In the West Bank, Israeli settlers block a road leading to Nablus after Israeli forces reopened the road for the first time since 10/7/2023. Israeli settlers also bring livestock to graze on Palestinian farmland in al-Juwaya, damaging crops. Israeli forces assault 5 Palestinians during a raid in Tubas. Israeli forces also issue a military order seizing 29 dunams (7 acres) of land in Sinjil and Turmus ‘Ayya. Elsewhere, Israeli forces arrest 37 Palestinians during raids in and around Jalazone refugee camp, Bethlehem, Tubas, Jenin, Hebron, Tulkarm, and Nablus. In Gaza, Israeli forces bomb Jabalia refugee camp, Nuseirat refugee camp, Dayr al-Balah, Rafah, Gaza City, and Khan Yunis, killing at least 83 people. An Israeli soldier dies in combat. In Lebanon, Hezbollah fires a missile at a radar site in Shebaa Farms, causing damage. Israeli forces bomb Ayta ash Shab, Naqoura, and Aitaroun. In Yemen, U.S. forces attack 4 missile launch sites. More than 30,800 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,298 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 416 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,648 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 245 Israeli soldiers have been killed and 1,469 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. The EU launches a probe into whether Israel is complying with human rights obligations stipulated in the EU-Israel trade agreement. EU high commissioner for foreign affairs Josep Borrell says the Israeli actions in Gaza “give the impression that its objectives go beyond destroying Hamas.” (AJ 3/7)

In his State of the Union address, U.S. president Joe Biden says the U.S. military will set up a temporary pier off the coast of Gaza to deliver aid but that no U.S. soldiers will enter Gaza as it will be built offshore. Biden also says, “to the leadership of Israel I say this: Humanitarian assistance cannot be a secondary consideration or a bargaining chip.” Biden is filmed telling Senator Michael Bennet (D-CO) that he has told Israeli prime minister Benjamin Netanyahu that “you and I are going to have a come to Jesus meeting.” The PA presidency thanks Biden for supporting a 2-state solution and a ceasefire during his speech. PA prime minister Mohammad Shtayyeh attended the COP27 climate summit in Sharm el-Sheikh, Egypt. At the sidelines of the summit Prime Minister Shtayyeh attended a meeting with Israeli environmental protection minister Tamer Zandberg, Lebanese prime minister Najib Mikati, Iraqi president Abdul Latif Rashid, and officials from Oman and Jordan and other countries in the Middle East. Israel and Jordan also signed a memorandum of understanding to continue work on an agreement made in November 2021 to exchange water, provided by Israel, for energy provided by Jordanian solar farms. A convoy of 15 trucks carrying fuel from Iraq to Syria was attacked in an air strike after entering Syria, killing 10 people. The attack was attributed to Israel. (HA 11/9; AP 12/14)

In an interview with Kan, U.S. ambassador to Israel Tom Nides said that he will see how the next right-wing government speaks and acts before taking a position on the possibility of the Otzma Yehudit party forming part of the government. Ambassador Nides also said "[t]his is a country that is a democracy with elected leadership and I intend to work with them." The White House is reportingly considering not engaging with the Itamer Ben-Gvir-led Otzma Yehudit. (HA 11/10)

In the West Bank, Israeli settlers assaulted 1 Palestinian man near Turmus ‘Ayya. In East Jerusalem, some 150,000 Palestinian worshippers performed prayers at the Haram al-Sharif compound for Eid al-Adha. 2 Palestinians were arrested, including 1 at the Haram al-Sharif compound and 1 at the Damascus Gate plaza. The UAE announced it will donate $25 million to the Makassed hospital in East Jerusalem. According to Axios reporting, the Biden administration had asked the UAE, Saudi Arabia, and Qatar to donate $100 million in total to Palestinian hospitals in East Jerusalem ahead of Biden’s visit where he is expected to announce a U.S. donation of $100 million to hospitals serving Palestinians in East Jerusalem. In the West Bank, Israeli settlers razed 20 dunums (5 acres) of land near Jalud. Israeli forces punitively demolished the home of an alleged attacker in Turmus ‘Ayya, displacing his family and damaging nearby buildings as the house was blown up. 8 Palestinians were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, Dahariya, al-Khader, and Abu Dis. In East Jerusalem, Israeli forces delivered a demolition order for a 4-story building in Shu‘fat, which would displace 55 Palestinians. 2 Palestinians were arrested during raids in Isawiya and the Old City. In Gaza, Israeli forces opened fire on residential buildings east of Rafah, causing damage but no injuries. Israel charged a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, with incitement to violence for sharing a movie clip on Facebook showing people killing a police officer. Shaykh al-Baz was arrested on 6/17. (ALM, HA 7/8)

Israeli foreign minister Yair Lapid and Jordanian foreign minister Ayman Safadi met at the Allenby Bridge, where the 2 made agreements for Jordan to buy 50 million cubic meters of water from Israel and to increase the Jordanian export to the West Bank from $160 million to $700 million. Foreign minister Safadi also called for Israeli to halt settlement expansions, maintaining the status quo of the holy sites in Jerusalem, and called evictions of Palestinians from their homes in East Jerusalem a “war crime.” Walla News also reported that Israeli prime minister Naftali Bennett secretly met with Jordan’s king Abdullah II in Amman last week and that PA president Mahmoud Abbas was summoned to meet King Abdullah shortly after his meeting with Prime Minister Bennett. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. In the West Bank, Israeli settlers uprooted some 400 grape saplings in Turmus ‘Ayya. Israeli forces violently dispersed the weekly anti-settlement protests in Kafr Qaddum, seriously injuring 1 Palestinian minor who was hospitalized with a fractured skull after being hit by a rubber-coated bullet; 14 others were also injured by rubber-coated bullets and others suffered tear-gas related injuries during Israeli crackdowns on protests in Bayt Dajan and Kafr Malik. 10 Palestinians were arrested during raids in and around Bayt Dajan, Jenin, and Bethlehem. A top Iranian nuclear scientist, Mohsen Fakhrizadeh, was assassinated while driving his car in Absard some 40 miles east of Tehran. Iran said that there were “serious indications of Israeli responsibility.” An anonymous Israeli official confirmed to the NYT that Israel was behind the assassination. The NYT also had 3 other intelligence sources confirm Israel’s involvement. According to Iran’s Fars News Agency, Fakhrizadeh was killed by a remote-controlled machine gun attached to a deserted car. The NYT reported a different story of the events in which 12 assassins caught up to Fakhrizadeh’s car and shot him before leaving the scene unharmed. Israel has previously claimed that Fakhrizadeh was the scientist behind Iran’s nuclear program and Israeli prime minister Benjamin Netanyahu said in 2018 during a press conference that people should remember Fakhrizadeh’s name. Former CIA director John Brennan condemned the assassination, calling it “flagrant violation of international law.” The EU, UN, UAE, and Jordan also condemned the assassination. Israel assassinated at least 4 Iranian scientists between 2010 and 2012. Several Israeli public officials denied knowing who assassinated Fakhrizadeh.
