In the West Bank, Palestinians threw stones at an Israeli settler vehicle, setting it on fire after the settler couple fled the scene. Israeli settlers attacked a Palestinian shepherd near Yatta, injuring his foot. Israeli settlers also set up a mobile home and water tanks near Nabi al-‘Awja. Israeli forces issued orders that it will seize 20 dunams (4.95 acres) of Palestinian-owned land for a military zone near Ni‘lin. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, Kafr Ni‘ma, Beit Liqya, Nablus, and Hebron; 6 were injured during the raids in Dheisheh refugee camp and Kafr Ni‘ma. In East Jerusalem, Israeli police violently removed Palestinian worshipers at the Haram al-Sharif compound, including in al-Aqsa Mosque, injuring 19, including 3 with baton rounds and arresting 450. 397 of the Palestinians detained were released by 4/6 but banned from entering the compound for 1 week, 47 were transferred to the Ofer prison, and 6 continued to be held in Jerusalem. Israeli police also caused damage to property inside of the mosque, including at the health clinic, smashing windows and causing damage from stun, tear gas, and smoke grenades. Israeli police claimed that 1 officer was injured in the leg by a stone thrown at him. Israeli forces also shot and injured 1 Palestinian minor near Silwan. In Israel, 2 Israeli soldiers were stabbed and injured near an army base at the Tzrifin junction, 1 Palestinian man was arrested for the attack. The PA, Jordan, Egypt, Saudi Arabia, Morocco, the Arab League, the Organisation of Islamic Cooperation, Turkey, and the UAE condemned the Israeli raid (see above). Israel’s Channel 12 reported on a leaked phone call between Israeli national security minister Itamar Ben-Gvir and police commissioner Kobi Shabtai in which Shabtai tells Ben-Gvir that it is in the nature of Palestinian citizens of Israel to kill each other. Shabtai told Ben-Gvir that there is nothing they can do about the high murder rate among Palestinian citizens of Israel, “[t]hey kill each other. That is their nature. That is the mentality of the Arabs.” MK Ayman Odeh, leader of the Hadash party, called on Shabtai to resign while MK Mansour Abbas, leader of the United Arab List, called on him to apologize. In the West Bank, Israeli settlers re-erected a settlement outpost near al-Lubban ash-Sharqiya; the settlement outpost was dismantled by Israeli forces on 6/7. 18 Palestinians were arrested during late-night raids in Ni‘lin, al-Mughayyir, Bayt Rima, Balata refugee camp, Rujeib, Bayt Dajan, Ya‘bad, Jenin, Tulkarm, Tubas, Fawwar refugee camp, and Beit Fajjar. In East Jerusalem, Israeli authorities took measurements for the demolition of a 4-story apartment building in Silwan. The Israeli supreme court rejected a petition for a retrial in a case where the Israeli settler group Ateret Cohanim allegedly purchased 3 buildings in the Old City from the Greek Orthodox church, allowing the settler organization to evict the Palestinian tenants. The Greek Orthodox church called the ruling “unfair” and without “any legal logical basis.” The EU voiced concern about the supreme court ruling. Israel extended its antiquities authority to the West Bank. The Israel Antiquities Authority will replace the Coordinator on Government Activities in the Territories in managing archeological sites in the West Bank. (HA 6/8)

Speaking, via phone link at a conference on the holy sites in Jerusalem, dubbed “Property Documentation and the Historical Status of the Holy al-Aqsa Mosque,” PA president Mahmoud Abbas said that the PA would not accept any changes to the status quo of the holy sites in Jerusalem, saying all Islamic and Christian holy sites are Palestinian. Israeli media reported that members of a Liberian delegation in Israel headed by minister of state for presidential affairs Nathaniel McGill told Israeli journalists that Liberia will open a trade office in Jerusalem that eventually will become Liberia’s embassy to Israel. The delegation was meeting Israeli officials, including president Isaac Herzog. (ALM 6/9)

Axios reported that last week, Israel refused a proposal for a White House summit with the PA, U.S., Egypt, and Jordan to create a political horizon for ending the occupation. (AX 6/8)

Axios also reported that the White House is sending the newly appointed assistant secretary of state for Near East affairs, Barbara Leaf, to Israel and Ramallah for meetings with Israeli and Palestinian officials. (AX 6/8)

Haaretz reported that the EU commission’s anti-fraud office will not open an investigation into the 6 Palestinian rights organizations Israel deemed terrorist organizations in October 2021, saying that it had not seen sufficient evidence from Israel against the 6 organizations. EU diplomats told Haaretz that the evidence handed to EU countries by Israel was not compelling and did not meet the threshold of proof. (HA 6/8)

In a visit to the Buraq Wall/Western Wall, Bosnia and Herzegovina parliament speaker Dragan Čović told reporters that the Old City is part of Israel. (JP 6/10)

The World Bank approved a grant of $30 million for PA reforms in transparency, inclusion, and green economy and a $7 million grant for social services and online employment oppounities for Palestinians in Gaza. (WAFA 6/8)

In the West Bank, Israeli settlers vandalized dozens of olive trees in Burin. Israeli settlers also stole olives from a Palestinian farmer near Salfit. 8 Palestinians were arrested during late-night raids in Balata refugee camp, Kobar, al-Bireh, Ni‘lin, and Kafr Ein. In East Jerusalem, Israeli forces demolished fencing in Silwan, leading to a confrontation with its owners, 2 were injured by Israeli forces assaulting them with their rifles, including 1 minor. 1 Palestinian family demolished their own home in Bayt Hanina. 2 Palestinians were arrested near the Damascus Gate plaza. Israel charged the 6 Palestinian prisoners who escaped Gilboa prison on 9/6 with offenses related to their escape, potentially carrying additional sentences of up to 7 years. 5 other Palestinian prisoners were charged with helping them escape, also risking 7 more years. Israeli police had initially said that the 6 had planned to carry out attacks; however, no such charges were filed against them. (AJ, HA, MEMO 10/3)

PA president Mahmoud Abbas met with 2 Israeli ministers from the Meretz (Vigor) party: health minister Nitzan Horowitz and regional cooperation minister Issawi Frej. The meeting took place in Ramallah to “boost” cooperation between the PA and parts of the Israeli government and to ensure that steps to hurt the 2-state solution are curbed. President Abbas said he invites all Israeli ministers to come to Ramallah and engage with the PA, saying “[w]e don’t have to agree, but we need to talk.” (ALM 10/1; HA 10/2; HA, MEE 10/3; ALM, MEMO, WAFA 10/4)

The PA urged the international community to intervene as settler violence against Palestinians continued to rise in the West Bank. (WAFA 10/3)

A delegation of Hamas officials met with Egypt’s intelligence chief Abbas Kamel to discuss a long-term ceasefire with Israel and intra-Palestinian relations. Hamas later released a statement, saying that the organization did not reach an agreement with Egypt about a long-term ceasefire with Israel despite media reports on the contrary. It was also reported that 19 members of the Hamas political bureau from Qatar, Turkey, and Gaza would meet in Egypt. (MEMO 10/3; ALM 10/12)

Palestinian officials told Haaretz that the U.S. is planning to reopen its consulate to Palestinians in Jerusalem after the Israeli government passes its budget in the Knesset. (HA 10/3; MEMO 10/4)

In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. It was also reported that Israel continues to prevent Palestinians in need of cancer treatment from traveling to East Jerusalem for chemotherapy. (HA, HA 5/31; MEMO 6/1)

Palestinian prisoners started an open-ended hunger strike for the Israel Prison Service allow family visits, which has been prohibited since March of 2020 due to the COVID-19 pandemic. (WAFA 5/31)

2 Palestinians were charged with terrorism for allegedly throwing stones at 1 Jewish family traveling by car in East Jerusalem on 5/9, a day where more than 330 Palestinians were injured by Israeli settlers and police. (HA 5/31)

Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif said such calls were incitement. (HA 6/1)

Israel summoned the ambassador of Mexico to Israel because of the country’s vote at the UN Human Rights Council (UNHRC) on 5/27 to investigate potential Israeli war crimes. On 5/30, Israel also summoned the ambassador the Philippines over his country’s vote at the UNHRC. (JP 6/1)

More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

The UN’s International Atomic Energy Agency said in a report that Iran has failed to explain why traces of uranium were found at undeclared sites. (REU 5/31)

Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. Israeli forces conduct raids in Abu Dis, sparking minor clashes with stone-throwing Palestinians; at least 25 are arrested. In the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking clashes; 1 Palestinian is killed. Israeli settlers throw stones at Palestinian cars driving nr. Bethlehem, causing no injuries or major damage. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. After shutting down on 7/12, the Gaza power plant resumes operations, with 3 of its turbines supplying 70 MW to the local grid. It’s unclear if the fuel required came from Egypt or somewhere else. (MNA 7/15)

The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. On the sidelines of economic talks in Egypt, U.S. Secy. of State Kerry meets with Jordan’s King Abdullah and PA Pres. Abbas to discuss the PA’s economic crisis. At the conference, Abbas says, “There is no alternative but to reevaluate the security and economic relations with Israel, so that the PA would restore its role in building and ending the occupation.” Kerry reportedly tells Abbas that he will pressure Israel into transferring the tax revenues that it has withheld for 3 mos. IDF soldiers violently disperse Palestinians, Israelis, and internationals taking part in nonviolent demonstrations in multiple villages against the Israeli occupation and in solidarity with Palestinian prisoners. Protesters are dispersed in 5 villages nr. Ramallah (Abud, Bayt Laqiya, Bil‘in, alNabi Salih, Ni‘lin), al-Haraiek nr. Hebron, 1 village nr. Qalqilya (Kafr Qaddum), and at Ofer prison nr. Ramallah. U.S. State Dept. spokesperson Victoria Nuland says that the Obama admin. has unblocked almost $500 million in aid—including $200 million in direct budget support—to the PA, previously frozen by Congress in October 2011 as a response to the UN statehood bid (see QU 162). According to Nuland, the White House also notified Congress in late 2/2013 that it seeks a further $200 million to fund USAID projects for the Palestinians. In response, Palestinian Labor Minister Ahmad Majdalani says that the PA’s financial crisis is not over. (AFP 3/22; MNA 3/23)

Hamas authorities complain to Egypt about Israel’s 3/21 decision to restrict Palestinian fishermen off the coast of Gaza. The government in Gaza also reportedly arrests 2 members of the Mujahidin Shura Council, which claimed responsibility for the 3/21 rocket attack on Israel. (ToI 3/22)

Under pressure from Pres. Obama to restore normal ties with Turkey, Israeli PM Benjamin Netanyahu phones Turkish PM Recep Tayyip Erdogan to apologize for ‘‘mistakes made’’ during the IDF’s attack on a Gaza-bound flotilla in 2010, when 9 Turks (including one U.S. dual national) were killed aboard the Mavi Marmara (see QU 157). They agree to dispatch envoys to each other’s countries. After coordinating this diplomatic breakthrough, Pres. Obama leaves for Jordan. (NYT 3/23)

U.S. Pres. Barack Obama meets with Jordan’s King Abdullah II in Amman for talks primarily on the Syrian civil war and the refugee crisis. Pres. Obama pledges to work to supply Jordanian authorities with $200 million extra assistance to care for the estimated 460,000 Syrian refugees who have crossed the border seeking refuge. (REU 3/22)

Lebanese PM Najib Mikati resigns due to divisions within the government about elections later in the year and to protest the cabinet’s refusal to extend the tenure of the national police chief, a figure perceived by the Sunni community as sympathetic to their interests. (AP 3/22)

Israel’s Operation Pillar of Defense against Gaza enters its 3d day, leaving another 11 Palestinians dead and bringing the Palestinian death toll since 11/14 to 30, around 1/3 civilians. Intense levels of Israeli air strikes continue, with 40 attacks before dawn and at least 200 overall during the day; reports estimate some 500 targets struck by the Israel Defense Forces (IDF) since the operation began. The IDF bombs Gaza’s Ministry of Interior building and the offices of Hamas’s acting PM Ismail Haniyeh. Palestinian armed groups fire a total of 190 rockets into Israel, including a rocket that lands in an open area nr. Gush Etzion settlement bloc s. of Jerusalem, causing no damage or injuries. The Israeli cabinet approves Israeli DM Ehud Barak’s requests to mobilize 75,000 reservists. Israel’s FM Avigdor Lieberman states that the 2 goals of the operation are to restore deterrence and destroy long-range missiles. Internationally, there is a mixture of support for Israel’s actions and caution regarding escalation. The U.S. Senate unanimously passes a resolution expressing support for Israel’s ‘‘right to act in self-defense.’’ UK foreign secretary William Hague warns Israel against staging a ground incursion into Gaza. Egyptian PM Hesham Kandil visits the Gaza Strip, during which time Israel temporarily stops its attacks. Egyptian pres. Mohamed Morsi condemns Israel’s operation and pledges Egyptian support for the Palestinians. In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning, 1 village nr. Qalqilya in the afternoon, and 1 village nr. Ramallah, 2 villages nr. Salfit, and 1 village nr. Jericho at night; conducts house searches and arrest raids in Tulkarm in the afternoon, and in Hebron and 1 nearby village, and 1 village nr. Ramallah at night. Israeli soldiers violently disperse Palestinians, Israelis, and internationals taking part in weekly nonviolent demonstrations against the Israeli occupation and land confiscations held in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih, Budrus), 1 village nr. Bethlehem (al-Ma‘sara), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 2 Palestinians are wounded by a tear-gas canister and rubber-coated steel bullet respectively, and in Kafr Qaddum, where 1 Palestinian is wounded by a tear-gas canister. In Amman, Jordanian protests over rising fuel prices continue for a 4th day. Protesters clash with security forces, and a rally of several thousand passes off largely peacefully; chants include demands for the departure of King Abdallah II. (WP 11/16)

Hamas officials say that all main Gaza factions have agreed to reimpose their cease-fire immediately, while Egyptian mediators work to secure the compliance of smaller factions. Islamic Jihad says it will observe the moratorium as long as Israel also ceases fire. Israel does not comment. Before the new cease-fire goes into effect, the PFLP and other unidentified Palestinians fire 1 Grad and 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. Israel does not respond. Israeli DM Barak authorizes construction of a kindergarten in Hebron’s Beit Romano settlement, home to some of the most extremist Jewish settlers. Meanwhile, Jewish settlers uproot olive trees in Qasra village nr. Nablus; when local Palestinians try to drive them away, IDF troops intervene, firing tear gas and live ammunition at the Palestinians, seriously injuring 1. The IDF also patrols in Kafr al-Dik village nr. Salfit. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, al-Ma‘sara, and Ni‘lin, as well as at the Qalandia crossing into Jerusalem. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no serious injuries, and arrest 2 Palestinians. Israel allows 973 Palestinians to transit through the Rafah crossing (881 going into Egypt, 92 returning to Gaza). In the West Bank, IDF troops catch a Palestinian man attempting to scale the separation wall in al-Ram to gain access to Jerusalem to find work; they force the man to stand on top of the wall and jump to the ground, causing him to fracture both legs; they then order him to crawl to a military jeep where they handcuff him before giving him medical attention. The IDF also fires rubbercoated steel bullets, stun grenades, tear gas, and skunk at stone-throwing Palestinians protesting the separation wall in Bil‘in; fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian and international activists demonstrating against the separation wall in Ni‘lin, causing no serious injuries; fire stun grenades and tear gas at Palestinian, Israeli, and international activists nr. As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. In the West Bank, the IDF conducts late night arrest raids in and around Jenin town and r.c., Nablus, and in al-Fara‘a r.c. nr. Tubas (firing live ammunition and rubber-coated steel bullets on stone-throwing youths who confront them, wounding 6); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (injuring 2 Palestinians, 1 international). Israel imposes new restrictions requiring Palestinian medical personnel fr. the West Bank who work in Jerusalem to enter Jerusalem only through the Qalandia checkpoint, the most crowded checkpoint, causing them significant delays. Heavy rains cause the collapse of 10 smuggling tunnels on the Rafah border, trapping and injuring at least 7 Palestinians. Egypt allows the entry of a delegation of Islamic Jihad officials fr. Gaza who are heading to Damascus for a wk. of internal discussions on Egypt’s proposed national unity plan ahead of national unity talks in Cairo on 11/9. Inside Israel, Hebrew University student Ali Baher, an Israeli Palestinian, is detained by campus security, questioned for 3 hrs., charged with “inappropriate conduct” for refusing on political grounds to shake hands with Pres. Shimon Peres, who randomly approached Baher while he was touring the campus library meeting with students; the university evicts Baher from campus housing and orders a disciplinary hearing (date not set) to decide whether he should be suspended. Concerned by the escalating settler violence directed at Israeli security forces, the Israeli cabinet at its weekly meeting votes to suspend all direct and indirect government funding to unauthorized settlement outposts (especially citing infrastructure such as roads, garbage collection, and school buses) in the 1st de facto admission that public funds are used to advance illegal settlement. Olmert also proposes increasing arrests and administrative detention of Jewish settlers who break the law. The Jerusalem District Juvenile Court remands and indicts 3 Jewish settler girls (ages 12, 15, 17) for reckless endangerment, aggravated assault of security forces, and obstruction of a police officer for attacks against Israeli border police in Givat Harsina on 10/30.
