More than 30,800 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,298 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 416 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,648 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 245 Israeli soldiers have been killed and 1,469 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling in Huwwara. Israeli settlers posing as soldiers also attack a school in Khallet al-Maiya. Meanwhile, Israeli settlers throw stones at a house in Turmus ‘Ayya and attempt to set fire to it, causing damage to the house, a solar panel, and several vehicles. Israeli forces fatally shoot 2 Palestinians and injure 9 others during a raid in Dura; a video shows that Israeli forces used a Palestinian man they took from his phone shop as a human shield. A video circulating on social media also shows 2 Israeli soldiers kicking a man lying on the ground during the raid. The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli cabinet approves the 2024 budget, slashing funds earmarked for the development of Palestinian communities in Israel by 15% and allocating $80 million to the Settlements and National Missions Ministry. 5 members of Benny Gantz’s National Unity party vote against the budget. In the West Bank, Israeli settlers shot and killed a Palestinian in Huwwara as Israeli settlers with a military escort, including MK Zvi Sukkot, raided the town at night. 51 Palestinians were injured, including 42 by tear gas, and settlers vandalized Palestinian property. The PA condemned the raid, saying Israel and the U.S. were responsible. Israeli national security minister Itamar Ben-Gvir said of the raid on X, “Our lives take priority to the Palestinians’ freedom of movement (and commerce).” Israeli settlers, including MK Limor Son-Harmelech, raided Jabel ‘Aybal in Area B near Nablus for the fifth day in a row. Settlers first toured the site on 10/2 with a military escort but since then have toured it without military involvement. Son-Harmelech called on the Israeli government to create a settlement at the site. Elsewhere, Israeli settlers vandalized 40 olive trees and stole the olive harvest in Yasuf. Israeli settlers also fired live ammunition at Palestinian motorists near Turmus ‘Ayya and threw stones at Palestinians at the DCO checkpoint near al-Bireh, causing damage. Israeli forces violently dispersed the funeral procession for the Palestinian who was killed in Huwwara in the early hours of the day, injuring 1 person with live ammunition, 1 with a baton round, and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring a journalist with a baton round and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. Israeli forces violently dispersed Palestinian protesters in Aqabat Jaber refugee camp, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Hebron, assaulting 1 and firing tear gas. Elsewhere, Israeli forces prevented students and teachers from reaching 27 schools in the Masafer Yatta area. Israeli forces also closed the Ibrahimi Mosque to Muslim worshippers, citing the Jewish celebration of Sukkot. Meanwhile, Israeli forces erected dirt mounts on 3 roads leading to Sabastia and its Roman ruins, preventing Palestinian travel. Palestinian Canadian real estate developer Khaled al-Sabawi filed a lawsuit against 6 Israeli settlers, the Israeli police, and Israeli military in the Tel Aviv District court seeking $5.2 million in damages over Israeli settler attacks on a planned residential site near Turmus ‘Ayya he has been developing. The site is located in Area B and has, according to the lawsuit, been raided 74 times between 2019 and 2022, with damage recorded 26 times and workers and clients physically assaulted on 19 occasions. Former Mossad director Tamir Pardo told AP that “[t]here is an apartheid state here [referring to the West Bank]. In a territory where two people are judged under two legal systems, that is an apartheid state.” Pardo further said “Israel needs to decide what it wants. In the West Bank, Israeli settlers and American activists from the American Evangelical Archeological Institute carried out excavations at an archeological site at Jabal ‘Aybal in Area B and transferred soil and artifacts to the Shavei Shomron settlement. Israeli settlers also attacked 2 homes and let their cattle graze on Palestinian crops in Arab al-Kaabneh. Elsewhere, Israeli settlers set fire to crops and olive trees in al-Lubban ash-Sharqiya. Israeli settlers also demolished parts of the Old Market in Hebron, which has been closed off to Palestinians since 1983. 6 Palestinians were arrested during late-night raids in Nablus, Hebron, Yatta, and Turmus ‘Ayya. In East Jerusalem, an Israeli settler shot and injured a 60-year-old Palestinian woman at a light rail station north of Sheikh Jarrah, claiming she had tried to stab him with a knife. U.S. president Joe Biden criticized the Israeli government for being too extreme in its West Bank policies in an interview with CNN, saying that the U.S. is in regular contact with Israel to “tamp down what is going on,” and calling the Netanyahu government the “one of the most extreme” he has seen. Biden also said that the PA had lost its credibility. On normalization, he said Israel and Saudi Arabia are “a long way from” normalizing relations, saying that normalization depends on “what is asked of us for them [Saudi Arabia] to recognize Israel,” confirming that Saudi Arabia is asking for a civilian nuclear program and security guarantees. Haaretz reported that the Biden administration is seeking measures from Israel to strengthen the PA to help the normalization process. But U.S. officials told Haaretz that they think the far-right ministers in the Israeli government would oppose any gestures toward the Palestinians. The officials also said that the PA does not trust the U.S. to follow through on ensuring that the promises are kept. (CNN, HA, HA, REU 7/9)

The Israeli security cabinet approved measures to “act to prevent the collapse of the Palestinian Authority,” but did not detail how Israel would prevent this. Finance Minister Bezalel Smotrich abstained in the vote and National Security Minister Itamar Ben-Gvir voted against the measures. In return for preventing the PA from collapsing, Israel is demanding that the PA “[r]efrain from acting against Israel in the international legal and political arena . . . from paying the families of terrorists and murderers, and from illegal building in Area C.” PA prime minister Mohammed Shtayyeh called the Israeli demands unacceptable. The Biden administration informed Israel that it will no longer fund research institutes and scientific and technological projects in Israeli settlements in the West Bank, reversing a policy made by the Trump administration. Israeli foreign minister Eli Cohen voiced his disapproval with the decision, saying “[i]n similar cases, in the past, the Israeli government has always made sure to give full damages to those hurt by these decisions.” State Department spokesperson Matthew Miller later clarified that the U.S. had not reversed the Trump administration’s interpretation that settlements are “not per se inconsistent with international law.” (AX, HA, TOI, TOI 6/25; MEE 6/26; HA, WAFA 6/27)

Israeli forces shot and killed 2 Palestinians, including 1 minor, and injured 3 others during a demolition raid in Kafr Dan. 2 homes belonging to families of Palestinians accused of killing an Israeli soldier on 9/14/2022 were punitively demolished during the raid. Israeli forces also shot and killed 1 Palestinian minor during a raid in Dheisheh refugee camp, 1 other Palestinian was injured by live ammunition. The issue is said to be addressed in the upcoming Israeli budget negotiations as more money will be allocated to policing in Palestinian towns and cities. Palestinian factions, including the PA, Hamas, and Islamic Jihad, held a meeting via videoconference to discuss Palestinian unity across political factions. In the West Bank, 1 Palestinian woman was shot dead by Israeli forces in her house during a late-night raid in Jenin. According to her friend, she was shot while closing a window to prevent tear gas from entering the home. Elsewhere, Israeli forces violently dispersed the weekly protest in Kafr Qaddum using rubber-coated bullets and tear gas; 1 Palestinian was injured by a rubber-coated bullet, others suffered tear-gas related injuries. Israeli forces ordered a halt to the construction of 2 buildings near Bethlehem. Israeli settlers blocked 1 road south of Nablus, causing traffic jams. 4 Palestinians were arrested during late-night raids in and around Bethlehem, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian 4-year-old girl was killed by what appears to be a stray bullet in Silwan; it is unclear who fired the bullet. Israeli forces shot and injured 2 Palestinians trying to enter Israel for work near Jenin. 9 Palestinians were arrested, including 8 during raids in al-Am‘ari refugee camp, Jaba, ‘Azun, Anabta, and Bayt Awa; the Palestinian accused of ramming his car into the undercover Israeli officer’s car was also arrested. Three senior U.S. officials say that the Trump administration is currently planning to release its long-awaited plan for Palestinian-Israeli peace as soon as possible after the Israeli election on 4/9. The Egyptian authorities shut down the Rafah border crossing to passage in both directions, marking the anniversary of the 2011 Egyptian revolution. They plan to resume operations at the crossing on 1/27.
