At least 57 Palestinians are injured (5 seriously), and at least 8 are arrested. Meanwhile, IDF troops patrol near Hebron, Qalqilya, and Salfit. Unidentified parties fire 3 rockets from Gaza toward Israel. Israel’s Iron Dome missile defense system intercepts 2; the 3d hits a building, causing light damage and no injuries. In an interview with the Jerusalem Post, U.S. ambassador to Israel David Friedman says that the Trump administration is “disappointed with some of the rhetoric” coming from the Palestinians in response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. He calls it “ugly, needlessly provocative, and anti-Semitic.” (JP, TOI 12/29)

A Palestinian child succumbs to injuries sustained on 8/8/2014 during Israel’s summer 2014 assault on Gaza. Four members of the boy’s family were killed that day when an Israeli air strike targeted his family home. Meanwhile, thousands of Palestinians march through Gaza City in protest of U.S. pres. Trump’s reported decision to move the U.S. embassy in Israel to Jerusalem. IDF troops violently disperse dozens of Palestinians protesting along the border near Khan Yunis (there are no serious injuries). In the West Bank, the IDF temporarily closes the entrance to nearby Ya‘bad village after reports of shots fired at an Israeli settler bus near Jenin. In a speech broadcast from the White House, U.S. pres. Trump announces that the U.S. recognizes Jerusalem as the capital of Israel and that his administration will begin the process of moving the U.S. embassy in Israel from Tel Aviv to Jerusalem. “I have judged this to be in the best interest in the pursuit of peace between Israel and the Palestinians,” he says. PA pres. Abbas says that the U.S. can no longer serve as mediator between the Israelis and Palestinians. Along Gaza’s border, IDF troops open fire on Palestinian farmland near Bayt Hanun, causing no damage or injuries. The Jerusalem Municipality and Jerusalem District Council issue building permits for 176 new housing units in Nof Zion, an Israeli settlement inside Jabal Mukabir. If this construction goes forward, Nof Zion would be the largest Israeli settlement inside a Palestinian neighborhood in Jerusalem. (HA, TOI 10/25)

During a meeting with settler leaders, Israeli PM Netanyahu promises to invest NIS 800 million (approximately $230 million) in roads and other infrastructure development in the West Bank, starting in 2018. The settler leaders’ reaction is mixed. While some welcome the pledge, others are dubious, including Samaria Regional Council chair Yossi Dagan, who says, “We are fed up with promises and spin.” (TOI, YA 10/25; HA 10/26)

Sinai Province of the Islamic State (SPIS) fighters launch rockets into Israel from n. Sinai late at night. Israel’s Iron Dome missile defense batteries intercept 3 of them; others land in open areas nr. Eilat. No Israelis are injured. SPIS last launched rockets into Israel in 7/2015 (see JPS 45 [1]). Later, 2 Palestinians are killed and at least 5 are injured in an air strike targeting the smuggling tunnel they are working in nr. Rafah. The IDF denies carrying out the strike. Elsewhere in the West Bank, armed Israeli settlers detain 2 Palestinian youths at gunpoint outside a settlement nr. Qalqilya. They accuse the youths of planning a stabbing attack. IDF troops arrest a Palestinian nr. Ramallah when he is found with a knife. They arrest 7 more Palestinians during late-night raids nr. Ramallah, Tubas, Hebron, and Jenin, and patrol nr. Ramallah and Hebron during the day. In East Jerusalem, Israeli forces arrest 3 Palestinians during raids in the Old City. Along Gaza’s border, IDF troops open fire on Palestinians approaching the border fence nr. Rafah, causing no injuries. Then they arrest the 2 men. An unknown explosive detonates in Nuseirat r.c., injuring 2 Palestinians. In the West Bank, Israeli forces deliver stop-work orders to a Palestinian road and a number of buildings under construction in the n. Jordan Valley. They also demolish a poultry farm in Barta‘a village nr. Jenin. After reports of stone throwing in the Salfit area, the IDF closes down the entrances to Marda village. IDF troops patrol nr. Hebron and Qalqilya. In East Jerusalem, Israeli forces cut down tens of olive trees in Sheikh Jarrah to clear space for a road that will connect Israeli settlements in the area. A Palestinian family demolishes its construction materials shop and a number of other structures in Jabal Mukabir to avoid paying Israeli demolition fees. Israeli forces punitively demolish a Palestinian home in Kafr ‘Aqab, n. of Jerusalem, sparking clashes with stone-throwing residents of the area; 1 Palestinian is killed and several are injured. The owner of the home was killed on 10/9 after participating in the drive-by shooting of a crowd of Israelis. Elsewhere in the West Bank, IDF troops conduct arrest raids in Balata r.c. nr. Nablus late at night, sparking clashes with stone-throwing Palestinians; 1 Israeli soldier and 1 Palestinian are injured. They also arrest 2 Palestinians during raids nr. Nablus and Salfit, assault and seriously injure a Palestinian at a checkpoint nr. Nablus, and patrol during the day nr. Hebron and Salfit. Following high-level contacts between the Israeli and Egyptian govts. and massive Israeli pressure against the draft UNSC res. Egypt circulated on 12/21, 2 Western diplomats say that the vote set for today has been postponed indefinitely. Later, 4 mbrs. of the UNSC—New Zealand, Venezuela, Malaysia, and Senegal—give Egypt an ultimatum. France’s FM Jean-Marc Ayrault announces that the peace conference initially set for 12/21 is now scheduled for 1/15/2017, adding that the summit will present conclusions to Israeli PM Netanyahu and PA pres. After the residents of the illegal Amona settlement outpost formally pledge to evacuate their homes peacefully, Israel’s High Court of Justice agrees to the govt.’s request for a 45-day postponement of its order for the outpost to be evacuated and demolished by 12/25. In the West Bank, IDF troops patrol nr. Hebron during the day; and arrest 16 Palestinians during late-night raids in and around Ramallah, Tulkarm, and Hebron. In East Jerusalem, Israeli forces demolish a 2-story building in Bayt Hanina and arrest 3 Palestinians during late-night raids in Shaykh Sa‘ad. The Jerusalem Municipality’s Local Planning and Building Comm. approves the construction of 181 new residences in the Gilo settlement. Meanwhile, Haaretz reports that settlers in the Ariel settlement have recently constructed 16 new buildings on territory that does not belong to the state, meaning that construction there should be illegal. At sundown, Israeli authorities close Haram al-Sharif and Hebron’s al-Ibrahimi Mosque to non-Jewish visitors until 10/24 for the Sukkot holiday. In the West Bank, IDF troops conduct a raid in Qatabiya village nr. Jenin, sparking minor clashes with stone-throwing residents; 2 Palestinians are injured. They also arrest 4 Palestinians during raids nr. Nablus and Hebron; and patrol nr. Hebron during the day. Israeli settlers throw stones at Palestinians picking olives nr. Nablus, causing no serious injuries. In East Jerusalem, a large number of Israeli forces deploy across Silwan after unidentified assailants throw Molotov cocktails at a settler home in the neighborhood. In Israel, around 1,200 bedouins gather outside the Ramat Hanegev council building to protest Israel’s ongoing evacuation and demolition of their homes. Their village, Bir Hadaj, is partially unrecognized, and part of it is slated for destruction in the context of the Israeli plan to redevelop the Negev. For a 2d day in a row, Gazan fighters fire a rocket into s. Israel. It lands in an open area, causing no serious damage or injuries. The IDF fires retaliatory tank shells across the border at Hamas sites, causing an undetermined amount of damage. After the exchange, DM Lieberman says that Israel will not seek an escalation of violence, but that it will not hesitate from retaliating against all rocket attacks. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah. In the West Bank, the IDF conducts a late-night raid in al-Fara‘a r.c. nr. Tubas, sparking clashes with stone-throwing Palestinian youths; 3 Palestinians are injured and 2 are arrested. IDF troops arrest 6 Palestinians during raids nr. Bethlehem, Nablus, and Tulkarm; and patrol nr. Hebron. In Israel, Israeli forces demolish the “unrecognized” bedouin village of al-Araqib in the Negev for the 104th time since 2010. They also shut down several organizations affiliated with the Northern Branch of the Islamic Movement in Nazareth and Umm al-Fahm, including 1 media group. In a 2d day of cross-border violence, Palestinians fire mortar shells at Israeli patrols along Gaza’s s. and n. borders in 3 separate incidents, causing no injuries or damage. Hamas will take credit for at least 1 of the shellings. Israeli forces launch artillery shells at the 3 sources of shelling and conduct at least 5 air strikes in s. Gaza, causing damage and no injuries. After the day’s violence, the IDF declares a region nr. the border a closed military zone and, according to Palestinian sources, IDF troops conduct unspecified operations along the border in Rafah and nr. Jabaliya r.c. In the West Bank, IDF troops conduct raids and house searches in and around Hebron and nr. Bethlehem, arresting 6 Palestinians; patrols nr. Hebron. Israeli forces deliver a stop-work order to a Palestinian home under construction in Hebron. Israeli settlers attack a group of Palestinian schoolchildren in c. Hebron, causing no injuries, and assault a Palestinian activist nr. al-Ibrahimi Mosque, causing moderate injuries. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids and patrols in Issawiyya and al-Tur. In Israel, Israeli forces demolish 2 homes in bedouin communities in the Negev and nr. Lydda. Israeli PM Netanyahu’s office says that DM Ya’alon and Public Security Minister Erdan have been authorized, as of 5/1, to decide whether or not to return the bodies of Palestinians killed in confrontations with the IDF and Israeli police. This statement reverses Netanyahu’s decision, on 3/27, ordering Ya’alon not to return any bodies. (HA, YA 5/4)

The PLO Exec. Comm. decides to start implementing the PA’s threat to limit security coordination with the IDF if the “current situation” continues. PASF troops are instructed to implement the decision “under supervision of the Palestinian political echelon” and security agencies will decide how quickly to implement it. (MNA 5/7)

In the West Bank, IDF troops conduct late-night raids nr. Tulkarm, Ramallah, and Jericho, arresting 4 Palestinians, and patrol during the day in Tulkarm, nr. Jericho, Qalqilya, and Hebron. Off Gaza’s s. coast, Israeli naval forces open fire on Palestinian fishing boats overnight, injuring 1 fisherman (3 others are arrested and 2 boats are confiscated). In East Jerusalem, Israeli forces assault a group of Palestinian youths in Ras al-Amud, injuring 1. In Israel, Israeli forces destroy the bedouin village al-‘Araqib in the Negev for the 97th time. Meanwhile, around 2,000 Israelis gather in Rabin Square in Tel Aviv to demonstrate in support of Azaria, the Israeli soldier who shot and killed a detained Palestinian on 3/24. Following Jordan’s 4/18 announcement that it is no longer planning to support the installation of cameras at Haram al-Sharif, an Israeli official says that “Israel’s support [for the initiative] remains unchanged.” (TOI 4/19)

The Israel Electric Corporation (IEC) cuts the power supply to 2/3 of the Jericho district because of alleged unpaid debts on the part of the PA and the Jerusalem District Electricity Corp. (JDECO). A JDECO official says that his org., the PA, and the IEC have a disagreement over rate calculation and interest rates, and that a lawsuit is pending. Meanwhile, IDF troops conduct late-night raids and house searches nr. Bethlehem and Nablus, arresting 8 Palestinians, and patrol during the day nr. Salfit and Hebron. In Israel, Israeli forces shut down a poultry factory in the Negev as punishment for employing Palestinians working in Israel illegally. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. An IDF military tribunal downgrades the charges facing Elor Azaria, the soldier who killed the supine Palestinian in Hebron on 3/24, from “murder” to “manslaughter.” The soldier will be released on bail on 4/1. (HA, JP, MNA, WAFA 3/31)

In East Jerusalem, Israeli forces shoot and kill a Palestinian in the Old City after she allegedly draws a knife with the intent to stab 1 of them. Israeli police shoot and kill a 2d Palestinian nr. the Old City after he opens fire on them with an automatic weapon, injuring 2 (1 seriously). Israeli forces then raid the alleged attacker’s home in Issawiyya, issue arrest summons to his father and uncle, take measurements in preparation for possible punitive demolition, and spark minor clashes with stone-throwing youths. In Israel, Israeli police shoot and kill a 3d Palestinian nr. Petah Tikva after he allegedly stabs and moderately injures an Israeli; shoot and kill a 4th Palestinian in Jaffa after he stabs several people, killing 1 U.S. citizen and injuring at least 10 Israelis (5 seriously). Later, a video of the incident in Jaffa circulates on social media, apparently showing an Israeli police officer shooting the Palestinian attacker execution-style. After the attacks in Petah Tikva and Jaffa, the IDF seals the Qalqilya and Salfit-area villages of the alleged attackers, blocking residents from entering or exiting. U.S. VP Joe Biden arrives in Israel, meets with former Israeli pres. Shimon Peres in Jaffa, and pledges “total, unvarnished commitment” to Israel. Meanwhile, a White House official denies a 3/7 Wall Street Journal report that the Obama admin. plans to change policy toward the Israeli-Palestinian conflict: “There has been no change to our policy or strategy with regard to this issue.” (HA, JTA, TOI 3/8; JP 3/9)

In Otniel settlement nr. Hebron, a Palestinian stabs and kills an Israeli settler, then flees the scene. The IDF then sets up mobile checkpoints and roadblocks in the area; conducts house searches and raids in a nearby village. IDF troops conduct further late-night raids and house searches in Hebron and 3 villages nearby, as well as 1 village each nr. Ramallah, Salfit, and Tulkarm, arresting 20 Palestinians and confiscating 2 vehicles; patrols in 2 villages each nr. Jericho and Ramallah, 1 nr. Tulkarm, and 5 villages and al-Fawar r.c. nr. Hebron. Israeli forces demolish a livestock structure nr. Qalqilya late at night; when the Palestinian owner protests, they shoot and injure him and his brother, then arrest his other brother. They also demolish a garage and damage a quarry in villages nr. Ramallah, displacing 2 Palestinians who were living in the former.
