Israeli forces punitively demolish a Palestinian home in Kafr ‘Aqab, n. of Jerusalem, sparking clashes with stone-throwing residents of the area; 1 Palestinian is killed and several are injured. The owner of the home was killed on 10/9 after participating in the drive-by shooting of a crowd of Israelis. Elsewhere in the West Bank, IDF troops conduct arrest raids in Balata r.c. nr. Nablus late at night, sparking clashes with stone-throwing Palestinians; 1 Israeli soldier and 1 Palestinian are injured. They also arrest 2 Palestinians during raids nr. Nablus and Salfit, assault and seriously injure a Palestinian at a checkpoint nr. Nablus, and patrol during the day nr. Hebron and Salfit. An Israeli settler driver attempts to ram 2 Palestinian youths nr. Hebron, causing no injuries. Following high-level contacts between the Israeli and Egyptian govts. and massive Israeli pressure against the draft UNSC res. Egypt circulated on 12/21, 2 Western diplomats say that the vote set for today has been postponed indefinitely. Later, 4 mbrs. of the UNSC—New Zealand, Venezuela, Malaysia, and Senegal—give Egypt an ultimatum. France’s FM Jean-Marc Ayrault announces that the peace conference initially set for 12/21 is now scheduled for 1/15/2017, adding that the summit will present conclusions to Israeli PM Netanyahu and PA pres. Abbas in a mediated meeting in the hopes of relaunching peace negotiations. (MNA, TOI 12/23)

After the residents of the illegal Amona settlement outpost formally pledge to evacuate their homes peacefully, Israel’s High Court of Justice agrees to the govt.’s request for a 45-day postponement of its order for the outpost to be evacuated and demolished by 12/25. Off the coast of the Gaza Strip, nr. Rafah, Israeli naval forces open fire on 2 Palestinian fishing boats, damaging 1 and sinking the other. In the West Bank, IDF troops enter Bil‘in at dawn and deliver warnings about the weekly, nonviolent protests. Clashes break out between stone-throwing Palestinian residents and the Israeli soldiers, and several Palestinians are injured by concussion bombs, tear gas, and rubber-coated metal bullets. Clashes erupt after IDF troops raid 2 villages nr. Ramallah, injuring an IDF soldier. Elsewhere, Israeli settlers bulldoze farmlands w. of Salfit. In East Jerusalem, Israeli forces clash with a group of Palestinian women outside Haram al-Sharif who are protesting the ID card restrictions that sparked a similar incident on 11/16; 2 women are arrested. Egyptian officials announce that the width of the buffer zone being constructed on the border with the Gaza Strip is to be doubled to 1,000 m, and as many as 2,000 in some places along the 13 km border. The announcement comes after the discovery and demolition of 12 tunnels. (MEE, REU 11/17; HA 11/18; TOI 1/6)

European Union (EU) foreign ministers express concern in a press statement about the recent tension in East Jerusalem and formally condemn recent Israeli settlement developments. EU foreign affairs chief Federica Mogherini describes a leaked EU doc. proposing new sanctions against Israeli settlements as “hypothetical and internal.” (HA, JP 11/17)

Israel’s FM Avigdor Lieberman says that while it was not possible to stop the UNGA voting in favor of the PA’s bid for recognition as a non-member observer state, the Israeli government would ‘‘exact a price’’ from Abbas in response. (HA 9/29)

Israel’s planning comm. approves establishment of a new Jewish community in the n. Negev in place of the Bedouin village Umm al-Hieran, whose roughly 500 residents will be forcibly relocated. (YA 9/29)

Israel releases 2 Hamas-affiliated mbrs. of the Palestinian Council after 15 mos. in administrative detention. In the West Bank, the IDF patrols in 1 village nr. Qalqilya and 1 village nr. Tulkarm in the morning, in 1 village nr. Ramallah and 1 village nr. Jericho in the afternoon, and in 1 village nr. Jenin at night. Israel closes all Gaza crossing into Israel, reimposing the full seal on the territories (set on 3/11) for parliamentary elections; sends troops into al-Fawwar r.c. to conduct arrest raids and house searches, fires on stone-throwing youths who confront the troops, wounding 6; also conducts arrest raids, house searches in and around Hebron and in Bethlehem, Nablus, Tubas. Israeli security contractors guarding the separation wall nr. Jerusalem shoot, wound a Palestinian who strays too close to the wall. Islamic Jihad fires a Grad missile (an Eastern European rocket with a range greater than a Qassam but less than a Katyusha) fr. Gaza towards Ashkelon, which lands unexploded causing no damage or injuries. Jewish settlers fr. Kiryat Arba attack Palestinians, vandalize property in Hebron. Separately, Jewish settlers fr. Hebron attack Palestinian children on their way to school by a Palestinian road that passes near a settleronly bypass road. Inside Israel, 2 bedouin are killed in the Negev when they accidentally detonate an unexploded Palestinian rocket. Israel holds parliamentary elections, with voter turnout at a relatively low 63%. The Kadima party, founded by Ariel Sharon and led by Ehud Olmert, wins 29 of the 120 Knesset seats (less than expected) compared to Labor with 19 seats, Likud (the biggest loser compared with its 38 seats last election) with 12, Shas with 12, Yisrael Beiteinu with 11, National Union–National Religious Party with 9, Pensioners’ Party with 7, United Torah Judaism with 6, Meretz with 5, and 3 Arab parties with a total of 10. The IDF assassinates senior Hamas military cmdr. Thabit Ayadi, fatally shooting him in a raid on Tulkarm, also arresting 3 Palestinians, raiding 10s of homes; demolishes 2 Palestinian homes nr. Bethlehem, 1 nr. Nablus; conducts arrest raids, house searches in al-Fawwar r.c., Hebron, Nablus, Ramallah. In retaliation, PRC mbrs. fire 2 rockets at the Sufa crossing into Gaza, causing no damage or injuries. Israeli authorities bulldoze 7 Palestinian buildings in unrecognized villages in the Negev for being built without permits, present bedouin with orders to demolish another 40 structures, including a mosque. (Palestine News Agency [WAFA] 1/18)

The IDF arrests a 16-yr.-old Palestinian at Hawara checkpoint nr. Nablus for carrying a bag with “an apparent explosive belt, an improvised weapon, and 20 bullets”; conducts arrest raids, house searches in Ithna, al-Mawasi, Nablus; sends troops into al-Fara’a r.c. to search local Palestinians on the street, fires on Palestinian youths who throw stones at troops; issues military orders confiscating at least 130 d. of agricultural land s. of Nablus to establish a buffer zone around Emmanuel settlement; issues a military order confiscating 25 d. of Azariyya land for separation wall construction. Inside Israel, some 1,000 Israeli border police backed by 16 bulldozers level 4,000 d. of bedouin land in the al-Araqib area of the Negev, seal off all roads leading to the area to prevent the bedouin owners fr. returning. The Israel Lands Dept. says the goal of the operation is to “salvage the state’s lands from the Arab bedouins who seized and exploited them.” (JAZ 2/4)
