The Egyptian army demolishes a tunnel leading from the Sinai Peninsula into Gaza, trapping 8 Palestinian workers, according to eyewitnesses in Rafah. Later, the Egyptian army announces that its troops killed 3 alleged terrorists and destroyed a number of tunnels along the border in recent days. Also along Gaza’s border fence, Israeli forces violently disperse hundreds of Palestinians gathering along the fence near Gaza City to continue the Great March of Return; 18 Palestinians are injured, including 3 journalists. They also conduct a limited incursion to level land along the border fence near Gaza City. On Israel’s side of the border fence, firefighters quell 6 fires allegedly sparked by incendiary kites and balloons flown from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and Bayt Lahiya, causing no damage or injuries. PLO secretary-general Erakat says that the Palestinians are considering a reduction in their political, economic, and security relations with Israel in response to the new Israeli law allowing for deductions to the monthly transfers of tax revenues to the PA. Separately, PA officials say they have no plans to end the stipends to Palestinians imprisoned in Israel in connection with serious crimes against Israelis. (JP, WAFA 7/3)

The IDF declares Khan al-Ahmar, a Bedouin village near Jerusalem, a closed military zone ahead of planned evacuations and demolitions. Israel’s High Court of Justice approved the government’s plan to demolish the village on 5/24. (EI, WAFA 7/3)

Israeli PM Netanyahu lifts his ban on Israeli MKs and ministers visiting Haram al-Sharif. He temporarily lifted the ban in early 2017 after imposing it amid the habba, which was a surge of Palestinian resistance, random attacks, and protests that began in Jerusalem in 9/2015. (AJ, JP, TOI 7/3)

IDF troops arrest 18 Palestinians and issue an arrest summons to a 19th during late-night raids in and around Nablus, Salfit, Hebron, and Bethlehem. Meanwhile, Israeli forces confiscate a number of water pipes from Khirbat alHadidiya village in the Jordan Valley. In a meeting with French PM Valls in Ramallah, PA PM Rami Hamdallah rejects Israeli PM Netanyahu’s 5/23 call for direct Israeli-Palestinian negotiations. In the West Bank, a Palestinian man dies from injuries sustained during clashes with IDF troops in Jalazun r.c. on 3/18. Another Palestinian succumbs to injuries sustained when he fell off the separation wall nr. Jerusalem last week while trying to cross into Israel for work. IDF troops raid a school nr. Ramallah, blocking entrances and exits for 2 hours; patrol in 3 villages nr. Hebron, 1 nr. Tulkarm, and Jenin. They also conduct raids and house searches in al-‘Arub r.c. and 1 village nr. Hebron, as well as 2 villages nr. Jenin, arresting 5 Palestinians. Off the coast of Gaza nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing damage but no injuries. In East Jerusalem, 78 right-wing Jewish activists tour Haram al-Sharif. Israeli pres. Reuven Rivlin meets with PM Netanyahu and asks him to form the next govt., after the CEC delivers Rivlin the official results from the 3/17 election. The Israeli govt. has temporarily frozen the construction of 1,500 settler residences in Har Homa, East Jerusalem. Hours before leaving office, IDF Maj. Gen. Nitzan Alon signs orders that will apply Israel’s penal code to Palestinians in the West Bank, except for a key amendment exempting people from criminal charges if they take action “urgently required to ward off someone who breaks into his home, business or farm.” The key amendment would have provided additional protections for Palestinians in confrontations with Israeli settlers. A PA unity govt. delegation led by PM Hamdallah arrives in Gaza for a planned 3-day visit. Hamdallah meets with local Fatah officials as well as senior Hamas officials to discuss the reconstruction of Gaza and national reconciliation. In separate incidents off the coast of Gaza nr. al-Sudaniyya and Bayt Lahiya, Israeli naval forces fire on Palestinian fishing boats, causing damage but no injuries. In the West Bank, Israeli forces destroy several tents and corrugated tin dwellings in the Jordan Valley. Nr. Nablus, unknown assailants open fire on an IDF jeep, causing light damage. The IDF increases restrictions at checkpoints nr. Nablus in response. The IDF also conducts raids in a village nr. Hebron, arresting 1 Palestinian; patrols in 2 villages nearby. Israeli settlers light 2 Palestinian vehicles on fire nr. Ramallah and leave price-tag graffiti in the area. The PA Finance Ministry confirms that Israel’s freeze on tax revenue transfers to the PA is continuing for a 3d mo. and that, as a result, the PA can only afford to pay many of its employees 60% of their salaries. Employees who earn less than NIS 2,000 (around $500) per mo. will be fully paid on 3/5. (MNA, WAFA 3/4)

Israel’s Coordinator of Government Activities in the Territories (COGAT), Yoav Mordechai, announces that the amount of water annually allowed into the Gaza Strip will be doubled from 5 to 10 million m3 . (HA, MNA, TOI 3/4)

The Palestinian Central Council (PCC) meets in Ramallah to discuss several issues, including the PA’s economic crisis and the possibility of suspending or cutting security coordination with Israel. At the request of PA Pres. Abbas, they review the interim agreements made with Israel in the 1990s that created the PA. Abbas says that he recently turned down an Israeli offer to unfreeze the transfers of tax revenues in exchange for the Palestinians abandoning their efforts at the International Criminal Court (ICC). The day after Israeli PM Netanyahu’s speech to Congress, U.S. Senate Minority Leader Harry Reid (D-NV) says that Congress should not pass new sanctions-related legislation until the negotiators have had a chance to produce an agreement. Also, 10 senators send a letter to Majority Leader McConnell criticizing his procedural move on 3/3 to circumvent comm. consideration of the Iran Nuclear Agreement Review Act. (HA, JTA 3/5)

IDF troops on the Gaza border e. of al-Maghazi fire warning shots at Palestinian farmers nr. the border fence, causing no damage or injuries. In the West Bank, the IDF conducts house searches and raids targeting Hamas in Nur Shams r.c. and Tulkarm r.c., arresting 7 Palestinians; also conducts house searches and raids in and around Nablus, in Balata r.c., and Hebron, arresting 6 Palestinians, including a PA security officer; patrols in and around Jenin; confiscates a garbage truck and a tractor nr. In the Gaza Strip, around 200 Palestinians violently protest outside the UN’s headquarters in Gaza City against UNRWA’s 1/27 suspension of its cash assistance program. The protest was organized by a Hamas comm. IDF troops e. of Khan Yunis open fire on agricultural lands, causing damage. Unknown assailants set fire to a Fatah official’s car in Gaza City. Also, dozens of Palestinian health professionals gather outside the Ministry of Health building to protest unpaid salaries. In the West Bank, a Palestinian youth is moderately injured when he sets off a piece of unexploded Israeli ordnance left over after recent IDF exercises nr. ‘Ayn al-Hilwa in the Jordan Valley. The IDF conducts arrest raids and house searches nr. Hebron and Jenin. In East Jerusalem, IDF troops conduct house searches and arrest raids in the Old City. Hours after the IDF retaliated to projectile fire from Syria on 1/27, Hizballah fighters fire an antitank missile from inside Lebanon at an IDF convoy in a disputed area along the border nr. Shaba‘ Farms, killing 2 soldiers and injuring 7. The IDF responds with artillery fire, killing a Spanish peacekeeper with the UN Interim Force in Lebanon (UNIFIL). About an hour later, Hizballah fires mortars at several IDF positions in the area, causing no injuries. The IDF responds again by firing between 25 and 50 artillery shells and conducting IAF flyovers. U.S. House of Reps. minority leader Nancy Pelosi (D-CA) calls Israeli PM Netanyahu and asks him to postpone or cancel his planned 3/3 congressional address. Netanyahu also speaks to Sens. In the West Bank, IDF troops shoot and kill a Palestinian man during a late-night arrest raid in Qalandia r.c. nr. Ramallah. Clashes then break out in the camp, with residents throwing stones and Israeli soldiers injuring around 30 Palestinians with rubber-coated metal bullets and stun grenades. In response to Palestinian youth who were throwing stones and empty bottles at Israeli settlers’ vehicles nr. Nablus, IDF troopssurround a school and fire tear gas into its yard, causing no injuries. Israeli forces deliver stop-work notices in 2 villages nr. Hebron, both of which are outside the Gush Etzion settlement bloc. Shortly after, the soldiers clash with stone-throwing Palestinian youth in the area, dozens of whom suffer from tear gas inhalation. The IDF conducts house searches and arrest raids nr. Bethlehem, Jenin, Salfit, Tulkarm, and Hebron. In East Jerusalem, Israeli forces deliver a demolition order to the Silwan home of the Palestinian man who is suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed on 10/30 by Israeli security forces. They had previously delivered an order to punitively demolish the home on 11/19, but the Israeli High Court of Justice froze the order. They also deliver a demolition order to a 19-person residence in the Old City. Separately, Israeli police detain 3 Palestinian children at Haram al-Sharif. Israeli PM Netanyahu meets with U.S. Secy. of State Kerry in Rome to discuss the rival draft UNSC res. being prepared by the Palestinians and the French. Netanyahu opposes both, saying, “We will not accept attempts to dictate to us unilateral moves on a limited timetable.” Kerry then meets with French FM Fabius, UK Foreign Secy. Hammond, German FM Frank-Walter Steinmeier, and EU foreign affairs chief Mogherini in Paris. Separately, Arab League secy.-gen. Nabil Elaraby meets with Fabius in Paris. In the West Bank, an Israeli bus driver runs over 2 Palestinians at al-Jalama checkpoint in Jenin, killing 1 and injuring the other. It has not been determined if the collision was intentional or accidental. IDF troops detain a Palestinian at a military checkpoint e. of Jerusalem, arrest 2 in Hebron, and arrest 1 at a checkpoint e. of Nablus. The IDF conducts raids and house searches in al-Fawar r.c. and nr. Ramallah, arresting 5, including a Hamas official; patrols nr. Hebron and Jenin. In East Jerusalem, Israeli security officers shoot tear gas canisters at 2 Palestinian men, moderately injuring them; arrest a young woman after she tries to stop the soldiers from physically assaulting her disabled mother. Later in al-Tur, Israeli security forces violently disperse Palestinians gathered for a funeral, injuring 1 with a rubber-coated metal bullet. Additional clashes break out in Silwan. Israeli fin. min. Yair Lapid blocks the transfer of NIS 70 m. (around $17.8 m.) to fund the relocation of an army base in the Beit El settlement, which was ordered by DM Moshe Ya’alon and PM Netanyahu. In the Gaza Strip, Palestinians fire 4 rockets toward Ashqelon: 2 are intercepted by Iron Dome missile defense batteries and 2 hit open areas causing no damage or injuries. In response, the IDF launches air strikes on 5 military targets in the n. and s. Gaza Strip, wounding 3. The IDF says Islamic Jihad is responsible for the rocket fire. In the West Bank, gunmen open fire on an Israeli military post nr. Bethlehem, causing no damage or injuries. Israeli PM Netanyahu reiterates the accusation that Hamas was behind the suspected kidnapping and that the PA is responsible for the fate of the teenagers. U.S. Secy. of State Kerry condemns what he calls a “despicable terrorist act” and says “many indications point to Hamas’s involvement.” The IDF detains dozens more in the West Bank, including parliament speaker ‘Aziz Dwayk, with an estimated 150 Palestinians arrested so far during OBK. Israel’s Coordinator of Govt. Activities in the Territories Yoav Mordechai tells the media that the IDF is not coordinating with PA security forces in the search, and believes Hamas is behind the kidnapping. U.S. Secy. of State John Kerry makes one more visit to Ramallah in the morning, holding brief talks with Palestinian pres. Mahmud Abbas, their 3d meeting in 3 days. Afterward, Palestinian chief negotiator Saeb Erakat says that there had been no breakthrough. Kerry, speaking to reporters in Ben-Gurion Airport on his way to Brunei, sounds a more positive note and cites unspecified “real progress.” Kerry departs after 4 days and 13 total hours of talks with Abbas and Israeli PM Benjamin Netanyahu. Millions of demonstrators take to the streets across Egypt on a planned day of protest against the govt. of Pres. Mohamed Morsi. As night falls, violent clashes break out between opponents and supporters of Morsi, resulting in 4 deaths. Assailants storm the Cairo headquarters of the Muslim Brotherhood, setting it on fire. Israeli media report on an internal Foreign Ministry document that predicts that the EU will increase efforts in 2013 to pressure Israel and the Palestinians to reach an agreement. The report suggests that the EU may try to promote the establishment of an actual Palestinian state independent of negotiations with Israel. Other Israeli media report that the PA is seeking to join a number of international organizations in the light of their successful UN statehood bid, including the United Nations Environment Programme (UNEP) and the World Health Organization (WHO). Israel’s Foreign Ministry is apparently seeking to stymie these efforts through its ambassadors in countries where the organizations’ headquarters are located. Meanwhile, Palestinian officials in Ramallah claim that Israel is refusing to renew the VIP cards of several senior PA officials, complicating their ability to move freely around the West Bank and Israel. Israeli and Palestinian officials confirm that Israel will allow materials for private construction into the Gaza Strip for the 1st time since mid-2007. The deal will allow up to 20 trucks of gravel to enter the territory daily through Kerem Shalom crossing in the south. (MNA 12/25; AFP 12/26)
