Israeli settlers also bring livestock to graze on Palestinian farmland in al-Juwaya, damaging crops. Israeli forces assault 5 Palestinians during a raid in Tubas. Israeli forces also issue a military order seizing 29 dunams (7 acres) of land in Sinjil and Turmus ‘Ayya. Elsewhere, Israeli forces arrest 37 Palestinians during raids in and around Jalazone refugee camp, Bethlehem, Tubas, Jenin, Hebron, Tulkarm, and Nablus. More than 30,800 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,298 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 416 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,648 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 245 Israeli soldiers have been killed and 1,469 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. In his State of the Union address, U.S. president Joe Biden says the U.S. military will set up a temporary pier off the coast of Gaza to deliver aid but that no U.S. soldiers will enter Gaza as it will be built offshore. Biden also says, “to the leadership of Israel I say this: Humanitarian assistance cannot be a secondary consideration or a bargaining chip.” Biden is filmed telling Senator Michael Bennet (D-CO) that he has told Israeli prime minister Benjamin Netanyahu that “you and I are going to have a come to Jesus meeting.” The PA presidency thanks Biden for supporting a 2-state solution and a ceasefire during his speech. In the West Bank, Israeli settlers with a military escort raided Deir Dibwan, setting fire to trees; 1 Palestinian was injured by live ammunition fired by Israeli forces during the raid. Israeli settlers also threw stones at Palestinian vehicles near Beitin and Hebron. Israeli forces shot and killed 1 Palestinian man during a raid in Nablus. Israeli forces also shot a 5-year-old Palestinian boy in the eye with a rubber-coated bullet in Bizarya; the boy’s eye was later removed at a hospital. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. Representatives from 20 EU countries visited Turmus ‘Ayya to express condolences to the victims of the Israeli settler attack on 6/21. In a statement the countries said as the occupier Israel is obligated to protect Palestinians and prosecute the violent settlers. (WAFA 6/23; HA 6/24)

Israeli national security minister Itamar Ben-Gvir told Israeli settlers at the partly resettled Evyatar settlement outpost that the settlers should “[r]un to the hilltops” and build settlements “in all the hills around.” Ben-Gvir also called for the Israeli military to “launch a military operation, take down buildings and eliminate terrorists. Not just one or two, but dozens and hundreds and if needed, thousands.” Later on 6/25, Prime Minister Benjamin Netanyahu said such calls to grab land are “unacceptable to me.” (HA, WAFA, WAFA 6/23; WAFA 6/24; CNN 6/25)

U.S. national security adviser Jake Sullivan spoke with his Israeli counterpart Tzachi Hanegbi, expressing concern about Israeli settler attacks on Palestinian villages. Several Democratic members of the U.S. House of Representatives, including pro-Israel representatives, condemned the settler attacks, as did the Anti-Defamation League and the American Jewish Committee. Morocco also officially canceled the second summit of the normalization organization the Negev Forum, citing “uncomfortable diplomatic relations.” The summit, scheduled to be held in Rabat, has been postponed since March. UN human rights commissioner Volker Türk criticized the Israeli usage of “advanced weapons” in the West Bank this week, saying it was adding to volatility of the situation. In the West Bank, Israeli settlers threw stones at Palestinian vehicles parked near Kifl Haris, causing damage. Israeli forces shot and killed 2 Palestinians, including 1 minor, and injured 3 others during a demolition raid in Kafr Dan. 2 homes belonging to families of Palestinians accused of killing an Israeli soldier on 9/14/2022 were punitively demolished during the raid. Israeli forces also shot and killed 1 Palestinian minor during a raid in Dheisheh refugee camp, 1 other Palestinian was injured by live ammunition. Elsewhere, Israeli forces issued stop-work orders for 8 houses, 1 agricultural structure, and 1 events hall in Deir Balut and 1 house under construction in Maeen in the Masafer Yatta area. Israeli forces also shot and injured 7 Palestinians with live ammunition during a raid in Bayt Rima. Meanwhile, Israeli forces fired tear gas at a funeral procession in Beit Umar, causing tear-gas related injuries. Israeli forces also seized 1 excavator in at-Tuwani in the Masafer Yatta area. 24 Palestinians were arrested during late-night raids in Bayt Rima, Ein ad-Duyuk al-Foqa, Hebron, Bethlehem, Za‘atra, Aida refugee camp, al-Am‘ari refugee camp, Turmus ‘Ayya, Nablus, Salfit, Iskaka, and ‘Azzun. Israel informed the PA that about 1,000 Palestinians living in the Masafer Yatta area will receive eviction notices in the coming days and that they will be forcibly transferred to a different location. Israel Hayom reported that the Israeli police officer charged with the killing of autistic Palestinian man Eyad al-Hallaq in East Jerusalem in May 2020 had signed up for 6 months of service in the police force after finishing his compulsory service. In the West Bank, Israeli settlers attacked 1 Palestinian shepherd on his land near Qalqilya, leading to his hospitalization. Israeli settlers also threw stones at Palestinian vehicles near Burin and Turmus ‘Ayya, causing damage to windshields. Israeli forces shot and injured 5 Palestinians using live ammunition during a raid in Aqraba; no arrests were made. 14 Palestinians were arrested during raids in and around Bethlehem and Nablus. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting against Israeli threats of evictions of dozens of Palestinians from their homes in Shaykh Jarrah; at least 20 Palestinians were reported injured. 5 Palestinians were arrested during raids. In the West Bank, 1 Palestinian woman was shot dead by Israeli forces in her house during a late-night raid in Jenin. According to her friend, she was shot while closing a window to prevent tear gas from entering the home. Elsewhere, Israeli forces violently dispersed the weekly protest in Kafr Qaddum using rubber-coated bullets and tear gas; 1 Palestinian was injured by a rubber-coated bullet, others suffered tear-gas related injuries. Israeli forces also violently dispersed a protest in Turmus ‘Ayya; 5 were injured by rubber-coated bullets, 1 by a tear gas canister to his head, and others suffered tear-gas related injuries. Israeli forces ordered a halt to the construction of 2 buildings near Bethlehem. Israeli settlers blocked 1 road south of Nablus, causing traffic jams. 4 Palestinians were arrested during late-night raids in and around Bethlehem, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian 4-year-old girl was killed by what appears to be a stray bullet in Silwan; it is unclear who fired the bullet. In Gaza, Israeli forces opened fire on agricultural lands east of Khan Yunis and al-Bureij; no injuries were reported. The president of Lebanon Michel Aoun said that the country had not ruled out “external interference” in the explosion in Beirut that killed at least 154 on 8/4. The possibility of external interference will be part of Lebanon’s probe into the incident. (AJ, HA, REU 8/7)

In the West Bank, al-Ibrahimi Mosque was closed to Muslim worshipers due to Israeli restrictions during the Jewish Sukkot holidays. Israeli settlers with military escort toured Solomon’s Pool south of Bethlehem, closing the area for Palestinians. Elsewhere, near Nablus, Israeli settlers and military escort toured Joseph’s Tomb, leading to confrontations with Palestinians; 51 Palestinians were injured including 3 by live ammunition, 14 by rubber-coated bullets and others suffered tear-gas related injuries. 1 Palestinian was shot after allegedly ramming his car into an undercover Israeli officer’s car in al-Am‘ari refugee camp. Israeli forces violently dispersed a protest in Turmus ‘Ayya, injuring 2 with rubber-coated bullets and others with tear gas. Israeli forces shot and injured 2 Palestinians trying to enter Israel for work near Jenin. 9 Palestinians were arrested, including 8 during raids in al-Am‘ari refugee camp, Jaba, ‘Azun, Anabta, and Bayt Awa; the Palestinian accused of ramming his car into the undercover Israeli officer’s car was also arrested. In East Jerusalem, hundreds of Israeli settlers attacked Palestinians and Palestinian-owned property in Issawiyya; Israeli forces arrested 7 of the perpetrators. Some 400 Israeli settlers also toured the Haram al-Sharif compound. Off the coast of Gaza, Israeli forces opened fire and used water hoses on Palestinian fishermen 3 nautical miles northwest of Gaza City, causing damage but no injuries were reported. In the West Bank, Palestinian minors throw stones at an Israeli settler near Hebron, lightly injuring him. IDF troops violently disperse Palestinians gathering to protest the Israeli occupation in 2 villages near Ramallah (Ras Karkar and al-Mughayyir); 2 Palestinians are injured. They also arrest 2 Palestinians during raids near Jenin and Tubas; and patrol near Nablus, Tulkarm, Salfit, Hebron, and Bethlehem. One day after Israel’s security cabinet agreed to allow the next tranche of $15 million from Qatar into Gaza, senior Hamas official Khalil al-Hayya tells reporters in Gaza that Hamas will not accept the money. “Gaza will not be subject to extortion by Israeli election theater,” he adds. After the press conference, the IDF deploys additional troops to the Gaza border area in preparation for planned protests on 1/25. (HA, TOI, TOI, YA 1/24)

Three senior U.S. officials say that the Trump administration is currently planning to release its long-awaited plan for Palestinian-Israeli peace as soon as possible after the Israeli election on 4/9. They reportedly believe that they have a limited window between the Israeli elections and the start of President Trump’s re-election campaign. “It is hard for us to imagine a set of circumstances where the plan is never released.” One official says. “We have every intention of releasing it.” (JP, JP 1/24)

The Egyptian authorities shut down the Rafah border crossing to passage in both directions, marking the anniversary of the 2011 Egyptian revolution. They plan to resume operations at the crossing on 1/27. They have opened the crossing for passage only in one direction since 1/7, when the PA withdrew its staff from the Palestinian side of the crossing. (MNA 1/24)

Three days after violent raids sparked a hunger strike at Ofer Prison, lawyers representing Palestinians imprisoned at Ofer decide to stop appearing at the prison in protest of increasing restrictions imposed on their work by the Israeli authorities. (WAFA 1/24)

Along Gaza’s border fence, IDF troops open fire on Palestinian shepherds and bird-hunters near Dayr al-Balah, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp late at night, causing no damage or injuries. In the West Bank, Israeli settlers uproot 35 olive trees from a Palestinian grove outside Turmus ‘Ayya near Ramallah. IDF troops arrest 6 Palestinians during late-night raids near Jenin and Bethlehem; and patrol near Nablus, Hebron, and Tulkarm. In East Jerusalem, Israeli forces raid a Palestinian high school in Issawiyya, firing sound bombs toward the classrooms and sparking minor clashes; there are no reported injuries. They also arrest Adnan Ghaith, the PA’s governor of Jerusalem, during a raid on his home in Silwan. Ghaith was previously arrested on 10/21 and 11/1. A police spokesperson says only that today’s arrest has to do with money-related issues. The Israeli press reports that Ghaith is suspected of being involved with the selling of a contested piece of property in East Jerusalem. Other reports indicate that Ghaith is suspected of working with the PA’s security forces, which is forbidden for East Jerusalem residents under Israeli law, and with meeting PA officials and activists, which he was barred from doing after his arrest on 10/21. Along Gaza’s border, IDF troops shoot and kill 2 Palestinians who allegedly crossed the border fence and threw “explosive devices” at an IDF patrol, according to an Israeli spokesperson. Separately, IDF troops shoot and seriously injure 2 more Palestinians attempting to cross into Israel near Rafah; 1 of the Palestinians dies soon after the incident. Later, they arrest another Palestinian attempting to cross into Israel. In the West Bank, Israeli settlers slash the tires of a number of Palestinian cars and spray-paint racist graffiti on walls in Turmus ‘Ayya near Ramallah. They also raze a swathe of Palestinian farmland near Salfit and assault a reporter attempting to document the incident. IDF troops arrest 19 Palestinians during raids near Qalqilya, Bethlehem, Hebron, Nablus, and Jenin; patrol near Hebron, Tulkarm, and Qalqilya; and deliver stop-work orders to Palestinians building a road near Hebron. Upon their arrival at a roadblock at an entrance to the city, PASF prevent their entrance with guns drawn (under the Oslo Accords, the IDF is barred from entering Area A of the West Bank without the PA’s approval). The IDF arrests 10 Palestinians during late-night raids nr. Ramallah, Hebron, Bethlehem, Jenin, and Tulkarm; and patrols nr. Hebron throughout the day. IDF troops also arrest a Palestinian in c. Hebron, alleging that he was planning a stabbing attack. Israeli forces confiscate a shipping container being used as a restaurant nr. Nablus. The owner had set it up after his nearby restaurant was demolished on 11/3. Israeli settlers cut down dozens of olive trees outside Turmus ‘Ayya village nr. Ramallah. The Jerusalem Post reports that New Zealand is circulating a draft UNSC res. calling for a “firm timetable” for the Israelis and Palestinians to return to negotiations and asking that neither side set “preconditions” for the talks. The draft res. also calls for an end to the Israeli settlement enterprise and for the Palestinian leadership to end its “incitement to violence against Israeli civilians.” (JP 12/11)

In the West Bank, senior PA official Ziad Abu Ein dies hours after sustaining injuries in a confrontation with IDF soldiers at a nonviolent demonstration in Turmus ‘Ayya village nr. Ramallah. Palestinians gather to protest Abu Ein’s death, sparking further clashes with IDF troops; 1 Palestinian is seriously injured, several others are moderately injured from live ammunition, tear gas, and rubber-coated metal bullets, and 3 are arrested. Separately, Israeli authorities declare approximately 10,000 dunams of Palestinian land in the n. Jordan Valley to be a closed military zone. In the morning, a unit of Israeli soldiers conducts military drills nr. a school in c. Hebron, then fires tear gas canisters at the school, injuring dozens of Palestinian students and teachers. Israeli settlers attack several Palestinians nr. Bethlehem, causing no injuries. Then, s. of Nablus, Israeli settlers set fire to a Palestinian factory. In East Jerusalem, Israeli settlers set fire to a Palestinian’s car in Silwan, completely destroying it. Israeli settlers attack an Egged bus driven by a Palestinian, breaking his windshield with a rock. Israeli police escort a group of right-wing Jewish activists into Haram al-Sharif. They also detain 1 Palestinian woman at a gate to the compound. Labor Party leader Isaac Herzog and Hatnua Party leader Livni agree to run on a joint list in the 3/17/2015 election. Their agreement stipulates that, should they win, Herzog will serve as PM for 2 years, then Livni will take over for the next 2. (HA, JP 12/10)

The IDF removes sand barriers blocking the main road linking Hebron to Bethlehem that have been in place since the start of the intifada in 9/00, replacing them with a single iron gate and observation tower to control Palestinian traffic; fires on residential areas of Jenin (where a curfew is still in place), Wadi Gaza (on the e. border of the Strip). A group of Jewish settlers attempts to visit Joseph’s Tomb in Nablus but comes under fire fr. AMB, Islamic Jihad gunmen, who wound 7; the IDF arrests another 8 settlers for illegally entering a Palestinian area without its knowledge.
