In the West Bank, Israeli settlers set fire to a tractor and wrote racist graffiti in ‘Urif and slashed tires on several vehicles and wrote racist graffiti on buildings in Yasuf. Israeli settlers also threw stones and paint at an Israeli border police vehicle near the Yitzhar settlement. Israeli settlers also set fire to Palestinian agricultural lands in Asira; subsequently, local Palestinians and Israeli forces clashed in the area, leading to tear-gas related injuries. Israeli forces also razed land east of Tulkarm. Separately, Israeli forces injured 3 Palestinians using rubber-coated bullets as they were seeking to enter Israel via the separation wall near Far‘un. 20 Palestinians were arrested during late-night raids in and around Ramallah, Hizma, Bethlehem, Salfit, Nablus, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian family demolished part of their house built to accommodate their disabled son in Sur Bahir. 4 Palestinians were arrested, including 3 during late-night raids in Issawiyya and the Old City, and 1 Waqf guard at the Haram al-Sharif compound. In Gaza, Israel fired missiles at Gaza City, Bayt Hanun, and Dayr al-Balah, causing damage; incendiary balloons were launched from Gaza toward Israel, sparking fires. 1 unexploded Israeli shell was found at an UNRWA school west of Gaza City. Israel announced that it would stop all imports of fuel into Gaza as collective punishment for incendiary balloons landing in Israel. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. You can’t have peace and annexation at the same time.” PA president Mahmoud Abbas called the deal a “betrayal of Jerusalem, al-Aqsa Mosque and the Palestinian cause.” The PA also recalled its ambassador to the UAE. Hamas spokesperson Fawzi Barhoum said of the deal: “[t]his announcement is a reward for the Israeli occupation’s crimes . . . The normalization is a stabbing in the back of our people.” U.S. officials also said that Bahrain and Oman are likely to soon normalize relations with Israel. In the West Bank, a Palestinian man was rushed to a hospital in Ramallah after being beaten by Israeli forces at a checkpoint outside of Ramallah. Israeli forces also arrested 19 Palestinians during late-night raids in and around Hebron, Bethlehem, Nablus, Qalqilya, Tulkarm, Salfit, and Ramallah. Israeli settlers slashed tires and sprayed racist graffiti on walls in Duma village. Israeli forces razed land and demolished 1 house and 2 greenhouses in al-Walaja. In East Jerusalem, Israeli forces arrested 1 Palestinian during a late-night raid in Issawiyya. In Gaza, Israeli forces made incursions to level land east of Khan Yunis. Israeli prime minister Benjamin Netanyahu said in an interview with the Israeli Army Radio that he “intends to extend [Israeli] sovereignty on all the settlements and the [settlement] blocs . . . sites that have security importance or are important to Israel’s heritage.” PA prime minister Mohammed Shtayyeh said in response that the “Jordan Valley is part of Palestinian lands and any settlement or annexation is illegal,” further stating that the PA will sue Israel in international courts. In the West Bank, 14 Palestinians were arrested during late-night raids in and around Bethlehem, Jenin, and Salfit. Israeli forces also raided houses in the Hebron area and set up flying checkpoints around Hebron. A Palestinian demolished his own home in Bir Oneh, west of Bethlehem, to avoid Israeli demolition fees. For the 3d day in a row, Palestinian schoolchildren suffered tear gas inhalation in Hebron after Israeli forces fired tear gas grenades into the yards of 4 different schools. In the West Bank village of ‘Ayn Yabrud, 25 Palestinian-owned cars were vandalized by Israeli settlers. The cars were punctured and sprayed with graffiti spelling “revenge” accompanied by a Star of David. In East Jerusalem, dozens of Israeli settlers protected by Israeli forces stormed Haram al-Sharif through the Moroccan Gate to perform prayers. Seven Palestinian minors were arrested in East Jerusalem during late-night raids, including the son of the PA governor of Jerusalem Adnan Ghaith. As citizens of Israel went to vote in the Israeli general elections, Prime Minister Benjamin Netanyahu’s Likud party handed out around 1,200 small cameras to Israeli right-wing activists so that they could film at polling stations in predominantly Palestinian areas of Israel to intimidate Palestinian voters. Israeli police confiscated dozens of these cameras at polling stations. The Hadash-Ta’al list filed an urgent complaint to the Central Elections Committee to have the cameras removed immediately. Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. The Israeli Air Force then retaliates with dozens of air strikes on Hamas sites all across Gaza, causing extensive damage and injuring at least 3 Palestinians. Palestinians in Gaza respond, firing at least 50 projectiles into southern Israel and setting of hours of cross-border attacks. An hour after an Egyptian- and UN-backed cease-fire is supposed to go into effect, 30 projectiles are fired into Israel from Gaza. Most are intercepted by Israel’s Iron Dome missile defense system. The rest land in open areas, causing no damage or injuries. The Israeli Air Force then continues its air strikes across Gaza, bombing at least 15 targets in and around Jabaliya refugee camp and causing extensive damage. After a rocket from Gaza strikes an Israeli home near Tel Aviv (see above), Israeli prime minister Benjamin Netanyahu announces that he is cutting his trip to the U.S. short. He still meets with President Donald Trump at the White House, but he skips his planned address at the annual AIPAC conference. At their meeting, Trump signs a formal declaration conveying U.S. recognition of Israeli sovereignty over the Golan Heights, codifying his 3/21 pledge. Meanwhile, the Israeli authorities decide to indefinitely shut down the Erez and Kerem Shalom border crossings, blocking all traffic of persons and good in and out of Gaza. Israeli forces deliver stop-work orders to 2 Palestinian homes under construction near Hebron and a water well under construction near Tubas. IDF troops arrest 6 Palestinians during late-night raids in and around Hebron and Ramallah; and patrol near Salfit and Qalqilya. An unexploded piece of Israeli ordnance detonates near Bethlehem, injuring 3 Palestinian minors. Along Gaza’s border, an Israeli drone bombs a Palestinian motorcycle near Rafah, causing no damage or injuries. The IDF does not comment on the strike. In the evening, hundreds of Palestinians gather along the border fence near Rafah to set tires on fire, throw stones, and otherwise continue the Great March of Return. IDF troops violently disperse the demonstrations, injuring 5 protesters. In 2 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli settlers puncture the tires of 10 Palestinian vehicles and leave racist graffiti on nearby walls in Ras Karkar near Ramallah. Settlers also assault 2 Palestinian shepherds near Hebron and throw stones at a Palestinian school in nearby Urif village, causing no damage or injuries. Israeli forces fire tear gas at Palestinian students at a school in central Hebron; no serious injuries are reported. It’s unclear why the IDF attacked the school. They also deliver stop-work orders to a Palestinian home under construction in western Hebron; confiscate heavy equipment from a construction site in southern Hebron; and uproot approximately 300 olive tree seedlings from a Palestinian grove north of the city. PA minister of finance Shukri Bishara says that the PA intends to pay all its employees on time in the coming months, but that some of the higher salaries might be reduced due to the 2/17 Israeli decision to make deductions from the monthly transfers of tax revenues to the PA. “We are coming on difficult days in the coming weeks, and we will handle the issue of salaries as wisely and fairly as possible,” he says. Meanwhile, senior Fatah official Mahmoud al-Aloul says that a committee has been formed to put together a list of Israeli products to ban from Palestinian markets in response to the Israeli deductions in tax revenue transfers. Hosen L’Yisrael Party chair Benny Gantz and Yesh Atid Party chair Yair Lapid announce that they have agreed to run on a joint ticket ahead of the Israeli election on 4/9. Under their agreement, Gantz would serve as prime minister for two and a half years, then Lapid would take over the top job. Gantz is widely seen as Prime Minister Benjamin Netanyahu’s top challenger in the election, and this agreement is expected to strengthen his chances of becoming the next prime minister. Approximately 30 armed settlers enter Urif village near Nablus in the evening. They damage equipment at an infrastructure construction site and spark clashes between their IDF escort and Palestinians in the area; 3 Palestinians are injured. IDF troops also violently disperse Palestinian schoolchildren throwing stones in Hebron; and patrol near Qalqilya, Tulkarm, and Hebron. In East Jerusalem, several senior Islamic Waqf officials enter Haram al-Sharif via al-Rahma Gate and pray at the sanctuary. Israeli forces demolish a Palestinian home in al-Walaja. On the 2d day of a Middle East security conference in Warsaw, U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner says that the Trump administration’s long-awaited plan for Palestinian-Israeli peace will require compromises of both sides. “We hear Jordan, Saudi Arabia, and Israel and we understand that there is a chance,” he adds. “They do a better job than me to explain why there is a reason to be optimistic.” Kushner also says that the Trump administration’s plan is not based on the Arab Peace Initiative. “I think it was a great initiative, in 2002 when it was done, but it hasn’t produced peace.” After meeting with Israeli prime minister Benjamin Netanyahu, U.S. secretary of state Mike Pompeo says that “stability in the Middle East” won’t be achieved “without confronting Iran.” Netanyahu’s office later leaks a video recorded during a closed session in Warsaw on 2/13 depicting several Arab foreign ministers downplaying the Palestinian-Israeli conflict in relation to Iran in terms of issues threatening the security of the Middle East. Bahrain’s Foreign Minister Khalid bin Ahmed Al Khalifa is depicted saying that “toxic” money from Iran has obstructed past efforts to resolve the Palestinian-Israeli conflict. Along Gaza’s northern border, IDF troops shoot and kill a Palestinian fisherman working from the shore near Bayt Lahiya. The incident comes hours after the Israeli authorities informed their Palestinian counterparts in Gaza that fishermen were allowed to return to the sea today. As ordered by Israeli defense minister Lieberman on 10/31, the fishing zone is limited to 6 nautical miles from Gaza’s northern shore and 9 nautical miles from its southern shore. Also along Gaza’s border, IDF troops shoot, injure, and arrest a Palestinian approaching the border fence near Jabaliya refugee camp The IDF claims he was throwing grenades at Israeli posts. Dozens of right-wing Israeli activists stand in the road leading to the Kerem Shalom border crossing for several hours, blocking the entry of goods and fuel into Gaza in protest of the recent rocket fire. In East Jerusalem, Israeli forces shoot and injure a Palestinian outside a police station in Jabal Mukabir after he allegedly stabs and lightly injures 4 Israeli police officers (the Palestinian will succumb to his injuries on 11/20). The Israeli police deploy in force in the neighborhood after the incident, conducting arrest raids and blocking off several roads. In the West Bank, Israeli settlers torch a Palestinian-owned vehicle and spray racist graffiti on nearby walls in Urif village near Nablus. In response to the Israeli security cabinet’s 11/13 decision to agree to a cease-fire with the armed Palestinian groups in Gaza, Israeli defense minister Avigdor Lieberman announces his resignation and calls for snap elections. Lieberman takes specific issue with both the cease-fire and the decision to allow Qatari money into Gaza to pay the civil servants of the Hamas-run government. “There is no other definition, no other significance, but a capitulation to terror,” he says. “What we are doing now as a country is buying short-term quiet at the cost of our long-term security.” Without Lieberman’s Yisrael Beytenu in the ruling coalition, Prime Minister Benjamin Netanyahu’s bloc still holds a majority of the seats in the Knesset (61–59). Israel Television News Company publishes a poll showing that 74% of the Israeli public is dissatisfied with Israeli prime minister Netanyahu’s handling of the recent conflict with Hamas. The poll was reportedly taken in the hours after Defense Minister Lieberman resigned earlier today. The results also show that Netanyahu’s Likud party would only win 29 seats in the Knesset if elections were held today, marking the weakest Likud has polled since 3/2018. Israeli PM Netanyahu announces that the IDF demolished 2 underground tunnels in Gaza overnight. One of the tunnels was old and being refurbished; the other had not yet entered Israel. “Our policy is to act with determination against every attempt to harm us, and to systematically destroy the terror tunnel infrastructure, and so shall we continue,” he says, adding that “it is time for the international community to recognize that the financial aid going to Gaza is buried underground.” Hamas responds by dismissing 1 of the tunnels as “old” and “unused.” (HA, JP, TOI 3/18)

Israeli settlers slash the tires of 5 Palestinian vehicles near Qalqilya and leave price-tag graffiti on the walls nearby. In East Jerusalem, Israeli forces demolish a Palestinian shop and cut down a number of trees in Issawiyya. They also arrest 17 Palestinians during late-night raids in Issawiyya, Abu Dis, and al-Ram. The Israeli police recommend charging PM Netanyahu in 2 cases where there is sufficient evidence he accepted bribes “against the public interest.” Atty.-gen. Avichai Mandelblit is now tasked with deciding whether or not to formally charge the PM.  In Gaza, at least 2 Palestinians die in a smuggling tunnel collapse nr. Rafah, according to Palestinian sources. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Gaza City. In the West Bank, IDF troops conduct raids in Aida r.c. and al-Azza r.c. nr. Bethlehem late at night, sparking clashes with armed and stone-throwing Palestinian youths in both; there are no serious injuries. They conduct further raids in Salfit and nr. Hebron, Nablus, Ramallah, and Tulkarm, arresting 13 Palestinians and issuing arrest summons to 3; patrol nr. Hebron, Tulkarm, and Jenin. In East Jerusalem, Israeli forces confiscate property and arrest 1 Palestinian during raids in the Old City. Uncoordinated stabbing and alleged stabbing attacks continue in the West Bank and Jerusalem, resulting in the deaths of 3 Palestinians. Two Palestinians open fire on an Israeli bus in Ramot, causing no damage. Israeli police then chase the shooters into the Old City, where they shoot and kill the 2 men after they allegedly attempt to ram their car into a Jewish Israeli pedestrian, causing no serious injuries. A 3d Palestinian is critically injured in the crossfire. The IDF maintains, for a 2d day, the closure of 1 village each nr. Qalqilya and Salfit. On the outskirts of the village nr. Salfit, Israeli soldiers open fire on 2 Palestinian youths as they approach an IDF checkpoint, killing 1 and critically injuring the other. Elsewhere in the oPt, Hamas announces that 1 of its fighters died earlier in the day during unspecified training exercises. IDF troops raid a village nr. Jenin, sparking clashes with stone-throwing Palestinians; there are no serious injuries. They conduct further raids in and around Nablus, Qalqilya, Bethlehem, and Hebron, arresting 18 Palestinians. An Israeli settler stabs and injures a Palestinian nr. Nablus. Late at night, Israeli settlers spray price-tag graffiti on the walls of a Palestinian home in a village nr. Bethlehem. In response to the string of attacks on 3/8 and after conferring with senior security officials, Israeli PM Netanyahu announces that Israel will complete the construction of the separation wall in the s. Hebron Hills. He also states that his govt. proposes new legislation to deter and punish Palestinians who enter Israel illegally, close Palestinian media outlets responsible for alleged incitement, and deny work permits to the families of Palestinians who commit serious crimes against Israelis. The Israeli authorities inform 5 Palestinian food companies that their goods will no longer be permitted to pass through the Beitunia crossing for sale in Jerusalem. Israel last barred West Bank food products from entering East Jerusalem for a brief period in 2010. (TOI 3/13)

In Cairo, French FM Jean-Marc Ayrault says that France will not recognize the State of Palestine if the planned French peace initiative fails, effectively retracting his predecessor’s 1/29 pledge. “There is never anything automatic,” he says, adding that “France will present its initiative to its partners. In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. They conduct late-night raids in Silwan, Jabal Mukabir, and Issawiyya, arresting 3 Palestinians. In n. In response to the 6/19 shooting nr. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. In the West Bank, the IDF shoots and wounds 1 Palestinian in Aida r.c. in Bethlehem, during clashes between dozens of youth and soldiers positioned at the n. entrance to the camp. IDF troops conduct house searches and arrest raids in 1 village nr. Hebron in the afternoon, and in Hebron and 4 nearby villages, and 1 village nr. Jenin at night; patrols in 2 villages nr. Hebron and in Jenin and Jenin r.c. at night. Jewish settlers set fire to a mosque in Dayr Istya village nr. Salfit, leaving “price-tag” graffiti. In comments delivered after a meeting of PLO leaders in Ramallah, PLO Secy.-Gen. Rabbuh says that the peace process with Israel has reached an impasse and accuses Netanyahu of “deception and fraud.” Another PLO official Tayseer Khaled says that the demand to recognize Israel as a Jewish state is “dangerous.” (JP 1/15)

U.S. Secy. of State John Kerry holds separate talks with Israeli and Palestinian leaders, on his 4th visit to the region in 4 mos. Kerry meets with Israeli PM Netanyahu, Justice Minister Tzipi Livni, and separately with Pres. Shimon Peres in Jerusalem, and then with Palestinian pres. Mahmud Abbas in Ramallah. Kerry praises Netanyahu for his “seriousness” in looking for ways to return to direct negotiations and expresses optimism but no concrete strategy for moving things forward. Meanwhile, U.S. Defense Secy. Chuck Hagel appoints retired Gen. John Allen as special envoy on security issues in talks between Israel and the PA. Five are killed and more than 50 wounded in clashes in Tripoli between Lebanese gunmen from Sunni and Alawite communities. The death toll since the latest bout of fighting in the city began on 5/19 is now at least 18, with more than 170 wounded. Hebron, set fire to a car and spray ‘‘price-tag’’ graffiti. The IDF clash with residents of al-Nabi Salih village nr. Ramallah and Salfit, injuring 2 in the latter. The Palestinian Central Bureau of Statistics says that the population of Palestinians around the world totalled 11.6 m. in 2012, with 2.7 m. in the West Bank, 1.7 million in the Gaza Strip, 1.4 million in Israel, and around 6 million in the Middle East and worldwide. (MNA 12/31)

Israeli television reports that Israeli PM Benjamin Netanyahu stands behind his 6/2009 statement of support for the two-state solution, though without directly quoting from the PM.
