Israeli forces shoot and kill a Palestinian just east of the Old City of Jerusalem after he allegedly stabs and lightly injures 2 Israeli police. A Palestinian bystander is injured in the crossfire. A video of the incident later broadcast by Al Jazeera shows that the Palestinian did not pose an immediate threat to the Israeli forces that killed him. Later, IDF troops shoot and kill a Palestinian driver outside a village nr. Ramallah after he allegedly attempts to ram them. No Israelis are injured in the incident. The IDF says that the alleged ramming occurred amid clashes with stone-throwing Palestinian youths, but Palestinian witnesses deny the claim. Across the occupied Palestinian territories (oPt), IDF troops violently disperse Palestinian, Israeli, and international activists at Friday demonstrations in 6 areas nr. Ramallah (al-Masara, Bil‘in, Ni‘lin, Nabi Salih, Jalazun r.c., and outside Ofer Prison), 1 village each nr. Qalqilya and Bethlehem, and along Gaza’s border e. of Gaza City; 1 Palestinian is killed (nr. Bethlehem), 9 are injured, and 1 is arrested. Meanwhile, the IDF continues its closure of a road nr. Ramallah where a settler was stabbed on 1/18. IDF troops also conduct late-night house searches and raids in 1 village nr. Hebron, arresting 1 Palestinian; patrol in and around Hebron, Tulkarm, Jenin, Qalqilya, and Salfit. In East Jerusalem, Israeli forces assault a Palestinian at a mobile checkpoint in Silwan and arrest 2 Palestinians during late-night raids in al-Tur and the Old City. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, outside Beit El settlement, and nr. Ofer Prison), Kafr Qaddum nr. Qalqilya, and 3 areas along Gaza’s border; 14 Palestinians and 1 Israeli activist are injured. Israeli forces confiscate construction equipment Palestinians were using to build a new road in the n. Jordan Valley. Meanwhile, IDF troops conduct late-night raids in Dahaysha r.c. nr. Bethlehem, issuing arrest summons to 4 Palestinians; patrol during the day in 1 village nr. Salfit and 4 each nr. Hebron and Ramallah. Along Gaza’s border, IDF troops open fire on Palestinian farmers nr. Gaza City, causing no injuries. In East Jerusalem, around 300 Israeli troops conduct an overnight raid on the Islamic studies dept. and student union at al-Quds University in Abu Dis, confiscating equipment and docs. French FM Laurent Fabius announces that France will begin preparing for an international peace conference in an effort to “preserve and achieve the 2-state solution.” He also says,“If this attempt to achieve a negotiated solution reaches a dead end, we will take responsibility and recognize the Palestinian state.” (HA, JP, NYT, YA 1/29; MNA 1/30)

Across the oPt, IDF troops injure 16 Palestinians when they disperse Palestinian, Israeli, and international activists at Friday demonstrations against the Israeli occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Silwad, Nabi Salih, Jalazun r.c., and outside Ofer Prison), 1 village each nr. Nablus and Qalqilya, and 3 areas along Gaza’s border. Meanwhile, IDF troops evict the 80-some Israeli settlers from the 2 homes they broke into in c. Hebron on 1/21. The IDF then seals and closes off the homes. IDF troops patrol in Qalqilya, sparking clashes with stone-throwers in which 1 Palestinian is injured. They also conduct a latenight raid in 1 village nr. Bethlehem, issuing 2 Palestinians arrest summons; further patrol in 1 village nr. Qalqilya, 4 nr. Ramallah, 7 villages and al-‘Arub r.c. nr. Hebron. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In the Ramallah area, 2 Palestinians are killed in separate incidents. First, IDF troops shoot and kill a Palestinian driver n. of Ramallah after he rams his car into a group of Israeli soldiers, injuring 2. Meanwhile, IDF troops set up a mobile checkpoint in a village nr. Ramallah, sparking minor clashes with stone-throwers, and 1 Palestinian is killed after he allegedly stabs and moderately injures an Israeli soldier during the clashes. (MNA, TOI 12/4; PCHR 12/10)

Elsewhere in the oPt, IDF troops violently clash with Palestinian, Israeli, and international activists at Friday demonstrations against the Israeli occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Budrus, Jalazun r.c., and outside Ofer Prison), 2 areas nr. Qalqilya, 1 village nr. Hebron, 4 neighborhoods in East Jerusalem, and 4 areas along Gaza’s border; 36 Palestinians are injured (1 will succumb to his injures on 12/31). The IDF also conducts late-night raids and house searches in 1 village nr. Hebron and Tulkarm r.c., arresting 2 Palestinians; patrols in Tulkarm and 4 villages nr. Hebron. Along Gaza’s border, IDF troops fire artillery shells at a Palestinian bird hunter and 2 other Palestinians approaching the border fence e. of Khan Yunis, causing moderate injuries to each and damaging 2 homes in the area. Off Gaza’s n. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. The Egyptian authorities close the Rafah border crossing in the evening, having kept it open for 2 days. IDF troops on the Gaza border e. of Khan Yunis fire live ammunition at Palestinians approaching the border fence, injuring 3. Later, an explosive detonates nr. the PA unity govt. cabinet’s headquarters in Gaza City, causing no injuries. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations to commemorate Prisoners’ Day, and protesting the occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 9 Palestinians are moderately injured, including a PA minister and a journalist. The IDF also violently disperses groups of stonethrowing Palestinian youth in 1 village each nr. Hebron and Ramallah, causing no serious injuries. At night, IDF troops conduct house searches and raids in and around Hebron, and al-Bireh, issuing summons to 2 Palestinians and arresting 2; patrols in 1 village each nr. Jenin, Hebron, and Ramallah during the day. Israeli police shoot and lightly injure a Palestinian youth suspected of theft in a village nr. Jerusalem. PA officials and Israel’s COGAT Mordechai reach an agreement for Israel to transfer the full amount of tax revenues collected on behalf of the PA from 12/2014 through 3/2015— approximately NIS 1.85 b., or $472 m.—by 4/20. They also agree that a joint Palestinian-Israel economic comm. will decide what amount should be returned to Israel to pay down Palestinian debts. PA PM Hamdallah pledges to use the funds to pay PA employees the rest of their salaries, which had been reduced while the transfers were frozen. (HA, MNA, NYT, REU, TOI 4/18; AnA, YA 4/19)

In the Gaza Strip, Palestinians fire a rocket into s. Israel in the Eshkol region. Israel holds Hamas responsible and the IDF launches a latenight air strike at a Hamas military training site nr. Khan Yunis, causing damage to the site and a nearby UNRWA school. It is the 1st Israeli bombing in Gaza since the 8/26 cease-fire ended OPE. In the West Bank, Palestinians gather in Turmus ‘Ayya, Silwad, and Ofer detention center to protest the death of a senior PA official on 12/10, sparking clashes with IDF troops in which 9 Palestinians are injured with rubbercoated metal bullets and 2 are detained. In Silwad, Israeli soldiers deliberately fire at electricity transformers, causing a power outage. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), Bethlehem, and Qalqilya (Kafr Qaddum), shooting 1 in Bil‘in with a rubber-coated metal bullet and 1 in Ni‘lin. The IDF conducts an arrest raid nr. Qalqilya; patrols nr. Ramallah, Hebron, Jericho, Tulkarm, and Qalqilya. Meanwhile, dozens gather in Balata r.c. to celebrate the 47th anniversary of the PFLP. In East Jerusalem, nearly 60,000 Palestinians pray at Haram al-Sharif, then march through the streets of the Old City in protest of Israeli policies regarding the site. Later, Israeli forces conduct house searches and arrest raids in the Old City, al-Wad, Silwan, and al-Bustan. Clashes break out between Israeli police and stone-throwing Palestinians late at night in Wadi al-Juz, Anata, and Silwan. Police injure 3 Palestinians with rubber-coated metal bullets and arrest 5.
