(The IDF will arrest 5 Palestinians allegedly responsible for the shooting attack on 7/15, including 3 mbrs. of Fatah’s military wing.) Later, the IDF conducts a violent raid in a village nr. Ramallah, destroying personal property, detaining several Palestinians, and confiscating recording equipment. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against the Israeli occupation in 3 villages nr. The 26th Arab League summit begins today, with reps. of all the mbrs. as well as UN Secy.- Gen. Ban, gathering in Sharm al-Shaykh, Egypt, to discuss the recent violence in Yemen, Palestinian affairs, and other issues. At the summit, PA Pres. The Israeli soldiers also cut off a main waterline into Kafr Qaddum, denying the village water for several hours. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. Separately, Israeli soldiers fire live ammunition at Palestinian farmers approaching the border fence nr. Khan Yunis, causing no injuries. Meanwhile, the Gaza power plant shuts down, having exhausted its fuel reserves. Scheduled power outages increase from 12 to 18 hours a day, on average, with all electricity consumed having been purchased from Israel and Egypt. Meanwhile, Hamas prevents 37 children orphaned during OPE from attending a 1-week publicity tour to Israel and the West Bank sponsored by an Israeli nongovernmental organization, saying that the trip’s goal was normalization. In the West Bank, an 8-year-old Palestinian from Nabi Salih is moderately injured when a leftover Israeli sound bomb explodes in his hand. IDF troops raid a school in a village s. of Bethlehem. Later, Israeli forces raze agricultural land in a village s. of Nablus, then set up earth mounds in the area in preparation for military exercises. French Pres. Hollande meets with PA Pres. Abbas in Paris to discuss Abbas’s plans to go to the UN and ICC. In a joint press conference, Hollande says that a “solution to the conflict” between the Israelis and Palestinians will be put to the UNSC. (AFP, HA 9/19)

Reps. of Iran and the P5+1 group meet in New York for talks on Iran’s disputed nuclear program, with just weeks to go until the 11/24 deadline for a deal over Iran’s nuclear program to be reached. It is the 1st round of talks since the 7/20 deadline was extended. Participants suggest that the parties are close, but with difficult final issues still to resolve. Meanwhile, the IAEA reports that Iran is continuing to take action in compliance with the interim agreement. (AFP, AP, REU 9/19)

The IDF continues its ground invasion, as well as air strikes in the Gaza Strip, killing 53 Palestinians, including 8 mbrs. of a single family killed in Bayt Hanun. IDF troops face resistance on the ground, in particular from fighters in al-Qassam Brigades and al-Quds Brigades, with both groups claiming attacks on IDF soldiers and positions inside the Gaza Strip. Palestinians fire more than 40 rockets into Israel, and Iron Dome batteries intercept several over Tel Aviv while 25 land in open areas, with no reports of casualties. In the West Bank, IDF troops shoot and injure dozens of Palestinians in a number of protests in solidarity with Gaza, including at Qalandia checkpoint, outside Ofer prison, in Biddu village nr. Jerusalem, and in Shuqba village nr. Ramallah. The IDF conducts house searches and arrest raids in Hebron at night; patrols in 3 villages each nr. Jericho and Ramallah, and 1 village nr. Salfit in the afternoon. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. In East Jerusalem, Israeli security forces clash with Palestinians at Haram al-Sharif, 9 are taken to the hospital, including at least 4 injured by rubber-coated metal bullets. The Israeli security cabinet meets to discuss expansion of the ground operation, with Netanyahu saying that “since there is no way to deal with the tunnels only from the air, our soldiers are doing it now from the ground.” Meanwhile, Pres. Abbas asks France to lobby Hamas’s regional allies Turkey and Qatar to pressure the Palestinian group to accept a ceasefire. French FM Fabius meets Abbas in Cairo after flying out specifically to boost efforts at reaching a cease-fire. Abbas then heads to Turkey for talks with PM Recep Tayyip Erdogan. U.S. Pres. Obama, meanwhile, speaks with PM Netanyahu, underscoring Israel’s right to defend itself, but also stressing the risks of “further escalation.” In New York, the UNSC holds an emergency meeting at the request of Jordan, where it is announced that Secy.-Gen. Ban will head to the region the next day. PA Pres. Abbas tells Palestinian television that the PA is considering an appeal to the UNSC in light of what he describes as “serious Israeli violations, especially in Jerusalem and at the Temple Mount.” Abbas also expresses concern that the PA would be unable to pay the salary for all its employees for 11/2013, without further international aid. There are protests in Egypt as Muslim Brotherhood supporters continue to demonstrate against the military-backed interim govt. There is 1 reported death, in the Nile Delta province, with clashes also reported in Alexandria and Cairo. (REU 10/12)

Newly re-elected Hamas leader Khalid Mishal convenes senior Hamas officials in Qatar to discuss, among other issues, prospects for forming a national unity government in the wake of PA PM Salam Fayyad’s 4/13 resignation, and ways of pressuring Israel to free Palestinian prisoners. The Israeli government issues tenders for 198 new settlement homes in Hebron and Efrata (Gush Etzion bloc). Meanwhile, the Jerusalem municipality approves the planned relocation of the National Defense College to the Mount of Olives. Also, Israeli NGO Peace Now says that approval for settlement plans jumped 300% in 2012, and that under Netanyahu’s premiership, 40% of construction starts in settlements were in settlements located outside of the so-called blocs that Israel intends to keep under a final-status agreement. In the Gaza Strip, the IDF fires warning shots at Palestinians scavenging for construction materials close to the border fence in the n. Gaza Strip, causing no injuries. In a separate incident, the IDF shells an open area 200 m from the border nr. Bureij, causing no injuries. In the West Bank, The IDF raids Aida r.c. in Bethlehem, opening fire on Palestinians with live ammunition, rubber-coated steel bullets, and tear-gas grenades, seriously wounding 1. The IDF says that Palestinian protesters threw stones and firebombs at the Separation Wall and Israeli forces. Palestinian news agencies report that the raid was in response to the Palestinians opening a hole in the bottom of the wall nr. Rachel’s Tomb. The IDF also demolishes sheep barns and sheds nr. Jericho; patrols in Tulkarm and 1 village each nr. Hebron, Jenin, and Jericho at night; conducts house searches and arrest raids in 1 village each nr. Hebron, Jenin, and Salfit at night. Meanwhile, an IDF investigation concludes that Israeli soldiers fired 80 bullets without justification when they mortally wounded a Palestinian man in al-Nabi Salih on 11/17 (he died on 11/19). Israeli security forces dismantle Palestinian protest camp Bab al-Shams in the E1 zone nr. Jerusalem, after the Supreme Court authorizes the government to dismantle the site. Protesters were removed on 1/12, but the tents had remained. Separately, the High Court of Justice orders the state to refrain from evicting Palestinians from 8 villages in the s. Dep. head of Hamas’s political bureau Musa Abu Marzuq says that the movement will not agree to dismantle the IQB as part of a prospective reconciliation deal with Fatah. He makes the comments in response to recent reports in al-Quds al-Arabi that Fatah is demanding Hamas dismantle its armed wing and integrate it into the PA security forces. (ToI 1/16)

The EU grants €100 m. to the PA and to UNRWA to provide essential services in the West Bank. Palestinian pres. Abbas announces that Saudi Arabia will give the struggling PA $100 m. to alleviate the PA’s financial crisis. (IMEMC, REU 1/16)

The EU and Russia issue a statement condemning Israeli plans for settlement expansion, citing in particular the proposed E1 development in East Jerusalem. Israeli PM Netanyahu says on Israeli television that he will ignore international condemnation. Meanwhile, adviser to PA pres. Palestinian refugees begin to return to Yarmuk r.c. nr. Damascus after a deal was brokered by UN-Arab League peace envoy Lakhdar Brahimi’s representative Mokhtar Lamani to keep the fighting out of the area. UNRWA estimates that around 100,000 of the camp’s 150,000 inhabitants fled during recent clashes, many taking refuge in the parks and squares of the capital. (AFP, AP 12/21)

Israel announces that it will build 3,000 new settlement housing units as a response to the successful Palestinian UN vote, as well as advance plans for thousands more units in occupied East Jerusalem and the area known as E1, between Jerusalem and Ma’ale Adumim settlement. White House spokesperson Tommy Vietor says the Israeli decision is ‘‘counterproductive’’ and makes ‘‘it harder to resume direct negotiations or achieve a two-state solution.’’ Palestinian pres. Netanyahu also addresses the UNGA session, calling on Abbas to resume talks immediately in New York, again without giving details on the basis or goal of talks. (WP 9/24) Within 3 hrs. of Abbas’s speech, the Quartet issues a vague statement calling on Israel and the Palestinians to return to talks within a month, with the objective of reaching a final agreement within a year. While Quartet special envoy Blair heralds this as “breakthrough,” UN and U.S. officials say the idea is to delay UNSC consideration of the Palestinian application to the UN on the assumption that if talks are “underway and making progress,” the UNSC would put off a vote in hopes that the parties could reach negotiated agreement. In the West Bank, 1,000s of Palestinians gather in Ramallah’s Clock Tower Square after dark to watch Abbas’s UN address televised live and celebrate the application for statehood. Similar rallies are held across the West Bank, but are banned in Gaza by Hamas authorities, who are angry that Abbas did not consult with Hamas over the process. Observers note (e.g., NYT, WP 9/24) that the “festive mood was tempered with resentment at . . . Obama’s firm stance against the initiative.” One Palestinian on the street states (WP 9/24): “We are choking on the American double standard. America supported the movements for freedom in Egypt, Tunis, Libya and Yemen, but this stops when it comes to the Palestinian people. We are asking, why?” During the day, the regular weekly protest against the separation wall in Bil‘in, al-Nabi Salih, and Ni‘lin are turned into rallies in support of the UN statehood initiative; in al-Nabi Salih, Palestinian demonstrators burn Israeli flags and posters of Obama. Meanwhile, nr. Kiryat Arba settlement in Hebron, a Palestinian boy is killed in a hit-and-run by a vehicle with Israeli plates. Later in the day in the same area, a Jewish settler man and his infant son, residents of Kiryat Arba, die in a car crash; the IDF says it was an accident, but local settlers accuse the army of covering up a murder, claiming that vengeful local Palestinians stoned the vehicle causing it to crash. The IDF denies the claims and expresses concern that settlers are attempting to provoke violence on the eve of Abbas’s UN speech. Meanwhile, unarmed Palestinians patrolling the outskirts of Qusra village in the n. West Bank (subject of numerous recent attacks by Jewish settlers fr.
