Israeli settlers also assault a Palestinian man near Dura, threatening to kill him if he continues to herd his sheep in the area. Elsewhere, Israeli settlers steal a tractor in Battir. Israeli settlers also throw stones at Palestinian vehicles traveling between Huwwara and Qalqilya. Israeli forces raid Balata refugee camp, demolishing homes and razing a main street. Israeli forces also arrest 10 Palestinians during late-night raids in and around Nablus, Balata refugee camp, Qalqilya, Bethlehem, Hebron, and Jenin. In East Jerusalem, Israeli forces arrest 5 Palestinians during raids in al-Tur and Shu’fat refugee camp. In Gaza, Israeli forces bomb Maghazi, Dayr al-Balah, Khan Yunis, and Gaza City, killing at least 77 people, including 4 at a tent for journalists outside of al-Aqsa Hospital in Dayr al-Balah where a WHO team is visiting to the assess needs of the hospital. Israeli forces also continue to raid and besiege al-Shifa Hospital. 4 Palestinians die of starvation at the Kamal Adwan Hospital, bringing the number of hunger-related deaths to at least 34. An Israeli soldier is killed in combat and another soldier succumbs to wounds sustained on 3/29. In Ashdod, Israeli forces shoot and kill a Palestinian man who allegedly stabbed and injured 3 Israelis in a shopping mall. In Beersheba, Israeli forces shoot and kill a Palestinian citizen of Israel who allegedly stabbed and injured an Israeli soldier at a bus station. In Jerusalem, tens of thousands of Israelis rally, calling for new elections. In Lebanon, Israeli forces bomb Kounine, killing Hezbollah commander Ismail al-Zin. Israeli forces also bomb Meiss Ej-Jabal, Blida, Markaba, and Kafr Kila. Hezbollah forces attack Israeli military sites in Metulla and al-Manara. More than 32,782 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 75,298 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 254 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 226 trucks carrying aid enter Gaza. Israeli military officials and soldiers tell Haaretz that Israel has designated “kill zones” in Gaza where all Palestinians entering the invisible zone are classified as terrorists and soldiers are ordered to kill all unarmed adult men. (HA 3/31)

Israeli prime minister Benjamin Netanyahu says in a speech that “the whole world is ganging up on us,” calling on Israelis to unite in defending Israel physically and morally. Netanyahu also says the invasion of Rafah is not delayed due to U.S. pressure and rejects calls for early elections. After the speech Netanyahu undergoes surgery for a hernia, leaving Justice Minister Yariv Levin as acting prime minister. Netanyahu will be released from the hospital on 4/2. UN sources tell the Guardian that Israeli military chief of staff Herzi Halavi presented to UN officials last week a plan to dismantle UNRWA, which would include the transfer of some UNRWA staff to a replacement agency that would focus on the delivery of aid in Gaza or expanding the World Food Programme’s operations in Gaza. In the West Bank, a Palestinian man from East Jerusalem driving with Israeli license plates on his car is shot and killed in a drive-by shooting near the Ofra settlement north of Ramallah; it is unclear who the assailants are. Israeli settlers uproot 250 olive trees in Khallet al-Nahlah. Israeli settlers also assault several farmers and steal agricultural equipment in Maeen in the Masafer Yatta area. Elsewhere, Israeli settlers raid al-Juwaya in the Masafer Yatta area and Shuwe’er in the Jordan Valley, assaulting Palestinians. Israeli forces raid Jenin, killing 7 Palestinians in a drone strike in Jenin; 1 Israeli soldier is killed and 3 others are injured when an explosive device hits their car during the raid. Israeli forces also shoot and kill 3 Palestinians, including a 3-year-old girl, at a checkpoint near Beit Iksa; Israel claims the 2 adults had rammed and injured an Israeli soldier and says the girl was accidentally shot and killed and was in a different car not related to the alleged ramming incident. Elsewhere, Israeli forces shoot and kill a Palestinian man and injure another during a raid in Abwein. Israeli forces also assault a Palestinian near Deir Sharaf. In Gaza, Israeli forces bomb Khan Yunis, Maghazi, Faluja, Jabalia refugee camp, Nuseirat refugee camp, Dayr al-Balah, and Rafah, killing at least 85 people, including Al Jazeera Gaza bureau chief Wael Dahdouh’s son Hamza, who is also a journalist, and his colleague Mustafa Thuraya in an airstrike on their car in Khan Yunis. Israel has targeted Dahdouh and his family previously, killing his wife, 2 of his other children, and a grandchild among other relatives in October and injured Dahdouh in December. Medical Aid for Palestinians and the International Rescue Committee say their staff have been forced to evacuate al-Aqsa Martyrs Hospital due to Israel declaring the area around the hospital a “red zone.” Rockets are fired at Sderot, Yakhini and Nirim, lightly injuring 1 in Yakhini. Save the Children says more than 1,000 Palestinian children in Gaza have had 1 or both legs amputated after being hit by Israeli bombs, many of the amputations are done without anesthetics. Save the Children notes that on average 10 children are subject to amputations every day. The WHO says it has canceled plans to bring medical supplies to northern Gaza because “[h]eavy bombardment, movement restrictions, and interrupted communications, makes it too dangerous. Authorities in Gaza call on Egypt to open the Rafah crossing further to allow more wounded Palestinians into Egypt, noting that 6,000 people are awaiting approval to cross to Egypt while 10-20 wounded people are evacuated daily. Hamas official Osama Hamdan says Israel has destroyed more than 200 heritage sites in Gaza and calls on the OIC, the Arab League, and the African Union to support South Africa’s filing at the ICJ. The Euro-Med Human Rights Monitor releases a report based on testimonies from Palestinians abducted by Israeli forces in Gaza and taken to Israel, saying civilians were tortured in detention, including being beaten, subject to electric shocks, burned with cigarettes, and tied up in stress positions. Euro-Med says many of the Palestinians taken from Gaza are being held at the Sde Teiman camp between Gaza and Beersheba in what was described as a Guantanamo-like prison. (Euro-Med 1/7)

Israeli military chief of staff Herzi Halevi says Israel will be fighting in Gaza all year. Defense Minister Yoav Gallant tells the Wall Street Journal that Hezbollah leaders “know we can copy-paste [Israel’s attacks on Gaza] to Beirut,” adding Israel’s priority is not a war in Lebanon. Israeli national security minister Itamar Ben-Gvir reiterates his calls for the displacement of Palestinians in Gaza to other countries and the resettlement of Gaza. Finance Minister Bezalel Smotrich calls Palestinians in Gaza “Nazis,” saying Israel must resettle Gaza. (HA, HA 1/7; AJ, AP 1/8)

U.S. secretary of state Antony Blinken meets with Qatar prime minister Mohammed bin Abdulrahman bin Jassim Al Thani in Doha, discussing the situation in Gaza and the Red Sea. Blinken calls the killing of Hamza Dahdouh (see above) an “unimaginable tragedy” and says Palestinians in Gaza must be allowed to return to their homes and “must not be pressed to leave Gaza.” Al Thani says the Israeli assassination of Saleh al-Arouri in Beirut has affected Qatari mediation efforts but that the negotiations continue. Blinken also meets with Jordanian king Abdullah II and foreign minister Ayman Safadi in Amman. King Abdullah II warns Blinken of “catastrophic repercussions” if Israel’s war on Gaza continues. The Washington Post reports that U.S. president Joe Biden has tasked his staff with preventing an all-out war between Israel and Hezbollah. The Post says U.S. officials are worried that Israeli prime minister Benjamin Netanyahu sees an escalation with Hezbollah as a way to stay in power. A Defense Intelligence Agency report saying that Israel would have trouble winning a war against Hezbollah while fighting in Gaza is also leaked to the press. (HA 1/8)

In the West Bank, Israeli forces raided the home of Hassan Yousef, a member of the PLC for Hamas, in Beitunia and arrested him. Israeli forces also raided Rummana, dispersing Palestinians protesting the raid with tear gas. Elsewhere, Israeli forces delivered a demolition order for a house under construction in Nahalin. Israeli forces had arrested and severely beaten a man during a late-night house raid in Qalqas; the man was later admitted to a hospital in Beersheba. 2 others were arrested during late-night raids. In East Jerusalem, 20 Israeli settlers vandalized 12 Palestinian-owned vehicles in Bab al-Zahara. 1 Palestinian was arrested in Isawiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Jabalia refugee camp and 6 nautical miles north of Rafah; no injuries were reported. In Lebanon, 4 people were killed and 7 injured during a shootout in the Burj el-Shemali refugee camp. The event unfolded during the funeral procession for 1 person who was killed during an explosion in the camp on 12/10. There were differing reports of the events, including 1 that said the shooting was between Hamas and Fatah members. Hamas claimed that the killings were ordered by the PA. Israeli prime minister Naftali Bennett arrived in the UAE for meetings with UAE foreign minister Abdullah bin Zayed Al Nahyan and later, on 12/13, with Crown Prince Mohammed bin Zayed Al Nahyan. This marked the 1st time an Israeli prime minister visited the UAE, planned since the normalization deal between the 2 countries in 2021 but postponed due to the COVID-19 pandemic. Administrator of USAID Samantha Power said during a speech at a gala hosted by the Alliance for Middle East Peace that aid to Palestinians suffers under politicization, which makes it controversial. Administrator Power said that aid to Palestinians had broad consensus for decades but that that consensus had been waning. (HA 12/12)

In the West Bank, 1 Israeli settler shot and killed 1 Palestinian and injured 1 other when the 2 confronted a group of settlers attempting to set fire to their crops near al-Rihiya, south of Hebron; +972 reported that the settlers mutilated the body of the Palestinian man they had shot dead. 10 Palestinians were killed and 209 wounded by Israeli forces throughout the West Bank. The casualties included: 1, and 39 injured during a protest in Shwaika near Tulkarm; several others were reported injured; 1 protester, and 2 injured in Salem; 1 protester in Asira; 1 protester, and 4 injured in Beita; 1 protester, and 18 others injured by live ammunition in Ya‘bad; 1 protester in Marda; 1 protester in Iskaka; 1 protester, and 4 injured in ‘Urif; 1 protester in Jericho; 1 Palestinian at a checkpoint, who allegedly tried to ram Israeli soldiers near Silwad; 148 protesters injured by live ammunition and rubber-coated bullets during protests in and around Dayr Nidham, Bayt Dajan, Bayt Furik, al-Fawar refugee camp, al-Khadir, Salfit, Tayassir, Huwwara, Aqraba, Ni‘lin, Jenin, Qalqilya, Tulkarm, and Qusra. 13 Palestinians were arrested, including 6 during late-night raids in and around Qalandia refugee camp, Bayt Umar, and Sa‘ir; 7 were arrested during protests at the al-Jalama checkpoint near Jenin. Israel also said it had assassinated 3 Hamas operatives, Shadi Abed Al-Hadi, Osama Shehadeh, and Zakaria Zarendah. Israeli air strikes also destroyed an interior ministry building west of Gaza City and 3 poultry farms near Rafah, killing more than 10,000 chickens. Israeli forces also struck the fishing ports in Gaza city and Khan Yunis. Damage to power lines in Gaza was reported, significantly reducing the amount of available electricity. In Israel, Israeli forces killed 2 people after several people crossed from Lebanon into Israel by Metula. Israel also said that 3 rockets were fired at Israel from Syria, with 2 landing in open land in the Israeli-occupied Golan Heights and 1 in Syria. 2 rockets from Gaza hit 2 houses in Sderot, causing damage and 1 injury. 1 rocket from Gaza lightly injured 1 Israeli driving near Beersheba. Israel barred people from outside of Lydda from entering the city from 4 p.m. and barred all its residents from leaving their homes after 9 p.m. 1 Palestinian-Israeli minor was seriously injured, and another minor lightly injured, after a firebomb was thrown at their house in Jaffa; Israeli police claimed without evidence that it was 2 Palestinian-Israeli men that had thrown the firebomb. Israeli forces were filmed kicking Palestinian-Israeli vehicles traveling in Umm al-Fahm and firing stun grenades at them for no apparent reason. Israeli forces shot and injured 1 Palestinian-Israeli minor in Lydda, claiming he tried to throw a firebomb at them. 5 Palestinian-Israelis were arrested in Umm al-Fahm after a fire was ignited at the town’s city hall. 9 Palestinian-Israelis were arrested in ‘Akka. Israeli forces violently dispersed Palestinian-Israeli protesters in Kafr Kana, injuring 28. Israel also told international news outlets that it would conduct a ground invasion of Gaza shortly and then later apologized to the news outlets for providing false information; analysts suspected that Israel used the media outlets to lure Hamas militants into tunnels before heavily bombarding said tunnels; Israel said that dozens were killed in the attack on the tunnels. Israel also shot down 1 drone sent from Gaza. 1 Israeli woman succumbed to injuries sustained after falling while running to a shelter in Neta’im on 5/11, raising the Israeli death toll to 9. In Jordan, some 500 protesters tried to enter the West Bank through the Allenby bridge, but were dispersed by Jordanian forces 3 miles from the border. In Amman, thousands of protesters called for the expulsion of the Israeli ambassador and ending the Jordanian-Israeli peace treaty. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. It also said 830 people had been injured. The UN estimated that 10,000 Palestinians have been internally displaced during the current escalation so far. (AJ, HA 5/14)

A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. ICC chief prosecutor Fatou Bensouda said that she will continue with her inquiry into potential war crimes committed by Israelis and Palestinians in the occupied Palestinian territories despite Israel’s refusal to cooperate. Israeli forces shot and killed 1 Palestinian at a checkpoint in Za’atra and injured 1 other; Israeli forces claimed that 2 were in a car and refused to stop at the checkpoint. Israeli forces also violently dispersed protesters at a checkpoint north of Ramallah, injuring 9 Palestinians with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed protesters at the Qalandia checkpoint, injuring 37 Palestinians using rubber-coated bullets. Israeli forces also violently dispersed Palestinian protesters in Jenin, injuring 1 with live ammunition while others suffered tear-gas related injuries. Meanwhile, Israeli forces violently dispersed Palestinian protesters, injuring 2 using live ammunition. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with live ammunition; others suffered tear-gas related injuries. Separately, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 7 with live ammunition and 10 with rubber-coated bullets. Israeli forces also injured 1 with a tear gas canister in Bethlehem. In Gaza, 10 Palestinians, including 1 child, were killed in Israeli air strikes, raising the comprehensive death toll since 5/10 from 20 to 30, including 10 children. The casualties included: 2, and 2 injured in an air strike on a 7-story building in al-Shati camp; 6, and at least 8 injured in 3 air strikes on apartment buildings in Gaza City; and 2 in an air strike near a chicken farm southwest of Dayr al-Balah. Additionally, Israeli air strikes damaged or destroyed dozens of buildings, including 1 14-story residential and commercial building, the Hanadi Tower west of Gaza City, 1 ice cream factory south of Gaza City, 1 health clinic and police station in Bayt Lahiya, 1 large school in Dayr al-Balah. Hamas reported that Israeli air strikes had destroyed all police buildings in Gaza. In Israel, 5 were killed by rockets from Gaza, including 2 Palestinian citizens of Israel, who were killed by a rocket fired from Gaza near Lydda, and 2 Jewish-Israelis and 1 Indian national in Ashkelon and Tel Aviv. 1 rocket fired from Gaza also damaged an Israeli pipeline in Ashkelon, igniting a large oil fire. A state of emergency was also declared in Lydda after a synagogue and some 30 cars were set on fire as Jewish-Israelis and Palestinian citizens of Israel clashed. Israeli forces also violently dispersed Palestinian-Israelis in Lydda after a protest erupted following a funeral of 1 Palestinian citizen of Israel who was killed by a Jewish-Israeli on 5/10; 12 Palestinian-Israelis were injured by stun grenades and rubber-coated bullets. Clashes also ensued in Ramla and a synagogue, a marketplace, and a Muslim cemetery were set on fire. In Acre, 1 police station and 1 restaurant were set on fire. 19 Palestinian citizens of Israel were arrested after trash bins were set on fire and stones were thrown at Israeli police in Haifa. Israeli forces also violently dispersed Palestinian-Israeli protesters in Jaffa, arresting 3; 2 police officers were reportedly injured. Clashes between Jewish-Israelis and Palestinian-Israelis were also reported in Beersheba. Israeli forces said that the Iron Dome had intercepted 85-90% of around 850 rockets fired from Gaza since 5/10. A Spokesperson for the U.S. national security advisor said chief of Palestinian affairs at the U.S. embassy in Israel George Noll had delivered a letter from U.S. president Joe Biden to PA president Mahmoud Abbas. The spokesperson would not say what the letter was about, saying it was part of the administrations outreach to “the Palestinian leadership.” (HILL, WAFA 5/11)

The Arab League secretary-general Ahmed Aboul Gheit said Israel was responsible for the escalation between Hamas and Israel, stating that “Israeli violations in Jerusalem . . . is what led to the ignition of the situation in this dangerous way.” Secretary-general Gheit’s comments came after a meeting of Arab League foreign secretaries discussing the situation. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Leader of Hamas Ismail Haniyeh said that the escalation was started by Israel and that Hamas is ready for “an escalation and ready for calm, on the condition that they end the aggression against al-Quds.” Israeli prime minister Benjamin Netanyahu said, “Hamas and Islamic Jihad have paid—and will pay—a heavy price for their aggression . . . It was reported that the U.S. was delaying a UN security council (UNSC) statement addressing the Israeli aggression in Jerusalem, and escalation of the conflict between Hamas and Israel. A UNSC emergency meeting was called on 5/9 by Tunisia and 9 other countries. The state department spokesperson Ned Price said secretary of state Antony Blinken, national security advisor Jake Sullivan, and deputy secretary of state Wendy Sherman had talked to their Israeli counterparts and unnamed Palestinian officials. The White House spokesperson Jen Psaki said that President Joe Biden’s “support for Israel security, for its legitimate right to defend itself and its people is fundamental and will never waver . . . In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. On a series of raids of Israeli settlement outposts nr. Nablus, Israeli forces arrest as many as 9 Israeli settlers suspected of recent attacks and perpetrating the 7/31 arson attack in Duma, nr. Nablus, that led to the death of 3 Palestinians; 2 of the suspects are placed in administrative detention; they also deliver stop-work orders to 2 EU-funded water tanks under construction nr. Hebron. The IDF conducts late-night raids and house searches in Hebron and 1 nearby village, Jenin, and Dahaysha r.c. nr. Bethlehem, arresting 6 Palestinians and issuing an arrest summons to 1; patrols during the day in al-Fawar r.c. and 2 villages nr. Hebron, 4 villages nr. Jenin, and 1 nr. Qalqilya. After around 32 Palestinian prisoners join the mass open-ended hunger strike in Israel’s Nafha and Ramon Prisons, bringing the number of total participants to 180, the prisoners decide to end their strike, which began on 8/5. The Israel Prison Service (IPS) says no deal was made, but Palestinian Prisoners Society chair Qadura Fares says that IPS agreed to several concessions on terms of cell searches and other issues. The group will claim responsibility on 6/12, citing Israel’s treatment of Palestinian prisoners and the 6/10 killing of a Palestinian in Jenin r.c. as motivation. Off the coast nr. Dayr al-Balah, Israeli naval forces fire warning shots at Palestinian fishing boats, then destroy 8 nets and confiscate private property. In the West Bank, Israeli forces level at least 17 dunams (around 4 acres) of agricultural land nr. Bethlehem to make room for settlement expansion; order 30 Palestinian families to leave their homes in the n. Jordan Valley for 6 hours to conduct military drills in the area; close the c. market in a village nr. Hebron for the 2d day in a row. IDF troops patrol in a village nr. The IDF’s Military Advocate Gen. concludes his internal investigation into its 7/16/2014 air strike that killed 4 children on a Gaza beach during OPE, determining that the “incident took place in an area that had long been known as a compound belonging to Hamas’s Naval Police and Naval Force,” which made it a “lawful target” by IDF regulations. No criminal or disciplinary action will be taken. The IDF also closes 2 other internal investigations into similar incidents during OPE, issuing indictments to 3 soldiers for looting, and opens 3 more. (HA, MNA, NYT 6/12)

The IDF launches dozens of air strikes across the Gaza Strip, killing 28 Palestinians and wounding approximately 550. There are fatal strikes in Gaza City, Rafah, Dayr al-Balah, Jabaliya, Khan Yunis, and Bayt Lahiya, among others. Palestinians fire dozens of projectiles into Israel, with 1 rocket hitting a house in Ashdod, causing damage. Other targeted towns include Beersheba, Ashqelon, and Sdot Negev in the s., and Rehovot, Yavne, Lod, Ramle, and Gadera in the c. Iron Dome batteries intercept 2 rockets fired at the Jerusalem area and 2 others fall in open areas. A mortar shell injures 2 Israeli soldiers close to the border. Israeli PM Netanyahu says that attacks will continue to “expand and continue until the fire on our communities is over and the quiet returns.” The PM also tells mbrs. of the Knesset Foreign Affairs and Defense Comms. that a cease-fire with Hamas is not on the agenda. Islamic Jihad spokesperson Abu Ahmad says the “factions in Gaza are not going to surrender.” At an emergency meeting of the UNSC in New York, UN Secy.-Gen. Ban says that “it is now more urgent than ever to try to find common ground for a return to calm and a cease-fire understanding,” and that he has been in contact with Israel, the PA, Saudi Arabia, Qatar, Egypt, the Arab League, the U.S., and the EU. Palestinian UN amb. Riyad Mansour tells the meeting that the international community is obliged to ensure protection of Palestinian civilians, and accuses Israel of violating its responsibility as an occupying power. Israeli UN amb. Ron Prosor says Hamas is “committing a double war crime: targeting Israeli civilians while hiding behind Palestinian civilians.” Pres. Obama telephones PM Netanyahu and tells him that the U.S. is willing to help negotiate a cease-fire. The 20th day of OCL is marked by serious diplomatic steps toward a cease-fire but also by Israel’s heaviest attacks on Gaza since operations began. Israel’s envoy receives the Egyptian-Hamas cease-fire offer in Cairo, returns to Israel to brief the security cabinet. Olmert dispatches Livni to Washington to finalize a bilateral “memorandum of understanding” (MOU) regarding U.S.-led international efforts to halt arms smuggling into Gaza.

Combat notes: The IDF sharply escalates air, naval, and ground attacks across Gaza. IDF ground forces push deep into Gaza City under cover of air strikes and heavy tank and artillery fire. Residents report almost constant air, naval, artillery bombardment from 1:00 A.M. to 1:00 P.M. local time, and particularly heavy ground engagements in al-Atatra n. of the city and Tal al-Hawa neighborhood on the southern outskirts, as well as in Jabaliya r.c. Thousands of Gaza City residents attempt to flee the fighting, but many cannot leave their homes because of the intensity of Israeli fire. During the operations, Israeli troops surround the home of Hamas’s Mahmud Zahhar (in hiding), killing his security guards. Gaza City fighting eases slightly in the afternoon, but IDF troops remain in the city overnight. The IDF also takes up new positions in Bayt Hanun’s alFarta and al-Nazzaza quarters under cover of heavy shelling and gunfire, ordering residents of the 2 areas (some 20 families) to evacuate.

The IDF reports carrying out more than 80 air strikes today, hitting at least 23 rocket and mortar launching sites, 19 groups of armed Palestinians, 6 suspected weapons depots (including 2 mosques in Gaza City, 1 in Rafah), 4 tunnels, 1 radio station in Gaza City. Air strike target areas include al-Atatra, Bayt Hanun, Bayt Lahiya, Dayr al-Balah, Gaza City (al-Rimal, al-Sabra, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, al-Maghazi r.c., Nussayrat r.c., Rafah, Yibna r.c. Heavy tank and artillery fire are reported in Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Sabra, Tal al-Hawa, al-Tuffah), Jabaliya, Khuza, al-Mughraqa, al-Nasser (n. of Rafah), Nussayrat r.c., al-Qarara, Rafah. UNRWA reports 100s of Palestinians fleeing areas of northeastern Rafah to escape heavy bombardments. Reports of Israel using white phosphorous munitions spike sharply, with confirmed use in 3 areas (Abasan, Khuza, al-Qarara) and suspected use in 5 areas (Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Khan Yunis, Nussayrat r.c.). Israeli naval bombardment concentrates on Khan Yunis and the neighboring al-Mahatin area. Closecombat fighting is reported around Jabaliya r.c.

In a major air strike on Jabaliya, the IDF assassinates Gaza’s acting Interior M Said Siyam in his brother’s home, along with his brother and nephew, Hamas internal security head for Gaza Salah Abu Sharah, 4 Palestinians in an adjacent home. In addition, IDF air strikes hit buildings in Gaza City housing UNRWA’s main food depot (3 white phosphorous missiles incinerate tons of food and medicine brought in during the humanitarian lulls); Palestinian Red Crescent Society offices and the adjacent al-Quds Hospital (both hit repeatedly over a 5-hr. period; the patient wing of the hospital is not targeted); and the shared media offices of Abu Dhabi TV, al-Arabiyya TV, Reuters, and the Russian TV channel Rusiya al-Yaum, causing serious damage and injuring 2 journalists. A number of other hospitals in Gaza City are damaged by Israeli mortar fire. Palestinian medical workers say the Palestinian toll is at least 1,090 dead (including 375 children, 150 women, 14 medical workers), more than 5,000 wounded.

Palestinians fire 15 rockets and 8 mortars into Israel, seriously injuring a 7-yr.-old Israeli boy in Beersheba and causing significant damage in 2 instances (both by Qassams in Sederot); at least 3 of the rockets are Grads (2 in and nr. Beersheba, 1 in Gadera).

The Palestinian toll is estimated to be at least 1,090 dead, more than 5,000 wounded.

Humanitarian notes: With diplomacy toward a cease-fire showing progress, Israel extends the daily humanitarian lull to 4 hrs./day, allowing in up to 170 truckloads of humanitarian aid; permits the Qarni crossing conveyor belt to resume operation for the 1st time since 12/27 for the import of grain. Israel also allows the ICRC and Palestinian Energy Authority to begin repairs to part of Gaza’s electricity network. Citing unspecified security concerns, the IDF imposes a total closure on the West Bank through 1/17. The IDF also conducts late-night arrest raids, house searches nr. Bethlehem, Hebron, Nablus. Jewish settlers fr. Yitzhar attempt to close a road nr. Nablus to Palestinian traffic, stone Palestinian cars; the IDF forces them to leave. (IDF 1/15; PCHR 1/22)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

In the West Bank, the IDF fatally shoots a Palestinian who allegedly attempts to set fire to a gas station outside the Ma’ale Adumim settlement e. of Jerusalem; fires live ammunition and rubber-coated steel bullets at Palestinians demonstrating against OCL in al-Fawar r.c. nr. The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. As OCL enters day 10, IDF ground forces tighten the circle around Gaza City and continue to operate against Palestinian rocketlaunching units across n. Gaza, still avoiding entering densely populated areas. Troops deploy to segment the Strip into 3 main operational zones: a northern zone running fr. the n. Gaza border south to Netzarim Junction (the Qarni Crossing–Netzarim settlement line drawn on 1/4); a central zone fr. Netzarim Junction to Khan Yunis; and a southern zone fr. Khan Yunis to the Rafah border. While IDF troops are still entering Gaza, IDF reservists have not yet been sent in.

Meanwhile, French pres. Nicholas Sarkozy begins a regional tour to press for a 48-hr. humanitarian cease-fire, meeting with Mubarak in Cairo and Olmert in Israel).

Combat notes: In Gaza City, residents and medical workers report that IDF troops are concentrated in the al-Shuja‘iyya, al-Tuffah, and al-Zaytun neighborhoods (al-Zaytun is a strategic high point, providing a view over the breadth of the Strip) and that fighting is so intense (involving heavy Israeli tank and helicopter fire) that bodies of the dead have been left lying in the street and ambulances are unable to reach the area. IDF troops occupy at least 3 high-rise buildings in eastern areas of Gaza City as observation posts, expelling the residents and exchanging heavy gunfire with Palestinian gunmen. Israeli aircraft drop leaflets over Gaza City warning residents to evacuate their neighborhood; 1,000s of Gazans report receiving automated phone messages form the IDF saying “We are getting rid of Hamas.”

In addition to carrying out air strikes in support of advancing ground troops, the IDF reports making 40 air strikes targeting tunnels on the Rafah border, weapons caches, homes of senior Hamas and PFLP mbrs. (most of whom are in hiding), the Gaza airport site. Target areas include Abasan, Bayt Hanun, Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the center city, al-Tuffah, al-Shuja‘iyya, Tal al-Hawa, alZaytun), Jabaliya, Khan Yunis, Khuza, the al-Mawasi area (w. of Khan Yunis), Nussayrat, Rafah, al-Shabura r.c. (nr. Rafah), Shati’ r.c., al-Shuka, Yibna r.c. (nr. Rafah).

Of particular note: A home in Gaza City’s al-Zaytun neighborhood, where the IDF placed 110 Palestinians it had rounded up on 1/4, is hit by an air strike and repeatedly shelled, killing at least 30 mbrs. of an extended family (including 5 children age 4 and younger) and wounding scores; the IDF bars relief workers fr. reaching the scene until 1/7. A shell fired from an Israeli naval vessel hits a Palestinian home in Shati’ r.c., killing a family of 7 asleep in their beds. A late-night air strike hits an UNRWA school in Shati’ r.c. being used as a shelter, killing 3 members of a single family. The IDF also makes air strikes hitting the offices of the Hamas-affiliated al-Risala for a 2d time (see 1/3). Photographs and live footage of the ongoing operations clearly show IDF artillery firing white phosphorus shells on densely populated areas, though Israel denies using the munitions. The IDF fires flechette shells on residential areas nr. Bayt Hanun, killing at least 1 Palestinian, wounding at least 3.

Palestinians fire 28 rockets, 5 mortars into Israel, hitting Ashdod, Ashqelon, Beersheba, Sederot, and Shaar Hanegev, damaging an empty kindergarten in Ashdod, injuring 2 Israelis in Shaar Hanegev.

More than 40 Palestinians are killed today (almost half of them children), bringing the estimated Palestinian toll to 550 dead, 2,500 injured. The Israeli toll reaches 9–10 dead, more than 70 wounded: 3 IDF soldiers are killed, 24 wounded (4 seriously) by friendly fire when their unit is hit by an Israeli tank shell outside Gaza City; an IDF officer is killed during an exchange of fire in n. Gaza, possibly by an IDF tank shell; 6 IDF soldiers are wounded in clashes with Palestinians nr. the e. Gaza border.

Humanitarian notes: Israel allows 80 truckloads of food, medicine, and medical equipment into Gaza, but the UN says much more is needed. Relief agencies (including the ICRC, UNRWA, and UNSCO) warn that two-thirds of the Strip is still without power, suffering freezing winter temperatures; 250,000 Gazans are without any running water; and water supplies for another 500,000 Gazans are expected to run out within days because of lack of fuel for pumps and backup generators. Shifa hospital, which has been running fully on generators for 3 days, warns that it has only a 2-day supply of generator fuel. International diplomacy to end OCL clicks into gear with France proposing that Israel and Hamas impose a 48-hr. humanitarian truce to try to defuse the violence and restore the Gaza cease-fire, with humanitarian groups, Egypt, the EU, the Quartet, and the U.S. opening mediation channels (see Quarterly Update). Israel’s security cabinet meets to discuss the French proposal but does not formally respond.

Israeli actions: The IDF conducts 70 air strikes on Gaza, while the Israeli navy continues shelling from the sea, killing at least 10 Palestinians and wounding 40, bringing the death toll to about 370. The IDF reports hitting 110 individual sites, with primary targets being tunnels on the Rafah border, suspected weapons factories and rocket-launching sites, civil and naval police stations, and groups of resistance mbrs. In Gaza City, at least 20 air strikes hit Haniyeh’s offices, PA Interior Min., and main PA government complex in Gaza City, all of which had been targeted previously; 1 air strike hits an ambulance, killing 1 paramedic, seriously wounding a doctor and the driver. Part of Gaza’s main power grid is also hit, cutting all power to Gaza City. A fuel depot in Rafah is destroyed. In al-Bureij r.c., a mosque and health clinic are hit. In Khan Yunis, a money exchange is destroyed. At least 7 homes across the Strip are targeted. Target locations include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City, Jabaliya town and r.c., Khan Yunis, al-Maghazi (c. Gaza), al-Mughraqa, al-Qarara, Rafah. The IDF launches a YouTube channel to broadcast declassified videos of its operations in Gaza, “other footage of interest to the international community” (JPI 1/8) and begins regular briefings for Internet bloggers worldwide.

Palestinian actions: Palestinians fire 41 rockets, 10 mortars into Israel, damaging 1 home in Sederot and causing several light injuries (excluding shock); 1 rocket lands in Beersheba, 25 mi. fr. the Gaza border, marking the farthest strike to date; 2 other long-range rockets land in Ashdod. Humanitarian notes: Israel allows 93 trucks into Gaza (50 carrying medical supplies and food donated by aid groups; 43 carrying commercial goods), but Gaza City’s Shifa Hospital says it is out of 150 kinds of medicine and 230 other medical supplies, including gloves, scissors, sterilization equipment, nitrogen for anesthesia. Fuel shipments are still cut off; Gaza’s power plant shuts down for lack of fuel. In the West Bank, a Palestinian worker in Mod’in Ilit settlement, angry over Israel’s war on Gaza, stabs, wounds 4 Jewish settlers before being shot and wounded by a paramedic who arrives on the scene. The IDF fires live ammunition, rubber-coated steel bullets, percussion grenades, tear gas at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, wounding 3 (including teenagers ages 13, 14); makes simultaneous afternoon incursions into Beita and Hawara villages nr. Nablus, imposing curfews through 12/31; conducts simultaneous late-night raids, house searches on 4 villages nr. Jenin, firing on residential areas in all cases, causing no injuries and arresting only 1 teenager; conducts late-night arrest raids, house searches in Abu Dis and Jalazun r.c. nr. Ramallah, and nr. The IDF conducts a predawn arrest raid in Nablus's Askar refugee camp, detaining at least 3 Palestinians, seizing 1 Palestinian apartment as an observation post, and exchanging gunfire with residents, leaving 1 soldier wounded. The IDF conducts another predawn arrest raid in Dayr al-Balah, shelling residential areas, occupying 2 Palestinian homes as observation posts. In Beersheba, 2 Hamas gunmen open fire outside an IDF base, killing 2 IDF soldiers, wounding 4 before being shot dead by troops. In response, the IDF F-16s drop bombs on a PSF headquarters in Gaza and Ansar 2 prison; helicopter gunships fire missiles on targets around Gaza City and Jabaliya, injuring 20 Palestinians, including employees of the UN Special Coordinator's Office (UNSCO), which is damaged in the attack.
