More than 10,000 Palestinians gather along Gaza’s border to continue the Great March of Return for the 3d consecutive Friday. A number of protesters throw explosives and Molotov cocktails toward the border fence. IDF troops violently disperse the demonstrations near Gaza City, Khan Yunis, Rafah, Bayt Hanun, and Jabaliya refugee camp; 1 Palestinian is killed and at least 200 are injured. The protester killed today brings the death toll stemming from the Great March of Return to 30. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and late at night near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops violently disperse Friday protests near Ramallah, Nablus, al-Bireh, Qalqilya, and Hebron; at least 12 Palestinians are injured. They also issue an arrest summons during a raid near Bethlehem, and patrol near Qalqilya and Hebron. Israeli settlers break into a mosque near Nablus overnight and set fire to the interior, causing moderate damage. A separate group of settlers damages 7 Palestinian olive trees near Nablus. Israeli DM Lieberman says that the decreasing attendance at the Friday protests along Gaza’s border over the past 2 weeks show that Israel’s “determination” has had an effect. “Each week there are fewer rioters on our border with Gaza. Our determination is well understood on the other side,” he says. (TOI 4/13)

U.S., UK, and French forces conduct air strikes on Syrian government research, storage, and military targets near Homs and in Damascus, fulfilling U.S. president Trump’s pledge to retaliate for an alleged chemical weapons attack in Damascus on 4/7. (AP, BBC, NYT 4/13)

International diplomacy to end OCL clicks into gear with France proposing that Israel and Hamas impose a 48-hr. humanitarian truce to try to defuse the violence and restore the Gaza cease-fire, with humanitarian groups, Egypt, the EU, the Quartet, and the U.S. opening mediation channels (see Quarterly Update). Israel’s security cabinet meets to discuss the French proposal but does not formally respond.

Israeli actions: The IDF conducts 70 air strikes on Gaza, while the Israeli navy continues shelling from the sea, killing at least 10 Palestinians and wounding 40, bringing the death toll to about 370. The IDF reports hitting 110 individual sites, with primary targets being tunnels on the Rafah border, suspected weapons factories and rocket-launching sites, civil and naval police stations, and groups of resistance mbrs. In Gaza City, at least 20 air strikes hit Haniyeh’s offices, PA Interior Min., and main PA government complex in Gaza City, all of which had been targeted previously; 1 air strike hits an ambulance, killing 1 paramedic, seriously wounding a doctor and the driver. Part of Gaza’s main power grid is also hit, cutting all power to Gaza City. A fuel depot in Rafah is destroyed. In al-Bureij r.c., a mosque and health clinic are hit. In Khan Yunis, a money exchange is destroyed. At least 7 homes across the Strip are targeted. Target locations include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City, Jabaliya town and r.c., Khan Yunis, al-Maghazi (c. Gaza), al-Mughraqa, al-Qarara, Rafah. The IDF launches a YouTube channel to broadcast declassified videos of its operations in Gaza, “other footage of interest to the international community” (JPI 1/8) and begins regular briefings for Internet bloggers worldwide.

Palestinian actions: Palestinians fire 41 rockets, 10 mortars into Israel, damaging 1 home in Sederot and causing several light injuries (excluding shock); 1 rocket lands in Beersheba, 25 mi. fr. the Gaza border, marking the farthest strike to date; 2 other long-range rockets land in Ashdod. Humanitarian notes: Israel allows 93 trucks into Gaza (50 carrying medical supplies and food donated by aid groups; 43 carrying commercial goods), but Gaza City’s Shifa Hospital says it is out of 150 kinds of medicine and 230 other medical supplies, including gloves, scissors, sterilization equipment, nitrogen for anesthesia. Fuel shipments are still cut off; Gaza’s power plant shuts down for lack of fuel. In the West Bank, a Palestinian worker in Mod’in Ilit settlement, angry over Israel’s war on Gaza, stabs, wounds 4 Jewish settlers before being shot and wounded by a paramedic who arrives on the scene. The IDF fires live ammunition, rubber-coated steel bullets, percussion grenades, tear gas at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, wounding 3 (including teenagers ages 13, 14); makes simultaneous afternoon incursions into Beita and Hawara villages nr. Nablus, imposing curfews through 12/31; conducts simultaneous late-night raids, house searches on 4 villages nr. Jenin, firing on residential areas in all cases, causing no injuries and arresting only 1 teenager; conducts late-night arrest raids, house searches in Abu Dis and Jalazun r.c. nr. Ramallah, and nr. After early morning consultations with senior cabinet mbrs., the IDF launches its major offensive on Gaza, Operation Cast Lead (OCL), at 11:25 A.M. local time (4:25 A.M. EST). Israeli DM Barak acknowledges (WP 12/28) that OCL has been planned for several months, stating that the aim is “to strike Hamas severely so as to change the situation from its base,” cautioning that “it won’t be short.”

Israeli actions: After an initial “shock and awe campaign” lasting 3 min. and 40 sec., with 64 warplanes hitting more than 50 targets across the Strip, the IDF conducts periodic air strikes throughout the day, recording a total of 170 sorties against 150 targets, killing at least 228 Palestinians, wounding more than 700 (140 seriously), marking the highest single-day death toll and Israel’s largest offensive in the territories since 1967. The midday timing of the initial onslaught, just as schools let out for lunch, increases the number of civilian casualties, including an estimated 25 women and children. Israeli Military Intelligence sends automated calls to 20,000 Palestinians across the Strip warning of further air strikes targeting anyone with weapons or guns.

Targets struck are primarily civil police stations, military training bases, Hamas-related command-and-control centers, suspected weapons depots, and sites believed to manufacture rockets. Target areas include Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the city center and al-Daraj, al-Shuja‘iyya, Tal al-Hawa, alTuffah, al-Zaytun neighborhoods), Jabaliya r.c., Khan Yunis, al-Mughraqa (s. of Gaza City), Rafah, Shati’ r.c., and al-Zahra’ (c. Gaza nr. Jabaliya).

Palestinian actions: Palestinians fire 59 rockets (including some that reach the farthest north to date), 19 mortars into Israel during the day, killing 1 Israeli civilian in Netivot, wounding 4. (The fatality may have occurred before the official launch of OCL.)

Humanitarian notes: Gaza’s hospitals report (BBC 12/27) overflowing wards and not enough surgeons or supplies to cope. Egypt temporarily opens the Rafah crossing to allow transportation of some wounded to Egyptian hospitals.

Of note: During the initial “shock and awe,” the IDF hits a police academy graduation ceremony in Gaza City, killing at least 60 new civil police recruits and the chief of Palestinian police Maj. Gen. Tawfiq Jabber. Other targets include Gaza City’s main jail (the Saraya, holding Hamas opponents, hitting only the gates), the PA Preventive Security headquarters in Gaza City, the PA security compound in Rafah (southern headquarters of the PASF, PA Internal Security Service, and PA civil police), PA naval police facilities in n. Gaza and Khan Yunis, Palestinian Telecommunication Company offices in n. Gaza, a Gaza City mosque identified by the IDF as “a base for terrorist activities,” Hamas’s al-Aqsa TV station, the agriculture control dept. in Khan Yunis, numerous police stations and training sites, at least 9 homes, several workshops (considered rocket-manufacturing sites), and Hamas’s Asda’ media center outside Khan Yunis. One IDF airstrike on a PA ministry building kills 8 Palestinian students at an adjacent UNRWA training center, wounding 19 others (8 seriously). Hamas and Palestinian human rights groups in Gaza estimate that the dead include around 165 civil police officers (including those at the graduation ceremony) and Hamas’s central district governor, Abu Ahmad Ashur. Some targets are hit with U.S.-supplied GBU-39 bunkerbusting munitions received as recently as 9/08 (see Quarterly Update in JPS 150 and the “Israeli Arsenal” document in this issue’s Special Focus section). In other Israeli-Palestinian violence, the IDF fires tear gas, percussion grenades, rubber-coated steel bullets to disperse Palestinians demonstrating against OCL in the East Jerusalem suburbs of Anata, Issawiyya, Shu‘fat r.c. An E. Jerusalem Palestinian, reportedly angry over events in Gaza, injures an Israeli border police officer in a deliberate hit and run in the city. Palestinian construction worker Hussam Dweikat (who has Israeli residency status in East Jerusalem) commandeers a Caterpillar bulldozer (symbolic, as the IDF uses Caterpillar D9 bulldozers to level Palestinian homes and land in the occupied territories) from the Jerusalem construction site where he works, plows through midday traffic in West Jerusalem’s business district, overturning a bus, running over at least 2 cars, killing 3 Israelis, injuring more than 40 before a police officer fatally shoots him. Israeli officials believe Dweikat acted alone. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Bethlehem, in Tubas, and nr. Jenin, Nablus (also raiding a mosque and its library, taking computers, documents, books), Ramallah. Jewish settlers fr. Massu’a in the Jordan Valley attempt to fence off and confiscate a plot of land in Jiftlik village, but the Palestinian owners drive them away. Palestinian youths stone a Jewish settler bus nr. Ramallah, causing damage but no injuries. In Gaza, 1,000s of Palestinians storm the Rafah crossing, demanding entry to Egypt and throwing stones at Egyptian security forces, who respond by pushing the crowd back with water cannons and tear gas; Hamas-affiliated police bring the situation under control. Hamas-affiliated police launch a campaign to removed small shops and huts erected along the Gaza shoreline without municipal permission. Nr. Shuka, 2 Palestinian teenagers are injured when they accidentally trigger IDF unexploded ordnance (UXO). In Gaza, the IDF makes predawn artillery strikes on Bayt Hanun in retaliation for 11/7 rocket fire, hitting a residential area, killing 19 Palestinian civilians (17 in 1 family, including 8 children, 6 women), wounding 60–80 (including at least 26 children) in what the army says is a regrettable error; Israel suspends artillery fire on n. and e. Gaza pending an investigation. The IDF also fatally shoots 2 Palestinians (at least 1 armed), wounding 6 in Jabaliya; makes an air strike demolishing 1 Palestinian home in Gaza City after warning residents to leave. By nightfall, the IDF completes withdrawal of its forces fr. n. Gaza population centers into the border area btwn. the Strip and Israel officially ending Operation Autumn Clouds, leaving a total of 78 Palestinians dead (including 1 PSF officer and 50 civilians, including 16 children, 10 women), 262 wounded (including at least 67 children, 58 women), 250 d. of land razed, at least 16 homes and a mosque demolished, some 120 homes, 3 mosques, several schools, a hospital severely damaged Palestinians fire 13 rockets fr. Gaza into Israel in retaliation, causing no damage or injuries. In Damascus, Hamas leader Mishal calls on all factions to retaliate; a n. Gaza faction of Hamas’s Izzeddin al-Qassam Brigades issues a statement blaming the U.S. for the casualties for its support of Israel and calls for attacks on U.S. targets worldwide, but a spokesman for Izzeddin al-Qassam Brigades rejects the call, saying Hamas’s only theater of operations is Palestine. Bush sends his condolences, calls on all sides for restraint. The IDF also makes an air strike on a car in Gaza City, assassinating Hamas mbrs. Ahmad Awad (reportedly a chief rocket maker and son-in-law of PA FM Mahmud Zahhar), Ramzi Shuhaybir. In the West Bank, the IDF fires on Palestinians demonstrating against Operation Autumn Clouds, wounding 5; conducts arrest raids, house searches in and around Jenin and Nablus, nr. Bethlehem and Jerusalem; orders 71 bedouin to evacuate land nr. In the pre-dawn hours, the IDF imposes a 24-hr. curfew, begins house-to-house searches in the Tal al-Sultan neighborhood of Rafah bordering the Philadelphi Route, occupies some buildings as observation posts; begins digging a trench to separate a section of Rafah r.c. fr. the rest of the camp, demolishing at least 3 Palestinian homes, cutting water and electricity supplies. Around daybreak, the IDF begins bulldozing operations, launches 3 missile strikes inside Rafah: the 1st killing 3 Hamas mbrs., wounding 5 gunmen and bystanders; the 2d killing 1 Hamas mbr. laying a roadside bomb nr. a mosque where Palestinians are leaving dawn prayers, also killing 5 bystanders, wounding several others, starting a fire that severely damages the mosque; the 3d hitting a residential area, killing 7 Palestinians (many in their homes), wounding at least 16. The IDF reports killing at least 3 more Palestinians, demolishing at least another 9 Palestinian homes during the day. A 20th Palestinian reportedly dies when explosives he is handling detonate. At least 2 ambulances are deliberately targeted by IDF snipers. The IDF also fires on residential areas of Khan Yunis. In the West Bank, the IDF ambushes, assassinates wanted al-Aqsa Martyrs Brigade (AMB) mbr. Muhammad Obeid as he drives nr. Sanur nr. Jenin, also wounding his passenger; raids Jenin r.c., fatally shoots wanted AMB mbr. Ahmad Judah in an apparent assassination, wounding a 2d Palestinian; fatally shoots an AMB mbr., a Palestinian gunman in separate incidents in Nablus; conducts arrest raids targeting Hamas in Tulkarm; orders the confiscation of 380 dunams of Palestinian land nr. The IDF assassinates Hamas spiritual leader and founder Shaykh Ahmad Yasin, firing 3 internationally banned flechette missiles at him as he leaves a Gaza City mosque after morning prayers, also killing 3 bodyguards, 4 bystanders, wounding at least 17 Palestinians, including Yasin’s 2 sons. Immediately, 100,000s of Palestinians take to the streets throughout the territories to protest the assassination. The IDF seals Gaza; clashes with Palestinian demonstrators in Balata r.c. (killing an al-Najah Radio correspondent in Balata r.c., apparently thinking his mobile phone was a weapon), Bethlehem, Dayr al-Balah, Hebron (fatally shooting 1 Palestinian watching fr. his balcony), Jenin, Khan Yunis (killing 3 Palestinians), Nablus; fires on residential areas of Rafah, Qalqilya, Tal Zu’rub; imposes a curfew on areas around Jenin, fires on residential areas; temporarily occupies a Palestinian home as an IDF post nr. Dayr al-Balah. 100s of Palestinian youths in East Jerusalem gather at checkpoints to throw stones at IDF soldiers; Palestinian prisoners in 2 Israeli jails riot. Palestinians fire Qassam rockets, mortars, antitank rockets at Gush Katif and Netzarim settlements, nearby IDF posts, the western Negev, damaging 2 apartments in Netzarim but causing no injuries. An ax-wielding Palestinian fr. the West Bank village of Bidiyya wounds 3 Israelis outside an army base in Tel Aviv before being arrested. An unidentified assailant said to be Arab stabs, lightly wounds 3 Israelis on a Jaffa bus. 4 Palestinians are arrested for beating up a Jewish settler in East Jerusalem. Jewish settlers detain, beat a Palestinian man in the Jordan Valley. An estimated 200,000 Palestinians, including reps. of all Palestinian factions, take part in Yasin’s funeral services later in the day, with 21 PSF officers forming an honor guard for Yasin’s coffin, Gaza churches ringing their bells, mosques broadcasting Qur’anic verses. Meanwhile, Israeli defense chiefs meet, agree to target the entire remaining Hamas leadership immediately, without waiting for another Hamas attack.
