The Israeli cabinet rejects the 12/30 French proposal for a 48-hr. humanitarian truce, complaining that it lacked a mechanism to guarantee enforcement. Damascusbased Hamas leader Khalid Mishal says Hamas will consider any cease-fire proposal that includes a lifting of Israel’s embargo, but in Gaza, Haniyeh states that Hamas would not consider any proposals until Israel halts its attacks and opens Gaza’s border crossings, including Rafah.

In a briefing to Olmert’s security cabinet, Shin Bet head Yuval Diskin states that Hamas’s weapons development facilities have been “completely wiped out” and “Hamas’s ability to govern Gaza has been significantly impaired.” Senior Israeli military sources speaking anonymously state that no major hardened targets remain standing but that Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), “has to a large extent survived the initial onslaught.”

The IDF continues to mass troops and tanks on the Gaza border, stating explicitly for the 1st time that a ground invasion is likely once wet weather clears. The security cabinet increases the number of reservists activated to more than 9,000.

Israeli actions: The IDF carries out some 60 air strikes, and the Israeli navy shells Gaza from the sea. Among the 66 sites hit by the IDF are Haniyeh’s office, the Tal al-Hawa Mosque in Gaza City (Israel claims it was used as a weapons depot), a major Islamic Jihad weapons depot in Khan Yunis (killing senior Islamic Jihad military cmdr. Amar Abu Ghalula, 3 other Islamic Jihad mbrs.), more tunnels on the Rafah border, at least 8 homes, 1 medical clinic, Hamas posts (including money exchanges). Target areas include Abasan, Bayt Hanun, Gaza City, Jabaliya r.c., Khan Yunis, Nussayrat r.c., Rafah. The estimated Palestinian toll reaches 393 dead, more than 1,900 wounded.

The IDF claims to have destroyed 200 smuggling tunnels since 12/27; a Palestinian source in Rafah says the Israelis seem to know which tunnels are commercial and which are used by Hamas, and have been selectively targeting Hamas tunnels.

Palestinian actions: Palestinians fire 49 rockets, 15 mortars into Israel, causing no serious injuries; 4 longer-range rockets land in Beersheba, 25 mi. n. of the Gaza border, 1 of which hits an empty school, causing significant damage to 1 room.

Humanitarian notes: Israel allows 93 truckloads of food, medicine into Gaza. UNRWA issues a $34-m. emergency appeal for additional food, medical, and reconstruction aid for Gaza in the wake of OCL; the appeal is in addition to a $275-m. emergency appeal for the West Bank and Gaza for 2009 issued earlier in the month. UNRWA Commissioner-Gen. Karen AbuZayd, warning of the dire conditions in Gaza (where she currently is based), states that for the first time in her 8 yrs. with UNRWA she has begun to see Palestinians begging on the streets of Gaza.

Of note: Residents in Egyptian Rafah report a heavy military, border police, and plain-clothed intelligence presence on the Egyptian side of the border, which Egypt has declared a closed military zone, preventing demonstrations, keeping journalists away, and preventing breeches of the Rafah border from either direction. In the West Bank, observers report that Palestinian sympathy for Hamas is growing, even though overall public reaction to OCL has been muted, largely because PA security forces have been breaking up explicitly pro-Hamas demonstrations. The IDF conducts late-night arrest raids, house searches in and around Hebron, nr. Nablus. (PCHR, WP 1/1)

Sharon suffers a massive stroke. Sharon, who was expected to win a 3d term in the 3/06 elections at the head of his new Kadima party, is not expected to return to politics, throwing the elections into question. The IDF seals the West Bank, Gaza for the 4-day Muslim holiday of Id al-Adha; conducts predawn mock air raids over Gaza, breaking the sound barrier; raids a house in East Jerusalem, breaks up a mtg. being held by Change and Reform candidate Ahmad Attoun; bulldozes a Palestinian home nr. Bethlehem; conducts arrest raids, house searches in Jenin town and r.c. (firing on stone-throwing Palestinians who confront the troops, wounding 9), in and around Bethlehem, Ramallah, Tulkarm. In continued retaliation for the 1/2 killings (see 1/3), Islamic Jihad, the AMB fire 8 rockets fr. Gaza towards Ashkelon, Sederot, and the IDF base at the Erez crossing, causing no damage or injuries. IDF soldiers, Israeli police scuffle with Jewish settlers when serving them with notices that they must evacuate by 1/15 Palestinian-owned buildings they have occupied in the Hebron central market; 4 policemen are injured. Jewish settlers fr. Kiryat Arba vandalize Palestinian homes in Hebron, bar Palestinians fr. using a road linking the settlement to the Ibrahimi Mosque/Tomb of the Patriarchs; the IDF observes but does not intervene. About 40 armed AMB mbrs. occupy 4 PA government buildings in Gaza, fire on a police station to protest the 1/3 arrest of AMB leader Hams; other AMB mbrs. set burning barricades on the road to the Rafah crossing (barring all but medical cases fr. reaching the border), detonate an explosive device under the Rafah border wall (causing only minor damage). AMB mbrs. later steal 2 bulldozers, tear down a 15-ft stretch of the concrete Gaza border wall; as many as 1,000 Palestinians, some armed, overrun the Egyptian border guards, who fire in the air, call in reinforcements, declare the area a closed military zone, arrest around 100 Palestinians and injure 3; during the skirmish, some Palestinians set fire to an Egyptian armored vehicle, throw hand grenades and fire at the Egyptian contingent, leaving 2 Egyptian border guards dead and around 30 injured; Egypt closes the Rafah border until further notice. Meanwhile, 5 armed Palestinians raid a Gaza house, attempt to kidnap the parents of Rachel Corrie, an American college student who was killed by the IDF in Gaza in 2003; the gunmen back off when the owners of the home explain who the Corries are. As the campaign period for the 1/25 Palestinian elections opens, Israeli police in East Jerusalem arrest Independent Palestine candidate Mustafa Barghouthi as he campaigns, releases him after 4 hrs.; detain 7 Fatah candidates campaigning in the city; disperse a Third Way rally led by Palestinian Council (PC) mbr. Hanan Ashrawi (Jerusalem); in 2 separate incidents, bars Central Election Commission (CEC) staff mbrs. fr. crossing a Tulkarm checkpoint to attend an election-related mtg. in nearby Dayr al-Ghusun and the Jordan Valley; blocks the transportation of election campaigning material fr. the West Bank to Gaza; sends troops into Jenin town and r.c. Meanwhile, the IDF opens the new Kerem Shalom commercial crossing on the Egypt-Gaza-Israel border; fatally shoots wanted Palestinian Mustafa Muhammad during an arrest raid nr. Just past dawn, the IDF pulls its last troops out of Gaza, issues a declaration ending military rule in the Strip. Palestinians storm past PA security forces to enter the evacuated settlements, scavenging some synagogues and demolished homes for anything that could be sold or used, setting 4 synagogues on fire; the PA security forces bulldoze several synagogues, bar Palestinians fr. ransacking greenhouses (purchased by U.S. philanthropists and given to the PA as economically viable operations to aid the Palestinian economy), but leave a large factory in Kefar Darom unguarded, allowing it to be stripped of equipment. Palestinians also remove IDF roadblocks across Gaza, flock to beaches to swim for the 1st time since the start of the intifada. The AMB, Hamas, Islamic Jihad, Fatah hold marches and celebrations, with factional flags more numerous than Palestinian flags. Egyptian border guards along the Rafah border fatally shoot a Palestinian while attempting to control crowds who flock to the crossing; 100s of Palestinians break through the border fence and enter Egypt. The IDF fires on Palestinian youths who approach the border fence in Bayt Lahiya, seriously wounding a 13-yr.-old. In the West Bank, the IDF imposes an overnight curfew on al-Til, conducting house searches and ID checks, withdrawing late morning; conducts arrest raids, house searches nr. Hebron, Qalqilya, Tulkarm; occupies the top floor of a Palestinian home nr. Hebron as an observation post. The IDF fatally shoots at least 7 Palestinians (including 1 man who is shot, bleeds to death inside his home), wounds at least 50 (including 1 Palestinian journalist), demolishes 2 apartment buildings in ongoing clashes in Gaza City before withdrawing in the afternoon, after Egyptian mediators secure the return of the bodies of 6 IDF soldiers killed on 5/11. In Rafah, however, Islamic Jihad mbrs. fire a rocket propelled grenade into the IDF-controlled buffer zone (the Philadelphi Route) along the border with Egypt, hitting an APC carrying explosives for demolishing smugglers’ tunnels and Palestinian homes, killing 5 IDF soldiers, injuring 3. The IDF also conducts arrest raids nr. Bethlehem, Tulkarm; fires on residential areas of Balata r.c. (barring ambulances fr. reaching the wounded, arresting 1 injured man). An Islamic Jihad suicide bomber detonates a device on a street in Tel Aviv, wounding at least 18 Israelis, 3 of them critically. 1 Palestinian dies of injuries received earlier. In Gaza, the IDF reports that Hamas fired locally made Qassam-1 rockets at Erez crossing, causing no injuries. In retaliation, the IDF launches F-16 air strikes on PA security targets in Gaza City and Tulkarm, injuring at least 7 Palestinians. The IDF also shells residential areas of Khan Yunis; bulldozes 600 m² of Palestinian land in Khan Yunis; conducts arrest raids in Nablus. In Ramallah, 1,000s of Palestinians rally in support of Arafat. The IDF pulls out of Tira neighborhood in Ramallah, which it reoccupied on 1/17.
