Just before U.S. secy. of state Condoleezza Rice arrives in Israel for 6/15–16 mtgs. to encourage Israeli-Palestinian negotiations (see Quarterly Update), the Israeli Housing Min. announces approval for construction of 1,300 new settlement housing units in Ramat Shlomo in East Jerusalem. In the West Bank, the IDF conducts late-night arrest raids, house searches in Qalqilya and nr. Salfit; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 2); fires tear gas, percussion grenades at a similar protest al-Ma‘sara (injuring 5). Jewish settlers enter Nablus to pray at Joseph’s Tomb without prior coordination with the IDF; the IDF evacuates and arrests them. The IDF also sends tanks into Gaza e. of al-Maghazi r.c. to level land along the border fence. In Gaza’s al-Bureij r.c., Hamas-affiliated police attempt to arrest 2 wanted Fatah mbrs., but are attacked, forced to retreat by neighbors and Fatah supporters; no serious injuries are reported. Overnight in Gaza, the IDF sends troops, bulldozers into Bani Suhayla nr. Khan Yunis, bulldozing 125 d. of agricultural land, several greenhouses, 1 Palestinian home before withdrawing in the morning; during the operation, troops fire a tank shell at armed Palestinians approaching the area (wounding 3) and detain 11 Palestinians (including 1 child) for questioning. In the West Bank, the IDF conducts arrest raids, house searches in Bethlehem, Qabatya, and nr. Hebron. In East Jerusalem, Israeli police and intelligence officers break up a memorial service for the late Palestinian political figure Faisal Husseini, declaring it an illegal political gathering, arresting 4 Palestinians. A Jewish settler deliberately drives into a flock of Palestinian sheep nr. Hebron, killing 3 sheep, injuring 2. The Israeli Housing Min. says it is moving ahead with previously announced plans to build 884 new Jewish settler housing units in East Jerusalem’s Pisgat Ze’ev (763 units) and Har Homa (121 units) settlements. Meanwhile, in Bayt Furik, angry Palestinians demonstrate, throw stones at a Palestinian Authority (PA) police station in Nablus, denouncing the PA’s recent confiscation of 86 unlicensed and stolen vehicles, injuring 3 policemen; the PA police fire live ammunition and percussion grenades at the protesters and beat several, injuring 8 Palestinians and causing an elderly Palestinian woman to have a fatal heart attack. In Gaza’s al-Maghazi r.c., unidentified gunmen fire on a group of Hamas mbrs., who return heavy fire; no injuries are reported. The IDF sends tanks, armored vehicles, bulldozers into 2 areas e. of al-Maghazi in c. Gaza and around the Qarni industrial zone to level land. On the Rafah border, Egyptian border police find, demolish 7 smuggling tunnels. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Jenin, Ramallah. Armed Jewish settlers fr. Dov Nesher nr. Hebron attack Palestinian farmers and shepherds on nearby land, forcing them to flee the area. A Jewish settler wounds a Palestinian in a drive-by shooting in Hebron; the IDF transports the Palestinian to an Israeli hospital. A dispute erupts btwn. In Gaza, the IDF makes an air strike on a Palestinian civilian leaving a Bayt Hanun house, killing him instantly and wounding 3 bystanders; Izzeddin al-Qassam Brigades mbr. Sami al-Dibari, the dead man’s brother, apparently was the intended assassination target. The IDF also bulldozes 33 d. of agricultural land, a water network, 4 greenhouses in Khuza, also damaging a home; bulldozes additional land nr. alMaghazi r.c.; conducts late-night arrest raids, house searches nr. Bayt Hanun. In Gaza City, 2 Hamas mbrs. are injured when explosives they are handling detonate prematurely. Also in Gaza, 2 Palestinian teenagers die of injuries received during IDF attacks on 4/16. In the West Bank, the IDF patrols in Azun nr. Qalqilya, firing on stone-throwing youths who confront them, wounding 1; conducts late-night arrest raids, house searches in al-Bireh, nr. Jenin. In Gaza, the IDF bulldozes 24 d. of olive groves and a small Gaza police outpost nr. al-Maghazi r.c. Egyptian border police discover, demolish a smuggling tunnel on the Rafah border. In the West Bank, the IDF demolishes a Palestinian home in Anata nr. Jerusalem; occupies a Palestinian home nr. Jenin as a military outpost; conducts late-night arrest raids, house searches nr. Tulkarm and in al-Bireh (raiding and searching the municipal building, rounding up 2 municipal employees fr. their homes and bringing them to the offices to log onto password-protected computers), Ramallah (raiding the chamber of commerce offices), Jericho. The Israeli Housing Min. presents Olmert with a proposal for construction of 1,900 new Jewish settler housing units across the West Bank in 2008: 682 units in Beitar Ilit nr. Bethlehem, 510 units in Givat Ze’ev n. of Jerusalem, 302 units in Ma’ale Adumim e. of Jerusalem, 160 units in Binyamin settlement n. of Jerusalem, 158 units in Efrat nr. Bethlehem, and 48 units each in Ariel nr. Salfit and Kiryat Arba in Hebron. Palestinians throw stones at Jewish settler vehicles nr. Palestinians fire at least 1 rocket fr. Gaza toward Israel that lands inside Gaza, hitting a home, seriously injuring 1 Palestinian. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Ramallah, nr. Bethlehem and Tulkarm, in Hebron, Jenin town and r.c., Nablus. Unidentified gunmen shoot, wound a Hamas-affiliated police officer in Dayr al-Balah. In Gaza City, 5,000 NGO reps. and citizens rally to call on the factions to implement a national unity government. In Gaza, IDF bulldozes land on the Palestinian side of the Qarni crossing, along the border fence e. of al-Maghazi r.c. A smuggling tunnel on the Rafah border collapses, killing 2 Palestinians. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 1). Jewish settlers celebrating Purim in Hebron vandalize a Palestinian school, other property and attack local Palestinians; the IDF observes but does not intervene. (OCHA 3/26; PCHR 3/27)

The IDF shells a rocket-launching site in Gaza City and makes an air strike on a 2d rocket-launching site nr. Bayt Lahiya, killing 3 Islamic Jihad mbrs., wounding at least 2 Islamic Jihad mbrs. and 2 civilians; bulldozes land along the border fence e. of al-Maghazi r.c. Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in Bethlehem, nr. Qalqilya. Overnight, in Jerusalem, Israeli authorities hand the body of the 3/6 Mercaz Harav attacker over to his family in Jabal Mukabir for a predawn burial, hoping to prevent clashes surrounding his burial. When news breaks, however, 10s of right-wing Jewish settlers storm Jabal Mukabir, evading police barricades, clashing with riot police, throwing stones at Palestinian homes on the rim of the neighborhood. Nearby, 100s of right-wing Jewish settlers hold a protest rally demanding the expulsion of Palestinian citizens of Israel, scuffle with police. IDF troops on the n. Gaza border shoot, wound a mentally handicapped Palestinian who strays nr. the border fence nr. Bayt Lahiya. The IDF also bulldozes land inside the Gaza border fence e. of al-Maghazi r.c. The Israeli navy fires on Palestinian fishing boats off the s. Gaza coast, seriously wounding 1 fisherman. Gaza’s Health Min. and the Palestinian Red Crescent Society in Rafah report that most of their ambulances have stopped running for lack of fuel. The IDF makes a late-night air strike on a group of Palestinians nr. the Gaza border e. of al-Maghazi, killing 2 armed Palestinians. In the West Bank, the IDF patrols in, fires on residential areas of Tulkarm, causing no injuries; conducts arrest raids, house searches nr. Bethlehem. (PCHR 2/21; OCHA 2/27; PCHR 2/28)

The IDF makes an air strike on a car in Bayt Lahiya, assassinating PRC cmdr. Raed Abu al-Ful, also killing a Palestinian woman traveling with him; makes an air strike on another car in Bayt Lahiya carrying suspected militants, missing the car, killing a Palestinian woman and child nearby, seriously wounding 6 bystanders (including 3 children); makes an air strike on Gaza City, killing 2 Hamas mbrs., wounding 4; fires on unarmed Palestinians who stray nr. the border fence e. of Dayr al-Balah, wounding 1; sends tanks, a bulldozer into Gaza to level land nr. al-Maghazi r.c. and nearby alMusaddar. Palestinians fire about 40 rockets fr. Gaza toward Israel, half of which land inside Israel, hitting 2 houses, damaging a road, lightly injuring 4 Israelis. Olmert vows to wage “war” on Gaza to stop rocket attacks, orders Gaza’s crossing sealed completely for several days to punish Gazans. Nablus, where they surround and fire on a Palestinian home (wounding a 3-yr.-old boy), sparking an exchange of gunfire that leaves 1 wanted Palestinian dead, another wounded, 4 Palestinians under arrest; sends undercover units into Tulkarm, detaining 25 Palestinians; conducts additional arrest raids, house searches in villages nr. Israel allows another 180 Gazan students to leave Gaza through the Erez crossing (see 12/2). The IDF makes an air strike on a car in Shati’ r.c., assassinating AMB mbrs. Nidal al-Amoudi and Mahir al-Mabhuh, seriously wounding a 3d AMB mbr.; sends tanks, bulldozers into Gaza to level land along the border e. of al-Maghazi r.c. In the West Bank, the IDF patrols in, fires on residential areas of Jenin, Nablus (searching several apartment buildings); raids, searches cyber cafes in Dahaysha r.c. nr. Bethlehem; searches homes in Rummana and al-Taybeh nr. Jenin; conducts arrest raids, house searches in and around Tulkarm r.c. In the West Bank, the IDF conducts arrest raids, house searches in Tulkarm town and r.c., nr. Jenin; uproots 100 Palestinian olive trees in al-Rihiyya nr. Hebron, sparking clashes with local Palestinians, injuring 1 boy. In Hebron, IDF soldiers angry over the 12/28 death of 2 settlers raid and vandalize a Palestinian home near the site of the killings, causing damage but no injuries. Jewish settlers fr. Gush Etzion stone Palestinian vehicles on roads nr. the settlement, damaging 3. Fatah mbrs., Hamas-affiliated security forces clash in Gaza, leaving 5 Palestinians (2 bystanders, 2 Hamas mbrs., 1 Fatah mbr.) dead, at least 30 injured; clashes start in Khan Yunis and spread to Bayt Lahiya, Dayr al-Balah, Gaza City, Jabaliya r.c., al-Maghazi r.c., Nussayrat r.c., and Rafah. Hamas officials say that the fighting began when Fatah mbrs. opened fire on worshipers leaving a mosque in Khan Yunis, killing a local Hamas figure and a 10-yr.-old boy. Separately, suspected unidentified assailants kidnap, assault, release a local Fatah leader in Gaza City; the family accuses Hamas, but Hamas blames internal Fatah disputes. The 2,000 Palestinian pilgrims denied reentry into Gaza by Egypt via the Rafah crossing (see 12/30) riot at a detention camp in al-Arish where Egypt is holding them; no serious injuries are reported. The IDF makes an air strike on Jabaliya r.c., assassinating 4 Islamic Jihad mbrs. as they leave a mosque after morning prayers; 5 bystanders are wounded. Later, Islamic Jihad fires rockets and mortars at the Kerem Shalom crossing in response, causing no damage or injuries; the IDF makes a 2d air strike on a Hamas-affiliated police post in s. Gaza, killing 2 Hamas mbrs. The IDF also levels land inside the Gaza border e. of al-Maghazi r.c. Israel allows 27 Gazans to enter Egypt through the Rafah crossing for the Hajj. IDF troops on the Gaza border fatally shoot a Palestinian farmer plowing a field nr. the border fence nr. Khuza in s. Gaza. In the West Bank, the IDF conducts arrest raids, house searches nr. Qalqilya. Jewish settlers accompanied by IDF soldiers set up tents, raise an Israeli flag on a plot of Palestinian land along Road 60 northeast of Hebron; Israeli police remove them. In Gaza City, unidentified assailants detonate a bomb outside the former PA National Security Forces headquarters, now controlled by Hamas, causing damage but no injuries. Armed PRC mbrs. raid, vandalize, steal equipment fr. a Fatah office in al-Bureij r.c. Armed PRC mbrs. whose salaries have been cut off by Abbas’s government raid a youth center in al-Maghazi r.c., fire in the air, demand reinstatement of their salaries; Hamas-affiliated police convince them to leave. In Gaza, the IDF sends troops into Wadi al-Silqa, raiding and searching homes, detaining 50 Palestinians for questioning, demolishing 3 Palestinian homes, damaging 4 others, bulldozing 80 d. of agricultural land, before withdrawing late in the evening. In the West Bank, the IDF conducts arrest raids, house searches in and around Hebron and Jenin (firing on stone-throwing Palestinian youths who confront them, wounding 1), in Balata r.c. (demolishing the home of a wanted Palestinian), Qalqilya. In central Gaza, unidentified gunmen ambush, attempt to kidnap the al-Maghazi r.c. municipal dir., who escapes. Also in al-Maghazi, local leaders of Fatah al-Yasir, Hamas, the PRCs hold a demonstration to protest the upcoming Annapolis peace talks. In Hebron, the PSF orders classes at the Palestine Polytechnic University suspended, surrounds the campus to prevent recent tensions btwn. the Hamas-dominated student council and a Fatah-affiliated student group fr. erupting into violence. To increase pressure on Hamas, Israel announces that it will begin curtailing fuel shipments to Gaza by up to 11% and that it has permanently closed the Sufa crossing (closed on 10/26 and 10/27 for the weekend), leaving Kerem Shalom (fully controlled by Israel) the sole crossing point for goods and humanitarian aid. (Officially the government calls the move “self-defense.”) Israel says that it will allow into Gaza “the minimum amount of food and medicines necessary to avoid a humanitarian crisis.” In Gaza, the IDF shoots, wounds a Palestinian fisherman laying nets on the Bayt Lahiya coast; sends troops into al-Shuka, where they exchange tank and heavy machine gun fire with armed Palestinians firing RPGs, leaving 1 Hamas mbr., 1 IDF soldier dead, 2 IDF soldiers wounded; conducts land-leveling operations inside the Gaza border nr. Dayr al-Balah, firing on residential areas, causing no reported injuries. Palestinians fire an RPG at an IDF jeep patrolling the Gaza border e. of al-Maghazi r.c., missing the target, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Bethlehem, Hebron, Jenin, Ramallah. Jewish settlers fr. Itamar nr. Nablus harass Palestinians harvesting olives nearby; the IDF intervenes, forcing the settlers to leave. In the West Bank, the IDF conducts arrest raids, house searches in and around Ramallah, nr. Nablus (arresting a PA General Intelligence officer); fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 4. Jewish settlers fr. Elon Moreh nr. Nablus deny local Palestinian farmers access to their land nearby the settlement; the Palestinian District Coordination Office (DCO) contacts its IDF counterpart, which refuses to intervene. During the day, the IDF bulldozes 150 d. of citrus and olive groves, 2 greenhouses, 270 beehives e. of Bayt Hanun. In Bureij r.c., 2 Hamas mbrs. are injured when explosives they are handling detonate prematurely. In the West Bank, the IDF sends undercover units into Jenin in a vehicle with Palestinian license plates to ambush and assassinate AMB mbr. Muhammad Abu Sorour, also shooting, wounding, and arresting AMB mbr. Hilal al-Sa‘di, who is traveling with him; conducts arrest raids, house searches in al-Bireh, nr. Bethlehem and Nablus; demolishes the single shantylike structure comprising the Netzer unauthorized settlement outpost nr. Bethlehem (which has been removed by the IDF and rebuilt by settlers several times since its 1st incarnation in 2005). In ‘Azun nr. Qalqilya, the IDF deliberately fires on the main electricity transformer, cutting power to the village; bulldozes 7 d. of Palestinian crops; issues military orders confiscating 390 d. of Palestinian land for construction of the separation wall. A Jewish settler fr. Kiryat Arba injures a 2-yr.-old Palestinian girl in a deliberate hit-and-run. (where armed Palestinians detonate an explosive device nr. an IDF jeep, wounding a soldier), Nablus; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstrations against the separation wall in Bil‘in, injuring 3. Khan Yunis, leveling agricultural land, firing on residential areas, killing 1 unarmed Palestinian; sends tanks, a bulldozer into Gaza e. of Rafah to level land, clashing with local gunmen, causing no reported injuries; fires a surface-to-surface missile into Gaza at a group of armed men nr. Bayt Hanun, missing them, causing no reported damage; sends troops into s. Gaza to arrest 2 Palestinian farmers nr. al-Maghazi r.c. On the Rafah border, 2 Hamas mbrs. are killed when a smuggling tunnel collapses. In the West Bank, the IDF shoots, wounds 2 Palestinian children in Hebron with live ammunition, mistaking a toy for a gun; fires on residential areas of ‘Azun nr. In n. Gaza, the IDF makes 2 air strikes targeting a car carrying 4 Islamic Jihad mbrs. allegedly en route to fire rockets into Israel, missing the car initially, allowing the men to escape with minor injuries; exchanges fire with Hamas mbrs. across the border e. of al-Maghazi r.c., causing no reported injuries. The Hamas government in Gaza calls on militant groups to stop firing at border crossings with Israel to ensure the continued flow of humanitarian aid. A 14-yr.-old Palestinian is seriously injured by IDF UXO nr. Bayt Lahiya. In the West Bank, the IDF conducts arrest raids, house searches in Jenin town and r.c., nr. Hebron.
