In the West Bank, Israeli forces shot and killed 2 Palestinians, including a child, in Beit Einun and Husan. Israeli forces shot and injured 2 Palestinians during a raid in al-Yamun. Elsewhere, Israeli forces demolished 2 homes under construction and a warehouse near Ni’lin and 1 residential structure in al-Jiftlik. Israeli forces also seized 10 vehicles in al-Lubban ash-Sharqiya. Meanwhile, Israeli forces delivered notices that they will seize 5 dunams (1.1 acres) of land near Bethlehem to build a settler road. In Gaza, Paltel reported a complete communications blackout in all of Gaza. Israeli forces bombed Jabalia refugee camp, Khan Yunis, Rafah, Dayr al-Balah, and Gaza City; it was unclear how many casualties there were due to the communications blackout. Israeli bombings destroyed 56 buildings in the Shuja’iya neighborhood of Gaza City. 3 Israeli soldiers were killed in combat. In Lebanon, Israeli forces shelled several sites, killing 2 members of Hezbollah. Israeli snipers also shot and killed a Lebanese civilian driving near Kfar Kila. More than 20,000 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 54,000 have been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 296 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 75 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 134 Israeli soldiers have been killed and 719 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 71 trucks entered Gaza through the Rafah crossing and 120 trucks entered via the Karem Abu Salem (Kerem Shalom) crossing. The UN Office of the High Commissioner for Human Rights released a statement saying it had received reports that Israeli forces had executed 11 unarmed Palestinians in front of their families in the Rimal neighborhood of Gaza City between 8 p.m. and 11 p.m. on 12/19. The Israeli forces also reportedly forced women and children into a room and threw a grenade at them, causing injuries. The Human Rights Office called for an immediate and independent investigation. Malaysian prime minister Anwar Ibrahim said Malaysia has banned all Israeli-flagged cargo ships from docking in its ports, citing the “Israeli massacre and brutality against Palestinians.” (AJ 12/20)

Hamas political leader Ismail Haniyeh arrived in Cairo for talks with Egyptian officials. Hamas official Ghazi Hamad told Al Jazeera that the party had tried to contact Fatah to begin talks about the situation in Gaza now and the future of a unified Palestinian political system, but that PA president Mahmoud Abbas had rejected talks. The Wall Street Journal reported that Hamas’ political bureau was in talks with other Palestinian factions about the situation in Gaza after the Israeli attack. Political bureau member Husam Badran told the Journal that the talks also included former Palestinian prime minister Salam Fayyad and former Fatah member Mohammed Dahlan. The Journal also reported that Hamas turned down a proposal to exchange a weeklong ceasefire for 40 captives held in Gaza. Israel, Cyprus, and the UK agreed to open an aid corridor between Gaza and Cyprus “under Israeli security supervision and control.” It was unclear how and when the corridor would be operational. (AJ, HA, REU 12/20)

The UN Security Council discussed a resolution on Gaza for the third day in a row without calling a vote. (AJ, NYT, WAFA 12/20)

Israeli Channel 12 reported that an Israeli tank shelled a house in Kibbutz Be’eri where Palestinian militants were holding Israeli captives, injuring an Israeli. (AJ 12/20)

In a report, Human Rights Watch charged Meta, the parent company of Facebook and Instagram, with silencing support for Palestine on the 2 social media platforms. (HRW 12/20; AJ 12/21)

Democracy for the Arab World Now said it submitted a list of 40 Israeli commanding officers to the ICC who have been involved in Israel’s attack on Gaza and should be investigated for war crimes. (AJ 12/20)

The Huffington Post reported that the U.S. was planning to pressure Switzerland not to hold a Geneva Convention conference on violations of international law during Israel’s assault in Gaza. (AJ 12/20)

In the West Bank, Israeli settlers stole 3 sheep from Palestinian herders near Kisan. Israeli forces issued stop-work notices for 3 homes and 2 agricultural structures in Ni’lin and issued notices to Palestinians in Sanniriya that the Israeli military will seize 2 dunams (12.8 acres) of land for military purposes. In East Jerusalem, Israeli forces raided the Haram al-Sharif compound twice to confiscate Palestinian flags and arrested 13 worshippers. The Israeli-run Jerusalem municipality retracted its support for the establishment of a new neighborhood in East Jerusalem built for Palestinians on privately owned Palestinian land. The new neighborhood of 2,500 homes would have been the first established since 1967 intended for Palestinian residents. According to reports Jerusalem mayor Moshe Leon retracted his support for the project due to fear of losing the upcoming local elections. (HA 4/19)

In Syria, Israeli forces fired artillery shells at southern Syria from the occupied Golan Heights and dropped leaflets warning Syrians in the area against working with Hezbollah. An Israeli drone also crashed in Syria. (HA 4/19)

The Israeli finance and transportation ministries agreed to a 5-year budget where a quarter of the $7.2 billion total will be earmarked for settlement infrastructure in the West Bank. (HA 4/20; HA 4/23)

Officials from Israel, India, the U.S., and the UAE signed a memorandum of understanding in Washington D.C. to create a business coalition in relation to the I2U2 Group initiative. (HA 4/19)

Axios reported that U.S. secretary of state Antony Blinken urged Nigerien president Mohamed Bazoum to normalize relations with Israel during a visit to the country in March. Israeli officials told Axios that Niger is ready to move forward with normalization in exchange for some kind of compensation from the U.S. (AX 4/19)

In the West Bank, Palestinians threw stones at an Israeli settler vehicle, setting it on fire after the settler couple fled the scene. Israeli settlers attacked a Palestinian shepherd near Yatta, injuring his foot. Israeli settlers also set up a mobile home and water tanks near Nabi al-‘Awja. Israeli forces issued orders that it will seize 20 dunams (4.95 acres) of Palestinian-owned land for a military zone near Ni‘lin. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, Kafr Ni‘ma, Beit Liqya, Nablus, and Hebron; 6 were injured during the raids in Dheisheh refugee camp and Kafr Ni‘ma. In East Jerusalem, Israeli police violently removed Palestinian worshipers at the Haram al-Sharif compound, including in al-Aqsa Mosque, injuring 19, including 3 with baton rounds and arresting 450. 397 of the Palestinians detained were released by 4/6 but banned from entering the compound for 1 week, 47 were transferred to the Ofer prison, and 6 continued to be held in Jerusalem. Israeli police also caused damage to property inside of the mosque, including at the health clinic, smashing windows and causing damage from stun, tear gas, and smoke grenades. Israeli police claimed that 1 officer was injured in the leg by a stone thrown at him. Israeli forces also shot and injured 1 Palestinian minor near Silwan. In Israel, 2 Israeli soldiers were stabbed and injured near an army base at the Tzrifin junction, 1 Palestinian man was arrested for the attack. Israel’s Channel 12 reported on a leaked phone call between Israeli national security minister Itamar Ben-Gvir and police commissioner Kobi Shabtai in which Shabtai tells Ben-Gvir that it is in the nature of Palestinian citizens of Israel to kill each other. Shabtai told Ben-Gvir that there is nothing they can do about the high murder rate among Palestinian citizens of Israel, “[t]hey kill each other. That is their nature. That is the mentality of the Arabs.” MK Ayman Odeh, leader of the Hadash party, called on Shabtai to resign while MK Mansour Abbas, leader of the United Arab List, called on him to apologize. In the West Bank, Israeli forces razed a water pipeline connecting homes in Duma to a well. Israeli forces also razed 6 dunams (1.5 acres) of Palestinian-owned land near Ni‘lin. Haaretz reported that Israeli police downgraded the charge against the Israeli settler who stabbed 1 Palestinian to death on 6/21 from murder to reckless homicide, which carries a maximum sentence of 12 years. (HA 7/5)

PA president Mahmoud Abbas and political chief of Hamas Ismail Haniyeh met in Algiers at a meeting hosted by Algerian president Abdelmadjid Tebboune. The 2 leaders were in Algeria for the celebration of the 60th anniversary of Algeria’s independence. Aside from a picture of the 2 shaking hands, there was no information about what was discussed during the meeting, which was the 1st between the 2 since 2016 during reconciliation efforts in Doha. Israeli prime minister Yair Lapid met with French president Emmanuel Macron in Paris. President Macron urged Lapid to restart peace talks with Palestinians, saying that there is no alternative to political dialogue. (REU 7/5; ALM, AP 7/6)

Ben & Jerry’s sued its parent company Unilever to block the sale of Ben & Jerry’s business interests in Israel to the Israeli company American Quality Products. In the West Bank, Israeli settlers attacked Palestinian herders near Khirbet Makhul, injuring 1 minor. Israeli forces seized 1 water tank in al-Khader. 9 Palestinians were arrested during late-night raids in al-Eizariya, Hebron, and Ni‘lin. In East Jerusalem, 4 Palestinian families in Sheikh Jarrah was notified that Israel will seize 4.5 dunams (1.1 acres) of their land. 3 Palestinians were arrested in Isawiya and the Old City. In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. It was also reported that Israel continues to prevent Palestinians in need of cancer treatment from traveling to East Jerusalem for chemotherapy. (HA, HA 5/31; MEMO 6/1)

Palestinian prisoners started an open-ended hunger strike for the Israel Prison Service allow family visits, which has been prohibited since March of 2020 due to the COVID-19 pandemic. (WAFA 5/31)

2 Palestinians were charged with terrorism for allegedly throwing stones at 1 Jewish family traveling by car in East Jerusalem on 5/9, a day where more than 330 Palestinians were injured by Israeli settlers and police. (HA 5/31)

Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif said such calls were incitement. (HA 6/1)

Israel summoned the ambassador of Mexico to Israel because of the country’s vote at the UN Human Rights Council (UNHRC) on 5/27 to investigate potential Israeli war crimes. On 5/30, Israel also summoned the ambassador the Philippines over his country’s vote at the UNHRC. (JP 6/1)

More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

The UN’s International Atomic Energy Agency said in a report that Iran has failed to explain why traces of uranium were found at undeclared sites. (REU 5/31)

In the West Bank, Israeli settlers set fire to dozens of dunams of farmland south of Nablus and threw stones at Palestinian-owned houses. Israeli settlers and Israeli forces had initially accused Palestinians of starting the fire; however, a video showed that it was the Israeli settlers that ignited the farmland. The video also showed 4 Israeli soldiers watching as the settlers attacked without intervening. 4 Palestinians were injured by Israeli forces using rubber-coated bullets at the weekly anti-settlement demonstrations in Kafr Qaddum. Other protesters in Kafr Qaddum and in Ni‘lin suffered from tear gas inhalation. In East Jerusalem, thousands of Palestinians worshipped at the Haram al-Sharif compound for the 2d Friday of Ramadan. Males between 13 and 40 from the West Bank were banned from entering East Jerusalem by the Israeli authorities. A 63-year-old Palestinian man died of a stroke at an Israeli checkpoint on his way for the Friday prayer at Haram al-Sharif. His stroke was assessed to be caused by overcrowding at the checkpoint. Syrian state news reported that the Syrian military had intercepted a number of Israeli missiles fired toward Damascus from the Golan Heights. (HA 5/17)

The German parliament passed a motion condemning the Boycott, Divestment and Sanctions movement as anti-Semitic and called for the German government to cut funding to projects supporting boycotts of Israel. Both Israeli lawmakers and academics called on German politicians not to support the motion prior to the vote. (HA 5/16; HA 5/17)
