Less than 24 hours after unidentified fighters fired a rocket from Gaza into Israel, Hamas fighters open fire on an IDF patrol nr. Bayt Lahiya, causing minor damage to 1 vehicle, according to the IDF. The IDF then launches a retaliatory air strike and several artillery salvos at Hamas positions along the border. The amount of damage caused is unclear. In the West Bank, IDF troops conduct raids in Zabbuba village nr. Jenin overnight, sparking clashes with stone-throwing Palestinians; there are no serious injuries. IDF troops conduct more raids nr. Qalqilya, confiscating 32 water pipes from a construction site; and patrol nr. Hebron and Salfit throughout the day. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Silwan. In Israel, Israeli forces demolish a Palestinian home under construction in Kafr Kassim. They also conduct raids in Umm al-Hiran nr. A Hamas fighter suffers fatal injuries in an “accidental explosion” in n. Gaza, according to Gaza’s Ministry of Health. After he dies on 2/5, Hamas will say he was injured during unspecified “preparations.” Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Gaza City. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, Rafah, and twice nr. Jabaliya r.c. No injuries are reported in any of these incidents. In the West Bank, IDF troops arrest 5 Palestinians during raids in Qalqilya, Hebron, and nr. Nablus, and patrol nr. Jenin, Nablus, Ramallah, Salfit, and Hebron. Dozens of Israeli settlers enter Huwwara village nr. Nablus and throw stones at Palestinian vehicles. When they start targeting homes, Palestinian residents drive them from the village. IDF troops shoot and kill a Palestinian youth and injure 4 others during clashes sparked by an IDF arrest raid in Jenin r.c. Elsewhere in the West Bank, armed Israeli settlers detain 2 Palestinian youths at gunpoint outside a settlement nr. Qalqilya. They accuse the youths of planning a stabbing attack. IDF troops arrest a Palestinian nr. Ramallah when he is found with a knife. They arrest 7 more Palestinians during late-night raids nr. Ramallah, Tubas, Hebron, and Jenin, and patrol nr. Ramallah and Hebron during the day. In East Jerusalem, Israeli forces arrest 3 Palestinians during raids in the Old City. Along Gaza’s border, IDF troops open fire on Palestinians approaching the border fence nr. Rafah, causing no injuries. Then they arrest the 2 men. An unknown explosive detonates in Nuseirat r.c., injuring 2 Palestinians. Israeli PM Netanyahu says that the so-called regulations bill, which would retroactively authorize illegal settlement outposts in the West Bank and which he previously opposed, will be returning to the Knesset on 1/30 for a vote. The bill needs to pass 2 more readings before it becomes law. (MNA, TOI, YA 1/29)

Palestinian citizens across Israel observe a day of mourning and protest in response to the killings and demolitions in Umm al-Hiran on 1/18. Three days of mourning are planned. The Higher Follow-Up Comm. for Arab Citizens of Israel leads a general strike. (MNA, WAFA 1/19)

Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no damage or injuries. In the West Bank, Israeli forces demolish 22 Palestinian facilities used as car repair workshops, fruit stands, and car showrooms in Qalandia r.c. IDF troops conduct latenight raids in Salfit, sparking minor clashes with stone-throwing residents; there are no serious injuries. They arrest 4 Palestinians during further raids nr. Ramallah and Hebron, and patrol nr. Hebron, Ramallah, and Jenin during the day. Israeli settlers assault a Palestinian bus driver while he is driving n. of Jerusalem. There is a flurry of IDF activity in the Hebron region today, mostly related to the ongoing Israeli investigation into the killing of an Israeli settler on 7/1. IDF troops arrest 17 Palestinians during raids nr. the city, including 11 allegedly involved in the 7/1 killing. During one of the raids, Israeli soldiers open fire on a wanted Palestinian’s home to draw him out. (HA, MNA, WAFA 7/31; PCHR 8/4)

Elsewhere in the West Bank, IDF troops shoot and kill a Palestinian man at a checkpoint nr. Nablus after he allegedly attempts to charge at and stab them. No Israelis are injured. Separately, they shoot and injure a Palestinian attempting to enter Jerusalem for work. IDF troops conduct raids and house searches in and around Qalqilya, Bethlehem, Jenin, and Nablus, arresting 9 Palestinians and issuing arrest summons to 1; and patrol nr. Hebron and Qalqilya throughout the day. In East Jerusalem, a Palestinian demolishes his own home in al-Thawri to avoid paying NIS 50,000 (approx. $13,000) for an Israeli demolition crew. Along Gaza’s border, IDF troops open fire on Palestinian farmlands nr. Khan Yunis, causing no damage. In Israel, Israeli forces violently disperse Palestinians protesting the Israeli plan to demolish their village, Umm al-Hiran, in s. Marking the 40th anniversary of Land Day, Palestinian citizens of Israel (PCI) conduct a general strike throughout the Galilee and Negev, and hold a protest in the bedouin village Umm al-Hiran, which the Israeli govt. is planning to raze. IDF troops violently disperse demonstrations commemorating Land Day in Ramallah, Jenin, and along Gaza’s border nr. the Erez border crossing; there are no serious injuries. They also shoot tear gas canisters at Palestinian mourners marching in a funeral procession in Aida r.c. nr. Bethlehem; conduct a late-night house search in al-Am‘ari r.c. nr. Ramallah, arresting 2 Palestinians; and patrol during the day in 4 villages nr. Hebron. Israeli forces carry out a partial punitive demolition of the interior walls of the Hebron home of a Palestinian killed on 12/7/2015 in a confrontation with Israeli troops. In East Jerusalem, Israeli forces arrest a Palestinian youth at Haram al-Sharif after he raises a Palestinian flag at the sanctuary. The head of Gaza’s fishermen’s union says that the Israeli authorities recently agreed to expand the unilaterally defined fishing zone allotted for Gazans by 3 mi. in some places, starting in 4/2016. An IDF spokesperson does not comment on the report. (MNA 3/30)

In Gaza, a group claiming affiliation with ISIS launches a single rocket toward s. Israel, but it lands inside Gaza. The group will claim responsibility on 6/12, citing Israel’s treatment of Palestinian prisoners and the 6/10 killing of a Palestinian in Jenin r.c. as motivation. Off the coast nr. Dayr al-Balah, Israeli naval forces fire warning shots at Palestinian fishing boats, then destroy 8 nets and confiscate private property. In the West Bank, Israeli forces level at least 17 dunams (around 4 acres) of agricultural land nr. Bethlehem to make room for settlement expansion; order 30 Palestinian families to leave their homes in the n. Jordan Valley for 6 hours to conduct military drills in the area; close the c. market in a village nr. Hebron for the 2d day in a row. IDF troops patrol in a village nr. Hebron, sparking minor clashes with stone-throwing youths and arresting 1 Palestinian. They also conduct a late-night raid in al-‘Azza r.c. nr. Bethlehem, issuing an arrest summons to 1 Palestinian, and patrol in 2 villages each nr. Hebron and Ramallah. In East Jerusalem, Israeli forces detain and interrogate 3 Palestinian children who allegedly threw rocks at an Israeli settler in Silwan. Israeli settlers assault a Palestinian man from Jabal Mukabir on his way to work. In s. The IDF’s Military Advocate Gen. concludes his internal investigation into its 7/16/2014 air strike that killed 4 children on a Gaza beach during OPE, determining that the “incident took place in an area that had long been known as a compound belonging to Hamas’s Naval Police and Naval Force,” which made it a “lawful target” by IDF regulations. No criminal or disciplinary action will be taken. The IDF also closes 2 other internal investigations into similar incidents during OPE, issuing indictments to 3 soldiers for looting, and opens 3 more. (HA, MNA, NYT 6/12)

On 2 occasions off Gaza’s coast nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, damaging 1. In the West Bank, IDF troops assault and moderately injure a Palestinian man nr. Bethlehem and assault another Palestinian attempting to cross into Israel nr. Jerusalem. The IDF conducts house searches and raids in and around Ramallah, and in Nablus, ‘Aqabat Jabir r.c. nr. Jericho, and 1 village each nr. Hebron and Tulkarm, arresting 10 Palestinians, issuing arrest summons to 1, confiscating around NIS 4,300 (around $1,100), and destroying a door. The IDF patrols during the day in 1 village each nr. Jenin and Hebron. An Israeli settler rams a Palestinian man with a car nr. Nablus, injuring him. PA PM Hamdallah and EU rep. to the PA John Gatt-Rutter, along with a delegation of EU officials, visit Susiya village in the s. Hebron hills to show support for the village’s 340 residents. On 5/4, Israel’s Supreme Court upheld the govt.’s plans to evacuate and demolish the village, denying a petition from activists and residents. Gatt-Rutter calls on Israel to reverse its demolition plans. Meanwhile, the bedouin residents of Umm al-Hiran, a village in the Negev, file another petition to Israel’s Supreme Court, appealing the court’s 5–4 rejection of their previous petition that called for a reprieve from the state’s planned evacuation and demolition of their village. The UN releases its “List of Shame,” or blacklist, documenting known violators of children’s rights but excluding Israel and Hamas. Secy.-Gen. Ban excluded Israel and Hamas despite official requests from the PA, in the case of the former, and various international organizations, the U.S., and Israel, in the case of the latter.
