The IDF also erects a new observation tower nr. Kiryat Arba settlement in Hebron; sends troops into Silwad nr. Ramallah, fires on stone-throwing youths who confront the troops, wounding and arresting 2; conducts arrest raids, house searches in Hebron, nr. Tulkarm; begins work on a new segment of the separation wall northwest of Ramallah that is expected to seize at least 5,330 dunams (d.; 4 d. = 1 acre) of land in Abud village; bulldozes 26 d. of land outside Bethlehem for construction of a permanent IDF post. Palestinians in Bethlehem report that for the past few days, the IDF has imposed new arrangements at the entrances to the city, requiring tourists entering and exiting to leave their busses, enter a transit hall for passport and baggage checks and customs processing that last up to 2 hrs. The Israel Lands Admin. issues tenders for construction of 13 new housing units in Ma’ale Adumim settlement nr. Jewish settlers beat a Palestinian harvesting his olive trees in Awarta. In Gaza, 100s of AMB mbrs. fire rifles in the air, defying the ban on carrying weapons in public, calling for reform within Fatah, demanding jobs and an international investigation into the 11/04 death of Yasir Arafat based on rumors (thus far unsubstantiated) that he was poisoned. In Nablus, AMB mbrs. protesting a recent PA crackdown on illegal weapons and criminal activity fire on PA police, leaving 1 PA policeman wounded. An IDF soldier, who deserted 2 mos. ago to protest disengagement and moved to the right-wing West Bank settlement of Tapuach, boards a Haifa–Shafa‘ Amr bus, still dressed in fatigues and carrying his military issue weapon; when the bus enters the Israeli Palestinian town of Shafa ‘Amr, the driver asks him whether he’s on the right bus; the soldier then shoots the Israeli Palestinian driver dead and opens fire on the passengers, killing another 3 Israeli Palestinians, wounding 20 before a mob beats him to death. Sharon denounces the “reprehensible act by a bloodthirsty Jewish terrorist”; YESHA settlers council also condemns the attack; the U.S. terms it a “terrible act of terrorism.” In Gaza City, the PA opens (symbolically on Arafat’s birthday) a 2-wk. “victory festival” to celebrate the pending disengagement and a wk.-long UNDP-funded publicity campaign called “Gaza—Reclaiming our Gem”; 10,000s of Palestinians, predominantly Fatah supporters, rally outside Gaza’s PC headquarters to hear speeches by Abbas, Qurai‘, Dahlan, who emphasize national unity, call on Palestinians not to take any actions that would jeopardize the national image, emphasize that the world is watching how Palestinians react to disengagement and assume responsibility for Gaza. The BBC reports that papers in the British National Archives show that in 1958, Britain secretly sold Israel 20 tons of heavy water vital for production of plutonium and the manufacture of nuclear weapons at its Dimona reactor. No “peaceful use only” condition was placed on the sale. (BBC 8/4) The World Bank releases a report showing Israel to be 2d only to Italy as the most corrupt, least efficient of developed countries. The report states that “Israel is considered one of the riskiest places in the Western world, with an unstable, inefficient regime, low accountability, a relative high rate of state corruption, and poor law enforcement.” (HA 8/4)

In the morning, a closed military memorial service for Arafat is held on a military base outside Cairo. The Palestinian leadership, Arafat’s family, Egyptian envoy Omar Sulayman then escort Arafat’s body by helicopter to Ramallah, where 10,000s of grieving Palestinians overrun the Muqata in an attempt to observe his sunset funeral. Israel executes Operation New Leaf–the Day After to step up Israeli security but ensure that “Palestinians’ dignity is preserved” for3days of mourning: declares a state of emergency, seals the occupied territories until 11/16, pulls out of all West Bank population centers, reinforces the troop presence surrounding Ramallah and leading to Jerusalem, facilitates West Bank Palestinians’ access to Ramallah for the funeral, allows PA security officers to carry weapons for the 3-day mourning period in order to maintain crowd control. The only reported violence of the day is in Rafah, where the IDF fires on, shells residential areas. Meanwhile, massive symbolic funerals are held in Gaza, with (as in the West Bank) the full participation of all political groups, including Hamas. Sharon denies Arafat permission to leave Ramallah to attend Christmas celebrations in Bethlehem. Instead, a delegation of prominent Christian leaders goes to Ramallah to visit Arafat. The Vatican denounces Israel's action as "arbitrary." In protest, the AMB ambushes a car outside Nablus, seriously injuring 1 Jewish settler. The IDF fires on residential areas of Hebron, Khan Yunis. A Hamas suicide bomber detonates a device at a crowded West Jerusalem pizzeria, killing 13 Israelis, 1 American, 1 Brazilian and wounding at least 90. Afterward, angry Israelis in Jerusalem, Jewish settlers in Hebron attack Palestinians in the streets, with little intervention fr. Israeli police, soldiers. Fearing a massive Israeli strike, Palestinians throughout the occupied territories close offices and stores, take refuge in their homes. Meanwhile, Palestinian gunmen fire on a vehicle nr. Jinin, killing 1 Jewish settler, wounding 3. The IDF directs heavy machine gun fire at residential areas of Bayt Lahia, Jericho, Khan Yunis, Nablus, Rafah; bulldoze a Palestinian home in Gaza. Immediately after the bombing, the IDF senior command, Israeli cabinet convene separately to discuss response scenarios. The cabinet agrees to a new strategy of hitting PA targets only with the aim of forcing Arafat to choose btwn. a full cease-fire, destruction of the PA. This evening, Sharon meets with his security cabinet, which also decides to set up new police stations in East Jerusalem. Israeli security forces occupy 10 unofficial PLO offices in East Jerusalem, including Orient House (the symbolic PLO FMin.); also detain 8 Orient House employees for questioning, confiscate files, remove the Palestinian flag, raise an Israeli flag. The IDF takes over the Abu Dis mayor's residence, several surrounding homes Israel claims are used as PA security command centers, marking the 1st reoccupation of sites in area B. Sharon declares that "Orient House will not open again. Ever. We will not leave Abu Dis." The State Dept. says the actions mark a "political escalation." Israeli-Palestinian clashes abate further due to heavy rains, cold weather. During the day, 2 Palestinians are killed; a 3d dies of injuries received earlier. Barak sends top security aide Yossi Ginnosaur to Gaza to discuss security coordination with PSF head Dahlan. The IDF shells areas around Bayt Jala, Hebron, Jericho, Rafah, and Tulkarm, severely damaging more than 6 Palestinian homes, killing 1 man, wounding at least 8. The IDF uproots Palestinian olive groves nr. Netzarim Junction. IDF tanks in Psagot settlement fire into al-Bireh camp outside Ramallah in response to sniping. Pres. Clinton phones Arafat to urge him to halt Palestinian demonstrations, arrange a time to come to Washington to discuss resuming peace talks. Arafat gives no assurances. The White House says Clinton also phoned Barak, to urge Israeli restraint and invite him to a separate mtg. in Washington, but the leaders were "unable to speak." In a coordinated event, groups of West Bank Palestinians, 10,000s of Jordanians fr. across the kingdom march toward Jerusalem in a nonviolent demonstration of support for the right of return. While Palestinians are stopped at IDF checkpoints, the Jordanians are halted nr. Allenby Bridge by Jordanian riot police and security forces, with helicopter support. The Jordanian authorities beat back marchers with batons, water cannons, and tear gas, injuring 100s. Meanwhile, Israeli-Palestinian clashes abate somewhat. Inside Israel, Israeli Jews stab to death 2 Israeli Arabs nr. Tel Aviv, set fire to 3 Arab apartment buildings in Jaffa, and set fire to 3 Palestinian homes and a Jewish-owed restaurant that employed Palestinians in Tel Aviv. Clashes btwn. Israeli Jews and Arabs are also reported in Haifa, Tiberias, and Acre, where Israeli police intervene, firing tear gas and live ammunition, wounding 1 Israeli Arab. (Israeli police say they have arrested some 400 Israeli Arabs, 200 Israeli Jews since clashes began.) Jews fr. West Jerusalem damage Palestinian property in East Jerusalem. In Gaza, the IDF demolishes another apartment building in Netzarim Junction, which was evacuated earlier because it had been hit by IDF shells. Israeli-Palestinian fighting in the West Bank and Gaza abates slightly but escalates again this evening, leaving at least 3 Palestinians dead. The most serious incident is in Nablus, where the IDF, implementing the Sharm agmts., turns over Joseph's Tomb to the PSF. Palestinians celebrating the IDF pullback overrun the PSF, destroy the tomb. In response, armed Jewish settlers roam areas around West Bank settlements, stoning and firing at Palestinian cars, killing 1 Palestinian. Inside Israel, Jews fr. Upper Nazareth rampage through Arab Nazareth throwing stones at Israeli Palestinians, sparking a riot; when Israeli Arabs start to fight back, Israeli riot police intervene, using tear gas and live ammunition, shooting dead 2 Israeli Arabs. In Tiberias, Jews vandalize a historic mosque. The IDF moves tanks into the West Bank to guard the Jewish settlement of Psagot, which has been the target of Palestinian sniping. Anticipating protests following Friday prayers, Israel seals the West Bank and Gaza, allows plain clothes PA police to deploy in the Haram al-Sharif/Temple Mount to form a cordon to prevent Palestinians fr. throwing stones. The PA police, Waqf officials largely succeed in restraining the crowd, but when a handful of the 8,000 Palestinian worshipers do throw rocks, Israeli forces open fire, killing 2 Palestinians, wounding 60. At sundown IDF troops raid the Haram al-Sharif to chase off Palestinians, lower a Palestinian flag.
