In the West Bank, Israeli settlers attacked 1 Palestinian man in Jalud with sticks and rocks; when Israeli forces arrived, they fired stun grenades at other Palestinians trying to help the man being assaulted. The man was later taken to a hospital for his injuries; Yesh Din released a video of the incident. The same group of settlers also uprooted olive, pine, and cypress seedlings and damaged power lines in the area. Israeli forces shot, injured, and arrested 1 Palestinian man in Qatanna. 3 others were arrested at military checkpoints near Tulkarm and Taqqua. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported but there was reported damage to fishing nets. The PA said it will ease the COVID-19-related lockdown by reopening schools for pupils in grades 1-6. The PA also extended the COVID-related state of emergency for another 30 days. (WAFA, WAFA 4/3)

Jordan said it had foiled a “malicious plot” against the country and put around 2 dozen people in house arrest, including former crown prince and half-brother of King Abdullah II, Prince Hamzah bin Hussein. Jordan said that an Israeli national with ties to the Mossad, Roy Shaposhnik, was aiding the plot and had arranged for Prince Hamzah and his wife to be flown out of the country on a private jet. Shaposhnik told Axios that he was not part of the plot, nor in the Mossad, but said that he did offer assistance to Prince Hamzah because of their friendship. Shaposhnik was previously an advisor to then prime minister Ehud Olmert. In a recording sent to BBC, Prince Hamzah said he was sent into house arrest because he was associated with critics of the Jordanian government and then criticized corruption and lack of freedom of speech in Jordan, but denied being part of a plot. Among the other people put under house arrest were Sharif Hassan bin Zaid and Bassem Ibrahim Awadallah, who are both members of the royal family. Awadallah is also a former minister of planning and finance. Prince Hamzah was crown prince from when his father King Hussein died in 1999 until 2004. A number of Jordanian allies including the U.S., the PA, Saudi Arabia, Egypt, the UAE, and the Arab League expressed support of Abdullah II. Israeli prime minister Benjamin Netanyahu did not comment on the situation, but defense minister Benny Gantz expressed support for Abdullah II. In the Gaza Strip, IDF troops conduct a limited incursion nr. Jabaliya r.c. and level land close to the border zone, and also open fire on farmers, causing no injuries. In the West Bank, IDF troops kill 2 Palestinians in separate incidents at checkpoints; 1st, at Za’atra nr. Nablus, where a Palestinian shoots fireworks at soldiers and is shot dead, and 2d, at Container checkpoint nr. Bethlehem where Israeli soldiers say a Palestinian attempted to attack them. The IDF conducts house searches and arrest raids in 2 villages nr. Hebron at night; patrols in 1 village nr. Jenin in the morning, in 1 village each nr. Jenin and Tulkam in the afternoon, and in 2 villages and al-Fawar r.c. nr. Hebron at night. Jewish settlers vandalize Palestinian cars nr. Hebron. U.S. Secy. of State Kerry heads to Amman, Jordan, and holds talks with King Abdallah and FM Nasser Judeh, with the king praising the “trust” Kerry has among all sides in the Israeli-Palestinian peace process. At a joint press conference with Judeh, Kerry says that Israeli and Palestinians leaders had reaffirmed to him their commitment to negotiations. Later that day, Kerry holds another round of talks with Abbas, in Amman. In media interviews, he also reveals he will return the next day for another meeting with Netanyahu, an unplanned addition to the trip. In an interview broadcast on Israeli television, Kerry warns that without a peace deal, Israel could face a 3d intifada and “increasing isolation” and “delegitimization.” (AFP, AP, REU 11/7)

Swiss scientists say that tests show Yasir Arafat died with high levels of radioactive polonium in his body, but do not say that this was definitively the cause of death. Palestinian officials demand an international investigation into the “killing” of their former leader, according to PLO official Wassel Abu Yousef. (AFP, BBC, REU 11/7)

Diplomats from Iran and the P5+1 group begin talks in Geneva, coordinated by the EU’s Catherine Ashton, in an attempt to work out the details of a deal to end the dispute over Tehran’s nuclear program. (HA, REU 11/7)

An unnamed diplomat says that Jordan will replace Saudi Arabia on the UNSC for a 2-year term, after Riyadh rejects the position out of anger with the body’s inability to take what it deems appropriate action with regard to issues like Syria and Israeli-Palestinian relations. (AP 11/8)

The IDF launches a predawn raid on Balata r.c. and Hebron, placing the area under curfew, sparking clashes that leave 30 Palestinians wounded. The IDF also fires on a PSF post outside Bayt Hanun, killing a PSF officer; imposes a closure on Nablus; lifts the closure on Ramallah; demolishes a Palestinian home in Tulkarm; conducts arrest raids in Jaba, Kafr Haris. 2 Palestinians die of injuries received earlier. Israel releases some 100 Palestinian detainees, including Ahmad Jubara, the longest-serving detainee, jailed in 1975 for staging a bombing that killed 14 Israelis. The IDF fatally shoots 2 AMB mbrs. laying a roadside bomb nr. the Rafah border; fatally shoots a Palestinian farmer tilling a field nr. A Palestinian dies of injuries received earlier. Jewish settlers set up a tent at the site of the fatal 5/5 shooting of a Jewish settler on the Nablus–Ramallah road, vowing to erect a permanent settlement at the location. Palestinians fire a mortar at a Jewish settlement in Gaza, causing no damage or injuries. Powell meets briefly with Quartet reps. in Jerusalem before meeting with Egyptian pres. Husni Mubarak in Cairo, King Abdallah of Jordan in Amman to rally Arab support for a PA crackdown on Palestinian militant groups. Powell says that it makes “no difference” whether or not Israel has declared acceptance of the road map; the important thing is for both sides to begin implementation. Late in the evening, on the eve of Powell’s arrival in Saudi Arabia, suicide bombers in Riyadh simultaneously detonate 3 car bombs outside residential compounds for foreigners and 1 outside a Saudi-U.S.-owned business, killing 34 persons (including8 Americans, 5 Saudis), wounding around 200 (including at least 40 Americans), many seriously.
