In the West Bank, IDF troops arrest a Palestinian in a village nr. Hebron and another in c. Hebron. Meanwhile, hundreds of Israeli settlers perform religious rites at Joseph’s Tomb outside Balata r.c. nr. Nablus, sparking clashes between IDF troops and Palestinians in the camp. Israeli forces seize around 1,000 dunams of land nr. Hebron for the expansion of a nearby settlement. PA PM Hamdallah confirms PA Pres. Abbas’s earlier announcement that the PA refused reduced tax revenues from Israel after PM Netanyahu’s office announced on 3/27 that it would be unfreezing the transfers. He also says that the Palestinians will lodge an official complaint about the freeze at the ICC. (WAFA 4/8)

As part of a reported deal with Israel’s COGAT, the PASF expands deployments in towns and villages nr. Jerusalem, in Area B. The PASF will begin by opening up police stations in the villages. (REU 4/8; AFP, MNA 4/9)

U.S. Pres. Obama calls Sens. Corker (R-TN) and Ben Cardin (D-MD), the 2 ranking mbrs. of the Senate Foreign Relations Comm., denouncing Corker’s proposed bill that would empower Congress to approve or disapprove of any final agreement made by Iran and the P5+1. The bill, the Iran Nuclear Agreement Review Act, is set for a comm. deliberation on 4/14. Meanwhile, Secy. of State Kerry and Under Secy. Wendy Sherman meet with reps. of AIPAC, the American Jewish Comm. Qalandia to mark International Women’s Day, moderately injuring 4. They also violently disperse Palestinian activists as they are removing a metal gate installed at the entrance to a village nr. Bethlehem and a group protesting land expropriation in a village nr. Hebron. Israeli soldiers accompanied by Israeli settlers violently disperse Palestinians nonviolently protesting s. of Hebron. The IDF conducts patrols and house searches in a village nr. Hebron, arresting 2 Palestinians. The PASF raids Balata r.c. nr. Nablus, sparking a brief firefight with the wanted Palestinian; 2 bystanders are injured. In East Jerusalem, Israeli forces conduct house searches and raids nr. the Old City, arresting 8 Palestinians; disperse a group of Palestinian youth throwing stones at the Jerusalem Light Rail in Shu‘fat, arresting 2. In Cairo, Islamic Jihad’s delegation departs after 6 days of negotiations with the Egyptian authorities on opening the Rafah border crossing. According to sources close to the talks, the Egyptians have agreed in principle to completely open the crossing once the violence in the Sinai Peninsula subsides, the PA unity govt. has staffed the crossing, and Hamas commits to not to interfere in Egyptian affairs. Also, Egyptian officials announce that the Rafah crossing will open on 3/9–10. (AFP, MNA 3/7)

U.S. Secy. of State Kerry meets with PA Pres. Abbas in London, where Kerry is attending talks with international partners on Syria and Ukraine. State Dept. spokesperson Psaki subsequently says Kerry made it clear that “while the door remains open to peace, it is up to the parties to determine whether they are willing to take the steps necessary to resume negotiations.” (AP 14/5)

Hamas and Fatah officials meet in Gaza to discuss the makeup of a unity govt., with Hamas chief negotiator Musa Abu Marzuq saying that talks would be finalized the following week. PM Ismail Haniyeh states that Hamas authorities will “clean the road to reconciliation from all obstacles and landmines” and calls on PA authorities in the West Bank “to take the same path and to maintain freedoms.” (HA, MNA 5/14)

Representatives of Iran and the P5+1 countries open negotiations in Vienna, with the goal of reaching a final agreement by 7/20. Substantial gaps remain, including on the future of uranium enrichment in Iran. Palestine becomes a formal party to 5 international conventions, banning torture, racial discrimination, promoting women’s rights, children’s rights, and the rights of the disabled. In response, Israel withdraws the VIP passes of 4 senior Fatah officials— Nabil Shaath, Tawfik Tirawi, Abbas Zaki and Jibril Rajub—thereby restricting their status at checkpoints and border crossings to the level of other Palestinian citizens. U.S. Secy. of State Kerry tells reporters on a trip to Ethiopia that he intends to “pause” and “take a hard look” at the Israeli-Palestinian negotiations, given the current impasse. He says he is “convinced that, as each [side] sort of works through the reasons that things began to become more difficult in the final hours, there may be quiet ways within which to begin to work on next steps.” He also claims that genuine “progress” was made during the previous 9 mos. Israeli PM Netanyahu says he intends to seek a new Basic Law anchoring Israel’s status as “the nation-state of the Jewish people.” Livni, leader of the Hatnua party and Israeli chief negotiator, criticizes the move, but the Jewish Home party, another coalition-mbr., welcomes it. (HA, REU 5/1)

U.S. Secy. of State John Kerry leaves for Oman, on a Middle East trip that will also take him to Jordan, Israel, and the occupied Palestinian territories, his 4th visit to the latter in recent mos. The focus of Kerry’s trip is the possible Syria peace conference as well as the Palestinian-Israeli peace process. As Kerry departs, Palestinian chief negotiator Saeb Erakat says that they are making every effort for peace talks to succeed, revealing that in the previous 2 mos. Kerry met with Pres. Israel cancels an official visit by a UNESCO delegation, scheduled to inspect historical sites in Jerusalem’s Old City. The fact-finding commission was set to spend 5 days in Jerusalem before submitting a report at UNESCO headquarters in Paris. Israel’s Foreign Ministry claims that the visit has been postponed because the Palestinian side “tried to make it into a political event.” The visit originated in a 4/23 decision by Israel, the PA, and UNESCO to remove 5 resolutions critical of Israeli actions from the agency’s agenda in exchange for the delegation’s visit.
