In the West Bank, Palestinians threw stones at an Israeli settler vehicle, setting it on fire after the settler couple fled the scene. Israeli settlers attacked a Palestinian shepherd near Yatta, injuring his foot. Israeli settlers also set up a mobile home and water tanks near Nabi al-‘Awja. Israeli forces issued orders that it will seize 20 dunams (4.95 acres) of Palestinian-owned land for a military zone near Ni‘lin. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, Kafr Ni‘ma, Beit Liqya, Nablus, and Hebron; 6 were injured during the raids in Dheisheh refugee camp and Kafr Ni‘ma. In East Jerusalem, Israeli police violently removed Palestinian worshipers at the Haram al-Sharif compound, including in al-Aqsa Mosque, injuring 19, including 3 with baton rounds and arresting 450. 397 of the Palestinians detained were released by 4/6 but banned from entering the compound for 1 week, 47 were transferred to the Ofer prison, and 6 continued to be held in Jerusalem. Israeli police also caused damage to property inside of the mosque, including at the health clinic, smashing windows and causing damage from stun, tear gas, and smoke grenades. Israeli police claimed that 1 officer was injured in the leg by a stone thrown at him. Israeli forces also shot and injured 1 Palestinian minor near Silwan. In Israel, 2 Israeli soldiers were stabbed and injured near an army base at the Tzrifin junction, 1 Palestinian man was arrested for the attack. Israel’s Channel 12 reported on a leaked phone call between Israeli national security minister Itamar Ben-Gvir and police commissioner Kobi Shabtai in which Shabtai tells Ben-Gvir that it is in the nature of Palestinian citizens of Israel to kill each other. Shabtai told Ben-Gvir that there is nothing they can do about the high murder rate among Palestinian citizens of Israel, “[t]hey kill each other. That is their nature. That is the mentality of the Arabs.” MK Ayman Odeh, leader of the Hadash party, called on Shabtai to resign while MK Mansour Abbas, leader of the United Arab List, called on him to apologize. In the West Bank, Israeli settlers vandalized dozens of olive trees in Burin. Israeli settlers also stole olives from a Palestinian farmer near Salfit. 8 Palestinians were arrested during late-night raids in Balata refugee camp, Kobar, al-Bireh, Ni‘lin, and Kafr Ein. In East Jerusalem, Israeli forces demolished fencing in Silwan, leading to a confrontation with its owners, 2 were injured by Israeli forces assaulting them with their rifles, including 1 minor. 1 Palestinian family demolished their own home in Bayt Hanina. 2 Palestinians were arrested near the Damascus Gate plaza. Israel charged the 6 Palestinian prisoners who escaped Gilboa prison on 9/6 with offenses related to their escape, potentially carrying additional sentences of up to 7 years. 5 other Palestinian prisoners were charged with helping them escape, also risking 7 more years. Israeli police had initially said that the 6 had planned to carry out attacks; however, no such charges were filed against them. (AJ, HA, MEMO 10/3)

PA president Mahmoud Abbas met with 2 Israeli ministers from the Meretz (Vigor) party: health minister Nitzan Horowitz and regional cooperation minister Issawi Frej. The meeting took place in Ramallah to “boost” cooperation between the PA and parts of the Israeli government and to ensure that steps to hurt the 2-state solution are curbed. President Abbas said he invites all Israeli ministers to come to Ramallah and engage with the PA, saying “[w]e don’t have to agree, but we need to talk.” (ALM 10/1; HA 10/2; HA, MEE 10/3; ALM, MEMO, WAFA 10/4)

A delegation of Hamas officials met with Egypt’s intelligence chief Abbas Kamel to discuss a long-term ceasefire with Israel and intra-Palestinian relations. Hamas later released a statement, saying that the organization did not reach an agreement with Egypt about a long-term ceasefire with Israel despite media reports on the contrary. It was also reported that 19 members of the Hamas political bureau from Qatar, Turkey, and Gaza would meet in Egypt. (MEMO 10/3; ALM 10/12)

In the West Bank, Israeli settlers blocked a road between Jerusalem and Hebron. Israeli settlers also vandalized 10 olive trees, 2 water tanks, and an irrigation system in Wadi Qana. Israeli forces violently dispersed Palestinian protesters in Bayt Dajan; 1 Palestinian sustained fractures from a fall after being chased by the forces. Israeli forces also raided Luban al-Sharqiyya, leading to tear-gas related injuries and 1 arrest of a minor. Elsewhere, Israeli forces handed demolition orders for 4 commercial structures in Dayr Qadis. Israeli forces also blocked several roads in the Masafer Yatta area and sealed entrances to Beita. 23 Palestinians were arrested, including 19 during late-night raids in Ni‘lin and Bayt Umar, 2 were arrested and their car seized in Hebron, and 2 were arrested on a street in Jenin. The Israeli supreme court upheld a decision by the Israeli military to punitively demolish the home of an alleged attacker in Turmus ‘Ayya, despite the alleged attacker not having lived in the house for years as he became a resident of the U.S. before he allegedly shot 3 Israeli settlers on 5/2; the demolition will displace his wife and children, who all have U.S. citizenship. The Israeli civil administration approved 31 zoning plans for settlement expansion in Maale Adumim, Alfei Manashe, Elkana, Havat Sde Bar, and Yitzhar, including housing units, a commercial center, and a park. Chairperson of the Joint List Ayman Odeh criticized the new Israeli government, saying that “the left is surrendering to the right . . . the right continues to sabotage the chances of peace and to deepen the occupation, repression, and dispossession of millions of Palestinians.” (AP, HA 6/23)

A poll conducted by the Associated Press-NORC Center for Public Affairs Research found that 51% of American democrats think that the U.S. is not supportive enough of Palestinians. Of all the participants in the poll, 32% thought that the U.S. is not supportive enough of Palestinians, while 37% thought the U.S. support was as it should be. (AP, HA 6/23)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s settlements, separation wall, and occupation, as well as U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital in 4 villages near Ramallah (Bil‘in, Ni‘lin, Budrus, and Nabi Salih), al-Bireh, Kafr Qaddum near Qalqilya, Hebron, and along Gaza’s border in various locations; 1 Palestinian is killed and at least 13 are injured. Reportedly for the first time, the IDF uses a drone to drop tear gas on Palestinian protesters in Gaza. Meanwhile, IDF troops assault and arrest 2 Palestinians at a mobile checkpoint near Bethlehem, issue arrest summons to 3 Palestinians during raids in Bethlehem, and patrol near Qalqilya, Salfit, and Hebron. Israeli settlers clash with Palestinians in Madama village near Nablus; 2 Palestinians are injured and 1 is arrested. Settlers erect tents in the yards of al-Ibrahimi Mosque in Hebron and throw stones at Palestinian vehicles and homes outside nearby Yatta village. Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. Israeli forces conduct raids in Abu Dis, sparking minor clashes with stone-throwing Palestinians; at least 25 are arrested. In the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. Abbas later calls on Jordan to intervene, and the Jordanian govt. releases a statement calling on Israel to reopen the sanctuary. (HA, TOI, WAFA 7/14; HA 7/16)

After shutting down on 7/12, the Gaza power plant resumes operations, with 3 of its turbines supplying 70 MW to the local grid. It’s unclear if the fuel required came from Egypt or somewhere else. (MNA 7/15)

Israeli forces punitively shut down shops in al-Ram village and conduct a series of raids on homes in Silwan belonging to family mbrs. of the Palestinian who injured 4 Israelis and killed 2 in a shooting in Sheikh Jarrah on 10/9. The raids spark clashes with stone-throwing Palestinians across Silwan; 1 Palestinian is shot and killed with live ammunition. Israeli troops return to al-Ram in the evening, conducting a series of raids and sparking further clashes with Palestinian youths; 4 Palestinians are injured. Elsewhere, 184 right-wing Jewish activists tour Haram al-Sharif. Their Israeli police escort assaults and arrests 1 Palestinian youth. In the West Bank, Israeli forces carry out the punitive demolition of the Nablus apartment of a Palestinian accused of planning the shooting attack on 10/1/2015 that left 2 Israeli settlers dead. Meanwhile, IDF troops conduct a raid in Ni‘lin village nr. Ramallah, sparking minor clashes with stone-throwing residents; there are no serious injuries. Late at night, they conduct further raids in Ni‘lin, arresting 3 Palestinians. The IDF patrols nr. Hebron and Nablus during the day. Ahead of the start of Yom Kippur at sunset, the Israeli police and IDF implement a 48-hour general closure of East Jerusalem, the West Bank, and Gaza just after midnight. All border crossings between the West Bank, Gaza, and Israel will be closed, except for humanitarian cases. The police place roadblocks around Jerusalem, preventing Palestinians from driving into Jewish neighborhoods and blocking them from some main streets entirely. (HA, MNA, TOI 10/11)

Israeli police close several roads and deploy massively across East Jerusalem on the 2d Friday of Ramadan; sealing off Issawiyya with cement barricades after reports of a firebomb attack in the neighborhood. Around 200,000 Palestinians from Israel, East Jerusalem, the West Bank, and Gaza pray at Haram al-Sharif throughout the day. However, only men above the age of 45 or those with special permits are allowed to enter the sanctuary. Palestinians entering Jerusalem from the West Bank comprise those accounted for in the standard weekly quota, according to a COGAT spokesperson; “Larger numbers were supposed to enter for Ramadan,” she says; “that has been canceled.” Across the oPt, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 3 villages nr. For the 3d day in a row, Israeli forces conduct widespread raids across East Jerusalem, arresting at least 20 Palestinians ahead of the Passover holiday and threatening demolitions in Silwan. Additional Israeli police are deployed in the city. Israeli authorities suspend Gazans’ weekly visit to Jerusalem, and completely close down crossings in the West Bank and Gaza, with exceptions for humanitarian and medical cases (the closure began at midnight on 4/21 and will last through midnight on 4/23, unless the IDF decides the security situation requires its continuation). At Haram al-Sharif, 29 Palestinians are barred from the sanctuary and 10 right-wing Jewish activists are detained as they carry baby goats to the sanctuary for Passover sacrifices (Jewish religious rites are prohibited at Haram al-Sharif). In a speech to the UN General Assembly in New York, PA pres. Abbas encourages gathered world leaders to support the French peace initiative, saying, “We are deliberating with international parties and relevant Arab ministerial committee to examine the content and timing for proposing a [UNSC] res. against settlement activity.” The Palestinian leadership had planned to have their antisettlement res. introduced in the UNSC during Abbas’s trip to New York; press reports say that they have decided to postpone the initiative at France’s request to give breathing room to the French peace initiative. The Israeli crackdown on protests in East Jerusalem continues as the Israeli authorities restrict Palestinians’ access to Haram al-Sharif; only men over 40 and women are permitted to enter the sanctuary. Meanwhile, Israeli forces clash with Palestinian protesters across the city for the 2d day in a row (nr. the Old City and in Jabal Mukabir, Silwan, Issawiyya, Shu‘fat r.c., al-Tur, Abu Dis, al-‘Izzariya, and Wadi al-Juz); at least 4 Israeli police and 4 Palestinians are injured, and 11 Palestinians are arrested. Israeli forces also conduct raids and house searches in Silwan, Jabal Mukabir, Shaykh Jarrah, and the Old City, arresting 16 Palestinians and sparking minor clashes. PA officials and Israel’s COGAT Mordechai reach an agreement for Israel to transfer the full amount of tax revenues collected on behalf of the PA from 12/2014 through 3/2015— approximately NIS 1.85 b., or $472 m.—by 4/20. They also agree that a joint Palestinian-Israel economic comm. will decide what amount should be returned to Israel to pay down Palestinian debts. (The fisherman will die from his injuries on 3/7.) IDF troops e. of Khan Yunis fire warning shots at Palestinian farmers approaching the border fence, causing no injuries. In the West Bank, Israeli soldiers clash with stone-throwing Palestinian activists nr. the rebuilt “Gate of Jerusalem” protest tent camp in Abu Dis; 7 Palestinians are lightly injured with rubber-coated metal bullets. IDF troops also violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in 5 areas nr. Israeli police shoot and critically injure the man, as he exits the car with a knife; they arrest him. The Israeli police summon the man’s father and brother for interrogation and increase security measures throughout the city. Israeli forces raid the man’s home in Ras al-Amud and homes in Silwan, sparking clashes; 2 Palestinians are injured and 2 are arrested. There are violent clashes between IDF soldiers and Palestinian demonstrators across the West Bank. After the funeral of a man killed by the IDF in Abud village nr. Ramallah, demonstrators clash with IDF soldiers, who fire tear gas canisters and rubber-coated metal bullets, causing no serious injuries.

In Jerusalem, Israeli police and Palestinians clash after Friday prayers at the al-Aqsa Mosque compound, with no serious injuries.

In Hebron, IDF soldiers clash with stone-throwing youths, and seriously injure 3 civilians. In al-Mazra’a al-Qibliya village nr. Ramallah, an IDF patrol fires on stone-throwing youths with live ammunition, wounding 3. Meanwhile, Jewish settlers attack a Palestinian shepherd close to alMughayyir village nr. Ramallah, killing 5 of his sheep. In ensuing clashes, IDF soldiers injure 4 Palestinian civilians. Also, Jewish settlers uproot around 100 olive trees south of Nablus and leave ‘‘price tag’’ graffiti in Issawiyya village. In the West Bank, the IDF patrols in al- ‘Arub r.c. nr. Palestinian pres. Abbas says that if Israel continues with its settlement plans, then the Palestinian side will consider taking the Jewish state to the ICC. Abbas makes his remarks at a news conference in Ankara with Turkish pres. Abdullah Gul, who says that Israel is ‘‘playing with fire’’ in its latest move to construct settlement units in Jerusalem and the West Bank. Israeli FM Avigdor Lieberman responds by saying that ‘‘If the Palestinians want peace—they’ll get peace. In Jerusalem, Israeli police inform 4 PC mbrs. fr. the Hamas-affiliated Change and Reform party—Khalid Abu ‘Arafa, Muhammad Abu Tir, Ahmad Atwan, and Muhammad Totah (all arrested in 6/06 as part of Israel’s round-up of Hamas-affiliated PC mbrs. and recently released after completing their sentences)— that Israel’s High Court has upheld a 9/09 ruling revoking their permanent Jerusalem residency status because their participation in 1/06 Palestinian elections constituted disloyalty to the state, warning that they will be deported to Gaza if they do not leave Jerusalem voluntarily (Abu Tir by 6/19, the others by 7/3). Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.
