The IDF makes an air strike on a car nr. Jabaliya r.c. carrying Islamic Jihad mbrs. who had fired rockets toward Israel (causing no damage), missing the vehicle and causing no damage; within the hr., the IDF makes a 2d air strike on a car in the same area, killing 1 Palestinian with no known resistance connections. Citing 9 killings in 2 days, Hamas’s Izzeddin al-Qassam Brigades declares an end to its observance of the 11/26/06 cease-fire, though PM Haniyeh says that the PA still has every intention of making it work. During the day, Palestinians fire 5 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF fires on stone-throwing Palestinians in Ramallah, killing a 15-yr.-old Palestinian boy; evicts some 80 Palestinians fr. Hadidiyya in the n. Jordan Valley (the Israeli High Court ruled on 1/3 that they posed a security threat to Jewish settlers in nearby Ro’i settlement; see Quarterly Update in JPS 143); confiscates 169 d. of Palestinian land nr. Tulkarm for construction of the separation wall; imposes a curfew on Hawara nr. Nablus; conducts late-night arrest raids, house searches in Balata r.c., Nablus. A Palestinian gunmanfires on a Jewish settler vehicle nr. Hizma checkpoint into Jerusalem, injuring a settler and a Palestinian bystander. In Jabaliya r.c., PRC mbrs. abduct 5 Palestinians, including 2 ESF mbrs., exchanging fire with the ESF that leaves 1 of the abductees dead and sparks local demonstrations. In Gaza City, armed mbrs. of a local clan attack an ESF base, injuring 1 ESF mbr., kidnapping another (who is released later in the day after the PA intervenes). Early in the morning, the British and U.S. monitors guarding 6 political prisoners in the PA’s Jericho jail pull out of the city, citing security concerns. Within 20 minutes, the IDF encircles and imposes a curfew on Jericho, sends 80 tanks and armored vehicles, backed by helicopters, into the city, launching Operation Bring the Goods Home to take custody of the 6 prisoners (including PFLP head Ahmad Saadat). IDF troops surround the jail, order the 280 prisoners and PA guards to surrender, begin demolishing the jail and attached PA barracks, clashing with some prisoners, guards, and local Palestinians. (Although the U.S., Britain deny coordinating with Israel, Israeli DM Shaul Mofaz says Israel knew of the monitors pending departure and had been plotting the attack for 1 wk.). After 12 hrs., the remaining prisoners, including the 6 targeted men, surrender. At least 1 PA prison guard and 1 Palestinian prisoner are killed, more than 50 guards and prisoners are wounded, 10s of local Palestinians are injured. In response to the raid, Palestinian gunmen across Gaza and the West Bank (reportedly PFLP and AMB mbrs.) raid hotels, news outlets, and foreign offices, kidnapping at least 9 foreigners, vandalizing foreign-owned offices. Most foreigners kidnapped are quickly released. PA police fire on PFLP mbrs. breaking into the French Cultural Center in Gaza, killing 1 PFLP mbr., wounding 9. Some 15,000 Palestinians demonstrate in Gaza City. As a result of the violence, the UN suspends operations in Gaza; the EU withdraws observers from the Rafah crossing, forcing it to close. Meanwhile, the IDF also closes the Qarni crossing; bars a pregnant Palestinian woman fr. crossing a checkpoint to reach a Ramallah hospital, forcing her to give birth at the checkpoint; conducts arrest raids, house searches in and around Bethlehem, nr. Hebron and Qalqilya, and in ‘Aida r.c., Jenin town and r.c., Qabatya; begins work on a new segment of the separation wall nr. Dahiyat al-Barid n. of Jerusalem. Israel releases jailed Change and Reform PC mbr. Omar ‘Abd al-Raziq on bail; he was detained 3 mos. ago on charges of belonging to and handling money for Hamas. Jewish settlers fr. Kiryat Arba hold Purim parades through Palestinian areas of Hebron under IDF escort, vandalizing Palestinian property and beating 2 Palestinian children (ages 11, 13). The IDF imposes a curfew, makes a predawn raid on Saida nr. Tulkarm to arrest 2 wanted Islamic Jihad mbrs., marking the IDF’s 1st reentry of the town since returning it to PA security control on 3/22, sparking an exchange of gunfire that leaves dead wanted Islamic Jihad mbr. Shafiq ‘Abd al-Ghani and 1 IDF soldier (the 1st Israeli killed by a Palestinian since 2/25); 1 Islamic Jihad mbr. is wounded, escapes, is later arrested; the PA condemns the incursion as a violation of agmts. btwn. the 2 sides; Israel denounces the PA for failing to rein in militants. In response, Islamic Jihad fires 2 rockets at Sederot, causing no damage or injuries. The IDF also demolishes a Palestinian home in Jabal al-Mukabir and 1 in Sur al-Bahir, both in the Jerusalem municipality; sends troops into Tubas nr. Jenin to search Palestinian vehicles. As part of Abbas’s ongoing anticorruption efforts, PA security forces bulldoze 3 seaside homes in Gaza illegally built on public land seized by senior PA security officials. The IDF imposes a curfew on Jenin town and r.c., closes off all access roads leading to the city, conducts arrest raids and house searches, fires on residential areas; withdraws fr. Bayt Hanun, having leveled 100 d. of citrus groves since 10/26, 1 Palestinian home,5wells. Palestinians fire a Qassam rocket at the Negev, causing no damage or injuries. Jewish settlers fr. Shilo attack, chase off a group of Palestinians harvesting olives in nearby al-Mughayyir village. Israeli sources confirm that the West Jerusalem municipality has completed plans for construction of a new 280-unit Jewish settlement quarter in Abu Dis in East Jerusalem following completion of the separation wall through Abu Dis. A Palestinian dies of injuries received on 10/2 during the IDF attack on n. Gaza. In Gaza, scores of Palestinians protest increasing crime, kidnappings, violence in Gaza and demand security, legal reforms. An Israeli court rules that Palestinian residents of Jerusalem have the right to register any child under age 12 without having to apply for family reunification even if 1 parent holds a West Bank ID. Previously, the Israeli Interior Min. asserted that any such children not registered by age 1 would have to apply for family reunification. (PR 11/3)

Arafat collapses in his Ramallah headquarters and deteriorates dramatically during the day, reportedly lapsing in and out of consciousness. His personal doctor is summoned fr. Amman, a medical team fr. Egypt, and his wife fr. Paris, raising speculation that he is nearing death. An al-Aqsa Martyrs Brigade (AMB) gunman opens fire on an IDF checkpoint outside Jerusalem, killing 2 IDF soldiers; the gunman escapes toward al-Khadir village; the IDF seals al-Khadir, conducts house-to-house searches, arresting 3 Palestinians. The IDF raids Rafah, sparking an exchange of gunfire that leaves 1 Palestinian dead and 11 wounded, demolishing 7 Palestinian homes, damaging 2 others; fires on Palestinians at Qarni and Surda crossings for no apparent reason, wounding 3; shoots, wounds a 16-yr.-old Palestinian who breaks curfew in Asira nr. Nablus; fires on stone-throwing youths in Burqa nr. Nablus, wounding 3; fires on Palestinian farms nr. Netzarim settlement, killing 1 horse, wounding another; conducts arrest raids, house searches nr. Hebron, Nablus. The IDF also arrests a Palestinian farmer harvesting his olive grove nr. A Hamas suicide bomber dressed as an Orthodox Jew detonates a device on a bus in Jerusalem, killing 15 Israelis, 1 Eritrean, injuring more than 60. Israeli DM Shaul Mofaz immediately authorizes the IDF to use “whatever means necessary” to “completely wipe out Hamas,” saying Hamas spiritual leader Shaykh Yasin is a viable target. Half an hr. later, an IDF helicopter fires on a car stuck in a Gaza City traffic jam, assassinating senior Izzeddin al-Qassam mbrs. Titu Massud and Suhayl Abu Nahil, also killing 6 Palestinian bystanders, wounding 35 (including 14 children). In the evening, IDF helicopters strike another car in Gaza City, killing Hamas mbrs. The IDF sends reinforcements into Tubas, where troops bombard a home, killing wanted Izzeddine al-Qassam Brigades regional cmdr. Qays Udwan, 5 other Hamas mbrs. Heavy Israeli attacks are reported in Askar r.c., Jenin r.c., Nablus (where the IDF shells, destroys the eastern market area), Yatta. Around 25+n35 Palestinians (including as many as 8 collaborators) are reported killed today, including the 6 in Tubas, 12 in Nablus; 1 IDF soldier is killed in Jenin r.c. An IDF helicopter fires at the car of wanted Islamic Jihad mbr. Ziyad Shuwayki in Hebron, missing him but injuring 11 bystanders. IDF troops search, vandalize the home of Nablus mayor Ghassan Shaka (who is not home), arrest his 2 sons. Troops also raid the Ramallah home of PA Information M Yasir `Abid Rabbuh, detain him while they search; fire on an diplomatic convoy evacuating EU nationals fr. Dahaysha, causing damage but no injuries. The IDF lifts the curfew in Ramallah for a few hrs. to allow Palestinians to buy food; Palestinians discover that the Amwaj, al-Nasr, Watan TV stations and the Ajyal, Angham, Love and Peace, Manara, al-Quds radio stations have been ransacked. The IDF says it is still holding around 900 of the 1,200 Palestinians it has detained since 3/29. Late tonight, the IDF releases 340 Palestinian detainees fr. Jenin r.c., Ramallah at the Qalandiyya checkpoint but does not allow them through the crossing to reach their homes; the UNRWA allows them to stay in its nearby school. In Gaza, 10,000 Palestinians attend a Hamas rally against Israel's actions. Israel bars Palestinian men under age 40 fr. attending prayers at al-Aqsa Mosque. With Passover past and 20,000 reserves fully mobilized, the IDF reoccupies Bethlehem, setting up a cordon 500 yards fr. the Church of the Nativity, surrounding the PSF West Bank headquarters, declaring a 24-hr. curfew, firing warning shots at a BBC camera crew. The IDF also sends troops into Aida, Dahaysha, Tulkarm; reinforces troops in Qalqilya, beginning house-to-house searches. In Ramallah, the IDF continues rounding up Palestinian men, saying since 3/29, it has detained 700 (10 of them "wanted" men) and seized 19 rifles, 4 pipe bombs, 2 mortars, a "small number of assorted ordnance"; raids, vandalizes, confiscates files fr. more public, private offices; ejects a 6-person CBS news team fr. the city; fires on a clearly marked NBC TV vehicle. The PRCS says that the IDF has halted coordination efforts that guarantee the safe movement of ambulances, medical workers. In Bayt Jala, 100 Palestinians and foreign peace activists hold a nonviolent march to an IDF checkpoint, where troops open fire in front of them with live ammunition fr. tank-mounted machine guns, wounding 7 foreigners, 1 Palestinian TV cameraman. In total, 13 Palestinians are killed during the day, including an 11-yr.-old boy shot by the IDF in Gaza. A Palestinian sniper kills 1 Jewish settler in Har Homa. A Palestinian suicide bomber detonates a car bomb at a checkpoint btwn. East and West Jerusalem, killing 1 Israeli police officer. In Washington, Bush, Powell hold "an unusually blunt" mtg. with Sharon on how to proceed with the cease-fire plan. Sharon says he will not move onto the 6 wk. cooling-off stage until violence completely ceases for 10 days; only after 8 wks. of total calm would Israel make any confidence-building gestures. Bush stresses the PA's progress in reducing violence to date, urges Sharon to be "more receptive" to the cease-fire proposals, recommends that the cooling-off period begin immediately.
