An Israeli security guard shoots and kills a Palestinian minor after he stabs and lightly injures another guard at the entrance to Karme Tzur settlement near Hebron. After the incident, IDF troops raid the alleged attacker’s home in Halhul village, sparking clashes with stone-throwing residents; there are no serious injuries. Elsewhere in the West Bank, IDF troops clash with Palestinians in Jericho; 21 Palestinians are injured. They also arrest 9 Palestinians during late-night raids in and around Jenin, Nablus, and Ramallah; and patrol near Hebron and Nablus. Israeli settlers throw stones at Palestinian vehicles near Salfit, lightly injuring 1 driver and damaging 1 car. In East Jerusalem, Palestinian minors throw stones at a fence surrounding an Israeli settlement near Kafr ‘Aqab, sparking minor clashes with Israeli forces; 1 Palestinian is injured. Israeli forces also demolish a Palestinian home in Silwan. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya on 2 separate occasions, causing no damage or injuries. In the West Bank, IDF troops arrest 3 Palestinians during raids near Bethlehem and Qalqilya, and patrol near Hebron and Tulkarm. Palestinian youths throw stones at IDF troops on a patrol near Hebron, causing no injuries. In East Jerusalem, Israeli forces arrest 2 Palestinians walking through the Old City. (PCHR 10/26)

Five projectiles fired from southern Syria land in an open area in northern Israel, causing no damage or injuries. The IDF fires artillery at 3 Syrian army targets near the border area. The IDF threatens to use the incident as a justified provocation for “a more fierce Israeli response.” The Syrian government then files letters of complaint to the UN regarding the Israeli strikes, accusing the Israeli government of coordinating with local “terror groups.” (HA, TOI, YA 10/21)

Off Gaza’s coast, Israeli naval forces shoot and injure a Palestinian sailing near Bayt Lahiya. Along Gaza’s border, IDF troops arrest 2 Palestinians attempting to cross into Israel. In the West Bank, Israeli forces demolish 2 Palestinian homes in Halawa village south of Hebron and an agricultural structure in the nearby village of al-Tuwani. Two days after Israel’s security cabinet imposed new conditions on Israel’s participation in a new round of peace talks with the Palestinians, U.S. special representative Greenblatt issues the first official U.S. response to the 10/12 Palestinian national reconciliation agreement: “All parties agree that it is essential that the PA be able to assume full, genuine, and unhindered civil and security responsibilities in Gaza and that we work together to improve the humanitarian situation for Palestinians living there,” he says, in a statement. “The U.S. reiterates the importance of adherence to the Quartet principles: any Palestinian government must unambiguously and explicitly commit to nonviolence, recognize the State of Israel, accept previous agreements and obligations between the parties—including to disarm terrorists—and commit to peaceful negotiations. If Hamas is to play any role in a Palestinian government, it must accept these basic requirements.” In response, a senior Hamas official accuses the U.S. of “blatant interference” in the reconciliation process. Stabbing and other small-scale attacks continue in Israel and Jerusalem. In East Jerusalem, 2 Palestinians attack a group of Jewish Israelis on an Israeli bus in Jabal Mukabir, killing 2 and injuring at least 10 (a 3d Israeli will succumb to injuries sustained in the attack on 10/27). Israeli police shoot the 2 Palestinians, killing 1 and seriously injuring the other. In West Jerusalem, a Palestinian driver rams an Israeli pedestrian, then gets out of his car and stabs 5 other Israelis (1 Israeli will succumb to his injuries later in the day). Israeli police shoot and critically injure the Palestinian before arresting him (the Palestinian succumbs to his injuries later in the day). In Israel, Israeli police shoot and seriously injure a Palestinian after he stabs and moderately injures an Israeli in Ra’anana, n. of Tel Aviv. Later, a Palestinian stabs and injures 4 Israelis in the same city. Several Jewish Israelis assault and detain him as he attempts to flee, including 1 Israeli driver who rams the man with his vehicle. An Israeli man attacks a Palestinian citizen of Israel in Netanya, lightly injuring him. In Kiryat Ata nr. Haifa, a Jewish Israeli stabs and moderately injures another Jewish Israeli, mistakenly identifying him as a Palestinian. Following the morning’s attacks, Israel’s security cabinet meets and decides not to return the bodies of Palestinians shot and killed by Israeli forces after carrying out attacks on Israeli citizens. Instead of returning the bodies to their families, they will bury them secretly. The cabinet also decides to revoke the residency status of Palestinian attackers, bar any homes punitively demolished from being rebuilt, and allow the police to “impose a closure on, or to surround, centers of friction and incitement in Jerusalem, in accordance with security considerations”. For the 5th day in a row, IDF troops open fire on hundreds of Palestinians protesting along Gaza’s border fence e. of al-Bureij r.c. and nr. the Erez border crossing, injuring 51. They also disperse and drive back around 30 Palestinians who cross the s. border. The Israeli authorities close the Erez crossing shortly after the clashes. Later, Palestinians open fire on Israeli forces patrolling along the border fence e. of Khan Yunis, causing no damage. Off the coast, Israeli naval forces open fire on Palestinian fishing boats nr. Elsewhere in the West Bank, IDF troops clash with and violently disperse Palestinians protesting and throwing stones throughout the region, killing 1 Palestinian in Bethlehem and injuring at least 33. Israeli forces raid the Jenin home of the Palestinian who allegedly stabbed and injured an Israeli soldier in Afula on 10/8, preparing for a possible punitive demolition. The IDF also conducts raids and house searches nr. Hebron, Nablus, and Tulkarm, arresting 13 Palestinians. Israeli settlers throw stones at Palestinian drivers nr. Nablus and nr. Hebron, injuring 1 Palestinian in the former and sparking minor clashes in the latter. Israeli settlers also assault and moderately injure a Palestinian youth outside a settlement e. of Jerusalem; assault 4 Palestinian farmers working nr. Ramallah. In Israel, many schools, public institutions, and businesses in predominantly Palestinian cities go on strike, and around 20,000 Palestinian citizens of Israel and solidarity activists march through Sakhnin protesting the recent Israeli restrictions at Haram al-Sharif and violations in the oPt. In the Gaza Strip, Egyptian authorities open the Rafah border crossing for the 2d day in a row, allowing students and around 220 tons of medical supplies to cross into Gaza. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats overnight, causing no damage or injuries. In the West Bank, Israeli settlers, accompanied by IDF troops, attack around 30 Palestinian farmers nr. Bethlehem, causing no injuries. Meanwhile, the IDF improves conditions at the checkpoint nr. Tulkarm where thousands of Palestinians held an impromptu strike on 12/21. Separately, IDF troops detain Gideon Levy and Alex Levac, Israeli journalists with Haaretz, for entering Area A without a permit, as well as 2 Palestinians at a mobile checkpoint in al-Fawar r.c. The IDF also conducts house searches and arrest raids nr. Nablus, Ramallah, and Hebron; patrols nr. Qalqilya and Hebron; delivers 2 demolition notices to a village w. of Hebron. In East Jerusalem, around 68 right-wing Jewish activists enter Haram al-Sharif and tour the area. Meanwhile, Israeli forces detain 3 Palestinians in the Old City. Later, they raid a Palestinian shop in the area and assault its employees. In response to the recent crackdown on Palestinian businesses in the area, several Palestinian shop owners go on strike and protest nr. Jaffa Gate. Israeli security forces conduct overnight arrest raids in the Old City. Separately, Israeli forces issue 5 demolition orders to Palestinian homes in al-Tur; demolish 4 Palestinian homes and 2 barns in al-‘Izzariya.
