IDF troops make a brief incursion into c. Gaza e. of Gaza Valley village to level land and clear lines of sight. The PFLP claims its mbrs. directed cross-border fire at an IDF jeep on the Israeli side of the Gaza border fence e. of Gaza City; the IDF says it has no reports of an attack. In the West Bank, the IDF demolishes 6 residential shelters and 21 animal pens in Khirbat Tana nr. Nablus, displacing 52 Palestinians, including 30 children (see 12/6); fires rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths nr. Israel and Hamas announce a deal (to be implemented 10/2) in which Israel would free 20 female Palestinian prisoners (4 fr. Hamas, 5 fr. Fatah, 3 fr. Islamic Jihad, 1 fr. the PFLP, and 7 not affiliated with any group) convicted of minor offenses in exchange for definitive proof that captured IDF soldier Cpl. Gilad Shalit is still alive. In the West Bank, an IDF jeep hits and kills 1 Palestinian teenager on the grounds of a school nr. Jenin in disputed circumstances (the IDF says it was an accident, whereas Palestinian eye-witnesses say the jeep was chasing the youth); angry Palestinians throw stones, clash with IDF troops, who respond with tear gas, causing minor injuries. The IDF also conducts latenight raids, house searches in and around Qalqilya, and nr. The IDF demolishes an illegal outpost nr. Kiryat Arba comprising only a makeshift synagogue; the site has been demolished and rebuilt by Jewish settlers on 24 previous occasions. The IDF demolishes 2 Palestinian homes in Anata in Jerusalem, evacuates another 30 bedouin families fr. tents in the area, saying they are too close to the Anatot IDF base and that some land is needed for construction of the separation wall; conducts arrest raids, house searches in Balata r.c. and Nablus, exchanging gunfire with armed Palestinians, wounding 2. An IDF jeep on patrol in Bethlehem accidentally overturns, trapping 4 lightly injured soldiers inside; when 10s of Palestinians surround, throw stones at the jeep, the soldiers fire live ammunition, rubber-coated steel bullets, tear gas at the crowd, injuring 4. The Popular Front for the Liberation of Palestine (PFLP) fires 2 rockets at an IDF post in Gaza, causing no damage or injuries. Jewish settlers fr. Keddumim, guarded by IDF soldiers, bulldoze 30 d. of Palestinian agricultural land for expansion of the settlement. Unidentified gunmen fire on the Bir Nabala home, car of proreform PC mbr. The IDF raids Saida village nr. Tulkarm, killing local Hamas cmdr. Basil Abu Sha‘b, local AMB cmdr. Sahir Ajaj in what may be assassinations; fatally shoots a stonethrowing Palestinian in Balata r.c.; fires on residential areas of Dayr al-Balah, Rafah. Suspected Fatah gunmen fr. Nablus fire on a jeep outside ‘Ayn Bayt al-Ma’ r.c. thought mistakenly to be driven by rival Fatah mbrs., injuring 2 Palestinians. Armed PFLP mbrs. exchange fire with armed PA intelligence and Force 17 officers guarding a Palestinian collaborator (responsible for the deaths of 2 PFLP cmdrs. in and IDF raid on 7/6) being held in the Nablus governate office; no injuries are reported. In light of the 7/16 kidnappings, Arafat declares a state of emergency in Gaza; issues a decree for a “temporary restructuring” of the security forces into 3 branches: public security, with his distant cousin Musa Arafat as its new head; police, with Arafat loyalist Saeb Ajiz as its new head; general intelligence, with Amin al-Hindi, a loyalist increasingly critical of Arafat, maintaining leadership of the dept. Soon after, 1,000s of armed, masked Palestinians gather outside the PC headquarters in Gaza to protest the appointment of Musa Arafat, whom they say is corrupt, as cronyism. Qurai‘ resigns, citing the lack of true reform; Arafat rejects his resignation. In continuing operations in Nablus, the IDF makes a predawn raid on a residential building, orders residents to evacuate, and immediately shoots the 1st 2 Palestinians who emerge—a Nablus University professor and his 16-yr.-old son—in an apparent botched assassination attempt. Later during the same maneuver, the IDF fatally shoots PFLP West Bank military cmdr. Yamun Faraj, senior PFLP cmdr. Amjad Hanani in an exchange of gunfire, in which an IDF officer is also killed, 3 IDF soldiers are wounded. In nearby Balata r.c., wanted Palestinian Wail Araysha is killed in a mysterious explosion in his car. In Gaza, 2 armed Palestinians open fire on, throw grenades at an IDF jeep, wounding 2 IDF soldiers; the soldiers return fire, killing both Palestinians. In Bayt Hanun, the IDF bulldozes at least 400 dunams of citrus trees, 1 Palestinian home, part of a cement factory; fires on stone-throwing youths; conducts arrest raids. The IDF also demolishes 4 Palestinian homes and a shop in Brazil r.c., 1 home in Wadi al-Silqa; conducts arrest raids in and around Bethlehem, Hebron, Ramallah; fires on residential areas of Rafah. The IDF bulldozes 63 shops, market stalls in Nazlat Issa, 1 of the only thriving Palestinian commercial centers, located very close to the West Bank border with Israel; maps of Israel’s planned security fence show the fence running e. of Nazlat Issa, which would cut off the village fr. the rest of the West Bank. The IDF also beats 2 Palestinian photographers for international agencies as they try to photograph an IDF jeep driving through Nablus with 2 Palestinian youths clinging to the hood, threaten to kill the journalists if they see the photo published; fires on residential areas of Bayt Lahia; conducts arrest raids (targeting Hamas, Islamic Jihad) in Hebron, Jenin r.c., Jericho, Nablus, Ramallah; demolishes a Palestinian home in Yatta, nr. Hebron. Islamic Jihad says that 2 of its low-ranking mbrs. have escaped fr. the IDF’s Ofer detention center in the West Bank. Israeli border police halt a suspicious van nr. Umm al-Fahm, just inside the Green Line; the 4 occupants of the car flee (2 into Israel, 2 into the West Bank); police find 300 kg. of explosives inside. Shin Bet arrests the wife of jailed PFLP leader Saadat at the Allenby border crossing, on her way to Jordan to fly to Brazil for a conference; gives no reason for her detention. Reversing an 8/18/02 decision, the Israeli High Court rules that the IDF’s "neighborhood procedure" (i.e., sending a Palestinian to warn a wanted individual to surrender to IDF troops waiting nearby) is legal, saying the IDF may not force Palestinians to act as human shields, but it may use them if they “volunteer.” (HA, WT 1/22)

In response to the Aley Sinai raid on 10/2, the Israeli inner cabinet suspends cease-fire implementation, security coordination with the PA; cancels planned mtgs. of the trilateral security comm., btwn. Peres and PC speaker Qurai`; authorizes the IDF to resume initiated actions against Palestinians, possibly including assassinations; demands that Arafat immediately arrest "militants." The State Dept. says that to maintain calm and restore trust, the PA must take "preventive action" to preclude attacks, Israel must halt incursions into PA-controlled territory and house demolitions. DM Ben-Eliezer says Israel will not resume cease-fire talks until the PA has "reined in terror." The IDF sends tanks, armored bulldozers into Gaza to carve out a 1-mi. buffer zone around Aley Sinai, flattening 100 dunums of Bayt Lahia's agricultural land, demolishing 7 PSF posts, and shelling a PSF jeep, killing 4 PSF officers, 2 Palestinian farmers. Some 6,000 Palestinians turn out for the funeral of 1 of the Hamas mbrs. who perpetrated the 10/2 raid. Elsewhere, Palestinian gunmen open fire on Jewish settlers celebrating Sukkoth in Hebron, wounding 2; fire on a vehicle nr. French Hill settlement in East Jerusalem, wounding 2 settlers. The IDF directs shells, heavy machine gun fire at residential areas of Hebron, Satih Marhaba; occupies the roof of a Palestinian home in Hebron as an observation post; sets up 3 new checkpoints in East Jerusalem. Deadline for start of Israeli withdrawal fr. Gaza, Jericho passes. PM Rabin tells reporters, "There are no sacred dates, and I cannot give a commitment that the implementation of the agreement will be finished by April 13th." Islamic Jihad mbr. Anwar Aziz hijacks ambulance btwn. Bayt Lahiya and Jabaliya camp, Gaza Strip, for suicide-bomb attack. Aziz killed, IDF soldier wounded when Aziz drives explosives-filled ambulance into IDF jeep. 2 other Palestinians, said to be mbrs. of either Islamic Jihad or PFLP's Red Eagles, shot dead by IDF in Rafah.
