In the West Bank, 1 Israeli settler shot and killed 1 Palestinian man after he allegedly shot and wounded 6 settlers in the Ma’ale Adumim settlement. Israeli settlers also erected barbed wire fencing on Palestinian-owned land in al-Maleh. Israeli forces shot and killed 1 Palestinian minor after he allegedly tried to stab 2 Israeli soldiers that stopped to interrogate him near as-Samu. Israeli forces also demolished a commercial structure in Deir Balut. Elsewhere, Israeli forces raided Sabastia, surveying the town’s Roman amphitheater. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces prevented a Palestinian ambulance from entering East Jerusalem at al-Zaim checkpoint, resulting in the death of a 40-year-old Palestinian man who had suffered a stroke. The Ghaith-Sub Laban family, who were evicted from their home in the Old City of East Jerusalem, received a letter ordering them to pay for their own eviction by paying $4,613 to the Israeli police and $4,500 to the company that carried out the eviction. The family also owe $3,500 in court fees. The Ghaith-Sub Laban family was evicted on 7/11 as Israeli settlers took over their home. (HA 8/11; WAFA 8/13; MEMO 8/14)

The Israeli National Planning and Building Council approved the establishment of 5 new communities in the Naqab, including 4 Jewish communities and 1 for Bedouins. A memorandum discussed in the Southern District Planning and Building Committee last month said the goal of the Jewish communities is to prevent the expansion of Bedouin communities along Routh 25 and to bolster the Jewish presence in the area. In the West Bank, 1 Palestinian man succumbed to wounds sustained during an Israeli raid in Nablus on 2/13. An Israeli settler shot and injured 1 Palestinian woman after she allegedly attempted to stab a person near the Ma‘ale Adumim settlement. Israeli settlers also opened fire at buildings in Nabi Salih; no injuries were reported. Israeli forces shot and killed 1 Palestinian man during a raid in al-Arroub refugee camp. Israeli forces also demolished commercial structures near al-Jalama. In Gaza, 6 rockets were launched at Israel from Gaza; no damage was reported. Israeli forces conducted airstrikes hitting 2 sites in Gaza and causing damage; no injuries were reported. A day after advancing plans for 3,144 new settlement housing units, the Civil Administration’s Higher Planning Council advanced plans for a further 4,013 new settlement units, including 1,135 in Ma’ale Adumim. The total number of settlement units advanced on 2/22 and 2/23 was 7,157, of which 1,900 were given final approval and the rest were advanced for deposit. Israeli prime minister Benjamin Netanyahu granted Israeli finance minister Bezalel Smotrich authority over the Civil Administration, which was previously under the defense minister’s authority, and allowed Smotrich to create a settlement authority that will seek to improve services and infrastructure in Israeli settlements. The move was described as de jure annexation as Israel transferred the authority of the occupation from the military to a civilian entity. The PA Foreign Ministry issued a statement calling the international community’s response to the Israeli massacre in Nablus on 2/22 “shy and weak.” A general strike was observed throughout the West Bank in protest against the event in Nablus. (WAFA, WAFA 2/23)

The Arab League condemned Israel’s deadly raid in Nablus on 2/22 after an extraordinary meeting was convened in Cairo. The Organisation of Islamic Cooperation also condemned the Israeli actions. (WAFA, WAFA, WAFA 2/23)

In the West Bank, Israeli forces raided and surveyed a bedouin community adjacent to the Israeli settlement Ma’ale Adumim in preparation for annexing the area. 1 Palestinian woman died of the COVID-19 virus, marking the 8th COVID-19-related death in the Palestinian territories and 4th in the West Bank, excluding East Jerusalem. The district of Bethlehem started a 48-hour lockdown to combat the rise in COVID-19 cases. 9 Palestinians were arrested during raids in and around al-‘Arub refugee camp, Jenin, Ramallah, and Tulkarm. In East Jerusalem, 1 Palestinian was arrested in Issawiyya. In Gaza, Israeli forces opened fire on agricultural lands east of Dayr al-Balah; no injuries were reported. U.S. assistant to the president and special representative for international negotiations Avi Berkowitz and U.S. ambassador to Israel David Friedman met with Israeli defense minister Benny Gantz to discuss annexation of parts of the West Bank. According to Haaretz sources, Defense Minister Gantz told the 2 that 7/1 “is not a sacred date” for moving forward with annexation. Shortly after those details were reported, Israeli prime minister Benjamin Netanyahu said “The issue [annexation] is not up to Kahol Lavan [Gantz’s Blue and White party]. A letter by 4 progressives in the U.S. House, Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Pramila Jayapal (D-WA), and Betty McCollum (D-MN), to Secretary of State Mike Pompeo being circulated among other representatives was obtained by the Jewish Insider. The letter warns the State Department that the 4 will “pursue conditions on the $3.8 billion in U.S. military funding to Israel.” (Jewish Insider 6/29; HA 6/30)

In the West Bank, Israeli forces punitively seal shut the Yatta home of a Palestinian imprisoned on charges related to a 6/2016 attack on Israelis in Tel Aviv. Israeli forces demolish a Palestinian home in Ni‘lin overnight. Israel Defense Forces (IDF) troops arrest 1 Palestinian during a raid near Bethlehem and patrol near Hebron and Nablus. In the Negev, Israeli forces demolish the Palestinian Bedouin village of al-Araqib for the 121st time since 2010. (MNA, TOI, WAFA 11/16; PCHR 11/23)

The IDF orders approximately 300 Palestinian Bedouins to evacuate their homes near the Ma’ale Adumim settlement ahead of the planned demolition of their village, Jabal al-Baba. Similar orders have been issued for a Bedouin village in the northern Jordan Valley and other villages near Jerusalem, but none has been enforced yet. (HA, MNA, WAFA 11/17; TOI 11/18)

In the West Bank, IDF troops conduct raids in al-Fara‘a r.c. nr. Tubas, arresting 1 Palestinian and sparking clashes with stone-throwing youths; 1 Palestinian is injured. They conduct further raids nr. Jenin, Bethlehem, and Hebron, arresting 3 Palestinians; and patrol nr. Nablus, Hebron, and Tulkarm. At a flying checkpoint nr. Jenin, Israeli soldiers stop a group of Palestinians on motorcycles, arrest 1 and assault another, causing moderate injuries. They also confiscate 3 of the motorcycles. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. Israeli newspaper Yedi’ot Aharonot reports that the EU is preparing a new plan for Israeli-Palestinian peace talks, to be presented following the forthcoming Israeli elections. The plan reportedly will be detailed and aim to complete negotiations on core issues during 2013. The initiative is sponsored by the British and French foreign ministries, but could be adopted by the whole EU. The PA subsequently says it is unaware of such a plan. Meanwhile, Jordan’s King Abdallah tells the French media that his country is working with European countries to restart the stalled negotiations. (AFP, JP 1/13; JP 1/14)

Israeli NGO Peace Now says that Israel’s Defense Ministry has published plans for around 200 new housing units in the West Bank settlement of Rotem in the Jordan Valley. Meanwhile, PM Netanyahu tells the cabinet that the government will ‘‘not allow anyone to harm the contiguity between Jerusalem and Ma’ale Adumim,’’ referring to the removal of Palestinian activists from the Bab al-Shams protest camp in the E1 area. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF patrols in 1 village nr. Palestinian PM Salam Fayyad meets Arab League mbrs. to discuss the PA’s cash crisis and ways of raising the $100 m. promised by Arab countries but as yet undelivered. Fayyad claims that the situation may push 1.5 m. Palestinians into poverty. The Arab League agrees to form a delegation to press mbr. states to meet their financial obligations to the PA. As the quarter opens, Israel has eased (as of 6/2010) its blockade on Gaza, replacing the blanket ban on imports with two lists of prohibited and regulated items, allowing in more (and more varied) food items, construction materials, and commercial goods, but keeping imports only slightly above subsistence and continuing to bar exports. The Israel Defense Forces (IDF) enforces a 300-meter-deep no-go zone inside the full length of the Gaza border and limits the Palestinian fishing zone off Gaza to 500–1,000 m off the immediate Bayt Lahiya (northern) and Rafah (southern) coasts, and 3 nautical miles elsewhere—placing 17% of Gaza’s total landmass, including 35% of its viable agricultural areas, and 85% of the maritime areas allocated under the Oslo accords off-limits to Palestinians. In the West Bank, Israel’s easing of restrictions on Palestinian movement between major population centers (which began in summer 2009) continues, and IDF operations are relatively few. Today, IDF troops on the s.
