More than 30,800 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,298 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 416 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,648 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 245 Israeli soldiers have been killed and 1,469 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. In his State of the Union address, U.S. president Joe Biden says the U.S. military will set up a temporary pier off the coast of Gaza to deliver aid but that no U.S. soldiers will enter Gaza as it will be built offshore. Biden also says, “to the leadership of Israel I say this: Humanitarian assistance cannot be a secondary consideration or a bargaining chip.” Biden is filmed telling Senator Michael Bennet (D-CO) that he has told Israeli prime minister Benjamin Netanyahu that “you and I are going to have a come to Jesus meeting.” The PA presidency thanks Biden for supporting a 2-state solution and a ceasefire during his speech. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling in Huwwara. Israeli settlers posing as soldiers also attack a school in Khallet al-Maiya. Meanwhile, Israeli settlers throw stones at a house in Turmus ‘Ayya and attempt to set fire to it, causing damage to the house, a solar panel, and several vehicles. Israeli forces fatally shoot 2 Palestinians and injure 9 others during a raid in Dura; a video shows that Israeli forces used a Palestinian man they took from his phone shop as a human shield. A video circulating on social media also shows 2 Israeli soldiers kicking a man lying on the ground during the raid. Israeli forces also fatally shoot a member of the PA security forces during a raid in Nur Shams refugee camp. Israel’s military says it has withdrawn an army division from Gaza, leaving 3 combat divisions in the area. The military also transfers the Duvdevan unit from Gaza to the West Bank as Israeli military officials say the West Bank is “on the brink of an implosion.” (AJ, HA, HA 1/15)

The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli cabinet approves the 2024 budget, slashing funds earmarked for the development of Palestinian communities in Israel by 15% and allocating $80 million to the Settlements and National Missions Ministry. 5 members of Benny Gantz’s National Unity party vote against the budget. Israeli opposition leader Yair Lapid claims Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant are not speaking to each other. Gallant reportedly stormed out of a cabinet meeting this weekend after 1 of his aides was refused entry. (AJ, HA 1/15)

In the West Bank, Israeli settlers shot and killed a Palestinian in Huwwara as Israeli settlers with a military escort, including MK Zvi Sukkot, raided the town at night. 51 Palestinians were injured, including 42 by tear gas, and settlers vandalized Palestinian property. The PA condemned the raid, saying Israel and the U.S. were responsible. Israeli national security minister Itamar Ben-Gvir said of the raid on X, “Our lives take priority to the Palestinians’ freedom of movement (and commerce).” Israeli settlers, including MK Limor Son-Harmelech, raided Jabel ‘Aybal in Area B near Nablus for the fifth day in a row. Settlers first toured the site on 10/2 with a military escort but since then have toured it without military involvement. Son-Harmelech called on the Israeli government to create a settlement at the site. Elsewhere, Israeli settlers vandalized 40 olive trees and stole the olive harvest in Yasuf. Israeli settlers also fired live ammunition at Palestinian motorists near Turmus ‘Ayya and threw stones at Palestinians at the DCO checkpoint near al-Bireh, causing damage. Israeli forces violently dispersed the funeral procession for the Palestinian who was killed in Huwwara in the early hours of the day, injuring 1 person with live ammunition, 1 with a baton round, and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring a journalist with a baton round and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. In East Jerusalem, 1 Palestinian minor was arrested at the Bab el-Khalil in the Old City after allegedly stabbing and injuring 2 Israeli settlers. Palestinian Canadian real estate developer Khaled al-Sabawi filed a lawsuit against 6 Israeli settlers, the Israeli police, and Israeli military in the Tel Aviv District court seeking $5.2 million in damages over Israeli settler attacks on a planned residential site near Turmus ‘Ayya he has been developing. The site is located in Area B and has, according to the lawsuit, been raided 74 times between 2019 and 2022, with damage recorded 26 times and workers and clients physically assaulted on 19 occasions. In a territory where two people are judged under two legal systems, that is an apartheid state.” Pardo further said “Israel needs to decide what it wants. In the West Bank, Israeli settlers and American activists from the American Evangelical Archeological Institute carried out excavations at an archeological site at Jabal ‘Aybal in Area B and transferred soil and artifacts to the Shavei Shomron settlement. Israeli settlers also attacked 2 homes and let their cattle graze on Palestinian crops in Arab al-Kaabneh. Elsewhere, Israeli settlers set fire to crops and olive trees in al-Lubban ash-Sharqiya. Israeli settlers also demolished parts of the Old Market in Hebron, which has been closed off to Palestinians since 1983. 6 Palestinians were arrested during late-night raids in Nablus, Hebron, Yatta, and Turmus ‘Ayya. In East Jerusalem, an Israeli settler shot and injured a 60-year-old Palestinian woman at a light rail station north of Sheikh Jarrah, claiming she had tried to stab him with a knife. U.S. president Joe Biden criticized the Israeli government for being too extreme in its West Bank policies in an interview with CNN, saying that the U.S. is in regular contact with Israel to “tamp down what is going on,” and calling the Netanyahu government the “one of the most extreme” he has seen. Biden also said that the PA had lost its credibility. On normalization, he said Israel and Saudi Arabia are “a long way from” normalizing relations, saying that normalization depends on “what is asked of us for them [Saudi Arabia] to recognize Israel,” confirming that Saudi Arabia is asking for a civilian nuclear program and security guarantees. Haaretz reported that the Biden administration is seeking measures from Israel to strengthen the PA to help the normalization process. But U.S. officials told Haaretz that they think the far-right ministers in the Israeli government would oppose any gestures toward the Palestinians. The officials also said that the PA does not trust the U.S. to follow through on ensuring that the promises are kept. (CNN, HA, HA, REU 7/9)

The Israeli security cabinet approved measures to “act to prevent the collapse of the Palestinian Authority,” but did not detail how Israel would prevent this. Finance Minister Bezalel Smotrich abstained in the vote and National Security Minister Itamar Ben-Gvir voted against the measures. In return for preventing the PA from collapsing, Israel is demanding that the PA “[r]efrain from acting against Israel in the international legal and political arena . . . from paying the families of terrorists and murderers, and from illegal building in Area C.” PA prime minister Mohammed Shtayyeh called the Israeli demands unacceptable. In the West Bank, Israeli settlers with a military escort raided Deir Dibwan, setting fire to trees; 1 Palestinian was injured by live ammunition fired by Israeli forces during the raid. Israeli settlers also threw stones at Palestinian vehicles near Beitin and Hebron. Israeli forces shot and killed 1 Palestinian man during a raid in Nablus. Israeli forces also shot a 5-year-old Palestinian boy in the eye with a rubber-coated bullet in Bizarya; the boy’s eye was later removed at a hospital. Representatives from 20 EU countries visited Turmus ‘Ayya to express condolences to the victims of the Israeli settler attack on 6/21. In a statement the countries said as the occupier Israel is obligated to protect Palestinians and prosecute the violent settlers. (WAFA 6/23; HA 6/24)

Israeli national security minister Itamar Ben-Gvir told Israeli settlers at the partly resettled Evyatar settlement outpost that the settlers should “[r]un to the hilltops” and build settlements “in all the hills around.” Ben-Gvir also called for the Israeli military to “launch a military operation, take down buildings and eliminate terrorists. U.S. national security adviser Jake Sullivan spoke with his Israeli counterpart Tzachi Hanegbi, expressing concern about Israeli settler attacks on Palestinian villages. Several Democratic members of the U.S. House of Representatives, including pro-Israel representatives, condemned the settler attacks, as did the Anti-Defamation League and the American Jewish Committee. Morocco also officially canceled the second summit of the normalization organization the Negev Forum, citing “uncomfortable diplomatic relations.” The summit, scheduled to be held in Rabat, has been postponed since March. UN human rights commissioner Volker Türk criticized the Israeli usage of “advanced weapons” in the West Bank this week, saying it was adding to volatility of the situation. In the West Bank, PA officials said that 144 settler attacks were recorded in the Nablus area overnight, including damage to some 120 vehicles and 22 shops. Israeli settlers set a Palestinian-owned vehicle on fire and wrote racist graffiti on nearby walls in Jalud. Israeli settlers also threw stones at Palestinian vehicles traveling near Rawabi and Yasuf. Elsewhere, Israeli settlers set fire to a house and a vehicle and threw stones and sprayed racist graffiti at other houses in Turmus ‘Ayya. Israeli settlers also assaulted 1 Palestinian near Shaab al-Batum in the Masafer Yatta area. Meanwhile, Israeli settlers vandalized some 200 olive trees in Majdal Bani Fadil and Aqraba and vandalized crops and an agricultural structure in Ein al-Beida. Israeli forces violently dispersed Palestinian protesters in Nabi Salih, injuring 2, including 1 minor, with baton rounds. Israeli forces also seized artifacts from an archeological site in Sabastia. Elsewhere, Israeli forces issued demolition notices for 4 homes in Yatta. Separately, Israeli forces began a siege of Jericho after an unidentified assailant opened fire at a restaurant at a nearby settlement; no injuries were reported. In East Jerusalem, Israeli forces sealed the family homes of 2 Palestinians killed during attacks on Israelis on 1/27 and 1/28. The homes in al-Tur and Silwan were sealed in preparation for punitive demolition. Israeli forces also demolished a house in Jabel Mukaber, displacing 2 families. In the West Bank, Israeli settlers threw stones at Palestinian vehicles parked near Kifl Haris, causing damage. Israeli forces shot and killed 2 Palestinians, including 1 minor, and injured 3 others during a demolition raid in Kafr Dan. 2 homes belonging to families of Palestinians accused of killing an Israeli soldier on 9/14/2022 were punitively demolished during the raid. Israeli forces also shot and killed 1 Palestinian minor during a raid in Dheisheh refugee camp, 1 other Palestinian was injured by live ammunition. Elsewhere, Israeli forces issued stop-work orders for 8 houses, 1 agricultural structure, and 1 events hall in Deir Balut and 1 house under construction in Maeen in the Masafer Yatta area. The issue is said to be addressed in the upcoming Israeli budget negotiations as more money will be allocated to policing in Palestinian towns and cities. Palestinians reported that information shared about Shaykh Jarrah had been censored by social media companies like Instagram and Twitter and in some instances, Palestinian accounts sharing information about Shaykh Jarrah had been closed by the companies. The U.S. issued a statement saying that the country “is extremely concerned about ongoing confrontations in Jerusalem, including the Haram al-Sharif/Temple Mount and in Sheikh Jarrah, which have reportedly resulted in scores of injured people . . . It is absolutely critical that all sides exercise restraint, refrain from provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount—in word and in practice.” The UN also warned Israel that forced evictions of Palestinians in East Jerusalem could amount to war crimes. U.S. senators Bernie Sanders (D-VT), Elizabeth Warren (D-MA), Chris Van Hollen (D-MD), and Chris Murphy (D-CT) and representatives Alexandria Ocasio-Cortez (D-NY), Gregory Meeks (D-NY), Andy Levin (D-MI), Pramila Jayapal (D-WA), and Ayanna Pressley (D-MA) called on Israel not to evict Palestinians from their homes in Shaykh Jarrah. Representatives Marie Newman (D-IL) and Mark Pocan (D-WI) circulated a letter in congress calling on secretary of state Antony Blinken to pressure Israel not to move forward with the eviction and to stop home demolitions in al-Bustan. In East Jerusalem, Israeli authorities informed 1 Palestinian of their intention to remove his residency rights, giving him 30 days to appeal. 2 Palestinians were arrested during a late-night raid in Issawiyya. Palestinian factions, including the PA, Hamas, and Islamic Jihad, held a meeting via videoconference to discuss Palestinian unity across political factions. In a final communique, the factions stated that they are united against efforts to normalize the occupation, discussed rules of engagement with Israel, and confirmed their “commitment to the establishment of a Palestinian state on the entire Occupied Palestinian Territory, with Jerusalem as its capital, and . . . that there will be no state in Gaza, and no state without Gaza.” (AJ, REU, WAFA 9/3; WAFA 9/4)

Elsewhere, near Nablus, Israeli settlers and military escort toured Joseph’s Tomb, leading to confrontations with Palestinians; 51 Palestinians were injured including 3 by live ammunition, 14 by rubber-coated bullets and others suffered tear-gas related injuries. 1 Palestinian was shot after allegedly ramming his car into an undercover Israeli officer’s car in al-Am‘ari refugee camp. Israeli forces violently dispersed a protest in Turmus ‘Ayya, injuring 2 with rubber-coated bullets and others with tear gas. Israeli forces shot and injured 2 Palestinians trying to enter Israel for work near Jenin. 9 Palestinians were arrested, including 8 during raids in al-Am‘ari refugee camp, Jaba, ‘Azun, Anabta, and Bayt Awa; the Palestinian accused of ramming his car into the undercover Israeli officer’s car was also arrested. In East Jerusalem, hundreds of Israeli settlers attacked Palestinians and Palestinian-owned property in Issawiyya; Israeli forces arrested 7 of the perpetrators. Some 400 Israeli settlers also toured the Haram al-Sharif compound. Off the coast of Gaza, Israeli forces opened fire and used water hoses on Palestinian fishermen 3 nautical miles northwest of Gaza City, causing damage but no injuries were reported. One day after Israel’s security cabinet agreed to allow the next tranche of $15 million from Qatar into Gaza, senior Hamas official Khalil al-Hayya tells reporters in Gaza that Hamas will not accept the money. “Gaza will not be subject to extortion by Israeli election theater,” he adds. Three senior U.S. officials say that the Trump administration is currently planning to release its long-awaited plan for Palestinian-Israeli peace as soon as possible after the Israeli election on 4/9. The Egyptian authorities shut down the Rafah border crossing to passage in both directions, marking the anniversary of the 2011 Egyptian revolution. They plan to resume operations at the crossing on 1/27.
