The Israeli police describe the incident as a “road accident,” though it is not clear whether the collision was intentional. Israeli settlers throw stones at Palestinians driving nr. Jenin, breaking the windshield of 1 vehicle. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. Jabaliya r.c. and Gaza City; 8 Palestinians and 1 Korean activist are injured. A suicide bomber detonates a car at an Egyptian checkpoint in Rafah in n. Sinai, killing at least 10 Egyptian soldiers and injuring 26 others. In clashes sparked by their search for accomplices, Egyptian security forces kill 40 armed fighters affiliated with the Sinai Province of the Islamic State and other Islamist groups in the area, and destroy 6 vehicles. Despite Israeli and U.S. opposition, UNESCO’s World Heritage Comm. approves a res. inscribing Hebron’s Old City, including al-Ibrahimi Mosque, on its List of World Heritage in Danger. Israeli police shoot and kill 3 Palestinian youths outside the Old City of East Jerusalem after they attack Israeli guards at Damascus Gate with knives and guns: 1 Israeli police officer is lightly injured and 1 is fatally wounded, succumbing to her injuries later in the day. After the attack, IDF troops conduct raids in the alleged attackers’ village of Dayr Abu Mash‘al nr. Ramallah, imposing a lockdown on the village and sparking clashes with residents; 2 Palestinians are injured. While the Israeli authorities ramp up their crackdown, thousands of Palestinians visit Haram al-Sharif on the 3d Friday of Ramadan, and Israeli police deploy additional battalions throughout East Jerusalem. Turkish and Palestinian officials reveal that Ankara has sent a cargo ship full of humanitarian aid, which will arrive in Gaza by the end of Ramadan. It will be the 3d shipment of Turkish aid since the IsraeliTurkish rapprochement of 6/2016 (see JPS 46 [1]). (MNA 6/9)

Also in Gaza, 3 Palestinian children die in a house fire sparked by a candle they were using because power outages have lasted 18 hours per day. Hamas officials will blame the Israeli blockade for their deaths. A U.S. State Dept. spokesperson says that the Obama admin. has not decided whether or not to support the draft UNSC res. condemning Israel’s settlements that the Palestinians circulated earlier in the week (a U.S. veto would scuttle the effort). Separately, 394 mbrs., or 90%, of the House of Representatives sign onto a letter calling on U.S. pres. Obama to “oppose and, if need be, veto one-sided UNSC resolutions,” inter alia. Following weeks of reports on back-channel economic talks, the Israeli press reports that Finance Minister Moshe Kahlon has decided to take steps to help improve the PA’s economic situation, including a transfer of NIS 500 m. In an interview with Haaretz, ICC prosecutor Bensouda says she is considering war crimes investigations into Palestinians and low-ranking Israeli soldiers. Her comments indicate an expanded scope from previous speculation that only high-level Israeli officials would be targeted. However, she repeats that she is still preliminarily examining evidence and that no investigations have been formally opened. (AFP, HA 5/1)

The Palestinian Football Association (PFA) submits a formal res. to FIFA, the body governing international soccer, calling for the Israel Football Association (IFA) to be suspended until Palestinian players and coaches are allowed to move freely, facilities can be developed without obstruction, Israeli settler soccer clubs are banned from playing in IFA competitions, and the IFA takes “firm action” to eliminate racism in its leagues. The res. is scheduled for a vote at the annual FIFA conference on 5/29. (REU 3/31)

On the 5th day of bilateral nuclear negotiations between reps. of the U.S. and Iran in Lausanne, Switzerland, Iran’s delegation is forced to return to Tehran 2 days early after Pres. Hassan Rouhani’s mother dies. The negotiations will resume on 3/26. Meanwhile, an IAEA report on Iran’s compliance with the JPOA is leaked to the press. It concludes that Iran is upholding its commitments, including capping uranium enrichment at 5% and holding any “further advances” at its enrichment facilities and the Arak heavy water reactor. Separately, 367 mbrs. of the U.S. House of Representatives send a letter to Pres. Acting pres. of the UN Human Rights Council (UNHRC) Joachim Rücker receives a letter of complaint from Israel’s permanent rep. to the UN in Geneva Eviatar Manor, alerting him to the previously unreported fact that the head of the UNHRC’s 3-mbr. commission currently investigating possible war crimes committed during OPE, William Schabas, was paid $1,300 for a consulting job with the PLO in 2012. Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations. The proposal includes a UNSC res., currently being drafted by French officials as an alternative to a Palestinian-drafted text, which will provide a framework and a 2-year deadline for talks. The PRCs, the al-Aqsa Martyrs Brigade (AMB), and a small Salafist group (the Abdullah Azzam Brigades) fire around 17 rockets (including at least 4 Grads) and at least 2 mortars into Israel, seriously injuring 2 Israelis and damaging a religious seminary and a synagogue. The IDF carries out at least 25 air strikes (warplanes and drones) and 5 artillery strikes, killing at least another 7 Palestinians (5 militants and 2 bystanders, including 1 child) and wounding at least 40; the attacks include the targeted assassination of Islamic Jihad’s senior military cmdr. Mu’ataz Quraiqe‘ in Gaza City, also killing his brother and 2-yr.-old son. (The other 4 militants killed, including senior PRC cmdr. Samed Abed, apparently were targeted after firing rockets.) Early in the day, with massive antigovernment protests expected in Egypt after Friday’s midday prayers, rumors spread that Mubarak has left Cairo for his residence in Sharm al-Shaykh under pressure from the army. Soon after, the Supreme Council of the Egyptian Armed Forces issues communiqué no. 2 indicating that the military is in effective control of the country and will oversee “the peaceful transfer of authority . . . towards a free democratic community that the people aspire to,” and pledging not to take action against protesters for demonstrating against the government. Timed with lateevening prayers, VP Suleiman confirms that Mubarak has “decided to relieve himself of his position as president and the supreme military council has taken control of the state’s affairs,” ending the 82-yr.-old leader’s 30-yr. rule.
