A Palestinian youth succumbs to complications related to a congenital heart defect after the Israeli authorities refuse to permit him passage from Gaza to Israel or the West Bank for medical treatment. Along Gaza’s border, IDF troops shoot and injure a Palestinian youth collecting firewood nr. the border fence outside Bayt Lahiya. In the West Bank, IDF troops confiscate a Palestinian vehicle during a raid in Bayt Umar village nr. Hebron, sparking minor clashes with stonethrowing Palestinians; there are no serious injuries. They also arrest 5 Palestinians and issue 1 arrest summons during raids nr. Hebron and Ramallah, as well as in Jenin, and patrol nr. Salfit and Hebron during the day. Israeli settlers assault a Palestinian police officer nr. Nablus, causing minor injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City and again nr. Cross-border violence continues in Gaza as IDF troops violently disperse Palestinians protesting nr. the Erez border crossing and e. of al-Bureij r.c., injuring 14 Palestinians. The Israeli authorities then temporarily close the crossing. Later, IDF troops armed with sniper rifles open fire on a group of Palestinians in an agricultural area along the border fence nr. al-Bureij r.c., killing 1 and injuring 2. The IDF releases a statement describing the incident as an operation designed to “eradicate” a group of armed Palestinian fighters allegedly responsible for several attacks on IDF patrols along the border in recent weeks. Stabbing and alleged stabbing attacks continue amid the ongoing wave of violence. In the West Bank, IDF troops shoot and kill a Palestinian during early morning clashes in a village nr. Hebron. The IDF says that the soldiers used live ammunition only after the man attempted to stab 1 of them. In the evening, IDF troops shoot and kill 2 Palestinian youths in c. Hebron as they are walking home amid a minor protest (the IDF says that they stabbed a soldier in the area). A Palestinian driver rams and kills an Israeli settler nr. Hebron. The Palestinian driver reports the incident later in the day to Palestinian police as an accident. Later, another Palestinian driver rams an Israeli soldier and a settler outside a settlement nr. Jerusalem, injuring both. IDF troops shoot and kill the Palestinian when he exits his vehicle, allegedly holding a knife. After the incident, the IDF raids the Palestinian driver’s home nr. Elsewhere in the oPt, IDF troops violently disperse Palestinian protesters across the West Bank, injuring 18 Palestinians. Israeli forces also obstruct the entrance to Ni‘lin village nr. Ramallah with cement blocks, sparking clashes with stone-throwing Palestinian youths and injuring 2 Palestinians with live ammunition. The IDF conducts late-night raids throughout the West Bank and East Jerusalem, arresting 41 Palestinians. Meanwhile, Israeli settlers assault Palestinians and their property in the Hebron, Jenin, and Salfit areas. Palestinian schools and businesses in Issawiyya, East Jerusalem, conduct a general strike in protest of the Israeli authorities’ recent restrictions on access to the neighborhood. The Israeli crackdown on protests in East Jerusalem continues as the Israeli authorities restrict Palestinians’ access to Haram al-Sharif; only men over 40 and women are permitted to enter the sanctuary. Meanwhile, Israeli forces clash with Palestinian protesters across the city for the 2d day in a row (nr. the Old City and in Jabal Mukabir, Silwan, Issawiyya, Shu‘fat r.c., al-Tur, Abu Dis, al-‘Izzariya, and Wadi al-Juz); at least 4 Israeli police and 4 Palestinians are injured, and 11 Palestinians are arrested. Israeli forces also conduct raids and house searches in Silwan, Jabal Mukabir, Shaykh Jarrah, and the Old City, arresting 16 Palestinians and sparking minor clashes. As violence and tension spread from Jerusalem across the oPt, unknown persons launch a rocket from Gaza into Israel that lands in Sderot, damaging a bus. Iron Dome missile defense batteries intercept a 2d rocket fired toward Ashqelon. At night, IAF jets launch retaliatory air strikes on 3 Hamas military sites in n. Gaza, causing 2 minor injuries and serious damage. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. Israeli forces e. of al-Bureij r.c. arrest 2 Palestinians attempting to cross into Israel. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at Friday demonstrations against the Israeli occupation and recent restrictions at Haram al-Sharif in 7 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, outside Ofer Prison, Silwad, ‘Abwayn, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya, in and around Hebron, Tulkarm, Qalqilya, and nr. Bethlehem; 8 Palestinians are injured and at least 13 Palestinians are detained. Israeli forces also patrol in 2 villages nr. Hebron and 1 nr. Jenin. Meanwhile, Palestinian police officers assault 2 young Palestinian protesters in Bethlehem (a video taken of the incident will proliferate on Palestinian media in the next few days). The PASF reportedly blocked a group of demonstrators from approaching an Israeli military post to protest the recent Israeli restrictions on access at Haram al-Sharif. Israeli PM Benjamin Netanyahu meets with Yesh Atid leader Yair Lapid to have the 1st discussions about forming a coalition. Lapid reportedly sets 2 conditions for joining a governing coalition: (1) a universal draft bill (see Quarterly Update in JPS 165) and (2) the resumption of peace talks with the Palestinians. Meanwhile, Yisrael Beiteinu leader Avigdor Lieberman says that domestic issues will be the priority of the next government. (HA, YA, JP 1/24)

Secy.-gen. of the PLO Executive Comm. Yasir ‘Abid Rabbuh says that Pres. Abbas wants to meet and talk with centrist mbrs. of the new Knesset in coming weeks, including newcomers such as Yair Lapid. (YA 1/24)

Nominated U.S. secy. of state John Kerry tells his Senate confirmation hearing that he intends to invest effort in the Israeli-Palestinian peace process and hopes that the Israeli election can help restart talks. (JP 1/24)

Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF demolishes 4 homes in 2 communities in the n. Jordan Valley; conducts house searches and arrest raids in 1 village nr. Salfit at night. The IDF also patrols in 3 villages nr. Jenin, 2 each nr. Jericho and Ramallah, and 1 nr. Tulkarm in the morning; in Tulkarm and 1 village nr. Qalqilya in the afternoon; and in ‘Ayn al-Sultan r.c. nr. Jericho, 2 villages each nr. Jenin and Qalqilya, and 1 village each nr. Israeli security agency Shin Bet announces that for the 1st year since 1973, there were no Israeli casualties from a Palestinian attack in the West Bank. The report covering 2012 says that there was an uptick in so-called popular terror in the West Bank, referring to stone-throwing and Molotov cocktails. The report notes that 10 Israelis were killed in security-related incidents during 2012, and that more than 2,500 rockets and mortar shells were fired from the Gaza Strip into Israel. However, Shin Bet reports that since Operation Pillar of Defense in November 2012, no rockets have been fired. The report also records that 8 rockets were fired at Israel from Egypt’s Sinai Peninsula, and that there were 11 attempts to fire anti-aircraft weaponry at IDF planes, up from just 1 effort in 2011. UN special rapporteur on human rights and counterterrorism Ben Emmerson announces that the UN is launching an inquiry into the impact on civilians of drone strikes that will focus on 5 locations, including the Palestinian territories. The other 4 are Afghanistan, Pakistan, Somalia, and Yemen. (BBC 1/24)

PLO Executive Comm. mbr. Hanan Ashrawi urges the EU to go beyond verbal condemnation of Israeli violations and to take action—such as a full ban on the import of settlement products and reconsidering the EU-Israel Association Agreement—in light of Israel’s persistent human rights abuses. Canadian FM John Baird says that PM Stephen Harper has relayed to Israeli PM Netanyahu Canada’s opposition to the recent settlement expansion plans. Netanyahu dismisses international anger and says that Israel will keep the area in question under any future peace deal. (AP 12/5; Globe and Mail 12/6)

In the West Bank, Jewish settlers attack a Palestinian man during an olive harvest s. of Nablus, while IDF forces invade Barqa village nr. Nablus and ransack 36 homes. In c. Hebron, Israeli soldiers injure 20 Palestinians in clashes provoked when soldiers tried to arrest a Palestinian police officer, who resisted (it is unclear why he is wanted). The IDF patrols in Salfit and 1 village each nr. Jenin and Ramallah in the morning; 1 village each nr. Hebron, Qalqilya, and Salfit in the afternoon; 2 villages nr. Jericho and 1 village each nr. Speaking after a visit to Damascus, Filippo Grandi, head of the UN Relief and Works Agency (UNRWA), says that parties in Syria’s civil war must respect the neutrality of Palestinian refugees. He expresses particular concern over the role of the Popular Front for the Liberation of Palestine–General Command (PFLP–GC), a pro-Asad faction that is strong in the Yarmuk r.c. nr. Damascus. Three unidentified gunmen enter Israel from the Egyptian Sinai nr. Mount Harif, where Israel’s new border fence is currently under construction. They are killed in an exchange of gunfire with IDF soldiers that also leaves 1 IDF soldier dead. (HA, MNA, REU 9/21)

Israel’s opposition leader MK Shaul Mofaz (Kadima) says that Israel will not attack Iranian nuclear sites this year and that the U.S. must take the lead in any attack on Iran. (MNA 9/21)

Late in the evening, the IDF lifts the seal on the West Bank imposed on 3/1. During the day, the IDF conducts arrest raids, house searches in Qabatya, Tulkarm town and r.c., and nr. Bethlehem, Jenin. Egyptian security forces find, demolish 4 smugglers’ tunnels on the Rafah border. In Gaza’s Nussayrat r.c., an Islamic Jihad mbr. is killed when explosives he is handling explode prematurely. The Hamas-run PA Education Min. orders copies of an anthology of Palestinian folk tales (Speak Bird, Speak Again, published by the Institute for Palestine Studies) pulled fr. school libraries, destroyed because of mild sexual innuendo, raising concerns among Palestinians that Hamas is using its government control to impose strict Islamic standards on Palestinian society. In Jenin, the Israel Defense Force (IDF) assassinates local Hamas leader Nazih al-Siba' using a remote controlled explosive device; 1,000s of Palestinians take to the streets to protest against Israel. A Popular Front for the Liberation of Palestine (PFLP) suicide bomber infiltrates a Karnei Shomron settlement in the West Bank, detonating a device in a food court, killing 3 Jewish settlers, injuring more than 20. The IDF responds with missile strikes against targets in Nablus. Palestinians fire 1-2 Qassam-2 rockets, 2 mortars at IDF positions in Gaza and across the border inside Israel, causing no damage. In response, the IDF conducts raids into areas controlled by the Palestinian Authority (PA) around Bureij, killing 2 Palestinians and injuring 12, destroying a PA Preventive Security Force (PSF) training base, several PSF posts. Israeli-Palestinian clashes intensify, leaving 1 Palestinian dead. After Palestinians fire 4 homemade mortars at Dugit, Aley Sinai settlements in Gaza overnight, the IDF seals the Strip, blocks roads across Gaza to divide the Strip in half, punitively destroys 2 PA Preventive Security Force (PSF) outposts. Later in Gaza, 2 large roadside bombs explode on roads used by IDF convoys, lightly injuring 1 soldier. The IDF shells Palestinian residential areas in Bayt Lahia (destroying 1 PSF outpost, severely damaging a 2d), al-Bireh, Jinin; bulldozes Palestinian land nr. Bayt Lahia, Nablus, Netzarim Junction; conducts arrest sweeps in Surif. Israel says it plans to ease the closure on the West Bank, Gaza further (see 2/20) by allowing food and medicine in, letting agricultural goods out, facilitating the transportation of patients for medical care in Israel. Israeli-Palestinian clashes intensify when Palestinians detonate a large roadside bomb nr. Gaza's Kefar Darom settlement as an armored school bus escorted by IDF troops passes. 2 Jewish settlers, both adults, are killed and 9 are wounded, including children. Although the Arafat denounces the bombing, Barak blames Arafat and Fatah directly, convenes his security cabinet, and orders IDF helicopter gunships, naval vessels to shell at least 12 buildings in Gaza City (including Arafat's Fatah and PA headquarters, PA Preventive Security Force offices, Force 17 offices, Voice of Palestine Radio, a Palestinian TV station), killing 2 Palestinians, injuring 125, hitting 4 private homes, and cutting power to areas of the city. Other helicopter gunships target areas nr. Rafah. Nr. Kefar Darom and in Ramallah, the IDF razes 10s of dunams of Palestinian orchards along the roads so Palestinians will have "no place to hide." A 3d Palestinian is shot dead by the IDF in the West Bank. Jewish settlers fire on Palestinians harvesting an olive grove nr. Salfit, injuring several Palestinians; uproot an olive grove nr. Qalqilya; fire on Palestinian cars nr. Jinin, injuring 1.
