In the West Bank, Israeli forces raided and surveyed a bedouin community adjacent to the Israeli settlement Ma’ale Adumim in preparation for annexing the area. 1 Palestinian woman died of the COVID-19 virus, marking the 8th COVID-19-related death in the Palestinian territories and 4th in the West Bank, excluding East Jerusalem. The district of Bethlehem started a 48-hour lockdown to combat the rise in COVID-19 cases. 9 Palestinians were arrested during raids in and around al-‘Arub refugee camp, Jenin, Ramallah, and Tulkarm. In East Jerusalem, 1 Palestinian was arrested in Issawiyya. In Gaza, Israeli forces opened fire on agricultural lands east of Dayr al-Balah; no injuries were reported. U.S. assistant to the president and special representative for international negotiations Avi Berkowitz and U.S. ambassador to Israel David Friedman met with Israeli defense minister Benny Gantz to discuss annexation of parts of the West Bank. According to Haaretz sources, Defense Minister Gantz told the 2 that 7/1 “is not a sacred date” for moving forward with annexation. Shortly after those details were reported, Israeli prime minister Benjamin Netanyahu said “The issue [annexation] is not up to Kahol Lavan [Gantz’s Blue and White party]. A letter by 4 progressives in the U.S. House, Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Pramila Jayapal (D-WA), and Betty McCollum (D-MN), to Secretary of State Mike Pompeo being circulated among other representatives was obtained by the Jewish Insider. The letter warns the State Department that the 4 will “pursue conditions on the $3.8 billion in U.S. military funding to Israel.” (Jewish Insider 6/29; HA 6/30)

In the West Bank, Israeli forces punitively seal shut the Yatta home of a Palestinian imprisoned on charges related to a 6/2016 attack on Israelis in Tel Aviv. Israeli forces demolish a Palestinian home in Ni‘lin overnight. Israel Defense Forces (IDF) troops arrest 1 Palestinian during a raid near Bethlehem and patrol near Hebron and Nablus. In the Negev, Israeli forces demolish the Palestinian Bedouin village of al-Araqib for the 121st time since 2010. (MNA, TOI, WAFA 11/16; PCHR 11/23)

The IDF orders approximately 300 Palestinian Bedouins to evacuate their homes near the Ma’ale Adumim settlement ahead of the planned demolition of their village, Jabal al-Baba. Similar orders have been issued for a Bedouin village in the northern Jordan Valley and other villages near Jerusalem, but none has been enforced yet. (HA, MNA, WAFA 11/17; TOI 11/18)

In the West Bank, IDF troops conduct raids in al-Fara‘a r.c. nr. Tubas, arresting 1 Palestinian and sparking clashes with stone-throwing youths; 1 Palestinian is injured. They conduct further raids nr. Jenin, Bethlehem, and Hebron, arresting 3 Palestinians; and patrol nr. Nablus, Hebron, and Tulkarm. At a flying checkpoint nr. Jenin, Israeli soldiers stop a group of Palestinians on motorcycles, arrest 1 and assault another, causing moderate injuries. They also confiscate 3 of the motorcycles. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In East Jerusalem, Israeli forces arrest 2 Palestinians and issue arrest summons to 6 during raids in Jabal Mukabir and Hizma. (PCHR 8/25)

The Israel Land Authority and Ma’ale Adumim Economic Development Company open 4 tenders for leasing land, establishing a hotel, and constructing a new park in the settlement. (MNA 8/20)

Israeli newspaper Yedi’ot Aharonot reports that the EU is preparing a new plan for Israeli-Palestinian peace talks, to be presented following the forthcoming Israeli elections. The plan reportedly will be detailed and aim to complete negotiations on core issues during 2013. The initiative is sponsored by the British and French foreign ministries, but could be adopted by the whole EU. The PA subsequently says it is unaware of such a plan. Meanwhile, Jordan’s King Abdallah tells the French media that his country is working with European countries to restart the stalled negotiations. (AFP, JP 1/13; JP 1/14)

Israeli NGO Peace Now says that Israel’s Defense Ministry has published plans for around 200 new housing units in the West Bank settlement of Rotem in the Jordan Valley. Meanwhile, PM Netanyahu tells the cabinet that the government will ‘‘not allow anyone to harm the contiguity between Jerusalem and Ma’ale Adumim,’’ referring to the removal of Palestinian activists from the Bab al-Shams protest camp in the E1 area. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning and in 1 village each nr. Qalqilya and Ramallah at night; conducts house searches and arrest raids in Jenin in the afternoon, and in Nablus, Qalqilya, and 1 village each nr. Palestinian PM Salam Fayyad meets Arab League mbrs. to discuss the PA’s cash crisis and ways of raising the $100 m. promised by Arab countries but as yet undelivered. Fayyad claims that the situation may push 1.5 m. Palestinians into poverty. The Arab League agrees to form a delegation to press mbr. states to meet their financial obligations to the PA. The Pentagon is sending briefings to senators in order to rebut what it calls ‘‘myths’’ about Defense Secretary–designate Chuck Hagel in the face of opposition to his appointment, in particular by pro-Israel groups. (WT 1/13)

Israel confirms that it is building a 10-mi. Palestinian-only road around Ma’ale Adumim settlement, linking Jericho and Bethlehem and bypassing Jerusalem, to create “transportational contiguity” btwn. Palestinian communities that would otherwise be cut off by the separation wall; critics note that 56 acres of privately owned Palestinian land and 352 acres of “state land” have been appropriated for the construction, which will also allow for the expansion and linkage of Ma’ale Adumim, Mishor Adumim, and Kedar settlements. In Gaza, the IDF raids and searches homes in al-Shuka, occupying several houses as observation posts (troops are still in the village at the end of the day); sends troops into al-Fakhari nr. Khan Yunis, raiding several homes, leveling lands, firing on residential areas, causing no reported injuries; sends troops into Bayt Hanun, bulldozing at least 100 d. of citrus trees and fences around a college and cemetery, withdrawing in the evening. The IDF fires on 3 Palestinians attempting to sneak into Israel fr. Jabaliya to find work, seriously wounding 1, lightly injuring 1, while 1 escapes; conducts arrest raids, house searches in Baqa‘ al-Sharqiyya. The IDF also imposes new restrictions on Palestinian movement nr. the Ibrahimi Mosque/Tomb of the Patriarchs in Hebron, erecting an iron gate 30 m away fr. the site, closing the main road leading to the site to Palestinians, checking all Palestinians before allowing them through the gate to the site. Jewish settlers fr. Ma’on attack 5 Palestinian shepherds grazing their animals nearby; the IDF intervenes, arrests the Palestinians, takes them to Kiryat Arba for interrogation, releases them later. Israel authorizes the construction of a “temporary wall” btwn. Jerusalem, the West Bank in areas where the legal disputes to the route of the separation wall are still underway; approves a new route for the separation wall around Jerusalem that would annex Ma’ale Adumim settlement, surround Shu‘fat r.c. with fences, isolate Palestinian neighborhoods and villages n. of the city, incorporate Bilal Bin Rabah mosque n. of Bethlehem into Jerusalem.
