mile from the Erez crossing, deploying police to prevent the protesters from marching to the border. Nonetheless, IDF troops on the Gaza border fire on the demonstration, killing 1 Palestinian and wounding 37 (1 seriously; including 16 children). Nonviolent Land Day protests are also held in Jordan and Lebanon. In Lebanon, 100s of Palestinians and Lebanese gather at Beaufort castle, 9 miles fr. the Israeli border, where Lebanese military forces deploy to prevent them fr. marching to the border. In Jordan, some 20,000 Palestinians march toward the West Bank border but stop 4 miles. No violence is reported in either case. (NYT, WP 3/31)

Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni`lin; demonstrations in Bil’in also call for solidarity with Palestinian prisoners in Israeli jails. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no reported injuries. Palestinians and international activists also hold 3 large nonviolent demonstrations and marches in various parts of Hebron to mark the 18th anniversary of the Tomb of the Patriarchs massacre. IDF soldiers fire foul-smelling skunk spray, rubber-coated steel bullets, tear gas, and stun grenades at the protesters. In total, 13 Palestinians are moderately injured and hospitalized 27 are lightly injured and treated by medical crews at the scene, and 2 Palestinians and 1 international are arrested. Meanwhile, Palestinians responding to rumors (claimed by Israel to be false) that Israeli security forces plan to escort a group of right-wing Jews onto the al-Aqsa Mosque compound march on the IDF’s al-Ram checkpoint into Jerusalem, blocking the access road with burning tires, throwing stones, and setting off fire works, injuring 11 Israeli soldiers and border police. The IDF fires live ammunition, tear gas, and percussion grenades at the protesters, killing 1 Palestinian. (WP 2/27; PCHR 3/1)

Speaking at Friday prayers in Cairo’s al-Azhar Mosque, Hamas’s acting PM in Gaza, Haniyeh, issues the movement’s 1st public call supporting the Syrian opposition, stating: “I salute all people of the Arab Spring . . . and I salute the heroic people of Syria who are striving for freedom, democracy, and reform.” (NYT, WP 2/25; JPI 3/9)

Hamas officials say that all main Gaza factions have agreed to reimpose their cease-fire immediately, while Egyptian mediators work to secure the compliance of smaller factions. Islamic Jihad says it will observe the moratorium as long as Israel also ceases fire. Israel does not comment. In Jerusalem, Israeli police inform 4 PC mbrs. fr. the Hamas-affiliated Change and Reform party—Khalid Abu ‘Arafa, Muhammad Abu Tir, Ahmad Atwan, and Muhammad Totah (all arrested in 6/06 as part of Israel’s round-up of Hamas-affiliated PC mbrs. and recently released after completing their sentences)— that Israel’s High Court has upheld a 9/09 ruling revoking their permanent Jerusalem residency status because their participation in 1/06 Palestinian elections constituted disloyalty to the state, warning that they will be deported to Gaza if they do not leave Jerusalem voluntarily (Abu Tir by 6/19, the others by 7/3). Israel deports Americans Jared Maslin (chief English editor for the Bethlehembased Palestinian news agency Ma‘an) and Faith Rowold (a volunteer with a Lutheran Church group in Jerusalem) to the U.S. on visa violations after having detained them the preceding wk. at Ben-Gurion Airport; Palestinians and NGOs operating in the occupied territories view Maslin’s deportation in particular as further evidence that Israel is stepping up its crackdown on individuals and organizations, especially ones with foreign funding, that promote Palestinian interests. Syrian-based senior Hamas commander Mahmud al-Mabhuh, a founder of Hamas’s Izzeddin al-Qassam Brigades, is found murdered in his hotel room in Dubai. Hamas accuses Israel of assassinating him, but Israel refuses to comment. (NYT, WP 1/30; JPI 2/11; NYT, WT 2/16)

As the quarter opens, Israel’s near total blockade of Gaza enters its 21st month, since Hamas’s takeover of Gaza in 6/07. Israel continues to bar exports fr. Gaza, strictly limit imports, and ban all but VIPs and emergency medical cases fr. transiting the border. Imports include limited commodities and enough staple goods and fuel for electricity, emergency services, and cooking to preclude a humanitarian crisis, but are insufficient to meet daily needs, adequately maintain basic services, or repair the heavy damage fr. Israel’s 23-day assault on Gaza, Operation Cast Lead (OCL), which ended on 1/18/09. Today, Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. The Israel Defense Forces (IDF) respond with 2 air strikes on tunnels on the Rafah border, causing no injuries. In Bayt Lahiya, 1 Palestinian scavenging scrap metal is killed, 4 are injured when they accidentally trigger unexploded IDF ordnance (UXO). In the West Bank, the IDF bulldozes 20 olive trees on a plot of Palestinian land on the s. border of Ni‘lin, declaring it a closed military zone; conducts synchronized late-night arrest raids, house searches into Tulkarm, neighboring Nur Shams refugee camp (r.c.), and 5 nearby villages; conducts similar late-night arrest raids, house searches nr. Bethlehem, Hebron; closes a gate in the separation wall nr. Dahiyat al-Barid (located btwn. the separation wall and the Green Line nr. Jerusalem), forcing villagers to travel 1–2 hrs. through the Qalandia crossing to access the rest of the West Bank. The Israeli government authorizes the confiscation of 1,700 dunams (d.; 4 d. = 1 acre) of Palestinian land in the villages of al-Ma‘sara, Umm Salamuna, and Wadi al-Nas nr. Bethlehem for expansion of Efrat and Gush Etzion settlements (2,500 new housing units, increasing the settler population there fr. 9,000 to 30,000). Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. The IDF makes a predawn raid on an apartment building in Nablus, assassinating Islamic Jihad cmdr. Tariq Abu Ghalil (targeted by the IDF on 3 prior occasions) and a bystander in an adjacent apartment. In response, Islamic Jihad mbrs. in Gaza fire 3 rockets, 1 mortar fr. Gaza into Israel, lightly injuring 2 Israelis, causing light injuries. Israel calls the rocket attacks a “grave violation of the calm,” closes all commercial crossing into the Strip, but does not take military action.
