Israeli forces also arrest 25 Palestinians during raids in and around Hebron, Ramallah, al-Bireh, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces demolish a retaining wall and raze a tract of land in Silwan. In Gaza, Israeli forces bomb Nuseirat refugee camp, Jabalia refugee camp, Khan Yunis, Rafah, and Dayr al-Balah, killing at least 86 people, including al-Aqsa TV presenter Muhammad Salama and his family in Dayr al-Balah. Israeli forces also open fire at Palestinians waiting to receive aid in Gaza City, injuring 8 people. A child and an elderly man die of starvation at the Kamal Adwan Hospital, bringing the death toll from starvation to at least 20 people. In Lebanon, Israeli forces attack Yaroun, Kafra, Yatar, and Fardis. Hezbollah forces attack Metula. In Syria, Israeli forces fire artillery, saying 2 rockets were launched at the Golan Heights. In Yemen, Houthi militants fire a missile at the True Confidence cargo ship, killing 3 people. It is the first time that a Houthi attack enforcing the Red Sea blockade has caused casualties. More than 30,717 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,156 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 416 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,648 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 244 Israeli soldiers have been killed and 1,453 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. Israel’s National Planning and Building Council approves the advancement of 3,476 new settlement units in the Ma’ale Adumim, Kedar, and Efrat settlements. 694 units in Efrat receive final approval, while 2,452 in Ma’ale Adumm and 330 in Kedar are moved to the planning process. The PA calls for sanctions to deter Israel from its settlement enterprise. Saudi Arabia, Jordan, the UAE, Egypt, Bahrain, Turkey, and Qatar condemn the settlement expansion. Israeli UN ambassador Gilad Erdan says Israel may close the UN’s headquarters in Jerusalem, deport UN officials from Israel, and evacuate UNRWA compounds in Jerusalem if UN secretary-general Antonio Guterres does not invoke Article 99 of the UN Charter to force the Security Council to discuss captives held in Gaza and allegations of sexual crimes committed on 10/7/2023. Israel approves aid funded by the UAE entering Gaza via the sea. The aid will be shipped from Cyprus to a dock controlled by Israel where it will be distributed using hovercrafts. (AJ, HA 3/6)

Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani meets with UK foreign secretary David Cameron, discussing the situation in Gaza and ceasefire negotiations. The Washington Post reports that the U.S. has secretly approved and delivered more than 100 separate arms shipments to Israel since 10/7/2023. The Post says the U.S. has circumvented congressional oversight in the majority of instances by processing arms sales that are below the threshold to notify Congress. The transfers include thousands of 155mm shells, tens of thousands of bomb guidance systems, Hellfire air-to-surface missiles, drones, Iron Dome munitions and more. (AJ, HA 3/6; HA 3/7)

In the West Bank, Israeli settlers shot and injured 2 Palestinian children, aged 12 and 14, in Deir Qadis. Israeli settlers with a military escort also raided Wadi Qelt, storming 5 homes and intimidating residents. Elsewhere, Israeli settlers destroyed water pipes leading to 3 villages in the Masafer Yatta area. Israeli forces shot and killed a Palestinian during a raid in Qalqilya. Israeli forces also assaulted Palestinians in Hizma. Elsewhere, Israeli forces violently dispersed Palestinians in al-Arroub refugee camp, causing tear-gas related injuries. Israeli forces seized a vehicle in Halawa. At least 60 Palestinians were arrested during raids in and around Hebron, Bethlehem, Jericho, Ramallah, Nablus, and Jenin. In East Jerusalem, Israeli forces demolished an apartment on the third floor of an apartment building in Sur Baher. Israeli forces raided the home of al-Aqsa Mosque preacher Sheikh Ikrimah Sabri in Silwan, issuing a demolition notice for the 5-story building he lives in. Israeli authorities forced a Palestinian family to demolish their own home in Sur Baher. In Gaza, Israeli forces killed around 316 Palestinians and wounded more than 664 others during airstrikes on Rafah, al-Bureij, Dayr al-Balah, Gaza City, Jabalia refugee camp, Khan Yunis and Faluja, including Islamic University of Gaza president Sufyan Tayeh and his family in Faluja. Israeli forces also targeted the Kamal Adwan Hospital, killing 4 people. Israel said it had started to move its ground invasion to southern Gaza and told Palestinians in 20% of Khan Yunis to evacuate to al-Mawasi and Rafah. Israel also said its forces assassinated the commander of Hamas’ al-Shati Brigades. 3 Israeli soldiers were killed. Rockets were fired at Israel, hitting 2 buildings in Sderot; no injuries were reported. In Lebanon, militants fired anti-tank missiles at Israeli forces, injuring 11 soldiers and a civilian. Israel said it attacked several targets in Lebanon. In Syria, Israeli forces fired artillery at southern Syria, saying a rocket was fired at Israel. At least 7,000 people were missing in rubble, including 1,700 children. 246 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 65 children. More than 3,300 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 80 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including around 13,000 gallons of fuel, entered Gaza. The Red Crescent said increased Israeli attacks on southern Gaza have made it much more difficult to deliver aid. Shin Bet director Ronen Bar said the Israeli cabinet had discussed assassinating leaders of Hamas “in Gaza, the Palestinian territories, in Lebanon, in Turkey, and in Qatar,” calling it “our Munich.” A Turkish intelligence official said there would be “serious consequences” if Israel kills Palestinians in Turkey. Military chief of staff Herzl Halevy said Israeli forces would fight in southern Gaza “as we did strongly and thoroughly in the northern part.” Israel also claimed to have found 800 tunnel shafts in Gaza. Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani said Qatar calls for an “immediate, comprehensive, and impartial international investigation” into Israel’s attacks in Gaza and that his country continues to work toward another ceasefire. (AJ 12/3)

The U.S. said that an American warship and several commercial ships were attacked in the Red Sea. Yemen’s Houthi government said it had attacked an Israeli ship with a missile and attacked another with a drone. In the West Bank, Israeli settlers threw stones at Palestinian homes in Hebron, injuring 1 minor who was hospitalized for his injuries. Videos of the incident show Israeli forces did not intervene while in the area. PA forces violently dispersed a funeral procession, using smoke grenades and tear gas, for a Palestinian man who was killed by Israeli forces on 3/7 during a raid in Nablus. The PA said its forces intervened because Hamas flags were waived. In Gaza, 1 rocket was launched at Israel; no damage was reported. Later Israel said that 1 military vehicle was hit by an explosive device and Israel subsequently directed artillery fire at Khan Yunis, injuring 2 and causing damage. The Israeli military’s chief of staff, Herzi Halevi, said that the military did not allocate enough troops to respond to the large-scale settler raid in Huwwara on 2/26 but that there would be no disciplinary measures taken against the officials involved. The Israeli military has been criticized for not intervening to save Palestinians and Palestinian property during the raid despite being present in the area. (HA 3/9; MEE 3/10)

In the West Bank, 1 Palestinian minor succumbed to wounds sustained from Israeli live ammunition on 5/18. Israeli settlers leveled land in Kisan. Israeli settlers also set up mobile homes south of Hebron. Israeli forces also raided Jaba‘, injuring 4, including 1 minor, when Palestinians confronted the forces. Israeli forces also raided ‘Araqa, injuring 1 minor with live ammunition, when Palestinians confronted the forces. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bethlehem, injuring 7 with rubber-coated bullets and others with tear gas. 11 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, and Jericho. In East Jerusalem, Israeli forces raided al-Makassed Hospital, leaving without making arrests. 8 Palestinians were arrested during raids in the Old City, al-Tur, Silwan, and Shu‘fat. In Gaza, 4 Palestinians were killed and many were injured, raising the comprehensive death toll since 5/10 from 232 to 236, including 65 children and 3 pregnant women. The casualties included: 1, and 9 wounded, including 3 children, during an air strike on a house in Khan Yunis; 1, and 1 wounded in an air strike on Bayt Lahiya; 2 in an air strike on a car traveling in Jabaliya. Israeli air strikes also hit power lines near Rafah, causing a total electricity blackout in the city. Israeli forces attacked 1 house in Khan Yunis, causing damage, but the missile remained unexploded as it landed on a bed, saving the family living in the house. 4 factories were also destroyed by Israeli air strikes in an industrial zone east in al-Muntar. In Israel, 1 Israeli soldier was injured by an anti-tank missile rocket fired from Gaza at a military bus. 1 rocket from Gaza hit a house in Ashkelon, causing damage; no injuries were reported. Israeli forces violently dispersed a funeral procession for 1 Palestinian-Israeli who was killed by Israeli police on 5/19 in Umm al-Fahm; 3 were arrested; a general strike was also called in Umm al-Fahm in protest over the killing. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. President al-Sisi also praised President Biden for his work on the ceasefire agreement. Several prominent Democrats in the U.S. House and Senate welcomed the news of the ceasefire, but said it was time to do more to resolve the roots of the conflict. PA foreign minister Riyad al-Maliki called for the world to address the core issues, saying that the ceasefire is not enough. Haaretz reported that 90% of the Israeli citizens charged for the violence in Israeli towns and cities since the start of the Hamas-Israel escalation were Palestinian citizens of Israel. District prosecutors have been criticized for not indicting Jewish-Israelis. (HA 5/20)

Adalah filed a petition on behalf of Palestinians in Shayk Jarrah to have Israeli police remove checkpoints around the neighborhood, which are severely impeding the residents’ freedom of movement. The checkpoints are also meant to block entry of Palestinians who are not residents of the neighborhood, as many residents remain threatened by evictions. (Adalah, HA 5/20)

The Israeli Electric Company said it would not restore the damaged power lines in Gaza until 2 Israelis, believed to be held captive by Hamas, and the bodies of 2 dead Israelis are returned to Israel. (HA 5/20)

PA president Mahmoud Abbas spoke with German chancellor Angela Merkel about efforts to get a ceasefire agreement between Hamas and Israel. President Abbas also met with German foreign minister Heiko Maas in Ramallah. (AJ, WAFA, WAFA 5/20)

Before the ceasefire was announced, Hamas leader Ismail Haniyeh wrote a letter to Iran’s supreme leader Ayatollah Ali Khamenei, asking for “mobilization of Arab, Islamic and international support” in ending Israeli air strikes. (AP 5/20)

Iran’s president Hassan Rouhani said that the country had reached an agreement in principle with the Joint Comprehensive Plan of Action signatories about complying with and having the U.S. rejoin the deal. (HA 5/20)

U.S. senator and chair of the Senate budget committee Bernie Sanders (D-VT) said he would introduce a resolution of disapproval of a $735 million arms sale to Israel. (AJ, ALM, HA, REU 5/20)

At the UN, U.S. ambassador to the UN Linda Thomas-Greenfield said that the U.S. had “not been silent,” despite blocking UN security council statements criticizing the violence from the latest escalation between Hamas and Israel. UN general-secretary António Guterres said he was “deeply shocked by the continued air and artillery bombardment” of Gaza and said that Gaza’s children lived in “hell on Earth.” No unified statement was released by the UN general assembly. 1 Jewish AP reporter was fired after Stanford University College Republicans criticized her for pro-Palestinian activism while she was a student at the school, before she was hired at AP. The foreign minister of Germany, the Czech Republic, and Slovakia visited Israel upon the invitation of Israeli foreign minister Gabi Ashkenazi to be briefed on the Israeli-Hamas escalation. In meetings with Prime Minister Benjamin Netanyahu, the 3 foreign ministers were shown parts of a drone that had been shot down on 5/18 that Netanyahu claimed was Iranian. (ALM, HA 5/20)

Later, hundreds of Palestinians gather along the border fence near Jabaliya refugee camp to continue the Great March of Return. IDF troops violently disperse them, injuring 3 protesters (1 Israeli soldier is reportedly injured when a Palestinian throws an explosive across the border fence). Israeli artillery then shell 2 Hamas observation posts in the area, causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Khan Yunis, Jabaliya refugee camp, and Rafah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian shepherd and steal 2 of his sheep in the northern Jordan Valley. Settlers also assault a Palestinian vegetable vendor in Jenin, causing minor injuries. IDF troops arrest 4 Palestinians during late-night raids in and around Tubas, Hebron, Tulkarm, and Jenin; and patrol near Qalqilya and Hebron. One raid in Tulkarm sparks minor clashes with stone-throwing Palestinian minors; there are no reported injuries or arrests. In East Jerusalem, Israeli police seal al-Rahma Gate leading into Haram al-Sharif. The move reportedly comes in response to certain Palestinian officials praying at the gate last week. Implementing legislation passed in 7/2018, Israel’s security cabinet approves a deduction to the monthly transfers of tax revenues to the PA equal to that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The cuts are expected to total NIS 502,697,000 (approximately $138 million) over a 12-month period. In response, a PA spokesperson calls the Israeli decision “arbitrary” and says that it will be “given a priority” in the Palestinian leadership’s discussions in the coming days. Hamas security forces forcibly prevent PA security forces from staffing the Palestinian side of the Kerem Shalom border crossing, according to the PA (Hamas claims that the PA troops left of their own free will). A senior Hamas official says that Hamas is carrying out “necessary security measures.” Sources in Gaza say that Hamas suspects the PA security forces are allowing Israel to transfer espionage equipment into Gaza. Hamas is reportedly demanding that PA staffers in Gaza submit to questioning and background checks. (HA, TOI 2/17)

Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. They set fire to tires, throw improvised explosive devices, and chant slogans. IDF troops violently disperse them near Rafah, Khan Yunis, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 3 Palestinians are killed and at least 126 are injured (3 critically). This brings the death toll stemming from the Great March of Return to 170. Meanwhile, Israeli artillery also shell a Hamas post near Jabaliya refugee camp, causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, an IDF patrol in al-Mazra‘a near Ramallah, sparking clashes with stone-throwing residents; 7 Palestinians are injured. They also patrol near Hebron and Nablus; arrest 1 Palestinian during late-night raids in Jenin; and violently disperse Palestinians at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya and Luban al-Sharqiyya near Nablus (7 Palestinians are injured). Israeli settlers harass Palestinians picking olives near Nablus, sparking minor confrontations between the harvesters and their own IDF escort; there are no reported arrests or injuries. Israeli settlers also assault and attempt to block Palestinian farmers from accessing their lands in 2 separate incidents near Salfit and 1 near Qalqilya. IDF troops intervene in each ensuing confrontation; 1 Palestinian is injured. In East Jerusalem, Israeli forces conduct raids in Hizma village, sparking minor clashes with stone-throwing residents; 1 Palestinian is injured. In a statement, UNRWA expresses “concern” about Jerusalem mayor Nir Barkat’s 10/4 announcement that he plans to remove the agency from East Jerusalem. “UNRWA has continuously maintained its operations in East Jerusalem since 1967 with the cooperation and on the basis of a formal agreement with the State of Israel, which remains in force,” UNRWA’s statement reads. It’s still unclear when or how Barkat intends to implement his plan. (REU, YA 10/5)

Along Gaza’s border, Israeli forces conduct a limited incursion to level land near al-Bureij refugee camp. IDF troops then arrest 4 Palestinian minors attempting to cross into Israel near the site of the incursion, and violently disperse Palestinian protesters throwing stones at the border fence near the main Great March of Return tent camp outside Khan Yunis (1 Palestinian is injured). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces carry out the punitive demolition of the Jenin home of a Palestinian imprisoned in connection with the 1/9/18 killing of an Israeli settler. Meanwhile, Israeli settlers damage 20 Palestinian vehicles and spray-paint “Death to Arabs” on a nearby wall in Bayt Iksa. Some of the same settlers vandalize more Palestinian property in Rammun village near Ramallah later in the day. IDF troops arrest 1 Palestinian during a raid in Bethlehem, and patrol near Nablus, Hebron, and Qalqilya. A deaf Palestinian succumbs to injuries sustained on 4/1 when the IDF violently dispersed peaceful protesters along Gaza’s border. A Palestinian witness to the shooting says that the deceased was walking away from the border fence when an Israeli sniper shot him in the back of the head. A mortar fired from Syria lands in the Israelioccupied Golan Heights, causing no damage or injuries. IDF artillery then shell the area from which the mortar was fired, causing an unclear amount of damage or injuries. “The IDF sees the Syrian civil regime as responsible for all that happens on its territory, and will not tolerate any attempt to harm the sovereignty of the State of Israel or the security of its citizens,” the IDF states after the exchange. Palestinian diplomats file a formal complaint against Israel with the UN office in Geneva responsible for monitoring the International Convention on the Elimination of All Forms of Racial Discrimination. The complaint alleges that Israel has violated the convention in a variety of ways, including the parallel justice systems for Palestinians and settlers in the West Bank. “Not only is the purpose of the settlement regime discriminatory in itself, it is further maintained by a system of discriminatory measures, severely depriving Palestinians of their fundamental rights,” one diplomat says. In the West Bank, the Israeli authorities shut down al-Ibrahimi Mosque in Hebron to Muslim worshippers to make way for Sukkot-related activities at the site. IDF troops arrest 16 Palestinians and issue 1 arrest summons during late-night raids in and around Hebron, Jerusalem, Qalqilya, Bethlehem, Nablus, Salfit, and Jenin, and patrol near Tulkarm and Hebron. Also, dozens of Palestinian health professionals gather outside the Ministry of Health building to protest unpaid salaries. In the West Bank, a Palestinian youth is moderately injured when he sets off a piece of unexploded Israeli ordnance left over after recent IDF exercises nr. ‘Ayn al-Hilwa in the Jordan Valley. The IDF conducts arrest raids and house searches nr. Hebron and Jenin. In East Jerusalem, IDF troops conduct house searches and arrest raids in the Old City. Hours after the IDF retaliated to projectile fire from Syria on 1/27, Hizballah fighters fire an antitank missile from inside Lebanon at an IDF convoy in a disputed area along the border nr. Shaba‘ Farms, killing 2 soldiers and injuring 7. The IDF responds with artillery fire, killing a Spanish peacekeeper with the UN Interim Force in Lebanon (UNIFIL). About an hour later, Hizballah fires mortars at several IDF positions in the area, causing no injuries. The IDF responds again by firing between 25 and 50 artillery shells and conducting IAF flyovers. Cross-border exchanges in Gaza continue overnight and throughout the day. The PRCs, the al-Aqsa Martyrs Brigade (AMB), and a small Salafist group (the Abdullah Azzam Brigades) fire around 17 rockets (including at least 4 Grads) and at least 2 mortars into Israel, seriously injuring 2 Israelis and damaging a religious seminary and a synagogue. The IDF carries out at least 25 air strikes (warplanes and drones) and 5 artillery strikes, killing at least another 7 Palestinians (5 militants and 2 bystanders, including 1 child) and wounding at least 40; the attacks include the targeted assassination of Islamic Jihad’s senior military cmdr. Mu’ataz Quraiqe‘ in Gaza City, also killing his brother and 2-yr.-old son. (The other 4 militants killed, including senior PRC cmdr. Samed Abed, apparently were targeted after firing rockets.) Egypt’s Supreme Council of the Armed Forces (SCAF; the interim military leadership) summons the Israeli amb. to demand an apology and call for an investigation into the killings. IDF ground forces backed by naval and air support continue to enter Gaza overnight, with troops taking up positions across n. Gaza (from which most Palestinian rockets have been fired), surrounding Gaza City, retaking the former Netzarim settlement site nr. the Gaza coast south of Gaza City, and bifurcating the Strip into e. and w. (cutting a swath roughly from the Qarni and Nahal Oz crossings to Netzarim on the coast, driving 1,000s of residents from Juhur al-Dik, al-Mughraqa, and al-Zahra’ with heavy artillery and tank fire), but not entering dense urban areas.

Combat notes: IDF-Palestinian ground fighting is described as “fierce,” characterized by heavy IDF artillery fire and heavy Palestinian sniping and mortar fire. Because the IDF stays out of built-up areas, there are few reports of close-quarter combat or heavy exchanges of gunfire. While ground troops concentrate in the north, Israeli air strikes and naval bombardment focus equally on the north and south, hitting more tunnels on the Rafah border and targeting Hamas leaders for assassination. (The IDF claims to assassinate Hamas rocket cmdr. Hussam Hamdan and IQB and long-range rocket cmdr. Muhammad Hilu in Khan Yunis, senior IQB mbr. At least 47 Palestinians (including 4 paramedics) are killed and 400 wounded (including 3 paramedics) during the day; 1 IDF soldier is killed, 1 is seriously wounded in a heavy exchange of gunfire nr. Jabaliya; 15 IDF soldiers are wounded (3 seriously) by Palestinian mortar fire inside Gaza. The UN and Palestinian medical workers estimate the Palestinian toll to have reached at least 507 dead, 2,400 injured. The Israeli toll stands at 5–6 killed, more than 40 injured.

Humanitarian notes: The Israeli FMin. announced a new joint office of the FMin. and Israel’s Coordinator of Government Activities in the Territories, called the Humanitarian Affairs Coordination Center (HACC), to coordinate humanitarian organizations operating on aid transfers to the Strip. Hizballah, the Lebanese government endorse UN Res. 1701, Hizballah says it will maintain its “natural right to resist” in keeping with international law as long as IDF troops “are practicing an occupation and acts of aggression” inside Lebanon. Meanwhile, the IDF continues heavy air and artillery strikes across Lebanon, mostly targeting infrastructure and roads, including destroying electricity plants nr. Sidon, a Lebanese army base in the Biqa‘ Valley, 2 homes nr. Bint Jubayl (killing at least 15 Lebanese civilians); air strikes are concentrated around Sidon and Tyre (cutting electricity to Tyre), in the north btwn. Akkar and Arida, and in central s. Lebanon nr. Bint Jubayl. The IDF keeps up intensive air and artillery strikes across Lebanon, targeting the Beirut–Damascus highway (closing the Syrian border crossing for the 1st time since 7/12; though the road is used primarily by civilians trying to flee the country and aid workers bringing in humanitarian assistance, Israel claims it targeted the road to prevent arms smuggling), killing at least 6 Lebanese civilians, wounding 2 UNIFIL monitors. During the day, the IDF withdraws troops fr. Bint Jubayl, claiming to have destroyed Hizballah’s elaborate network of tunnels and storage areas, but continues air and artillery strikes and keeps troops in the area, saying they could be sent back in at any time. The body of a Jewish settler fr. Yakir missing since early in the morning is found in a burnt-out vehicle nr. a West Bank Palestinian village; the AMB takes responsibility for kidnapping, killing him. In Israel, Israeli police free dual Israeli-Canadian citizen Falah after a Haifa District Court orders the police and/or Shin Bet to file formal charges against him or let him go (see 7/26). Israel’s security cabinet approves call-ups for up to 3 divisions of reservists (15,000–30,000 reserves) for the war on Lebanon. The IDF makes some 180 air and artillery strikes on targets across Lebanon, including hitting radio and TV relays in Amshit n. of Beirut, 3 trucks in the Biqa‘ Valley carrying emergency food supplies to Beirut. Ground clashes continue in Bint Jubayl, 2 residential apartment buildings nr. an Amal headquarters in Tyre; a Lebanese army base in n. Lebanon; roads, buildings in s. Lebanon and the Biqa‘ Valley, including al-Khiyam, Kafr, Nabatiyya, Sidon, Tuffah, Riyaq, Zahleh. The IDF broadcasts radio warnings to s. Lebanon residents that their villages would be “totally destroyed” if rockets are fired fr. them. Hizballah fires some 110 rockets into n. In Gaza, the IDF drops leaflets on and makes automated phone calls to residents in n. Gaza warning them to evacuate areas around rocket launch sites, buildings used by militants; shells Bayt Lahiya, killing 3 Palestinian civilians, wounding 11 others (the IDF says a shell may have misfired); repeatedly shells Bayt Hanun and perimeter, killing 3 Palestinian civilians, wounding 8; shells a shed on a farm nr. Gaza City, allegedly serving as a weapons depot. IDF troops stationed at the Dahaniyya airport fire on residential areas of nearby al-Shuka, wounding 1 Palestinian woman outside her home. Palestinians fire 8 rockets fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF conducts air strikes destroying 2 Palestinian homes in Gaza City and Khan Yunis (belonging to an Islamic Jihad mbr.), damaging surrounding stores and residences, wounding 3 bystanders; in both cases, the IDF phoned the homes 20 min. before the attack to warn residents to evacuate. The IDF also makes an air strike destroying a house of a Hamas mbr. under construction in Brazil r.c., also destroying 2 neighboring homes, damaging several others, wounding 15 bystanders (including 7 children). In the West Bank, the IDF patrols in Beitunia nr. Ramallah; conducts arrest raids, house searches nr. Jericho, Tulkarm, and in ‘Askar r.c., Azariyya, Jenin town and r.c.; bulldozes 35 d. of Palestinian land for construction of the separation wall nr. Jerusalem. IDF ground forces advance another halfmile into s. Lebanon, using bulldozers to clear roads and demolish buildings, engaging Hizballah mbrs. in Bint Jubayl and encountering artillery fire, antitank weapons, land mines, leaving 2 IDF soldiers dead, 14–20 IDF soldiers wounded, 2 Hizballah mbrs. captured, an unknown number of Hizballah casualties, up to 5 IDF tanks disabled; an IDF helicopter returning fr. Bint Jubayl crashes in the n. Galilee, killing another 2 IDF soldiers. Meanwhile, IDF-Hizballah clashes continue in Maroun al-Ras. The IDF also continues air strikes across Lebanon, targeting at least 70 Hizballah sites (particularly around Tyre), killing at least 7 Lebanese civilians; also hitting a UN post, injuring 4 UNIFIL soldiers. Overnight and during the day, the IDF continues to expand its presence in n. Gaza, entering populated areas for the 1st time since disengagement, meeting strong resistance fr. Palestinians, who use RPGs, rifles, roadside bombs and fire 8 rockets toward Israel (only 4 land inside Israel, causing no damage or injuries). The IDF uses air strikes, artillery, tanks, and gunfire as well as bulldozes fields, roads, and open areas to widen the n. Gaza buffer zone; the clashes, mostly concentrated in Bayt Lahiya but also in s. Gaza, leave at least 24 Palestinians (many reportedly Hamas mbrs., but also including at least 2 children), 1 IDF soldier (hit by friendly fire) dead and wound some 80 Palestinians (nearly a third of them children), 1 IDF soldier. The IDF also bulldozes areas around Khan Yunis, demolishing 3 Palestinian homes; opens Erez and Qarni crossings for several hrs. for the movement of international aid workers, humanitarian goods. Palestinian gunmen also fire on an al-Jazeera TV car in Bayt Hanun, believing it to be an IDF undercover unit, wounding the driver, 1 journalist. In the West Bank, the IDF sends undercover units into a memorial service in Jenin r.c. for an AMB mbr. killed on 7/5, attempts to assassinate the AMB’s n. West Bank cmdr. Zakariya Zubaydi and local Islamic Jihad leader Mahmud al-Sadi, fatally shooting 2 Palestinian teenagers, wounding 18; Sadi, Zubaydi escape. The IDF also raids an Islamic charity nr. Hebron; demolishes a Palestinian home nr. Jerusalem; patrols in ‘Anabta nr. Tulkarm; conducts arrest raids, house searches in Nablus, nr. Hebron and Qalqilya; issues military orders confiscating 45 d. of land along settler bypass road 60 nr. Hebron for construction of a military base nr. the separation wall. Jewish settlers fr. Suissa set fire to a Palestinian home; the IDF prevents firefighters fr. reaching the area. Israeli police arrest 5 senior Hamas mbrs. in East Jerusalem for illegally helping Change and Reform PC mbrs. conduct Hamas affairs in the city. As the quarter opens, the Israel Defense Forces (IDF) continue Operation Southern Arrow, with heavy shelling and air strikes on Gaza in response to Palestinian rocket fire (at a rate of 10 Israeli strikes per 1 Palestinian rocket attack) and tight restrictions on Gaza’s crossings (see Quarterly Update for details). The IDF also continues to separate the n. and s. West Bank by closing (since 4/21) the Zatara checkpoint s. of Nablus and to restrict movement into and out of the n. Jordan Valley. Meanwhile, Palestinians in the West Bank and Gaza continue to suffer severe economic shortages due to the U.S.- and Israeli-led economic sanctions on the Hamas-led Palestinian Authority (PA) that have prevented the PA from paying government workers’ salaries for 2 mos. Today, the IDF patrols in ‘Araba nr. Jenin, firing on residential areas; conducts arrest raids, house searches nr. Bethlehem, Nablus. Islamic Jihad fires its 2d Grad rocket fr. Gaza toward Ashqelon, damaging a poultry farm but causing no injuries (see 3/28, 4/21). A Hamas mbr. is killed in a driveby shooting in Gaza City; no group claims responsibility. The IDF fires a missile fr. an F-16 at a car carrying Islamic Jihad mbrs. in Bayt Lahiya, missing them in an apparent failed assassination attempt; conducts 2 more air strikes on the n. Gaza no-go zone, damaging a road; fatally shoots a 15-yr.-old Palestinian during a raid on ‘Ayn Bayt al-Ma’ r.c.; patrols in, fires on residential areas of Tubas nr. Jenin; conducts arrest raids, house searches in Tulkarm (targeting the AMB, Islamic Jihad). Palestinians fire 4 rockets into Israel, and the IDF responds with artillery fire on the n. In Nazareth, 3 Israeli Jews (a father, mother, and daughter), distraught after social workers took custody of their other children, set off firecrackers and small gas canisters inside the Church of the Annunciation during mass, sparking panic inside the church but no injuries. Worshipers restrain and beat the Israelis, take them outside, where other residents hearing of the incident converge and riot, leaving 13 injured, before police finally are able to intervene and control the situation. The IDF raids the Alternative campaign offices in East Jerusalem, confiscates campaign posters and leaflets, arrests at least 5 workers, claiming they have ties to terrorism because the Alternative coalition includes the Democratic Front for the Liberation of Palestine (DFLP); bulldozes 2 Palestinian homes in Bayt Hanina and Silwan on the outskirts of East Jerusalem; smashes the windshields of at least 10 Palestinian taxis traveling a road leading north out of Nablus; conducts arrest raids in al-Arub r.c. nr. Nablus, Qalqilya and in and around Jenin, Ramallah. The IDF also declares the Jewish section of Hebron a closed military zone, banning all nonresidents, seizing buildings and rooftops, welding shut Palestinian stores raided by settlers after 5 days of settler rioting sparked by plans to evict Israeli squatters who have occupied the market area. Late in the evening, Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries; the IDF responds with artillery fire on the n. Gaza no-go zone, causing no injuries. The IDF makes 1 air and 3 artillery strikes on a field deep inside the n. Gaza no-go zone nr. Bayt Lahiya, killing 2 Palestinians; occupies the PA military intelligence headquarters in Jenin, forcing all PA officers to leave, arresting 1; conducts arrest raids in and around Jenin town and r.c., and in Hebron, Nablus, al-Til, Tulkarm, Yatta. Some 50 AMB gunmen occupy a PA Interior Min. office in Gaza for several hrs., demanding jobs. In retaliation, Palestinians fire several rockets and 1 mortar fr. n. Gaza into Israel, causing no damage or injuries; IDF artillery fires 10s of shells on roads and uninhabited areas in n. Gaza, causing no reported casualties. The IDF also conducts arrest raids nr. Ramallah and in Balata r.c., Hebron, Tulkarm; raids Waqf offices, 2 charitable societies in Jenin, confiscating computers and files, sealing the buildings; conducts arrest raids in Bani Na‘im nr. Israel increases the number of Palestinian workers allowed into Israel fr. the West Bank to 37,000, while Israeli police launch a crackdown on Palestinians working in Israel without permits, arresting 250. Gaza, with fighter jets creating sonic booms over the Strip and conducting air strikes on an Islamic Jihad charity and alleged weapons-making factory; Israeli DM Shaul Mofaz approves an increase in assassinations in response to the rocket attacks. PA police shoot, seriously wound a Palestinian driver in Ramallah who refuses to stop for an ID check, precipitating a protest by some 100 bystanders, joined by AMB gunmen who force local shop owners to close their stores in protest. After Palestinians fire 2 rockets into Israel, causing no damage or injuries, an IDF helicopter fires missiles at an Islamic Jihad charity in Gaza City, damaging the building, lightly wounding 1 bystander. In response, Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. In retaliation, the IDF carries out artillery and F-16 air strikes on open areas in Gaza, firing at least 30 shells and 3 missiles, causing no damage or injuries. The IDF fires on, sinks a Palestinian fishing boat in Palestinian waters off Gaza, killing 1 Palestinian, leaving 1 missing; the IDF says that it attempted to halt the boat after the Palestinian sailor headed toward Egyptian waters alone and returned with a passenger, but the boat ignored warning shots and fired back at the naval vessel, causing no damage or injuries. (The IDF says that videotape that routinely records the naval unit’s activity ran out about three minutes before the incident.) The IDF also begins work on a new segment of the separation wall northwest of Jerusalem in al-Jib, Dahiyat al-Barid; conducts arrest raids, house searches in al-Khadir, Qabatya nr. Jenin. A Jewish settler injures a Palestinian child in a deliberate hit-and-run nr. Qalqilya. A PA policeman, 4 Palestinians are shot dead in Bayt Hanun during a clash btwn. rival Palestinian clans that erupts at the funeral for the mbr. of 1 family who was killed on 12/1.
