In the West Bank, Israeli forces raided and surveyed a bedouin community adjacent to the Israeli settlement Ma’ale Adumim in preparation for annexing the area. 1 Palestinian woman died of the COVID-19 virus, marking the 8th COVID-19-related death in the Palestinian territories and 4th in the West Bank, excluding East Jerusalem. The district of Bethlehem started a 48-hour lockdown to combat the rise in COVID-19 cases. 9 Palestinians were arrested during raids in and around al-‘Arub refugee camp, Jenin, Ramallah, and Tulkarm. In East Jerusalem, 1 Palestinian was arrested in Issawiyya. In Gaza, Israeli forces opened fire on agricultural lands east of Dayr al-Balah; no injuries were reported. U.S. assistant to the president and special representative for international negotiations Avi Berkowitz and U.S. ambassador to Israel David Friedman met with Israeli defense minister Benny Gantz to discuss annexation of parts of the West Bank. According to Haaretz sources, Defense Minister Gantz told the 2 that 7/1 “is not a sacred date” for moving forward with annexation. Shortly after those details were reported, Israeli prime minister Benjamin Netanyahu said “The issue [annexation] is not up to Kahol Lavan [Gantz’s Blue and White party]. A letter by 4 progressives in the U.S. House, Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Pramila Jayapal (D-WA), and Betty McCollum (D-MN), to Secretary of State Mike Pompeo being circulated among other representatives was obtained by the Jewish Insider. The letter warns the State Department that the 4 will “pursue conditions on the $3.8 billion in U.S. military funding to Israel.” (Jewish Insider 6/29; HA 6/30)

Israeli newspaper Yedi’ot Aharonot reports that the EU is preparing a new plan for Israeli-Palestinian peace talks, to be presented following the forthcoming Israeli elections. The plan reportedly will be detailed and aim to complete negotiations on core issues during 2013. The initiative is sponsored by the British and French foreign ministries, but could be adopted by the whole EU. The PA subsequently says it is unaware of such a plan. Meanwhile, Jordan’s King Abdallah tells the French media that his country is working with European countries to restart the stalled negotiations. (AFP, JP 1/13; JP 1/14)

Israeli NGO Peace Now says that Israel’s Defense Ministry has published plans for around 200 new housing units in the West Bank settlement of Rotem in the Jordan Valley. Meanwhile, PM Netanyahu tells the cabinet that the government will ‘‘not allow anyone to harm the contiguity between Jerusalem and Ma’ale Adumim,’’ referring to the removal of Palestinian activists from the Bab al-Shams protest camp in the E1 area. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning and in 1 village each nr. Qalqilya and Ramallah at night; conducts house searches and arrest raids in Jenin in the afternoon, and in Nablus, Qalqilya, and 1 village each nr. Armed Palestinians protest in Jenin r.c., demanding the PA security forces return confiscated weapons to the resistance. The PA vows (1/14) to investigate the demonstration. (MNA 1/14)

Palestinian PM Salam Fayyad meets Arab League mbrs. to discuss the PA’s cash crisis and ways of raising the $100 m. promised by Arab countries but as yet undelivered. Fayyad claims that the situation may push 1.5 m. Palestinians into poverty. The Arab League agrees to form a delegation to press mbr. states to meet their financial obligations to the PA. Senior IDF officers brief Israeli PM Benjamin Netanyahu that Syrian armed opposition groups have taken up positions along the border of the Israeli-occupied Golan Heights. (JP 1/13)

The Pentagon is sending briefings to senators in order to rebut what it calls ‘‘myths’’ about Defense Secretary–designate Chuck Hagel in the face of opposition to his appointment, in particular by pro-Israel groups. (WT 1/13)

Israel confirms that it is building a 10-mi. Palestinian-only road around Ma’ale Adumim settlement, linking Jericho and Bethlehem and bypassing Jerusalem, to create “transportational contiguity” btwn. Palestinian communities that would otherwise be cut off by the separation wall; critics note that 56 acres of privately owned Palestinian land and 352 acres of “state land” have been appropriated for the construction, which will also allow for the expansion and linkage of Ma’ale Adumim, Mishor Adumim, and Kedar settlements. In Gaza, the IDF raids and searches homes in al-Shuka, occupying several houses as observation posts (troops are still in the village at the end of the day); sends troops into al-Fakhari nr. Khan Yunis, raiding several homes, leveling lands, firing on residential areas, causing no reported injuries; sends troops into Bayt Hanun, bulldozing at least 100 d. of citrus trees and fences around a college and cemetery, withdrawing in the evening. The ESF creates 2 new openings in the Rafah border fence nr. Rafah’s Bloc J and al-Barahma, but no passage through the openings is reported. Egypt allows 30 Islamic Jihad mbrs. and Palestinian civilians stranded in Egypt since Israel sealed the Gaza borders on 6/12 to return to Gaza through the Rafah crossing (see 9/30). In the West Bank, the IDF conducts arrest raids, house searches in and around Bethlehem (arresting a mbr. of the Bethlehem municipal council), nr. Hebron, and in al-Bireh, Ramallah, Qalqilya (occupying homes as observation posts, firing on Palestinian children as they leave school, wounding 2, ages 11 and 13). Israeli-Palestinian clashes continue, leaving a total of 6 Palestinians, 2 Israelis dead. A Palestinian suicide bomber detonates a nail bomb at a bus stop just inside Israel, nr. Qalqilya, killing 2 Israelis, wounding 4. Hamas, and a previously unknown group named the Popular Army Front Return Battalions claim responsibility. Israeli sappers disarm bombs in the Israeli cities of Petah Tikva, Netanya. This evening, after the Arab summit ends, Sharon orders air, land, sea strikes against Force 17 targets in Dayr al-Balah, Jabaliyya, Khan Yunis, Rafah, Ramallah, killing 3 Palestinians, injuring 62. Nr. Beitunia, a Palestinian woman is shot dead by IDF troops. In Rafah, a Palestinian boy is killed when he triggers unexploded IDF ordnance. The IDF reinforces its troop presence around Abu Sunayna in Hebron with 8 tanks, 15 troop carriers, numerous military jeeps and 3 new outposts; shells residential areas in Nablus; confiscates 28 dunams of Palestinian land in Beitunia to expand an IDF post; bulldozes Palestinian land in Mount Jarzim, Wadi Silqa. Israel issues demolition orders for 19 Palestinian homes in East Jerusalem for construction of the "ring road" linking the Jewish settlements around Jerusalem; 658 dunams of Palestinian land is slated to be bulldozed for the project. Jewish settlers attack Palestinians and their property in Bayt Furik, Hebron, Silat Dahir. Settlers fr. Ma'ale Adumim, Kefar Atsion reportedly move into the Israeli controlled section of Hebron to reinforce settlers there. In Hebron, the PSF arrests a local Fatah mbr. for the 3/26 shooting that killed a settler baby.
