In the West Bank, Israeli settlers and American activists from the American Evangelical Archeological Institute carried out excavations at an archeological site at Jabal ‘Aybal in Area B and transferred soil and artifacts to the Shavei Shomron settlement. Israeli settlers also attacked 2 homes and let their cattle graze on Palestinian crops in Arab al-Kaabneh. Elsewhere, Israeli settlers set fire to crops and olive trees in al-Lubban ash-Sharqiya. Israeli settlers also demolished parts of the Old Market in Hebron, which has been closed off to Palestinians since 1983. 6 Palestinians were arrested during late-night raids in Nablus, Hebron, Yatta, and Turmus ‘Ayya. In East Jerusalem, an Israeli settler shot and injured a 60-year-old Palestinian woman at a light rail station north of Sheikh Jarrah, claiming she had tried to stab him with a knife. Israeli settlers also toured the Haram al-Sharif compound. 2 Palestinians were arrested during raids in Shu’fat refugee camp. U.S. president Joe Biden criticized the Israeli government for being too extreme in its West Bank policies in an interview with CNN, saying that the U.S. is in regular contact with Israel to “tamp down what is going on,” and calling the Netanyahu government the “one of the most extreme” he has seen. Biden also said that the PA had lost its credibility. On normalization, he said Israel and Saudi Arabia are “a long way from” normalizing relations, saying that normalization depends on “what is asked of us for them [Saudi Arabia] to recognize Israel,” confirming that Saudi Arabia is asking for a civilian nuclear program and security guarantees. Haaretz reported that the Biden administration is seeking measures from Israel to strengthen the PA to help the normalization process. But U.S. officials told Haaretz that they think the far-right ministers in the Israeli government would oppose any gestures toward the Palestinians. The officials also said that the PA does not trust the U.S. to follow through on ensuring that the promises are kept. (CNN, HA, HA, REU 7/9)

The Israeli security cabinet approved measures to “act to prevent the collapse of the Palestinian Authority,” but did not detail how Israel would prevent this. Finance Minister Bezalel Smotrich abstained in the vote and National Security Minister Itamar Ben-Gvir voted against the measures. In return for preventing the PA from collapsing, Israel is demanding that the PA “[r]efrain from acting against Israel in the international legal and political arena . . . from paying the families of terrorists and murderers, and from illegal building in Area C.” PA prime minister Mohammed Shtayyeh called the Israeli demands unacceptable. In West Bank, Israeli settlers burned Palestinian crops outside of Turmus ‘Ayya. Israeli settlers also sprayed racist graffiti on agricultural structures in Shufa and stole 1 donkey. Elsewhere, Israeli settlers assaulted 1 Palestinian in al-Zawiya. Israeli forces arrested 3 Palestinian minors during a raid in Nablus. The Biden administration informed Israel that it will no longer fund research institutes and scientific and technological projects in Israeli settlements in the West Bank, reversing a policy made by the Trump administration. Israeli foreign minister Eli Cohen voiced his disapproval with the decision, saying “[i]n similar cases, in the past, the Israeli government has always made sure to give full damages to those hurt by these decisions.” State Department spokesperson Matthew Miller later clarified that the U.S. had not reversed the Trump administration’s interpretation that settlements are “not per se inconsistent with international law.” (AX, HA, TOI, TOI 6/25; MEE 6/26; HA, WAFA 6/27)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles parked near Kifl Haris, causing damage. Israeli forces shot and killed 2 Palestinians, including 1 minor, and injured 3 others during a demolition raid in Kafr Dan. 2 homes belonging to families of Palestinians accused of killing an Israeli soldier on 9/14/2022 were punitively demolished during the raid. Israeli forces also shot and killed 1 Palestinian minor during a raid in Dheisheh refugee camp, 1 other Palestinian was injured by live ammunition. Elsewhere, Israeli forces issued stop-work orders for 8 houses, 1 agricultural structure, and 1 events hall in Deir Balut and 1 house under construction in Maeen in the Masafer Yatta area. Israeli forces also shot and injured 7 Palestinians with live ammunition during a raid in Bayt Rima. Meanwhile, Israeli forces fired tear gas at a funeral procession in Beit Umar, causing tear-gas related injuries. Israeli forces also seized 1 excavator in at-Tuwani in the Masafer Yatta area. 24 Palestinians were arrested during late-night raids in Bayt Rima, Ein ad-Duyuk al-Foqa, Hebron, Bethlehem, Za‘atra, Aida refugee camp, al-Am‘ari refugee camp, Turmus ‘Ayya, Nablus, Salfit, Iskaka, and ‘Azzun. In East Jerusalem, Israeli forces raided the homes of PA Jerusalem governor Adnan Ghaith and al-Aqsa imam Sheikh Ikrima Sabri, extending Governor Ghaith’s ban from entering the West Bank and meeting PA officials and banning Sheikh Sabri from entering the Haram al-Sharif compound and leaving East Jerusalem. In Gaza, Israeli forces made incursions and leveled land east of Khan Yunis. Israel informed the PA that about 1,000 Palestinians living in the Masafer Yatta area will receive eviction notices in the coming days and that they will be forcibly transferred to a different location. Israel Hayom reported that the Israeli police officer charged with the killing of autistic Palestinian man Eyad al-Hallaq in East Jerusalem in May 2020 had signed up for 6 months of service in the police force after finishing his compulsory service. In the West Bank, Israeli forces shot and killed 2 Palestinians and critically injured a 3d after claiming that the 3 had opened fire at Israeli soldiers at an Israeli military installation near Jenin; no Israeli was reported injured. Israeli forces also assaulted Palestinian journalists trying to cover the incident and smashed 1 camera. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 1 with live ammunition; others suffered tear-gas related injuries. Israeli forces also raided the home of an alleged attacker in Turmus ‘Ayya and took measurements for a punitive demolition. 6 Palestinians were arrested, including 2 during late-night raids in and around Aida refugee camp and al-‘Arub refugee camp, and 4 at checkpoints in Qalandia and Nablus. In East Jerusalem, Israeli forces attacked Palestinians at the Haram al-Sharif compound, wounding 205 Palestinians, including 88 who were hospitalized and 3 who lost eyes; 17 Israeli police officers were also reported injured. Israeli forces threw stun grenades inside of al-Aqsa Mosque. 17 Palestinians were arrested in the Old City and Shaykh Jarrah. In Gaza, Israel said incendiary balloons from Gaza had started 7 fires in Israel. The High Follow-up Committee for Arab Citizens of Israel called on Palestinians in Israel to support Palestinians in East Jerusalem after the Israeli attacks on worshipers at the Haram al-Sharif compound and on protesters in Shaykh Jarrah. (MEMO, WAFA 5/8)

The Kahanist lawmaker Itamar Ben-Gvir from the Otzma Jehudit (Jewish Power) party closed his makeshift office on the opposite side of the street from where Palestinians have been eating iftar meals in protest over Israeli threats of evicting Palestinian families in Shaykh Jarrah. Ben-Gvir said he closed the office after Israeli prime minister Benjamin Netanyahu had requested he do so. (HA 5/7)

Palestinians reported that information shared about Shaykh Jarrah had been censored by social media companies like Instagram and Twitter and in some instances, Palestinian accounts sharing information about Shaykh Jarrah had been closed by the companies. PA president Mahmoud Abbas condemned the Israeli aggression in Jerusalem, saying he has called on the PA ambassador to the UN to request an emergency session at the UN security council. (WAFA 5/7)

The U.S. issued a statement saying that the country “is extremely concerned about ongoing confrontations in Jerusalem, including the Haram al-Sharif/Temple Mount and in Sheikh Jarrah, which have reportedly resulted in scores of injured people . . . It is absolutely critical that all sides exercise restraint, refrain from provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount—in word and in practice.” The UN also warned Israel that forced evictions of Palestinians in East Jerusalem could amount to war crimes. U.S. senators Bernie Sanders (D-VT), Elizabeth Warren (D-MA), Chris Van Hollen (D-MD), and Chris Murphy (D-CT) and representatives Alexandria Ocasio-Cortez (D-NY), Gregory Meeks (D-NY), Andy Levin (D-MI), Pramila Jayapal (D-WA), and Ayanna Pressley (D-MA) called on Israel not to evict Palestinians from their homes in Shaykh Jarrah. Representatives Marie Newman (D-IL) and Mark Pocan (D-WI) circulated a letter in congress calling on secretary of state Antony Blinken to pressure Israel not to move forward with the eviction and to stop home demolitions in al-Bustan. In the West Bank, al-Ibrahimi Mosque was closed to Muslim worshipers due to Israeli restrictions during the Jewish Sukkot holidays. Israeli settlers with military escort toured Solomon’s Pool south of Bethlehem, closing the area for Palestinians. Elsewhere, near Nablus, Israeli settlers and military escort toured Joseph’s Tomb, leading to confrontations with Palestinians; 51 Palestinians were injured including 3 by live ammunition, 14 by rubber-coated bullets and others suffered tear-gas related injuries. 1 Palestinian was shot after allegedly ramming his car into an undercover Israeli officer’s car in al-Am‘ari refugee camp. Israeli forces violently dispersed a protest in Turmus ‘Ayya, injuring 2 with rubber-coated bullets and others with tear gas. Israeli forces shot and injured 2 Palestinians trying to enter Israel for work near Jenin. 9 Palestinians were arrested, including 8 during raids in al-Am‘ari refugee camp, Jaba, ‘Azun, Anabta, and Bayt Awa; the Palestinian accused of ramming his car into the undercover Israeli officer’s car was also arrested. In East Jerusalem, hundreds of Israeli settlers attacked Palestinians and Palestinian-owned property in Issawiyya; Israeli forces arrested 7 of the perpetrators. Some 400 Israeli settlers also toured the Haram al-Sharif compound. Off the coast of Gaza, Israeli forces opened fire and used water hoses on Palestinian fishermen 3 nautical miles northwest of Gaza City, causing damage but no injuries were reported. In an interview with NBC, Israeli PM Netanyahu rolls back his 3/16 assertion that he will block the creation of a Palestinian state if chosen for a 3d consecutive term as PM. Later, U.S. Pres. Obama calls Netanyahu to officially congratulate him for his 3/17 victory, but also to discuss his controversial comments. Obama reportedly says that the U.S. will be reassessing its positions regarding the Israeli-Palestinian peace process in light of the PM’s new position. In the U.S. Senate Foreign Relations Comm., chair Corker (R-TN) and ranking mbr. PA Pres. Abbas files a request with the Dutch embassy, asking the ICC to open investigations into suspected war crimes committed in the oPt since 6/2013. In response to the PA’s accession to the ICC, the Israeli cabinet decides to freeze the transfer of NIS 500 m.
